Q&A: A decade of improved and climate-smart maize through collaborative research and innovation

The food security and livelihoods of smallholder farming families in sub-Saharan Africa depend on maize production. The region accounts for up to two-thirds of global maize production, but is facing challenges related to extreme weather events, climate-induced stresses, pests and diseases, and deteriorating soil quality. These require swift interventions and innovations to safeguard maize yields and quality.

In this Q&A, we reflect on the results and impact of the long-term collaborative work on drought-tolerant maize innovations spearheaded by two CGIAR Research Centers: the International Maize and Wheat Improvement Center (CIMMYT) and International Institute of Tropical Agriculture (IITA). This innovative work has changed guises over the years, from the early work of the Drought Tolerant Maize for Africa (DTMA) and Drought Tolerant Maize for Africa Seed Scaling (DTMASS) projects through later iterations such as Stress Tolerant Maize for Africa (STMA) and the newest project, Accelerating Genetic Gains in Maize and Wheat (AGG).

In this Q&A, three leaders of this collaborative research reflect on the challenges their work has faced, the innovations and impact it has generated for smallholder farmers, and possible directions for future research. They are: B.M Prasanna, director of CIMMYT’s Global Maize Program and of the CGIAR Research Program on Maize (MAIZE); Abebe Menkir, a maize breeder and maize improvement lead at IITA; and Cosmos Magorokosho, project lead for AGG-Maize at CIMMYT.

Briefly describe the challenges confronting small-scale farmers prior to the introduction of drought-tolerant maize and how CIMMYT and IITA responded to these challenges?

B.M.P.: Maize is grown on over 38 million hectares in sub-Saharan Africa, accounting for 40% of cereal production in the region and providing at least 30% of the population’s total calorie intake. The crop is predominantly grown under rainfed conditions by resource-constrained smallholder farmers who often face erratic rainfall, poor soil fertility, increasing incidence of climatic extremes — especially drought and heat — and the threat of devastating diseases and insect pests.

Around 40% of maize-growing areas in sub-Saharan Africa face occasional drought stress with a yield loss of 10–25%. An additional 25% of the maize crop suffers frequent drought, with yield losses of up to 50%. Climate change is further exacerbating the situation, with devastating effects on the food security and livelihoods of the millions of smallholder farmers and their families who depend on maize in sub-Saharan Africa. Therefore, the improved maize varieties with drought tolerance, disease resistance and other farmer-preferred traits developed and deployed by CIMMYT and IITA over the last ten years in partnership with an array of national partners and seed companies across sub-Saharan Africa are critical in effectively tackling this major challenge.

A.M.: Consumption of maize as food varies considerably across sub-Saharan Africa, exceeding 100 kg per capita per year in many countries in southern Africa. In years when rainfall is adequate, virtually all maize consumed for food is grown in sub-Saharan Africa, with a minimal dependence on imported grain. Maize production, however, is highly variable from year to year due to the occurrence of drought and the dependence of national maize yields on seasonal rainfall. One consequence has been widespread famine occurring every five to ten years in sub-Saharan Africa, accompanied by large volumes of imported maize grain as food aid or direct imports.

This places a significant strain on resources of the World Food Programme and on national foreign exchange. It also disincentivizes local food production and may not prevent or address cyclical famine. It also leaves countries ill-equipped to address famine conditions in the period between the onset of the crisis and the arrival of food aid. Investment in local production, which would strengthen the resilience and self-sufficiency in food production of smallholder farming families, is a far better option to mitigate food shortages than relying on food aid and grain imports.

C.M.: Smallholder farmers in sub-Saharan Africa face innumerable natural and socioeconomic constraints. CIMMYT, in partnership with IITA and national agricultural research system partners, responded by developing and catalyzing the commercialization of new maize varieties that produce reasonable maize yields under unpredictable rainfall-dependent growing season.

Over the life of the partnership, more than 300 new climate-adaptive maize varieties were developed and released in more than 20 countries across sub-Saharan Africa where maize is a major staple food crop. Certified seed of over 100 stress-tolerant improved maize varieties have been produced by seed company partners, reaching more than 110,000 tons in 2019. The seeds of these drought-tolerant maize varieties have benefited more than 8 million households and were estimated to be grown on more than 5 million hectares in eastern, southern and west Africa in 2020.

In what ways did the drought-tolerant maize innovation transform small-scale farmers’ ability to respond to climate-induced risks? Are there any additional impacts on small scale farmers in addition to climate adaptation?

B.M.P.: The elite drought-tolerant maize varieties can not only provide increased yield in drought-stressed crop seasons, they also offer much needed yield stability. This means better performance than non-drought-tolerant varieties in both good years and bad years to a smallholder farmer.

Drought-tolerant maize varieties developed by CIMMYT and IITA demonstrate at least 25-30% grain yield advantage over non-drought-tolerant maize varieties in sub-Saharan Africa under drought stress at flowering. This translates into at least a 1 ton per hectare enhanced grain yield on average, as well as reduced downside risk in terms of lost income, food insecurity and other risks associated with crop yield variability. In addition to climate adaptation, smallholder farmers benefit from these varieties due to improved resistance to major diseases like maize lethal necrosis and parasitic weeds like Striga. We have also developed drought-tolerant maize varieties with enhanced protein quality — such as Quality Protein Maize or QPM — and provitamin A, which improve nutritional outcomes.

We must also note that drought risk in sub-Saharan Africa has multiple and far-reaching consequences. It reduces incentives for smallholder farmers to intensify maize-based systems and for commercial seed companies to invest and evolve due to a limited seed market.

Drought-tolerant maize is, therefore, a game changer as it reduces the downside risk for both farmers and seed companies and increases demand for improved maize seed, thus strengthening the commercial seed market in sub-Saharan Africa. Extensive public-private partnerships around drought-tolerant maize varieties supported the nascent seed sector in sub-Saharan Africa and has enabled maize-based seed companies to significantly grow over the last decade. Seed companies in turn are investing in marketing drought-tolerant maize varieties and taking the products to scale.

A.M.: The DTMA and STMA projects were jointly implemented by CIMMYT and IITA in partnership with diverse national and private sector partners in major maize producing countries in eastern, southern and western Africa to develop and deploy multiple stress-tolerant and productive maize varieties to help farmers adapt to recurrent droughts and other stresses including climate change.

These projects catalyzed the release and commercialization of numerous stress-resilient new maize varieties in target countries across Africa. Increasing the resilience of farming systems means that smallholder farmers need guaranteed access to good quality stress resilient maize seeds. To this end, the two projects worked with public and private sector partners to produce large quantities of certified seeds with a continual supply of breeder seeds from CIMMYT and IITA. The availability of considerable amount of certified seeds of resilient maize varieties has enabled partners to reach farmers producing maize under stressful conditions, thus contributing to the mitigation of food shortages that affect poor people the most in both rural and urban areas.

C.M.: The drought-tolerant maize innovation stabilized maize production under drought stress conditions in sub-Saharan Africa countries. Recent study results showed that households that grew drought-tolerant maize varieties had at least half a ton more maize harvest than the households that did not grow the drought-tolerant maize varieties, thus curbing food insecurity while simultaneously increasing farmers’ economic benefits. Besides the benefit from drought-tolerant innovation, the new maize varieties developed through the partnership also stabilized farmers’ yields under major diseases, Striga infestation, and poor soil fertility prevalent in sub-Saharan Africa.

How is the project addressing emerging challenges in breeding for drought-tolerant maize and what opportunities are available to address these challenges in the future?

B.M.P.: A strong pipeline of elite, multiple-stress-tolerant maize varieties — combining other relevant adaptive and farmer-preferred traits — has been built in sub-Saharan Africa through a strong germplasm base, partnerships with national research partners and small- and medium-sized seed companies, an extensive phenotyping and multi-location testing network, and engagement with farming communities through regional on-farm trials for the identification of relevant farmer-preferred products.

CGIAR maize breeding in sub-Saharan Africa continues to evolve in order to more effectively and efficiently create value for the farmers we serve. We are now intensively working on several areas: (a) increasing genetic gains (both on-station and on-farm) through maize breeding in the stress-prone environments of sub-Saharan Africa by optimizing our breeding pipelines and effectively integrating novel tools, technologies and strategies (e.g., doubled haploids, genomics-assisted breeding, high-throughput and precise phenotyping, improved breeding data management system, etc.); (b) targeted replacement of old or obsolete maize varieties in sub-Saharan Africa with climate-adaptive and new varieties; (c) developing next-generation climate-adaptive maize varieties with traits such as native genetic resistance to fall armyworm, and introgressed nutritional quality traits (e.g., provitamin A, high Zinc) to make a positive impact on the nutritional well-being of consumers; and (d) further strengthening the breeding capacity of national partners and small and medium-sized seed companies in sub-Saharan Africa for a sustainable way forward.

A.M.:  The DTMA and STMA projects established effective product pipelines integrating cutting-edge phenotyping and molecular tools to develop stress-resilient maize varieties that are also resistant or tolerant to MLN disease and fall armyworm. These new varieties are awaiting release and commercialization. Increased investment in strengthening public and private sector partnerships is needed to speed up the uptake and commercialization of new multiple stress-resilient maize varieties that can replace the old ones in farmers’ fields and help achieve higher yield gains.

Farmers’ access to new multiple-stress-tolerant maize varieties will have a significant impact on productivity at the farm level. This will largely be due to new varieties’ improved response to fertilizer and favorable growing environments as well as their resilience to stressful production conditions. Studies show that the adoption of drought-tolerant maize varieties increased maize productivity, reduced exposure to farming risk among adopters and led to a decline in poverty among adopters. The availability of enough grain from highly productive and stress-resilient maize varieties can be the cheapest source of food and release land to expand the cultivation of other crops to facilitate increased access to diversified and healthy diets.

C.M.:  The project is tackling emerging challenges posed by new diseases and pests by building upon the successful genetic base of drought-tolerant maize. This is being done by breeding new varieties that add tolerance to the emerging disease and pest challenges onto the existing drought-tolerant maize backgrounds. Successes have already been registered in breeding new varieties that have high levels of resistance to MLN disease and the fall armyworm pest.

Opportunities are also available to address new challenges including: pre-emptively breeding for threats to maize production challenges that exist in other regions of the world before these threats reach sub-Saharan Africa; enhancing the capacity of national partners to build strong breeding programs that can address new threats once they emerge in sub-Saharan Africa; and sharing knowledge and novel high-value breeding materials across different geographies to immediately address new threats once they emerge.

New CIMMYT maize hybrids available from Eastern Africa breeding program

The International Maize and Wheat Improvement Center (CIMMYT) is offering a new set of elite, improved maize hybrids to partners in eastern Africa and similar agro-ecological zones. National agricultural research systems (NARS) and seed companies are invited to apply for licenses to pursue national release of, and subsequently commercialize, these new hybrids, in order to bring the benefits of the improved seed to farming communities.

The deadline to submit applications to be considered during the first round of allocations is 9 February 2021. Applications received after that deadline will be considered during the following round of product allocations.

Fast-tracked adoption of second-generation resistant maize varieties key to managing maize lethal necrosis in Africa

Scientists are calling for accelerated adoption of new hybrid maize varieties with resistance to maize lethal necrosis (MLN) disease in sub-Saharan Africa. In combination with recommended integrated pest management practices, adopting these new varieties is an important step towards safeguarding smallholder farmers against this devastating viral disease.

A new publication in Virus Research shows that these second-generation MLN-resistant hybrids developed by the International Maize and Wheat Improvement Center (CIMMYT) offer better yields and increased resilience against MLN and other stresses. The report warns that the disease remains a key threat to food security in eastern Africa and that, should containment efforts slacken, it could yet spread to new regions in sub-Saharan Africa.

The publication was co-authored by researchers at the International Maize and Wheat Improvement Center (CIMMYT), Kenya Agricultural and Livestock Research Organization (KALRO), the Alliance for a Green Revolution in Africa (AGRA), the African Agricultural Technology Foundation (AATF) and Aarhus University in Denmark.

Stemming the panic

The first reported outbreak of MLN in Bomet County, Kenya in 2011 threw the maize sector into a panic. The disease caused up to 100% yield loss. Nearly all elite commercial maize varieties on the market at the time were susceptible, whether under natural of artificial conditions. Since 2012, CIMMYT, in partnership with KALRO, national plant protection organizations and commercial seed companies, has led multi-stakeholder, multi-disciplinary efforts to curb MLN’s spread across sub-Saharan Africa. Other partners in this endeavor include the International Institute of Tropical Agriculture (IITA), non-government organizations such as AGRA and AATF, and advanced research institutions in the United States and Europe.

In 2013 CIMMYT established an MLN screening facility in Naivasha. Researchers developed an MLN-severity scale, ranging from 1 to 9, to compare varieties’ resistance or susceptibility to the disease. A score of 1 represents a highly resistant variety with no visible symptoms of the disease, while a score of 9 signifies extreme susceptibility. Trials at this facility demonstrated that some of CIMMYT’s pre-commercial hybrids exhibited moderate MLN-tolerance, with a score of 5 on the MLN-severity scale. CIMMYT then provided seed and detailed information to partners for evaluation under accelerated National Performance Trials (NPTs) for varietal release and commercialization in Kenya, Tanzania and Uganda.

Between 2013 and 2014, four CIMMYT-derived MLN-tolerant hybrid varieties were released by public and private sector partners in East Africa. With an average MLN severity score of 5-6, these varieties outperformed commercial MLN-sensitive hybrids, which averaged MLN severity scores above 7. Later, CIMMYT breeders developed second-generation MLN-resistant hybrids with MLN severity scores of 3–4. These second-generation hybrids were evaluated under national performance trials. This led to the release of several hybrids, especially in Kenya, over the course of a five-year period starting in 2013. They were earmarked for commercialization in East Africa beginning in 2020.

Widespread adoption critical

The last known outbreak of MLN was reported in 2014 in Ethiopia, marking an important break in the virus’s spread across the continent. Up to that point, the virus had affected the Democratic Republic of the Congo, Kenya, Rwanda, Tanzania and Uganda. However, much remains to be done to minimize the possibility of future outbreaks.

“Due to its complex and multi-faceted nature, effectively combating the incidence, spread and adverse effects of MLN in Africa requires vigorous and well-coordinated efforts by multiple institutions,” said B.M. Prasanna, primary author of the report and director of the Global Maize Program at CIMMYT and of the CGIAR Research Program on Maize (MAIZE). Prasanna also warns that most commercial maize varieties being cultivated in eastern Africa are still MLN-susceptible. They also serve as “reservoirs” for MLN-causing viruses, especially the maize chlorotic mottle virus (MCMV), which combines with other viruses from the Potyviridae family to cause MLN.

“This is why it is very important to adopt an integrated disease management approach, which encompasses extensive adoption of improved MLN-resistant maize varieties, especially second-generation, not just in MLN-prevalent countries but also in the non-endemic ones in sub-Saharan Africa,” Prasanna noted.

The report outlines other important prevention and control measures including: the production and exchange of “clean” commercial maize seed with no contamination by MLN-causing viruses; avoiding maize monocultures and continuous maize cropping; practicing maize crop rotation with compatible crops, especially legumes, which do not serve as hosts for MCMV; and continued MLN disease monitoring and surveillance.

Noteworthy wins

In addition to the development of MLN-resistant varieties, the fight against MLN has delivered important wins for both farmers and their families and for seed companies. In the early years of the outbreak, most local and regional seed companies did not understand the disease well enough to produce MLN-pathogen free seed. Since then, CIMMYT and its partners developed standard operating procedures and checklists for MLN pathogen-free seed production along the seed value chain. Today over 30 seed companies in Ethiopia, Kenya, Uganda, Rwanda and Tanzania are implementing these protocols on a voluntary basis.

“MLN represents a good example where a successful, large-scale surveillance system for an emerging transboundary disease has been developed as part of a rapid response mechanism led by a CGIAR center,” Prasanna said.

Yet, he noted, significant effort and resources are still required to keep the maize fields of endemic countries free of MLN-causing viruses. Sustaining these efforts is critical to the “food security, income and livelihoods of resource-poor smallholder farmers.

To keep up with the disease’s changing dynamics, CIMMYT and its partners are moving ahead with novel techniques to achieve MLN resistance more quickly and cheaply. Some of these innovative techniques include genomic selection, molecular markers, marker-assisted backcrossing, and gene editing. These techniques will be instrumental in developing elite hybrids equipped not only to resist MLN but also to tolerate rapidly changing climatic conditions.

Announcing CIMMYT-derived fall armyworm tolerant elite maize hybrids for eastern and southern Africa

The International Maize and Wheat Improvement Center (CIMMYT) is pleased to announce the successful development of three CIMMYT-derived fall armyworm-tolerant elite maize hybrids for eastern and southern Africa.

Fall armyworm (Spodoptera frugiperda) emerged as a serious threat to maize production in Africa in 2016 before spreading to Asia in 2018. Host plant resistance is an important component of integrated pest management (IPM). By leveraging tropical insect-resistant maize germplasm developed in Mexico, coupled with elite stress-resilient maize germplasm developed in sub-Saharan Africa, CIMMYT worked intensively over the past three years to identify and validate sources of native genetic resistance to fall armyworm in Africa. This included screening over 3,500 hybrids in 2018 and 2019.

Based on the results of on-station screenhouse trials for fall armyworm tolerance (under artificial infestation) conducted at Kiboko during 2017-2019, CIMMYT researchers evaluated in 2020 a set of eight test hybrids (four early-maturing and four intermediate-maturing) ) against four widely used commercial hybrids (two early- and two intermediate-maturing) as checks. The trials conducted were:

  • “No choice” trial under fall armyworm artificial infestation in screenhouses in Kiboko, Kenya: Each entry was planted in 40 rows in a separate screenhouse compartment (“no-choice”), and each plant infested with seven fall armyworm neonates 14 days after planting. Foliar damage was assessed 7, 14 and 21 days after infestation. Ear damage and percent ear damage were also recorded, in addition to grain yield and other agronomic parameters.
  • On-station trials in eastern Africa: The trials, including the eight test entries and four commercial checks, were conducted at six locations in Kenya during the maize cropping season in 2020. Entries were evaluated for their performance under managed drought stress, managed low nitrogen stress, and under artificial inoculation for Turcicum leaf blight (TLB) and Gray leaf spot (GLS) diseases. The three-way cross CIMMYT test hybrids and their parents were also characterized on-station for their seed producibility, including maximum flowering time difference between parents, and single-cross female parent seed yield.

The eight test entries with fall armyworm tolerance were also included in the regional on-station trials (comprising a total of 58 entries) evaluated at 28 locations in Kenya and Tanzania. The purpose of these regional trials was to collect data on agronomic performance.

  • On-farm trials in Kenya: The eight test hybrids and four commercial checks were evaluated under farmers’ management conditions (without any insecticide spray) at 16 on-farm sites in Kenya. Each entry was planted in 20-row plots, and data was recorded on natural fall armyworm infestation. Foliar damage was assessed 7, 14, 21, 28 and 35 days after germination together with insect incidence. Ear damage and percent ear damage were also recorded, besides grain yield and other agronomic parameters.

Summary of the data

  • “No-choice” trials in screenhouses at Kiboko: Significant differences were observed between the three selected fall armyworm tolerant hybrids (FAWTH2001-2003) and the commercial benchmark hybrid checks at the vegetative and grain filling stages and at harvest (Figure 1). In the fall armyworm artificial infestation trial, the three selected FAWTH hybrids yielded 7.05 to 8.59 t/ha while the commercial checks yielded 0.94-1.03 t/ha (Table 1).
  • On-station trials: No significant differences were observed between the three selected FAWTH hybrids and the commercial checks for grain yield and other important traits evaluated under optimum, managed drought stress, low nitrogen stress, TLB and GLS diseases (Table 1). The three FAWTH hybrids recorded excellent synchrony in terms of flowering between the female and male parents, and very good female parent seed yield (Table 1).
  • On-farm trials: There were significant differences in terms of foliar damage ratings between the FAWTH hybrids and the commercial checks. For ear damage, the differences were not statistically significant. The grain yields did not vary significantly under natural infestation in the on-farm trials because of the very low incidence of fall armyworm at most sites.

Native genetic resistance to fall armyworm in maize is partial, though quite significant in terms of yield protection under severe fall armyworm infestation, as compared to the susceptible commercial checks. Sustainable control of fall armyworm is best achieved when farmers use host plant resistance in combination with other components of integrated pest management, including good agronomic management, biological control and environmentally safer pesticides.

Next Steps

Together with national agricultural research system (NARS) partners, CIMMYT will nominate these FAWTH hybrids for varietal release in target countries in sub-Saharan Africa, especially in eastern and southern Africa.  After national performance trials (NPTs) and varietal release and registration, the hybrids will be sublicensed to seed company partners on a non-exclusive, royalty-free basis for accelerated seed scaling and deployment for the benefit of farming communities.

Improved metrics for better decisions

By adopting best practices and established modern tools, national agricultural research systems (NARS) are making data-driven decisions to boost genetic improvement. And they are measuring this progress through tracking and setting goals around “genetic gain.”

Genetic gain means improving seed varieties so that they have a better combination of genes that contribute to desired traits such as higher yields, drought resistance or improved nutrition. Or, more technically, genetic gain measures, “the expected or realized change in average breeding value of a population over at least one cycle of selection for a particular trait of index of traits,” according to the CGIAR Excellence in Breeding (EiB)’s breeding process assessment manual.

CGIAR breeders and their national partners are committed to increasing this rate of improvement to at least 1.5% per year. So, it has become a vital and universal high-level key performance indicator (KPI) for breeding programs.

“We are moving towards a more data-driven culture where decisions are not taken any more based on gut feeling,” EiB’s Eduardo Covarrubias told nearly 200 NARS breeders in a recent webinar on Enhancing and Measuring Genetic Gain. “Decisions that can affect the sustainability and the development of organization need to be based on facts and data.”

Improved metrics. Better decisions. More and better food. But how are NARS positioned to better measure and boost the metric?

EiB researchers have been working with both CGIAR breeding programs and NARS to broaden the understanding of genetic gain and to supply partners with methods and tools to measure it.

The recent webinar, co-sponsored by EiB and the CIMMYT-led Accelerating Genetic Gains in Maize and Wheat (AGG) project, highlighted tools and services that NARS are accessing, such as genotyping, data analysis and mechanization.

Through program assessments, customized expert advice, training and provision of services and resources, EiB researchers are helping national partners arrive at the best processes for driving and measuring genetic gains in their programs.

For example, the EiB team, through Crops to End Hunger (CtEH), is providing guidelines to breeders to help them maximize the accuracy and precision, while reducing the cost of calculating genetic gains. The guidelines make recommendations such as better design of trials and implementing an appropriate check strategy that permits regular and accurate calculation of genetic gain.

A comprehensive example at the project level is EiB’s High-Impact Rice Breeding in East and West Africa (Hi-Rice), which is supporting the modernization of national rice programs in eight key rice-producing countries in Africa. Hi-Rice delivers training and support to modernize programs through tools such as the use of formalized, validated product profiles to better define market needs, genotyping tools for quality control, and digitizing experiment data to better track and improve breeding results. This is helping partners replace old varieties of rice with new ones that have higher yields and protect against elements that attack rice production, such as drought and disease. Over the coming years, EiB researchers expect to see significant improvements in genetic gain from the eight NARS program partners.

And in the domain of wheat and maize, AGG is working in 13 target countries to help breeders adopt best practices and technologies to boost genetic gain. Here, the EiB team is contributing its expertise in helping programs develop their improvement plans — to map out where, when and how programs will invest in making changes.

NARS and CGIAR breeding programs also have access to tools and expertise on adopting a continuous improvement process — one that leads to cultural change and buy-in from leadership so that programs can identify problems and solve them as they come up. Nearly 150 national breeding partners attended another EiB/AGG webinar highlighting continuous improvement key concepts and case studies.

National programs are starting to see the results of these partnerships. The Kenya Agricultural & Livestock Research Organization (KALRO)’s highland maize breeding program has undertaken significant changes to its pipelines. KALRO carried out its first-ever full program costing, and based on this are modifying their pipeline to expand early stage testing. They are also switching to a double haploid breeding scheme with support from the CGIAR Research Program on Maize (MAIZE), in addition to ring fencing their elite germplasm for future crosses.

KALRO has also adopted EiB-supported data management tools, and are working with the team to calculate past rates of genetic gains for their previous 20 years of breeding. These actions — and the resulting data — will help them decide on which tools and methods to adopt in order to improve the rate of genetic gain for highland maize.

“By analyzing historical genetic gain over the last 20 years, it would be interesting to determine if we are still making gains or have reached a plateau,” said KALRO’s Dickson LIgeyo, who presented a Story of Excellence at EiB’s Virtual Meeting 2020. “The assessment will help us select the right breeding methods and tools to improve the program.”

Other NARS programs are on a similar path to effectively measure and increase genetic gain. In Ghana, the rice breeding program at Council for Scientific and Industrial Research (CSIR) have developed product profiles, identified their target market segments, costed out their program, digitized their operations, and have even deployed molecular markers for selection.

With this increased expertise and access to tools and services, national breeding programs are set to make great strides on achieving genetic gain goals.

“NARS in Africa and beyond have been aggressively adopting new ideas and tools,” says EiB’s NARS engagement lead Bish Das. “It will pay a lot of dividends, first through the development of state-of-the-art, and ultimately through improving genetic gains in farmers’ fields. And that’s what it’s all about.”

The International Maize and Wheat Improvement Center (CIMMYT) has long attributed its widespread impact and reach to strong collaborations with national agricultural research systems (NARS) around the world. Today, CIMMYT — and especially the Global Wheat Program and the CGIAR Research Program on Wheat — wish to honor one long-term collaborator whose work and dedication to wheat research has had abiding positive effects beyond her home region of sub-Saharan Africa.

Ruth Wanyera, national wheat research program coordinator at the Kenya Agricultural and Livestock Research Organization (KALRO), has spent her more than 30-year career dedicated to plant protection research, fueled by her motivation to “feed the people.” She was one of the first scientists to recognize stem rust in east Africa and has been one of CIMMYT’s strongest allies in fighting the devastating wheat disease, stem rust Ug99.

Wanyera recently won both the Norman Borlaug Lifetime Achievement Award from the Borlaug Global Rust Initiative and the Kenya Agricultural Research (KARA) Award at the High Panel Conference on Agricultural Research in Kenya. Wanyera’s team at KALRO has also been recognized with the prestigious Borlaug Global Rust Initiative (BGRI) Gene Stewardship Award.

A long-term relationship with CIMMYT

Sridhar Bhavani, senior scientist and head of Rust Pathology and Molecular Genetics at CIMMYT has worked closely with Wanyera and her team since the mid-2000s.

“Ruth is a passionate researcher who has tirelessly dedicated her entire career to cereal pathology, and as a team, we coordinated the stem rust phenotyping platform for over a decade and had great successes on multiple international projects,” he said.

CIMMYT’s relationship with Wanyera’s team strengthened when Nobel Prize Laureate Norman Borlaug visited the Kenyan research facility to observe the emerging threat of stem rust. Upon witnessing how serious the outbreak had become, Borlaug organized an emergency summit in Nairobi in 2005, famously “sounding the alarm” for swift and concerted action on stem rust, and ultimately leading to the establishment of the BGRI.

“Ruth and her team of dedicated scientists from KALRO have not only made Kenya proud but have also made a remarkable contribution to the global wheat community in mitigating the threat of stem rust Ug99,” says Bhavani. “Ruth has mentored master’s and PhD students who are now leading researchers at KALRO. She has elevated the research capacity of KALRO to international repute.”

Two recent wheat breeding projects helped extend the CIMMYT-KALRO partnership beyond Kenya. The Durable Rust Resistance in Wheat (DRRW) and Delivering Genetic Gain in Wheat (DGGW) projects brought in a partnership with the Ethiopia Institute for Agricultural Research (EIAR) to establish and operate stem rust phenotyping platforms that addressed the global threat of Ug99 and other serious stem rust races, and helped provide solutions for the region. Thanks to KALRO’s screening efforts at the CIMMYT-KALRO Stem Rust Screening Platform in Njoro, Kenya, CIMMYT-derived rust-resistant varieties now cover more than 90% of the wheat farming area in Kenya and Ethiopia.

The partnership continues to grow

Continued collaboration with Ruth’s team at KALRO will be essential in the new Accelerating Genetic Gains in Maize and Wheat for Improved Livelihoods (AGG) project. AGG — which aims to accelerate the development and delivery of more productive, climate-resilient, gender-responsive, market-demanded, and nutritious wheat varieties in in sub-Saharan Africa and South Asia — has a particular focus on enhanced collaboration with national partners such as KALRO.

Its success is also closely tied to the Njoro Stem Rust Screening Platform — which, since its establishment in 2008, has conducted crucial screening for over 600,000 wheat lines, varieties, varietal candidates, germplasm bank accessions and mapping populations. Wanyera’s leadership in the Platform, alongside that of CIMMYT wheat scientist Mandeep Randhawa,  plays a major role in screening, monitoring, and clearing seed in time for sowing.

As Hans Braun, former director of the CIMMYT Global Wheat Program said, “Without our national agriculture research system partnerships, CIMMYT would become obsolete.”

Indeed, the unparalleled wealth of knowledge, skills, and research facilities of the CGIAR as a whole would not be so uniquely impactful if it weren’t for the 3000+ partnerships with national governments, academic institutions, enthusiastic farmers, private companies and NGOs that help carry out this work.

CIMMYT’s historic and continued impact depends on close international partnerships with scientists and leaders like Ruth Wanyera, and we congratulate her on her numerous awards, thank her for her collaboration, and wish her a pleasant retirement.

Molecular breeding speeds development of better seeds

To adequately confront rapidly changing plant pests and diseases and safeguard food security for a growing population, breeders — in collaboration with their partners — have to keep testing and applying new breeding methods to deliver resilient seed varieties at a much faster rate using minimal resources. Molecular markers are essential in this regard and are helping to accelerate genetic gains and deliver better seed to smallholders across sub-Saharan Africa in a much shorter timeframe.

Progress made so far in molecular plant breeding, genetics, genomic selection and genome editing has contributed to a deeper understanding on the role of molecular markers and greatly complemented breeding strategies. However, phenotyping remains the single most costly process in plant breeding, thus limiting options to increase the size of breeding programs.

Application of molecular markers increases the ability to predict and select the best performing lines and hybrids, prior to selection in the field. “This enables breeders to expand the size of a breeding program or the populations they work on using the same amount of resources,” says Manje Gowda, a maize molecular breeder at the International Maize and Wheat Improvement Center (CIMMYT).

“There are three stages in the use of molecular markers: discovery, validation and deployment,” he explains. “At the discovery phase, the objective is to find molecular markers associated or tightly linked with the trait of interest, while also assessing whether the trait is more complex or easier to handle with few markers for selection.”

The molecular markers identified at the discovery stage are validated in independent bi-parental or backcross populations, and the marker trait associations — which are consistent across different genetic backgrounds and diverse environments — are then moved to the deployment stage. Here, they are considered for use in breeding either as part of marker assisted selection or forward breeding, marker assisted back crossing and marker assisted recurrent selection.

Screening for resistance markers

CIMMYT scientists have discovered several marker trait associations for crop diseases including maize lethal necrosis (MLN), maize streak virus (MSV), corn rust and turcicum leaf blight. All these trait-associated markers have been validated in biparental populations.

For MLN, after screening several thousands of lines, researchers identified a few with resistance against the viral disease, namely KS23-5 and KS23-6. These lines were obtained from synthetic populations developed by Kasetsart University in Thailand and serve as trait donors. Researchers were able to use these as part of forward breeding, producing doubled haploid (DH) lines by using KS23-6 as one parent and screening for the presence of MLN resistance genes.

“This screening helps eliminate the lines that may carry susceptible genes, without having to phenotype them under artificial inoculation,” says Gowda. “These markers are also available to all partners to screen for MLN resistance, thereby saving on costs related to phenotyping.”

Scientists also used these MLN resistance markers to introgress the MLN resistance into several elite lines that are highly susceptible to the disease but have other desirable traits such as high grain yield and drought tolerance. The marker-assisted backcrossing technique was used to obtain MLN resistance from the KS23-5 and KS23-6 donor lines. This process involves crossing an elite, commercial line — as a recurrent parent in the case of CIMMYT elite lines — with a donor parent line (KS23) with MLN resistance. These were then backcrossed over two to three cycles to improve the elite line carrying MLN resistance genes. In the past three years, more than 50 lines have been introgressed with the MLN resistance gene from KS23-6 donor line.

An impetus to breeding programs

“The work Manje Gowda has been carrying out is particularly important in that it has successfully moved from discovery of valuable markers and proof-of-concept experiments to scalable breeding methods which are being used effectively,” says CIMMYT Trait Pipeline and Upstream Research Coordinator Mike Olsen. “Enabling routine implementation of molecular markers to increase selection efficiency of breeding programs in the context of African maize improvement is quite impactful.”

At CIMMYT, Gowda’s team applied genomic selection at the early stage of testing the breeding pipeline for different product profiles. “The objective was to testcross and phenotype 50% of the Stage One hybrids and predict the performance of remaining 50% of the hybrids using molecular markers,” Gowda explains.

The team have applied this strategy successfully each year since 2017, and the results of this experiment show that selection efficiency is the same as when using phenotypic selection, but using only 32% of the resources. From 2021 onwards, the aim is to use the previous year’s Stage One phenotypic and genotypic data to predict 100% of the lines. This will not only save the time but improve efficiency and resource use. The previous three-year Stage One historical data is helping to reduce the phenotyping of lines from 50% to 15%, with an increase in saving resources of up to 50%.

For the commercial seed sector, integrating molecular marker-based quality control measures can help deploy high-quality seeds, an important factor for increasing crop yields. In sub-Saharan Africa, awareness on marker-based quality has improved due to increased scientist and breeder trainings at national agricultural research systems (NARS), seed companies and national plant protection organizations, as well as regulators and policymakers.

Currently, many NARS and private sector partners are making it mandatory to apply marker-based quality control to maintain high-quality seeds. Since NARS and small- and medium-sized seed companies’ breeding programs are smaller, CIMMYT is coordinating the collection of samples from different partners for submission to service providers for quality control purposes. CIMMYT staff are also helping to analyze quality control data and interpret results to sharing with partners for decision-making. For the sustainability of this process, CIMMYT is training NARS partners on quality control, from sample collection to data analyses and interpretation, and this will support them to work independently and produce high-quality seed.

Such breeding improvements have become indispensable in supporting maize breeding programs in the public and private sectors to develop and deliver improved maize varieties to smallholder farmers across sub-Saharan Africa.

Wheat disease common to South America jumps to Africa

Pawan Kumar Singh, head, wheat pathology, International Maize and Wheat Improvement Center (CIMMYT) says that the fast-acting and devastating fungal disease known as wheat blast was first spotted in Africa in the Zambian rainfed wheat production system in the 2017-2018 crop cycle.

East Africa partners welcome “new era” in wheat breeding collaboration

Representatives from ministries of agriculture and national agricultural research systems (NARS) in Ethiopia and Kenya recently joined funder representatives and technical experts from the International Maize and Wheat Improvement Center (CIMMYT) to renew a long-standing collaboration under the auspices of an ambitious new project, Accelerating Genetic Gains in Maize and Wheat for Improved Livelihoods (AGG).

AGG is a 5-year project that brings together partners in the global science community and in national agricultural research and extension systems to accelerate the development of higher-yielding varieties of maize and wheat — two of the world’s most important staple crops. Funded by the Bill & Melinda Gates Foundation, the UK Foreign, Commonwealth, and Development Office (FCDO), the U.S. Agency for International Development (USAID) and the Foundation for Food and Agriculture Research (FFAR), AGG fuses innovative methods that improve breeding efficiency and precision to produce varieties that are climate-resilient, pest- and disease-resistant, highly nutritious, and targeted to farmers’ specific needs.

Ethiopia and Kenya: CIMMYT’s longstanding partners

The inception meeting for the wheat component of AGG in East Africa drew more than 70 stakeholders from Ethiopia and Kenya: the region’s primary target countries for wheat breeding. These two countries have long-standing relationships with CIMMYT that continue to deliver important impacts. Ninety percent of all wheat in Ethiopia is derived from CIMMYT varieties, and CIMMYT is a key supporter of the Ethiopian government’s goal for wheat self-sufficiency. Kenya has worked with CIMMYT for more than 40 years, and hosts the world’s biggest screening facilities for wheat rust diseases, with up to 40,000 accessions tested each year.

AGG builds on these successes and on the foundations built by previous projects, notably Delivering Genetic Gain in Wheat, led by Cornell University. The wheat component of AGG works in parallel with a USAID-funded “zinc mainstreaming” project, meeting the demand for increased nutritional quality as well as yield and resilience.

CIMMYT Director General Martin Kropff gave key remarks at the stakeholder gathering, which took place Thursday, August 20.

“Cooperation between CIMMYT and Ethiopia and Kenya – as in all the countries where CIMMYT works – has had tremendous impact,” he said. “We are proud, not for ourselves, but for the people we work for: the hundreds of millions of poor people and smallholders who rely on wheat and maize for their daily food and incomes.”

“AGG will raise this spirit of global cooperation to a new level.”

AGG Project Leader and CIMMYT Interim Deputy Director General for Research Kevin Pixley introduced the new project as a “unique and important” project that challenges every stakeholder to grow.

“What we would like to achieve is a step change for all of us, he told the stakeholders. “Each of us has the opportunity and the challenge to make a difference and that’s what we’re striving to do.”

Representatives from the agricultural research communities of both target countries emphasized the significance of their long collaboration with CIMMYT and their support for the project.

The Honorable Mandefro Nigussie, Ethiopia’s State Minister of Agriculture, confirmed the ongoing achievements of CIMMYT collaboration in his country.

“Our partnership with CIMMYT […] has yielded several improved varieties that increased productivity twofold over the last 20 years. He referred to Ethiopia’s campaign to achieve self-sufficiency in wheat. “AGG will make an immense contribution to this. The immediate and intermediate results can help achieve the country’s ambitious targets.”

A holistic and gender-informed approach

Deputy Director of Crops at the Kenya Agriculture and Livestock Organization (KALRO) Felister Makini, representing the KALRO Director General Eliud Kireger, noted the project’s strong emphasis on gender-intentional variety development and gender-informed analysis to ensure female farmers have access to varieties that meet their needs and the information to successfully adopt them.

“The goal of this new project will indeed address KALRO’s objective of enhancing food security and nutrition in Kenya,” she said. “This is because AGG not only brings together wheat breeding and optimization tools and technologies, but also considers gender and socioeconomic insights, which will be pivotal to our envisaged strategy to achieve socioeconomic change.”

Funding partners keen for AGG to address future threats

Before CIMMYT wheat experts took the virtual floor to describe specific workplans and opportunities for partner involvement, a number of funder representatives shared candid and inspiring thoughts.

“We are interested in delivery,” said Alan Tollervey of FCDO, formerly the UK Department for International Development. “That is why we support AGG, because it is about streamlining and modernizing the delivery of products […] directly relevant to both the immediate demands of poor farmers in developing countries and the global demand for food – but also addressing the future threats that we see coming.”

Hailu Wordofa, Agricultural Technology Specialist at the Bureau for Resilience and Food Security at USAID highlighted the importance of global partnerships for past success and reiterated the ambitious targets of the current project.

“We expect to see genetic gains increase and varieties […] replaced by farmer-preferred varieties,” he reminded stakeholders. “To make this happen, we expect CIMMYT’s global breeding program to use optimal breeding approaches and develop strong and truly collaborative relationships with NARS partners throughout the entire process.”

“Wheat continues to be a critical staple crop for global food security and supporting CIMMYT’s wheat breeding program remains a high priority for USAID,” he assured the attendees.

He also expressed hope that AGG would collaborate other projects working in parallel, including the Feed the Future Innovation Lab for Applied Wheat Genomics at Kansas State University, and the International Wheat Yield Partnership.

FFAR Scientific Program Director Jeff Rosichan called AGG a “really ambitious project that takes a comprehensive look at the research gaps and challenges and how to translate that research into farmers’ fields.”

Agriculture prevails even under COVID-19

The global COVID-19 pandemic was not ignored as one of several challenges during this time of change and transition.

“As we speak today, despite the challenge that we have with the COVID-19, I am proud to say that work on the nurseries is on-going. We are able to apply [our] skills and deliver world-class science,” said Godwin Macharia, center director at KALRO-Njoro.

“This COVID-19 pandemic has shown us that there is a great need globally to focus on food equity. I think this project allows that to happen,” said Jeff Rosichan from FFAR.

Transformations are also happening at the research organization and funding level. CIMMYT Director General Martin Kropff noted that “demand-driven solutions” for “affordable, efficient and healthy diets produced within planetary boundaries” are an important part of the strategy for One CGIAR, the ongoing transformation of CGIAR, the world’s largest public research network on food systems, of which CIMMYT is a member.

Hans Braun, director of CIMMYT’s Global Wheat Program reminded attendees that, despite these changes, one important fact remains. “The demand for wheat will continue to grow for many years to come, and we must meet it.”

Unique partnership to transform maize breeding and production in Africa

Scientists part of the Seed Production Technology for Africa (SPTA) and the Maize Lethal Necrosis Gene Editing projects are leveraging innovative technologies to transform seed production systems and speed up the delivery of disease resistance in elite new hybrids. This research is helping smallholder farmers in sub-Saharan Africa to access high-quality seed of new hybrids that were bred to perform under stressful low-input, drought-prone conditions, including farming regions impacted by maize lethal necrosis (MLN).

Fast delivery of MLN-tolerant varieties

The fight against maize lethal necrosis (MLN) has persisted for almost ten years now.

Collaborative efforts in diagnostics, management and systematic surveillance have limited its spread and confined the disease to the eastern Africa region. However, ongoing work is required to efficiently develop MLN-tolerant varieties for smallholders in endemic areas and prepare for the potential further movement of the disease.

“Maize lethal necrosis still exists. It has not been eradicated. Even though it has reduced in its prevalence and impact, it is still present and is a latent threat in Ethiopia, Kenya, Rwanda, Tanzania and Uganda, with potential to spread further,” said B.M. Prasanna, director of CIMMYT’s Global Maize Program and the CGIAR Research Program on Maize.

“That is why the work of the gene editing project is critical to rapidly change the genetic component of those susceptible parent lines of popular hybrids into MLN-tolerant versions,” said Prasanna. Scientists will edit the four parent lines of two popular hybrids, currently grown by farmers in Kenya and Uganda, which are susceptible to MLN. The edited MLN-tolerant lines will be used to make MLN-tolerant versions of these drought-tolerant hybrids.

Through gene editing technology, the time it takes to develop hybrids using traditional breeding methods will be cut in half. By 2025, the edited MLN-tolerant hybrids will be available for planting on approximately 40,000 hectares by about 20,000 Kenyan farmers.

Business as unusual

The unique seed production technology developed by Corteva Agriscience seeks to transform the seed production process in sub-Saharan Africa. This technology utilizes a dominant non-pollen producing maize gene to create female plants that are unable to produce pollen.

Seed companies that use seed production technology eliminate the need to detassel the female parent: a manual process through which tassels are removed from plants to prevent self-pollination and ensure that the intended male parent is the only source of pollen in the hybrid seed production field. Targeted small and medium-size seed companies could make significant savings to the cost of production if they were to eliminate manual detasseling. The method also helps to ensure the purity of the hybrid seed by removing the risk of unintentional self-pollination.

Hybrids produced using the seed production technology, characterized as 50 percent non-pollen producing (FNP), are unique since only half of the plants will produce pollen in the field. FNP hybrids re-allocate energy from the tassel and pollen production to grain formation, thus delivering an additional 200 kilograms per hectare yield advantage to the farmer. This represents a 10 percent productivity boost for farmers who will harvest approximately 2 tons per hectare, the average maize yield across sub-Saharan Africa. Farmers engaged in participatory research have demonstrated preference for FNP hybrids and associate the trait with higher yield and larger ear size.

As the first phase of Seed Production Technology for Africa (SPTA) wraps up, the collaborators are preparing for the next phase that will focus on commercializing, scaling up and increasing smallholders’ access to FNP. “This is among the unique partnerships funded by the foundation and I am hopeful that this incredible work will continue through the next phase,” said Gary Atlin, program officer at the Bill & Melinda Gates Foundation.

A win-win collaboration

Research and development work under the SPTA and the MLN Gene Editing projects has immensely benefited from the support of public and private partners. Seed companies and national institutions have contributed to improving access to and knowledge of these technologies as well as creating a crucial link with farmers. Ongoing engagement with regulatory agencies through the different stages of the projects ensures transparency and fosters understanding.

In order to assess the progress of these two initiatives, representatives from regulatory agencies, seed trade associations, seed companies, national agricultural institutions and funders came together for a virtual meeting that was hosted on July 29, 2020.

“KALRO embraces partnerships such as those that are delivering these two projects. That synergy helps us to resolve challenges faced by farmers and other actors in various agricultural value chains,” observed Felister Makini, deputy director general of Crops at KALRO.

As the primary technology provider, Corteva Agriscience provides the seed production technology system on a royalty-free basis and grants access to key gene editing technologies, which are the foundation for the two projects. Corteva Agriscience is also actively involved in project execution through collaborative scientific support.

“We have appreciated the opportunity to work with CIMMYT, KARLO, Agricultural Research Council (ARC) of South Africa and the Bill & Melinda Gates Foundation to bring some of the technologies and tools from Corteva to address significant challenges facing smallholder farmers in Africa. We could not have done this alone, it requires the partnerships that exist here to bring forth these solutions,” said Kevin Diehl, director of the Global Seed Regulatory Platform at Corteva Agriscience.

Work to develop high yielding Striga tolerant maize seed is bearing fruit

Striga, an invasive parasitic weed with purple-colored flowers, looks striking and harmless. But, beyond that mark of beauty, is a nutrient-sucking monster that stunts crops such as maize and sorghum, leaving affected farmers counting losses.

Witchweed thrives in poor soils with low rainfall conditions. It is prevalent in farming systems with poor crop management practices and in communities where farmers use minimal or no fertilizer. Once maize begins germinating in Striga-prevalent soil, it stimulates Striga seeds to germinate. Striga then attaches to the roots of the host plant, sapping nutrients from the plant, leading to stunting. The potential yield loss can reach up to 100%. Some farmers attempt to uproot it once they notice it germinating alongside their maize plantation, but this is often too late because damage is done as soon as the parasite attaches to the maize roots. When mature, the weed deposits tens of thousands of tiny seeds into the soil. This makes it very difficult for farmers to get rid of it.

To tackle this challenge, farmers need to apply inorganic fertilizer, which is not always affordable, or animal manure to enrich the soil before planting. They are also advised by researchers and extensionists to practice crop rotation or intercropping with legumes such as beans, soybean or groundnuts that restrict Striga’s germination.  In the Assessment of Management Options on Striga Infestation and Maize Grain Yield in Kenya, for example, researchers recommend that Striga control measures include a combination of herbicide-resistant or maize varieties with native genetic resistance intercropped with legumes.

Nevertheless, while a few control measures have been moderately successful, the problem still persists, especially in western Kenya, eastern Uganda and lake zone of Tanzania, where farmers have frequently voiced their frustrations at the ubiquity of this invasive weed.

“While crop rotation with crops such as soybean or beans may break the cycle of Striga, its seed can stay in the soil and remain viable for up to 10 years,” says Dan Makumbi, a maize breeder with the International Maize and Wheat Improvement Center (CIMMYT), who is leading research efforts against the witchweed.

A blow to optimal yield potential

Maize is a staple crop that is predominantly cultivated by smallholder farmers in western Kenya and the lake region. It is an important source of food security and livelihoods of millions of people in the region, but constraints such as Striga prevent farmers from obtaining the crop’s ideal potential.

“The yield loss would have been adequate to cover my family’s food requirements for a year,” Naliaka said. “From two farming seasons, I could harvest a sufficient quantity of maize and sell some surplus to pay my children’s school fees. With the Striga menace, all that is but a dream.”

Just like Naliaka, Norah Kayugi, a 40-year-old widowed mother of six children from Siaya County in Kenya, has seen her maize production fall to less than 8 bags of 90kgs per acre. In normal circumstances, they would obtain at least 16 bags of maize per acre. The significant yield loss sets back many affected households in a big way, as they experience food shortage only a few months after harvest. Some divert their reduced incomes for food purchases, possibly leaving other priorities such as health and education of their children unattended.

Kayugi, who has been a farmer since 1997, now takes on casual jobs to supplement her farming in order to support her family, being the sole breadwinner following her husband’s demise years ago. “I plant vegetables, beans and maize to sustain my family. My one-acre farm yields about 10 bags of 90ks each. But I know for sure that were it not for this weed, the yield potential could reach 30 bags of 90kgs each per acre.”

Standing up to multiple farming stresses

These smallholders, like their counterparts elsewhere in sub-Saharan Africa, already face other farming challenges, including climate change-induced droughts, pests such as the fall armyworm, diseases like maize lethal necrosis (MLN), and declining soil fertility, among others. While CIMMYT has registered breakthroughs in developing maize varieties that tolerate such stresses, on-going efforts against Striga are also taking shape, challenges notwithstanding.

The development and deployment of the imazapyr-resistant (IR) maize has been one such instance of effective Striga control. With this method, herbicide-resistant maize seeds are coated with herbicide.  The seed germinates and absorbs some of the herbicide used to coat it. The germinating maize stimulates Striga to germinate and as it attaches to the maize root, it is killed before it can cause any damage. Despite its effectiveness, sustaining this technology presented a major challenge to seed companies.

“It was costly for seed companies, as they needed to establish and sustain the operation of separate seed treatment units dedicated to production of the herbicide-coated maize seed. Once you establish a line to dress the seed with the chemical, you cannot use it to treat any other seeds as the chemical will destroy them,” said Makumbi.

Seed companies — like NASECO in Uganda, Kenya Seed Company in Kenya, Western Seed Company and FreshCo in Kenya, and Meru Agro in Tanzania — obtained financial and technical support from a partnership initiative coordinated by African Agricultural Technology Foundation (AATF) and backed by CIMMYT to scale commercialisation of StrigAwayTM maize in East Africa. The initiative was funded by USAID’s Feed the Future Partnering for Innovation program through Fintrac and it supported the seed companies to establish seed treatment facilities to handle herbicide resistant maize. This allowed each of the companies to have a fully dedicated facility for herbicide resistant maize seed processing. “Right now, herbicide resistant maize hybrid seed is available on the market in Kenya, Tanzania and Uganda,” Makumbi said.

Native hope

In the past few years, Makumbi and his team, in collaboration with the International Institute for Tropical Agriculture (IITA) and the Kenya Agricultural and Livestock Research Organization (KALRO), have redirected their efforts towards breeding for native genetic resistance to Striga. This means developing seeds which are naturally resistant to Striga, reducing the need for herbicides. The early indication is that there are several parental lines showing potential to tolerate or resist Striga, and these are being used to develop hybrids. The hybrids, which offer multiple benefits for farmers, are under wide scale testing in Kenya.

“In our tests, we are not only looking at Striga resistance alone but also other important traits such as good yield under optimal conditions, drought stress and low soil fertility, resistance to major foliar diseases including gray leaf spot, Turcicum leaf blight, maize streak virus and ear rots,” Makumbi noted.

As these breeding efforts continue, there is light at the end of the tunnel. The hope of farmers taking back full control of their maize farms from Striga’s “bewitching ways” in the near future remains alive.

Preventing Seed Transmission of Maize Lethal Necrosis in Africa

The outbreak of maize lethal necrosis (MLN) disease in east Africa in 2011 (first reported in Kenya’s South Rift Valley) was a major concern, given that maize is the region’s most important staple crop. This disease is caused by co-infection of plants with two viruses – maize chlorotic mottle virus (MCMV) and sugarcane mosaic virus (SCMV) – and can cause yield losses of up to 90%. It spread rapidly across east Africa, compromising food and economic security for several million smallholder farmers.

MLN is a complex challenge that must be addressed through a multipronged approach. While significant advances have been made through intensive efforts by CIMMYT and other partners in terms of identifying and developing MLN tolerant or resistant hybrids, the rapid spread of the epidemic over the last few years remains a concern for farming communities, policy makers, national plant protection organization and the commercial seed sector, as well as the international scientific community.

There is also increasing suspicion that commercial seed flows may have been the initial source of the dissemination of the MLN-causing viruses over large distances, and it is thought that transmission of MCMV through contaminated maize seed continues to be a major risk factor in the spread of MLN across east Africa and beyond. However, there is a lack of reliable information on various aspects of MLN epidemiology, including the rate of MCMV transmission through seed.

The project on ‘Preventing Seed Transmission of Maize Lethal Necrosis in Africa’ aims to generate a better understanding of these epidemiological issues to allow for more effective control of MCMV transmission through commercial seed, support the development of effective, evidence-based phytosanitary regulations, reduce MLN disease pressure in eastern Africa, and curb the spread to non-endemic countries in other parts of the continent.

Objectives

  • Develop appropriate protocols for assessing MLN transmission through seed
  • Develop reliable and cost-effective diagnostic protocols for curbing the spread of MCMV/MLN through seed implemented by NPPOs and commercial seed companies.
  • Determine the rates of transmission for the East African and US (Hawaiian) isolates of MCMV in tropical, subtropical and temperate maize germplasm
  • Understand the mode of MCMV transmission through commercial seed within endemic areas to allow more effective control
  • Determine the distribution of MCMV in maize seed, and the effects of seed treatments on virus transmission
  • Analyze whether virus and/or host factors control seed transmission of MCMV
  • Identify economical treatment methods to reduce or prevent MCMV transmission through seed for commercial seed industry and casual seed trade
  • Generate detailed understanding of the role of root debris on persistence of MCMV in the soil, the persistence of the virus in different soil types, and the duration of virus viability in the soil
  • Disseminate science-based knowledge and evidence generated through this project to National Plant Protection Organizations (NPPOs) and Ministries of Agriculture in sub-Saharan Africa

In the best possible taste

The pursuit for higher and more stable yields, alongside better stress tolerance, has dominated maize breeding in Africa for a long time. Such attributes have been, and still are, essential in safeguarding the food security and livelihoods of smallholder farmers. However, other essential traits have not been the main priority of breeding strategies: how a variety tastes when cooked, its smell, its texture or its appearance.

They are now gradually coming into the mainstream of maize breeding. Researchers are exploring the sensory characteristics consumers prefer and identifying the varieties under development which have the desired qualities. Breeders may then choose to incorporate specific traits that farmers or consumers value in future breeding work. This research is also helping to accelerate varietal turnover in the last mile, as farmers have additional reasons to adopt newer varieties.

In the last five years, the International Maize and Wheat Improvement Center (CIMMYT) has been conducting participatory variety evaluations across East Africa. First, researchers invited farmers and purchasers of improved seed in specific agro-ecologies to visit demonstration plots and share their preferences for plant traits they would like to grow in their own farms.

In 2019 and 2020, researchers also started to facilitate evaluations of the sensory aspects of varieties.

Fresh samples of green maize, from early- to late-maturing maize varieties, were boiled and roasted. Then, people assessed their taste and other qualities. The first evaluations of this kind were conducted in Kenya and Uganda in August and September 2019, and another exercise in Kenya’s Machakos County took place in January 2020.

Similar evaluations have looked at the sensory qualities of maize flour. In March 2020, up to 300 farmers in Kenya’s Kakamega County participated in an evaluation of ugali, or maize flour porridge. Participants assessed a wider range of factors, including the aroma, appearance, taste, texture on the hand, texture in the mouth and overall impression. After tasting each variety, they indicated how likely they would be to buy it.

Tastes differ

“Farmers not only consume maize in various forms but also sell the maize either at green or dry grain markets. What we initially found is green maize consumers prefer varieties that are sweet when roasted. We also noted that seed companies were including the sensory characteristics in the maize varieties’ product profiles,” explained Bernard Munyua, Research Associate with the Socioeconomics program at CIMMYT. “As breeders and socioeconomists engage more and more with farmers, consumers or end-users, it is apparent that varietal profiles for both plant and sensory aspects have become more significant than ever before, and have a role to play in the successful turnover of new varieties.”

For researchers, this is very useful information, to help determine if it is viable to bring a certain variety to market. The varieties shared in these evaluations include those that have passed through CIMMYT’s breeding pipeline and are allocated to partners for potential release after national performance trials, as well as CIMMYT varieties marketed by various seed companies. Popular commercial varieties regions were also included in the evaluations, for comparison.

A total of 819 people participated in the evaluation exercises in Kenya and Uganda, 54% of them female.

“Currently, there is increasing demand by breeders, donors, and other agricultural scientists to understand the modalities of trait preferences of crops by women and men farmers,” said Rahma Adam, Gender and Development Specialist at CIMMYT.

That’s the way I like it

For Gentrix Ligare, from Kakamega County, maize has always been a staple food in her family. They eat ugali almost daily. The one-acre farm that she and her husband own was one of the sites used to plant the varieties ahead of the evaluation exercise. Just like her husband, Fred Ligare, she prefers ugali that is soft but absorbs more water during preparation. “I also prefer ugali that is neither very sticky nor very sweet. Such ugali would be appropriate to eat with any type of vegetable or sauce,” she said.

Fernandes Ambani prefers ugali that emits a distinct aroma while being cooked and should neither be very sweet nor plain tasting. For him, ugali should not be too soft or too hard. While it should not be very sticky, it should also not have dark spots in it. “When I like the taste, smell, texture and appearance of a particular variety when cooked, I would definitely purchase it if I found it on the market,” he said.

While the task of incorporating all the desired or multiple traits in the breeding pipeline could prove complex and costly, giving consumers what they like is one of the essential steps in enhancing a variety’s commercial success in the market, argues Ludovicus Okitoi, Director of Kenya Agricultural and Livestock Organization’s (KALRO) Kakamega Center.

“Despite continuously breeding and releasing varieties every year, some farmers still buy some older varieties, possibly because they have a preference for a particular taste in some of the varieties they keep buying,” Okitoi said. “It is a good thing that socioeconomists and breeders are talking more and more with the farmers.”

Advancements in breeding techniques may help accelerate the integration of multiple traits, which could eventually contribute to quicker varietal turnover.

“Previously, we did not conduct this type of varietal evaluations at the consumer level. A breeder would, for instance, just breed on-station and conduct national performance trials at specific sites. The relevant authorities would then grant their approval and a variety would be released. Things are different now, as you have to go back to the farmer as an essential part of incorporating end-user feedback in a variety’s breeding process,” explained Hugo de Groote, Agricultural Economist at CIMMYT.

TELA Maize Project

The name TELA is derived from the Latin word tutela, which means “protection.” The TELA Maize Project is a public-private partnership led by the African Agricultural Technology Foundation (AATF) working towards the commercialization of transgenic drought-tolerant and insect-protected (TELA®) maize varieties to enhance food security in sub-Saharan Africa. Launched in 2018, the TELA Maize Project builds on progress made from a decade of breeding work under the Water Efficient Maize for Africa (WEMA) Project.

Africa is a drought-prone continent, making farming risky for millions of smallholders who rely on rainfall to water their crops. Climate change will only worsen the problem. Identifying ways to mitigate drought risk, stabilize yields, and encourage small-scale farmers to adopt best management practices is fundamental to realizing food security and improved livelihoods for the continent. Drought is just one of the many challenges facing sub-Saharan African farmers. Insects pose additional challenges as farmers in the developing world have little or no resources to effectively manage them. Insect protection complements and protects yield made possible through research and development.

Through TELA, AATF and its partners are pursuing the regulatory approval and dissemination of new biotech/genetically-modified maize seeds containing either an insect-resistant trait or the stacked insect-resistant and drought-tolerant traits across seven target countries in Africa (Ethiopia, Kenya, Mozambique, Nigeria, South Africa, Tanzania and Uganda). The transgenic technology, including gene constructs, transformation and other recombinant DNA technologies, and other proprietary information and materials regarding the transgenes, owned by Bayer CropScience LP (formerly Monsanto Company), is licensed royalty-free to the partners for use in the project.

To the extent where their germplasm is transformed/incorporated into finished lines, Bayer and CIMMYT further grant AATF the license to commercially release the transgenic maize varieties within the partner countries, provided that no royalty fee shall be charged by AATF/its sublicensees, and subject to compliance with all regulatory, biosafety and stewardship requirements. CIMMYT’s non-transgenic parental lines which may be used for introgression in this project have been shared under the terms of the Standard Material Transfer Agreement (SMTA) of the Plant Treaty, and remain available to other third parties outside the project in the same way. The partner countries are in different stages of the approval process to test and commercialize TELA® hybrids, which will determine when farmers can access the improved TELA seeds.

Seed companies can receive license rights to produce and commercialize the new TELA® hybrids under their private brand from AATF in due course. Licensed seed companies will access the technology royalty-free for them to produce and sell the seeds to farmers at prevailing market prices. Better yield performance, combined with improved seed quality, will deliver more value to farmers and create more demand and potential for the seed brand.

Smallholder farmers benefit from TELA maize, as it provides better drought tolerance, protection against stem borers, and partial but significant protection against fall armyworm. As a result, smallholders will spend less money on insecticides and reduce their exposure to these chemicals, besides benefiting from improved yields and better grain quality.

MLN Gene Editing Project

The Maize Lethal Necrosis (MLN) Gene Editing Project uses gene editing technology to transform four elite CIMMYT maize lines which are susceptible to a devastating maize disease known as MLN. The disease first appeared in Kenya in 2011, and by 2013 it had reduced maize yields across the country by an average of 22%, resulting in loss of production worth $180 million and forcing many smallholder farmers to abandon planting maize. By 2014 it had spread to D.R. Congo, Ethiopia, Kenya, Rwanda, Tanzania and Uganda, hence posing a major threat to the food security and livelihoods of millions of Africans.

CIMMYT and its partners have responded to the problem by successfully developing MLN-tolerant hybrids through conventional backcrossing, which takes approximately 4-5 years. On the other hand, with the use of a gene editing technology known as CRISPR-Cas9, the breeding process can be accelerated, thereby reducing the time required to 2-3 years only, so that smallholders get faster access to improved maize varieties.

In partnership with Corteva Agriscience — which has significant expertise in the genome-editing field and who is the technology owner — and KALRO (Kenya Agricultural and Livestock Research Organization), CIMMYT scientists have been able to make a breakthrough via the CRISPR-Cas9 technology. The technology, Clustered Regularly Interspersed Short Palindromic Repeats (CRISPR) along with CRISPR-associated System (Cas) containing Protein 9, functions to replicate natural mutations in maize that will help strengthen its resistance to MLN. At the same time, this precisely targeted crop improvement process eliminates the transfer of many undesirable genes that would often accompany the desired ones as with the case in traditional backcrossing.

Under this project, four CIMMYT inbred lines, that are parents of two commercial hybrids in eastern Africa but susceptible to MLN, have been selected to undergo gene editing to become MLN-resistant. The edited, MLN-resistant lines will in turn be used to produce MLN-resistant hybrids which will still carry all the farmer-preferred agronomic traits including drought tolerance, similar to other elite maize hybrids developed by CIMMYT and released through partners.

CIMMYT is working in close collaboration with KALRO and other partners from the public and private sectors to increase the number of MLN-resistant Africa-adapted inbred lines and hybrids, as well as to make deployment efforts. By 2025, subject to compliance with regulatory procedures, commercial seeds of the gene-edited MLN-resistant elite maize hybrids will be available to up to 20,000 smallholder farmers for approximately 40,000 hectares of planting. In line with the CGIAR Principles on the Management of Intellectual Assets and CIMMYT’s constant endeavor to treat its improved germplasm as international public good, the MLN-resistant hybrids will be available royalty-free and seed companies entering into commercialization/licensing agreements in connection with this project will not be allowed to charge smallholder farmers higher seed cost. In this way, more farmers in MLN-affected countries in eastern and Central Africa can eventually benefit from increased supply of high-yielding, MLN-resistant and affordable maize products.
