The International Maize and Wheat Improvement Center (CIMMYT) announced a new three-year public–private partnership with the German development agency GIZ and the beverage company Grupo Modelo (AB InBev) to recharge aquifers and encourage water-conserving farming practices in key Mexican states.
The partnership, launched today, aims to contribute to a more sustainable use of water in agriculture. The project will promote sustainable farming and financing for efficient irrigation systems in the states of Hidalgo and Zacatecas, where Grupo Modelo operates. CIMMYT’s goal is to facilitate the adoption of sustainable intensification practices on more than 4,000 hectares over the next three years, to reduce the water footprint of participant farmers.
Mexico is at a high risk of facing a water crisis in the next few years, according to the World Resources Institute. The country needs to urgently begin reducing its use of available surface and ground water supplies if it is to avert the looming crisis.
Farming accounts for nearly 76% of Mexico’s annual water consumption, as estimated by Mexico’s Water Commission (CONAGUA). Farmers, therefore, have a key role to play in a more sustainable use of this valuable natural resource.
“We need to take care of the ecosystem and mitigate agriculture’s impact on the environment to address climate change by achieving more sustainable agri-food systems,” said Bram Govaerts, chief operating officer, deputy director general of research a.i. and director of the Integrated Development program at CIMMYT.
The project, called Aguas Firmes (Spanish for “Firm Waters”), also seeks to recharge two of Mexico’s most exploited aquifers, by restoring forests and building green infrastructure.
“Our priority is water, which is the basis of our business but, above all, the substance of life,” said Cassiano De Stefano, chair of Grupo Modelo, one of the Mexico’s leading beer companies. “We’ve decided to lead by example by investing considerably in restoring two aquifers that are essential to Zacatecas and Hidalgo’s development.”
The German development agency GIZ, one of CIMMYT’s top funders, is also investing in this alliance that will benefit 46,000 farmers in Hidalgo and 700,000 farmers in Zacatecas.
“We are very proud of this alliance for sustainable development that addresses a substantial problem in the region and strengthens our work on biodiversity conservation and sustainable use of natural resources in Mexico,” said Paulina Campos, Biodiversity director at GIZ Mexico.
CIMMYT undertakes participatory agricultural research activities with local farmers to collaboratively develop and implement sustainable farming practices and technologies that help reduce water consumption in grain production by up to 30%.

In Ethiopia, farming systems rely heavily on animal and human power, reducing productivity and efficiency. In recent years, the government and development partners have made significant efforts to modernize agriculture.
In 2013, CIMMYT introduced one-axel multipurpose tractors in various districts of Amhara, Oromia, South and Tigray regions. This new technology has helped to improve farmers’ lives and phase out outdated farming practices. Farmers have reduced drudgery, improved productivity and gained higher profits. Wheat breeders from across the globe took a big step towards modernizing their molecular breeding skills at a recent workshop sponsored by the Wheat Initiative, with the CGIAR Excellence in Breeding Platform (EiB) and the International Maize and Wheat Improvement Center (CIMMYT).
The workshop focused on three open-source tools used in molecular breeding: GOBii-GDM for genomic data management, Flapjack for data visualization and breeding analysis, and Galaxy for Genomic Selection. These tools help breeders make selections more quickly and precisely, and ultimately lead to more cost effective and efficient improvement of varieties.
The Wheat Initiative — a global scientific collaboration whose goals are to create improved wheat varieties and disseminate better agronomic practices worldwide — and its Breeding Methods and Strategies expert working group had planned to host these trainings during the 2020 Borlaug Global Rust Initiative Technical Workshop in the United Kingdom. After it became obvious that in-person trainings were not possible, the course organizers — including CIMMYT molecular wheat breeder Susanne Dreisigacker and EiB Adoption Lead and former GOBii project director Elizabeth Jones — decided to come together to host online workshops.
Many of the tools will be incorporated into EiB’s Enterprise Breeding System (EBS), a new integrated data management system being developed for CGIAR breeders. Jones plans to also design training modules for these molecular breeding tools that will be accessible to anyone through the EiB Toolbox.
The first session of the workshop “Transforming Wheat Breeding Through Integrated Data Management with GOBii and Analysis in Flapjack” benefited breeders from Australia, Canada, Ethiopia, France, India, Ireland, Italy, Morocco, Pakistan, Switzerland, Tunisia, the United Kingdom and the United States.

Powering data analysis around the world
The workshop series, “Transforming Wheat Breeding Through Integrated Data Management with GOBii and Analysis in Flapjack,” aimed to benefit breeders from wheat producing countries all over the world, with sessions over two different time zones spread out over three days to reduce “Zoom fatigue.” Participants joined the first session from Australia, Canada, Ethiopia, France, India, Ireland, Italy, Morocco, Pakistan, Switzerland, Tunisia, the United Kingdom and the United States.
“It was wonderful to see the diversity of participants that we were able to train through an online workshop, many of whom otherwise might not have been able to travel to the UK for the original meeting,” said Jones. “Participants were very engaged, making the workshop so rewarding.”
The workshop was guided by Teresa Saavedra, Wheat Initiative coordinator. Apart from Dreisigacker and Jones, other trainers explained specific tools and approaches. Iain Milne from the James Hutton Institute in Scotland gave more details about the Flapjack genotyping visualization tool, which includes analysis for pedigree verification, marker assisted backcrossing and forward breeding. Andrew Kowalczyk, developer at Diversity Arrays Technology, spoke about the genotyping data QC tool DArTView.

Clay Sneller, wheat breeder at Ohio State University, contributed training materials for important molecular breeding tools. Carlos Ignacio, previously based at the International Rice Research Center (IRRI) and now working on a PhD in Genomic Selection at Ohio State University, contributed his experience as a GOBii team member and a major contributor towards the design of Flapjack tools. Star Gao, application specialist with GOBii and now a requirements analyst for the Enterprise Breeding System, also facilitated the sessions.
Gilles Charmet, research director at the France’s National Research Institute for Agriculture, Food and Environment (INRAE), introduced the sessions in the Americas/Europe time zone with welcome remarks and overview of the goals of the Wheat Initiative. Alison Bentley, director of the CIMMYT Global Wheat Program, briefed on the achievements and goals of the CIMMYT Wheat program and the Accelerating Genetic Gains in Maize and Wheat for Improved Livelihoods (AGG) project.
“This training will contribute towards us reaching our AGG goals of accelerating gains in wheat, by sharing technical knowledge, and allowing our beneficiary partners to have state-of-the-art know-how in the use of genetic and genomic data,” Bentley said.
Participant Stéphane Boury from Caussade Semences, France commented, “This was a very effective way to learn about new tools in wheat breeding.”
The sessions continue in Australasia next week, and will be introduced by Peter Langridge, chair of the Scientific Board for the Wheat Initiative, and EiB director Michael Quinn. Sanjay Kumar Singh, incoming chair of the Breeding expert working group for the Wheat Initiative, will close the event.
By adopting best practices and established modern tools, national agricultural research systems (NARS) are making data-driven decisions to boost genetic improvement. And they are measuring this progress through tracking and setting goals around “genetic gain.”
Genetic gain means improving seed varieties so that they have a better combination of genes that contribute to desired traits such as higher yields, drought resistance or improved nutrition. Or, more technically, genetic gain measures, “the expected or realized change in average breeding value of a population over at least one cycle of selection for a particular trait of index of traits,” according to the CGIAR Excellence in Breeding (EiB)’s breeding process assessment manual.
CGIAR breeders and their national partners are committed to increasing this rate of improvement to at least 1.5% per year. So, it has become a vital and universal high-level key performance indicator (KPI) for breeding programs.
“We are moving towards a more data-driven culture where decisions are not taken any more based on gut feeling,” EiB’s Eduardo Covarrubias told nearly 200 NARS breeders in a recent webinar on Enhancing and Measuring Genetic Gain. “Decisions that can affect the sustainability and the development of organization need to be based on facts and data.”
Improved metrics. Better decisions. More and better food. But how are NARS positioned to better measure and boost the metric?
EiB researchers have been working with both CGIAR breeding programs and NARS to broaden the understanding of genetic gain and to supply partners with methods and tools to measure it.
The recent webinar, co-sponsored by EiB and the CIMMYT-led Accelerating Genetic Gains in Maize and Wheat (AGG) project, highlighted tools and services that NARS are accessing, such as genotyping, data analysis and mechanization.
Through program assessments, customized expert advice, training and provision of services and resources, EiB researchers are helping national partners arrive at the best processes for driving and measuring genetic gains in their programs.
For example, the EiB team, through Crops to End Hunger (CtEH), is providing guidelines to breeders to help them maximize the accuracy and precision, while reducing the cost of calculating genetic gains. The guidelines make recommendations such as better design of trials and implementing an appropriate check strategy that permits regular and accurate calculation of genetic gain.
A comprehensive example at the project level is EiB’s High-Impact Rice Breeding in East and West Africa (Hi-Rice), which is supporting the modernization of national rice programs in eight key rice-producing countries in Africa. Hi-Rice delivers training and support to modernize programs through tools such as the use of formalized, validated product profiles to better define market needs, genotyping tools for quality control, and digitizing experiment data to better track and improve breeding results. This is helping partners replace old varieties of rice with new ones that have higher yields and protect against elements that attack rice production, such as drought and disease. Over the coming years, EiB researchers expect to see significant improvements in genetic gain from the eight NARS program partners.
And in the domain of wheat and maize, AGG is working in 13 target countries to help breeders adopt best practices and technologies to boost genetic gain. Here, the EiB team is contributing its expertise in helping programs develop their improvement plans — to map out where, when and how programs will invest in making changes.
NARS and CGIAR breeding programs also have access to tools and expertise on adopting a continuous improvement process — one that leads to cultural change and buy-in from leadership so that programs can identify problems and solve them as they come up. Nearly 150 national breeding partners attended another EiB/AGG webinar highlighting continuous improvement key concepts and case studies.
National programs are starting to see the results of these partnerships. The Kenya Agricultural & Livestock Research Organization (KALRO)’s highland maize breeding program has undertaken significant changes to its pipelines. KALRO carried out its first-ever full program costing, and based on this are modifying their pipeline to expand early stage testing. They are also switching to a double haploid breeding scheme with support from the CGIAR Research Program on Maize (MAIZE), in addition to ring fencing their elite germplasm for future crosses.
KALRO has also adopted EiB-supported data management tools, and are working with the team to calculate past rates of genetic gains for their previous 20 years of breeding. These actions — and the resulting data — will help them decide on which tools and methods to adopt in order to improve the rate of genetic gain for highland maize.
“By analyzing historical genetic gain over the last 20 years, it would be interesting to determine if we are still making gains or have reached a plateau,” said KALRO’s Dickson LIgeyo, who presented a Story of Excellence at EiB’s Virtual Meeting 2020. “The assessment will help us select the right breeding methods and tools to improve the program.”
Other NARS programs are on a similar path to effectively measure and increase genetic gain. In Ghana, the rice breeding program at Council for Scientific and Industrial Research (CSIR) have developed product profiles, identified their target market segments, costed out their program, digitized their operations, and have even deployed molecular markers for selection.
With this increased expertise and access to tools and services, national breeding programs are set to make great strides on achieving genetic gain goals.
“NARS in Africa and beyond have been aggressively adopting new ideas and tools,” says EiB’s NARS engagement lead Bish Das. “It will pay a lot of dividends, first through the development of state-of-the-art, and ultimately through improving genetic gains in farmers’ fields. And that’s what it’s all about.”

There is a growing crisis beneath our feet. Scientists, soil specialists and policy-makers around the world are sounding the alarm about degrading soil conditions. And it is particularly stark in developing countries. In fact, about 40 per cent of soils in sub-Saharan Africa are already of poor quality.
Declining soil health causes poor crop yields, leading to further pressure on the soils as farmers struggle to meet food demands and eke out a living. Many farmers lack access to information or technologies to get out of this vicious cycle. If you are a farmer with the need to increase your yield in the face of these challenges, crop breeding and soil management offers a range of solutions as part of an Integrated Soil Fertility Management (ISFM) approach.
For instance, breeding programs which partner with CGIAR Excellence in Breeding (EiB) are working to deliver the best seed varieties for farmers to help them withstand harsh conditions and increase yields. Alongside this work, researchers are supporting farmers to adopt better agronomic practices, such as minimum tillage farming, crop rotation, proper spacing and planting date practices, the use of terracing or intercropping, or techniques to reduce water use.
Of course, breeding cannot happen in a vacuum. To protect soils and produce quality yields, these cropping measures should be closely matched to the best, context-appropriate soil management practices available to farmers, for instance around the type and timing of mineral fertilizer, along with organic sources like crop residues, compost or manure.
Indeed, a combination will bring the best results. But most of the time accessing either improved variety or best agronomic practice represent a challenge for farmers in low income countries.
Here are three ways crop breeders can ensure they deliver the best seeds and create the best conditions for long-term crop production.
Include farmers, agronomic experts and extension services when defining product requirements
Strong connections among public breeding programs and extension and agronomic groups are vital. There is growing discussion regarding how to broaden our work to better consider all the factors that contribute to a successful breeding scheme: genotyping, environment and management (GxExM). However, defining the management component is not easy. Do we breed for conditions that farmers are actually working with, or breed for conditions that they should adopt?
A key to answer this question is a strong breeding team defining the traits needed and wanted by farmers. To design the best product profile, it is imperative to involve extension teams and other groups that work on the development of sustainable agronomic practices.

Properly manage research stations
Attention also needs to focus on the sustainability practices within research stations. It is all too easy to find degraded soil in public research stations. There are many reasons for this: inadequate long-term planning, lack of organized management structures, insufficient connections between breeding and agronomic teams, and lack of resources, to name a few.
Public research stations must serve as an example for the farmers in that specific region. Thus, it is not only what products we develop that matters, but also how we develop them. If we develop a good variety at the research station, but do so without adopting good agronomic practice, what example has been set for farmers and future generations? We need to ensure we invest in the best soil management practices along every step of the research phase.
Breed for specific soil characteristics
Once the breeding target is known, breeding for specific soil conditions is critical. This means developing varieties for soil conditions such as nutrient deficiencies or high salinity levels. CGIAR breeding programs have put in tremendous efforts with great impact here.
For example, AfricaRice and partners developed rice varieties branded ARICA (Advanced Rice Varieties for Africa) to be salt or iron toxicity tolerant, among other traits. This is helping farmers who farm under predominantly rainfed conditions, in which soils and yields are threatened by floods, droughts and toxicity.
Another standout product is Stress Tolerant Maize for Africa (STMA), led by the International Maize and Wheat Improvement Center (CIMMYT) and the International Institute of Tropical Agriculture (IITA). Breeders have developed varieties that can thrive in low soil fertility conditions, along with resistance to other stresses such as pests and drought. The project has seen the adoption of new maize varieties by more than six million households across 13 countries, with some farms increasing yields by over 150 per cent.
Our soils depend on breeding for the future. Breeding is showing real results for improving yields, delivering better food, and increasing smallholder incomes. But its impact on ecosystems could go either way. With the right investments in relationships, good research practices, and delivering varieties matched to particular soil conditions, we can breed for the present and for the future.
It is time to invest in both crop breeding and soil management — as one vital package of innovations.

Climate change is a major challenge for India, which faces large-scale climate variability and is exposed to high risk. The country’s current development model reiterates the focus on sustainable growth and aims to exploit the benefits of addressing climate change alongside promoting economic growth.
The government has been heavily emphasizing the importance of solar power in India, and the Ministry of New and Renewable Energy (MNRE) recently launched an ambitious initiative to further this cause. The Pradhan Mantri-Kisan Urja Suraksha evam Utthaan Mahabhiyan (PM-KUSUM) scheme aims to support the installation of off-grid solar pumps in rural areas, and reduce dependence on the grid in grid-connected areas.
However, there has been a knowledge gap about the potential use of solar energy interventions in the context of climate change and their scalability. In an effort to bridge this gap, scientists from the CGIAR Research Program on Climate Change, Agriculture and Food Security (CCAFS) have comprehensively synthesized existing pilot initiatives on the deployment of solar powered irrigation systems (SPIS) across different agro-climatic zones in India and tried to assess their scalability. This in turn has led to the identification of efficient and effective models for sustainable development in accordance with the region’s socioeconomic and geopolitical situation.
Solar powered irrigation systems in India
A compendium has been developed as part of the research carried out by CCAFS, in collaboration with the International Maize and Wheat Improvement Center (CIMMYT), the Borlaug Institute for South Asia (BISA), Deutsche Gesellschaft für Internationale Zusammenarbeit GmbH (GIZ) and the International Water Management Institute (IWMI).
The main objectives for bringing forth this compendium are: to qualitatively document various deployment models of SPIS and to understand the factors impacting the scalability of SPIS in India. The authors collected detailed information about the process of installing SPIS, their use and maintenance, and documented the different approaches in the form of case studies developed through primary and secondary research. They aimed to capture the key technical, social, institutional and financial attributes of the deployment approaches to enable comparative analysis and synthesis.
In total, 16 case studies from across India were documented — 1 case for centralized SPIS, 2 distributed SPIS and 13 examples for decentralized systems. Though each of these was designed with unique objectives, detailed analysis reveals that all the cases revolve around the improvement of the three factors: accessibility, affordability and sustainability — the trinity against which all cases have been described. Grid-connected areas such as Gujarat and Maharashtra offer an immense scope of selling surplus energy being produced by SPIS, to energy-deficient electricity suppliers while areas such as Bihar and Jharkhand offer the potential for scaling the decentralized model of SPIS.

Assessing scalability
For inclusive and sustainable growth, it is important to consider the farm-level potential of solar energy use with multiple usages of energy. The compendium documents examples of the potential of solar irrigation systems in India for adaptation and mitigation benefits. It also assesses on the scalability of different deployment approaches such as solar pump fitted boats in Samastipur, Bihar, or the decentralized solar powered irrigation systems in Gujrat and West Bengal. Through the compendium, the authors study the five key stages of the scaling-up process to assess whether these initiatives are scalable and could reduce or replace fossil fuel dependence in agriculture.
While some of the documented cases are designed exclusively to address a very specific problem in a particular context, others are primarily designed as a proof-of-concept for wider applicability and policy implications — with or without suitable modifications at the time of scaling. In this compendium, both types of cases are included and assessed to understand their relevance and the potential contribution they can make in advancing the goal of solarizing irrigation and agriculture in a sustainable and effective way.
The authors conclude that all the cases have different technical, financial, and institutional aspects which complement each other, have been designed based on community needs and are in line with the larger objective of the intervention integrating three factors — accessibility, affordability and sustainability — to ensure secured availability of resources and to facilitate scalability.
Given that India is a diverse country with varied socioeconomic and geopolitical conditions, it is important to have set guidelines that lay out a plan for scaling while allowing agencies to adapt the SPIS model based on local context and realities in the field.

The Government of Ethiopia has consistently prioritized agriculture and sees it as a core component of the country’s growth. However, despite considerable efforts to improve productivity, poor management of soil health and fertility has been an ongoing constraint. This is mainly due to a lack of comprehensive site-and context-specific soil health and fertility management recommendations and dissemination approaches targeted to specific needs.
The government envisions a balanced soil health and fertility system that helps farmers cultivate and maintain high-quality and fertile soils through the promotion of appropriate soil-management techniques, provision of required inputs, and facilitation of appropriate enablers, including knowledge and finance.
So far, a plethora of different research-for-development activities have been carried out in support of this effort, including the introduction of tools which provide location-specific fertilizer recommendations. For example, researchers on the Taking Maize Agronomy to Scale in Africa (TAMASA) project, led by the International Maize and Wheat Improvement Center (CIMMYT), have created locally calibrated versions of Nutrient Expert® (NE) — a tool for generating fertilizer recommendations — for maize farmers in Ethiopia, Nigeria and Tanzania.
Nutrient Expert® is only one of the many fertilizer recommendation tools which have been developed in recent years covering different levels of applicability and accuracy across spatial scales and users, including smallholder farmers, extension agents and national researchers. However, in order to make efficient use of all the resources available in Ethiopia, there is a need to systematically evaluate the merits of each tool for different scales and use cases. To jump start this process, researchers from the TAMASA project commissioned an assessment of the tools and frameworks that have been developed, adapted and promoted in the country, and how they compare with one another for different use-cases. Seven tools were assessed, including Nutrient Expert®, the Ethiopian Soil Information System (EthioSIS) and RiceAdvice.
For each of these, the research team asked determined how the tool is currently being implemented — for example, as an app or as a generic set of steps for recommendation generation — and its data requirements, how robust the estimates are, how complicated the interface is, how easy it is to use, the conditions under which it performs well, and the spatial scale at which it works best.

Combining efforts and information
The results of this initial assessment indicate that the type of main user and the scale at which decisions are made varied from tool to tool. In addition, most of the tools considered have interactive interfaces and several — including Nutrient Expert® and RiceAdvice — have IT based platforms to automate the optimization of fertilizer recommendations and/or analyze profit. However, the source codes for all the IT based platforms and tools are inaccessible to end-users. This means that if further evaluation and improvements are to be made, there should be a means of collaborating with developers to share the back-end information, such as site-specific response curves and source codes.
Because most of the tools take different approaches to making fertilizer application site-specific, each of them renders unique strengths and trade-offs. For example, Nutrient Expert® may be considered strong in its approach of downscaling regionally calibrated responses to field level recommendations based on a few site-specific responses from farmers. By contrast, its calibration requires intensive data from nutrient omission trials and advice provision is time consuming.
Overall, the use of all the Site-Specific Decision-Support Tools (SSDST) has resulted in improved grain yields compared to when farmers use traditional practices, and this is consistent across all crops. On average, use of Nutrient Expert® improved maize, rice and wheat yields by 5.9%, 8.1% and 4.9%, respectively. Similarly, the use of RiceAdvice resulted in a 21.8% yield advantage.
The assessment shows that some of the tools are useful because of their applicability at local level by development agents, while others are good because of the data used to develop and validate them. However, in order to benefit the agricultural system in Ethiopia from the perspective of reliable fertilizer-use advisory, there is a need to develop a platform that combines the merits of all available tools. To achieve this, it has been suggested that the institutions who developed the individual tools join forces to combine efforts and information, including background data and source codes for IT based tools.
While the COVID-19 pandemic has disrupted efforts to convene discussions around this work, CIMMYT has and will continue to play an active advocacy role in supporting collaborative efforts to inform evidence-based reforms to fertilizer recommendations and other agronomic advice in Ethiopia and the wider region. CIMMYT is currently undertaking a more rigorous evaluation of these tools and frameworks as a follow up on the initial stocktaking activity.
In most developing countries, smallholder farmers are the main source of food production, relying heavily on animal and human power. Women play a significant role in this process — from the early days of land preparation to harvesting. However, the sector not only lacks appropriate technologies — such as storage that could reduce postharvest loss and ultimately maximize both the quality and quantity of the farm produce — but fails to include women in the design and validation of these technologies from the beginning.
“Agricultural outputs can be increased if policy makers and other stakeholders consider mechanization beyond simply more power and tractorization in the field,” says Rabe Yahaya, an agricultural mechanization expert at CIMMYT. “Increases in productivity start from planting all the way to storage and processing, and when women are empowered and included at all levels of the value chain.”
In recent years, mechanization has become a hot topic, strongly supported by the German Federal Ministry for Economic Cooperation and Development (BMZ). Under the commission of BMZ, the German development agency GIZ set up the Green Innovation Centers (GIC) program, under which the International Maize and Wheat Improvement Center (CIMMYT) supports mechanization projects in 16 countries — 14 in Africa and two in Asia.
As part of the GIC program, a cross-country working group on agricultural mechanization is striving to improve knowledge on mechanization, exchange best practices among country projects and programs, and foster links between members and other mechanization experts. In this context, CIMMYT has facilitated the development of a matchmaking and south-south learning matrix where each country can indicate what experience they need and what they can offer to the others in the working group. CIMMYT has also developed an expert database for GIC so country teams can reach external consultants to get the support they need.
“The Green Innovation Centers have the resources and mandate to really have an impact at scale, and it is great that CIMMYT was asked to bring the latest thinking around sustainable scaling,” says CIMMYT scaling advisor Lennart Woltering. “This is a beautiful partnership where the added value of each partner is very clear, and we hope to forge more of these partnerships with other development organizations so that CIMMYT can do the research in and for development.”
This approach strongly supports organizational capacity development and improves cooperation between the country projects, explains Joachim Stahl, a capacity development expert at CIMMYT. “This is a fantastic opportunity to support GIZ in working with a strategic approach.” Like Woltering and Yahaya, Stahl is a GIZ-CIM integrated expert, whose position at CIMMYT is directly supported through GIZ.
A catalyst for South-South learning and cooperation
Earlier this year, CIMMYT and GIZ jointly organized the mechanization working group’s annual meeting, which focused on finding storage technologies and mechanization solutions that benefit and include women. Held from July 7–10 July, the virtual event brought together around 60 experts and professionals from 20 countries, who shared their experiences and presented the most successful storage solutions that have been accepted by farmers in Africa for their adaptability, innovativeness and cost and that fit best with local realities.
CIMMYT postharvest specialist Sylvanus Odjo outlined how to reduce postharvest losses and improve food security in smallholder farming systems using inert dusts such as silica, detailing how these can be applied to large-scale agriculture and what viable business models could look like. Alongside this and the presentation of Purdue University’s improved crop storage bags, participants had the opportunity to discuss new technologies in detail, asking questions about profitability analysis and the many variables that may slow uptake in the regions where they work.

Discussions at the meeting also focused heavily on gender and mechanization – specifically, how women can benefit from mechanized farming and the frameworks available to increase their access to relevant technologies. Modernizing the agricultural sector in developing countries in ways that would benefit both men and women has remained a challenge for many professionals. Many argue that the existing technologies are not gender-sensitive or affordable for women, and in many cases, women are not well informed about the available technologies.
However, gender-sensitive and affordable technologies will support smallholder farmers produce more while saving time and energy. Speaking at a panel discussion, representatives from AfricaRice and the Food and Agriculture Organization of the United Nations (FAO) highlighted the importance of involving women during the design, creation and validation of agricultural solutions to ensure that they are gender-sensitive, inclusive and can be used easily by women. Increasing their engagement with existing business models and developing tailored digital services and trainings will help foster technology adaptation and adoption, releasing women farmers from labor drudgery and postharvest losses while improving livelihoods in rural communities and supporting economic transformation in Africa.
Fostering solutions
By the end of the meeting, participants had identified and developed key work packages both for storage technologies and solutions for engaging women in mechanization. For the former, the new work packages proposed the promotion of national and regional dialogues on postharvest, cross-country testing of various postharvest packages, promotion of renewable energies for power supply in storing systems and cross-country scaling of hermetically sealed bags.
To foster solutions for women in mechanization, participants suggested the promotion and scaling of existing business models such as ‘Woman mechanized agro-service provider cooperative’, piloting and scaling gender-inclusive and climate-smart postharvest technologies for smallholder rice value chain actors in Africa, and the identification and testing of gender-sensitive mechanization technologies aimed at finding appropriate tools or approaches.

Most small farmers in sub-Saharan Africa rely on rain-fed agriculture to sufficiently feed their families. However, they are increasingly confronted with climate-induced challenges which hinder crop production and yields.
In recent years, evidence of variable rainfall patterns, higher temperatures, depleted soil quality and infestations of destructive pests like fall armyworm cause imbalances in the wider ecosystem and present a bleak outlook for farmers.
Addressing these diverse challenges requires a unique skill set that is found in the role of systems agronomist.
Isaiah Nyagumbo joined the International Maize and Wheat Improvement Center (CIMMYT) in 2010 as a Cropping Systems Agronomist. Working with the Sustainable Intensification program, Nyagumbo has committed his efforts to developing conservation agriculture technologies for small farming systems.
“A unique characteristic of systems agronomists,” Nyagumbo explains, “is the need to holistically understand and address the diverse challenges faced by farming households, and their agro-ecological and socio-economic environment. They need to have a decent understanding of the facets that make technology development happen on the ground.”
“This understanding, combined with technical and agronomical skills, allows systems agronomists to innovate around increasing productivity, profitability and efficient farming practices, and to strengthen farmers’ capacity to adapt to evolving challenges, in particular those related to climate change and variability,” Nyagumbo says.

Gaining expert knowledge
Raised by parents who doubled as teachers and small-scale commercial farmers, Nyagumbo was exposed to the realities of producing crops for food and income while assisting with farming activities at his rural home in Dowa, Rusape, northeastern Zimbabwe. This experience shaped his decision to study for a bachelor’s degree in agriculture specializing in soil science at the University of Zimbabwe and later a master’s degree in soil and water engineering at Silsoe College, Cranfield University, United Kingdom.
Between 1989 and 1994, Nyagumbo worked with public and private sector companies in Zimbabwe researching how to develop conservation tillage systems in the smallholder farming sector, which at the time focused on reducing soil erosion-induced land degradation.
Through participatory technology development and learning, Nyagumbo developed a passion for closely interacting with smallholder farmers from Zimbabwe’s communal areas as it dawned to him that top-down technology transfer approaches had their limits when it comes to scaling technologies. He proceeded to study for his PhD in 1995, focusing on water conservation and groundwater recharge under different tillage technologies.
Upon completion of his PhD, Nyagumbo started lecturing at the University of Zimbabwe in 2001, at the Department of Soil Science and Agricultural Engineering, a route that opened collaborative opportunities with key international partners including CIMMYT.
“This is how I began my engagements with CIMMYT, as a collaborator and jointly implementing on-farm trials on conservation agriculture and later broadening the scope towards climate-smart agriculture technologies,” Nyagumbo recalls.
By the time an opportunity arose to join CIMMYT in 2010, Nyagumbo realized that “it was the right organization for me, moving forward the agenda of sustainability and focusing on improving productivity of smallholder farmers.”

Projects such as SIMLESA show results of intensification practices and climate-smart technologies aimed at improving smallholder farming systems in eastern and southern Africa.
“One study showed that when conservation agriculture principles such as minimum tillage, rotation, mulching and intercropping are applied, yield increases ranging from 30-50 percent can be achieved,” Nyagumbo says.
Another recent publication demonstrated that the maize yield superiority of conservation agriculture systems was highest under low-rainfall conditions while high-rainfall conditions depressed these yield advantages.
Furthermore, studies spanning across eastern and southern Africa also showed how drainage characteristics of soils affect the performance of conservation agriculture technologies. “If we have soils that are poorly drained, the yield difference between conventional farming practices and conservation agriculture tends to be depressed, but if the soils are well drained, higher margins of the performance of conservation agriculture are witnessed,” he says.
Currently, Nyagumbo’s research efforts in various countries in eastern and southern Africa seek to better understand the resilience benefits of cereal-legume cropping systems and how different planting configurations can help to improve system productivity.
“Right now, I am focused on understanding better the ‘climate-smartness’ of sustainable intensification technologies.”
In Malawi, Nyagumbo is part of a team evaluating the usefulness of different agronomic practices and indigenous methods to control fall armyworm in maize-based systems. Fall armyworm has been a troublesome pest particularly for maize in the last four or five seasons in eastern and southern Africa, and finding cost effective solutions is important for farmers in the region.
Future efforts are set to focus further on crop-livestock integration and will investigate how newly developed nutrient-dense maize varieties can contribute to improved feed for livestock in arid and semi-arid regions in Zimbabwe.
Sharing results
Another important aspiration for Nyagumbo is the generation of publications to share the emerging results and experiences gained from his research with partners and the public. Working in collaboration with others, Nyagumbo has published more than 30 articles based on extensive research work.
“Through the data sharing policy promoted by CIMMYT, we have so much data generated across the five SIMLESA project countries which is now available to the public who can download and use it,” Nyagumbo says.
While experiences with COVID-19 have shifted working conditions and restricted travel, Nyagumbo believes “through the use of virtual platforms and ICTs we can still achieve a lot and keep in touch with our partners and farmers in the region.”
Overall, he is interested in impact. “The greatest reward for me is seeing happy and transformed farmers on the ground, and knowing my role is making a difference in farmers’ livelihoods.”
The COVID-19 crisis is highlighting many fragilities in contemporary food systems. But the pandemic has also created opportunities for local organizations and technologies to quickly mitigate these fragilities while showcasing the resilience, innovation and adaptation of African food and agricultural systems.

Sudha Nair is inspired every day by her passion for biology and genetics. The senior scientist at the International Maize and Wheat Improvement Center (CIMMYT) based in Hyderabad, India, works to define and practice the best strategies for applying genomics in agriculture.
“I always knew that science is what I would love to pursue,” said Sudha, an alumnus of both the Indian Agricultural Research Institute (IARI) in New Delhi and the National Institute of Agrobiological Sciences in Japan.
Originally from Kerala, India, Sudha did not expect a career in agriculture. “I studied for engineering after my high school as I was selected for that course before I was selected for the biology stream. It didn’t take me even a single moment to decide to leave the course six months later when I was selected for the undergraduate program in agriculture,” Sudha said. “I can’t say that it is love for agriculture that forced me to choose the field I am in, but it is the fascination for biological science. I love genetics and I love research; as long as I get to do this as part of my job, I am happy.”
Sudha’s first experience working with CIMMYT involved her PhD dissertation at IARI, which was a part of research conducted for the Asian Maize Biotechnology Network (AMBIONET), led by CIMMYT. “I had always looked at CIMMYT as an organization doing high quality applied science,” she said.
Starting in 2010 as a consultant for the Drought Tolerant Maize for Africa (DTMA) project, Sudha then interviewed for the position of maize fine-mapping specialist in 2011 and was selected as a scientist. Her career at CIMMYT has now spanned close to a decade.
Her role involves implementation of molecular breeding in the maize breeding program in Asia. This includes discovery, validation and application of molecular markers for prioritized traits, genomic selection, and marker-based quality assurance and quality control in maize breeding – through current and past projects like Heat Tolerant Maize for Asia (HTMA), Climate Resilient Maize for Asia (CRMA) and the CGIAR Research Program on Maize (MAIZE). Apart from this, she is currently involved in the Accelerating Genetic Gains in Maize and Wheat (AGG) project for incorporating elite and stress tolerance genetics from Asia in the elite African maize germplasm.
Sudha has been a part of a number of global maize projects including the Stress Tolerant Maize for Africa (STMA) project, which developed improved maize varieties tolerant to stresses such as drought and diseases, and HarvestPlus in maize, developing nutritionally enriched maize cultivars. She has also played a key role in developing CIMMYT’s second-generation tropicalized haploid inducers using marker-assisted breeding.

Bringing genetics and breeding together
Sudha is grateful for the role of CIMMYT in increasing acceptance and use of genomics in breeding programs. “When I started off as a graduate student, any work related to molecular genetics was called biotechnology, and we were considered as a different “breed”, who worked in silos to spend resources on “upstream research”, and whose results never saw any breeding applications. Breeding and molecular genetics were like parallel lines that would never meet,” she explained.
“In course of time, the research communities in applied breeding institutes like CIMMYT have brought about changes in strategies, goals, and more importantly, attitudes, and now all of us work towards one major goal of developing impactful products (varieties) for benefiting resource-constrained farming communities worldwide. All in all, I and my colleagues in the upstream research team in CIMMYT Global Maize Program have an important responsibility of providing core support to the breeding and seed systems teams in developing and delivering impactful products.”
When asked what the most enjoyable part of her work is, Sudha cited the practicality and applicability of her work. “Basically, my job responsibility is to design and implement the best strategies for applying genomics in maize breeding to achieve higher genetic gains,” she explained. “Being in an organization like CIMMYT, what is most satisfying about the role I am in is the translation of upstream research into tools for improving breeding efficiency and in turn into impactful maize varieties that the farming communities around the world cultivate.”
In Lennart Woltering’s first job working on agricultural water management with the International Crops Research Institute for the Semi-Arid Tropics (ICRISAT) in Niger, he observed a phenomenon that would influence his career path. Although drip irrigation involved huge benefits in terms of yields and productivity, adoption was low all across Africa. This fact made Woltering frustrated and interested.
In his second job at the biggest management consulting firm of Germany focused on international development, he was awarded a contract by the German development agency GIZ to lead a team on a demand-supply match for innovations from the CGIAR. Here he found that uptake of many innovations that showed superior performance over alternatives was limited and largely confined to the pilot project environment. When a few years later GIZ and the International Maize and Wheat Improvement Center (CIMMYT) advertised a Scaling Advisor position, Woltering knew this was the job for him.
Scaling is the process of expanding beneficial technologies and practices over geographies, and across institutions and levels to impact large numbers of people. This sounds very abstract, and Woltering is now supporting colleagues to make sense of the what, why and how of scaling in their specific contexts. The GIZ and CIMMYT contract modality does not force him to work on one project alone, but allows him to support a broad range of projects and programs to achieve more sustainable impact, within and beyond CIMMYT.
Changing mindsets
There is a modus operandi of doing projects in the most efficient way to meet targets, then moving on to the next project. Success is often measured by the number of beneficiaries reached at the last day of that project. However, this is often at the expense of important “systems work” such as building lasting relationships, developing organizational capacities and improving the enabling environment rather than finding holes in it. CIMMYT’s mission and vision are focused on social impact, hence the outcomes of our work are more important than our outputs. We cannot assume that adoption of an innovation leads directly to positive impacts — we have the responsibility to abide by the principles of “do no harm” and “leave no one behind.” Scaling is a process that should be part of the design of projects from the beginning.
Woltering keeps asking himself, “What happens when the project stops tomorrow? Do local actors have the capacities and desire to take responsibility of the scaling process once the project is over? What models of collaboration can survive the project?” He observes a strong underestimation of the importance of context for an innovation to be successful. Woltering’s guiding principle is “10% is the innovation and 90% is the context.”

The Scaling Scan
The first thing Woltering did at CIMMYT was visit the country offices and projects in Africa and Asia, to understand how colleagues give meaning to scaling and to identify opportunities and challenges. He saw that in every context there was a different bottleneck to scaling — government policies, the value chain, but hardly ever the technology. The common denominator among these situations was that there was always a weakest link. If that problem was solved, teams would encounter the next weakest link. He identified a need to think strategically about project elements from the beginning of the project.
Woltering came across a paper by PPPLab that mentioned ten scaling ingredients, or ten conditions for scaling to be successful. He got in touch with them to see how this could be useful for CIMMYT and the CGIAR. “How can we make this fluffy concept of scaling that people don’t understand into something meaningful?”
This idea became the Scaling Scan, developed by PPPLab and CIMMYT. The tool helps practitioners to analyze what they want to scale, while trying to keep the process as simple as possible. The Scaling Scan helps teams to come up with a realistic ambition and identify bottlenecks from the start. It highlights what project teams need to pay attention to on the journey to reach scale.
“One thing that immediately becomes clear is that impact at scale requires a much broader range of skills and disciplines than what any one organization can bring. The Scaling Scan and an associated partnership tool we developed helps teams to recognize what type of collaborations are necessary along the way. It is very encouraging to get emails from organizations like Catholic Relief Services and ILRI that they are using the Scaling Scan on their own,” says Woltering.

Progress towards impact
For many decades, CGIAR focused only on research, but in the last 20 years, it expanded to focus on what actually happens with those research outputs.
CIMMYT has always been working on things we now call scaling, in the sense of having a positive impact and changing people’s lives for the better. However, how that happened in that specific context has never been integrated systematically in the design, implementation nor the learning. “Scaling is finally getting recognized as a science but also as an art, and it is great to work on both fronts with scientists and project managers,” says Woltering.
There is a global community of practice on scaling with donors, implementers and practitioners. Five years ago, there were ten members and now the agriculture working group has members of more than sixty different organizations (including USAID, IFAD, CGIAR, CRS). CIMMYT is not only leading this community, but also set up a CGIAR-wide task force and a CIMMYT internal task force on scaling.
The COVID-19 crisis has shown that we need sustainable change at scale, and short term and one-off solutions will not do. This has only accelerated a trend of funders and implementers shifting to a more systemic approach. “CIMMYT is at the forefront of this wave which makes it a very exciting time to be working on this,” said Woltering.
Post-harvest losses — which can range between 10-20% in major cereals — cause not only the loss of economic value of the food produced, but also the waste of scarce resources such as labor, land, and water, as well as non-renewable resources such as fertilizer and energy.
“High postharvest losses imply reduced grain yield, but with the same total greenhouse gas emission,” says Rabé Yahaya, a CIM/GIZ Integrated Expert working at the International Maize and Wheat Improvement Center (CIMMYT). “Reducing these losses reduces the yield-scaled global warming potential — total greenhouse gas emission per kilogram of grain — and contributes to climate change mitigation, as well as food security.”
A significant proportion of these losses are caused by late harvest due to labor shortages, with crops languishing in the field before farmers can retrieve them. Small and medium-sized machinery may seem like the answer, but many one or two-axe machines are often unable to reach the inner sections of rice and wheat fields because of limited road access, or the fact that they are simply too heavy to carry.
“As mechanized land preparation works outwards, inner fields get ready for harvest first, but without any applicated technical solution,” he explains.
Could motorized scythes be the answer? Yahaya thinks so.
The other scythe
Motorized scythes are hand-operated tools used for mowing grass or reaping crops. Though largely replaced by horse-drawn and tractor-mounted implements, they are still commonly used in some areas of Asia and Europe.
Models specifically adapted for harvesting rice and wheat have been commercially available in Africa for over two decades and currently sell for $150-350, presenting the lowest initial investment cost of all engine-driven solutions on the market. The motor scythe also boasts the lowest harvest cost per hectare and is portable enough to reach inner fields.
Despite its relative affordability, uptake in much of West Africa has been slow, as many farmers have found the 10kg machinery too heavy for sustained use.
“Studies carried out in Benin, Burkina Faso, Cote d’Ivoire and Mali show that this rapid fatigue is caused by incorrect handling of the machinery, including flawed posture,” Yahaya explains. “This is simply because most operators have never undertaken official training for operating the tool.”
In a bid to address this challenge, Yahaya has been collaborating with Elliott Dossou, Sali Atanga Ndindeng and Ernst Zippel — all scientists at AfricaRice — to design and test potential solutions. Their proposal for the development of a Service Provider Harvest (SPH) model has been shortlisted for the GIZ Innovation Fund 2020 award, from a GIZ/BMZ-supported Innovation Fund.

Cut for service
The approach focuses heavily on capacity development, with an initial nucleus group of trainers taking the lead on activities such as recruiting and contracting service providers, providing training on harvesting and threshing, supporting aftersales services such as machine maintenance and repair, and helping to determine the optimum harvest time.
Under the proposed model, each trainer will be responsible for a group of around 50 service providers, who will receive guidance on understanding their role, finance, creating a network of client farmers, machine maintenance and use.
In addition to the financial rewards and aftersales services, the training opportunities will make this technology accessible to young entrepreneurs in rural areas. Earning up to $18 a day for harvesting and weeding services, those using the tool can expect to see a return on their initial investment in one to two months.
“Young people are the main prospective clients for this initiative,” says Yahaya. “With the motor scythe and related training, they can start earning serious money.” He stresses, however, that all farmers – regardless of age or gender – will be able to benefit from the job creation opportunities this initiative provides.
The initiative has been shortlisted for the GIZ Innovation Fund 2020. If selected, funding from the accelerator program would support testing, the integration of GPS sensors into the tools, creation of a platform for bank security and Carbon Credit earning, other technical activities.
The COVID-19 pandemic continues to transform the way the world operates, and agricultural production systems are not exempt.
Even in countries that have identified the agricultural sector as an essential one, ongoing restrictions on transport and freedom of movement are causing disruptions across the value chain — with potentially devastating impact on already fragile food systems in Latin America, sub-Saharan Africa and South Asia.
With this in mind, systems agronomists and mechanization specialists at the International Maize and Wheat Improvement Center (CIMMYT), discuss the impact of restrictions on agricultural labor and production, and the role farm mechanization can play in addressing new challenges.
What are the implications of the agricultural labor shortages that are emerging in Africa and Latin America as a result of COVID-19 restrictions?

Frédéric Baudron: The pandemic has demonstrated that food production systems around the world — even in countries where agriculture is thought to be highly mechanized — are highly dependent on farm labor.
Africa is often presented as being dominated by farms which rely mainly on the labor of family members. Therefore, one could expect that Africa would be spared from the consequences of unavailability and/or unaffordability of hired labor. However, a recent CIMMYT study shows that farming systems in Africa are far more dependent on hired labor than commonly thought, and that the quasi total dependence of smallholder farming on family labor is a myth. Depending on the farming system, a complete loss of hired labor could lead to a productivity decrease of up to 20% in Eastern and Southern Africa. Hired labor is also likely to be replaced by child labor.
Because most production on the continent is rainfed during a single season, most farmers only plant and harvest once per year, making the timing of each task critical. A delay in planting because of labor shortages — as will soon occur Ethiopia — could lead to dramatically reduced yields. A delay in harvesting — as is currently experienced in Zimbabwe — means a large fraction of the crop is likely to be spoilt in the field.
Jelle Van Loon: The situation is similar for Mexico and the general Central American corridor, although the main production cycle is only just starting. Proper land preparation and timely sowing are critical, not only in terms of food production and achieving proper yields, but also to ensure that farmers have a stable income at the end of the year. This is especially important now, as financial and food reserves are shrinking at a faster pace due to COVID-19 restrictions that heavily affect demand on informal markets.

Are you seeing a similar situation in South Asia?
Timothy Krupnik: Depending on the country, we’ve seen either abrupt interruptions in the movement of agricultural laborers — for example in India where millions of migrant laborers have not been able to travel home during lockdown — or an influx of people from urban areas who fled to their villages when lockdown began.
In the latter case, one might expect this to increase labor availability for farming, but we tended to observe the reverse. People remain largely frightened of coming out of their homes, so even in rural areas which saw an influx of people, labor availability has not necessarily increased. Where laborers are willing to work, our initial scan of the evidence indicates that daily wage labor costs have also increased considerably due to risks of infection spreading. In either situation, smallholder farmers who need to hire labor to assure crucial crop management activities like planting or harvesting are suffering. There are reports emerging also of increased child labor in the region as schools are closed and resource-poor farmers are allocating family members and children to work where they can’t afford to hire labor.
M.L. Jat: I would like to cite the specific example of intensive rice-wheat rotation in India’s breadbasket and the Green Revolution corridors in the western Indo-Gangetic plains, which provide the bulk of cereals to the national food basket. An ex-ante analysis on the consequences of the reverse migration of the agricultural workforce and social distancing due to COVID-19 revealed that a delay in the transplanting of rice seedlings by two weeks is likely, which will delay rice harvesting and consequently delay the planting of wheat. This will potentially lead to rice and wheat production losses of 10-25%, worth up to $1.5 billion.
In addition, the shorter turn around between harvesting rice and planting wheat may further increase the incidence of rice residue burning. This is a major problem which creates significant health issues and may exacerbate the threat of COVID-19 by increasing both infection rates and disease severity.
Krupnik: The situation has increased interest and policy to support use of scale-appropriate machinery for operations like harvesting. In Bangladesh, for example, there was a recent and very serious risk of losing much of the rice harvest as the monsoon has started early and flash flooding has been a concern. Without manual laborers to harvest the crop, CIMMYT-led projects like the Cereal Systems Initiative for South Asia – Mechanization and Extension Activity (CSISA-MEA) have played a key role in assisting the movement of combine harvesters and crop reapers to areas at risk of crop losses and helping to assure the rice crop is harvested on time.

It sounds like these machines were instrumental in avoiding crop losses. Does this mean that mechanization has a key role to play in lessening the impact of these labor shortages?
Krupnik: During the COVID-19 crisis, scale-appropriate machinery has become even more important for mitigating labor shortages. We work to facilitate the availability of scale-appropriate machinery not only so that farmers can buy and use equipment, but also by encouraging those who own machineries to become entrepreneurial service providers who offer efficient and mechanized land preparation, planting, irrigation, harvesting and post-harvesting to other farmers on an affordable fee-for-service basis.
This is a win-win situation for farmers who can’t access or afford the escalating costs of labor. In the COVID-19 crisis, these arrangements assist in responding to the labor crunch in locations where resource-poor farmers are most in need, and also allow farmers to get crucial work done while maintaining and encouraging social distancing.
Baudron: Over the past seven years, CIMMYT and its partners have fine-tuned technologies and developed delivery models — based on rural service providers supported by private sector companies — to scale the use of small machines in East and Southern Africa. These are profitable for both farmers and service providers and reduce labor requirements tremendously.
In Zimbabwe, we found that labor requirements were 15 times lower when establishing a maize field with a direct seeder pulled by a two-wheel tractor, and 23 times lower using a similar technology for establishing wheat in Rwanda, compared to the conventional method based on labor and draft power. A ton of maize that would take 12 people a full day to shell manually, can be shelled in one hour using a small double-cob sheller that costs about $300.
Jat: Rapid policy decisions by sub-national and national governments on facilitating more mechanized operations in labor intensive rice-wheat production regions will address labor availability issues while contributing to productivity enhancement of succeeding wheat crop in rotation, as well as overall system sustainability. Our ex-ante analysis on the implications of labor shortages in rice-wheat rotation in the western Indo-Gangetic plains due to COVID-19 indicates that adoption of scale-appropriate farm mechanization has the potential to stabilize the food production as well as reducing the income losses and air pollution surges in northwest India.

The situation in the regions each of you have mentioned is unique, but are there any global trends that you’ve noticed? And if so, can other regions learn from these localized experiences?
Krupnik: A huge part of what we do as a research and training institute is facilitate exchanges of information across continents and countries. Different types and designs of machinery that can be used in similar circumstances can be shared, as can business models supporting service providers.
Importantly, part of the concept of ‘scale-appropriate mechanization’ is also learning when and where machinery makes sense — where labor is not scarce and rural communities are highly dependent on income from labor to sustain their communities, some forms of mechanization may not be appropriate. We work to understand these dynamics and target the right machines in the right time and right places.
Van Loon: In addition to reducing pressure on available labor and alleviating drudgery, modern farm equipment tailored to the needs of smallholders can also increase competitiveness, as it allows for higher precision and efficiency.
In this sense, scale-appropriate mechanization can stimulate rural transformation incentivizing short and efficient value chains while ensuring stable food provision — aspects that have become essential to navigating the present crisis.
Has the current pandemic brought up any new perspectives in terms of how you consider labor and mechanization?
Baudron: We often look at yield and area planted in staple crops to assess the food security situation of a country during a particular year. This pandemic has shown us that we need to pay more attention to labor productivity. In many countries, policy-makers and development agents fear that mechanization will displace labor, but the dependency of staple crops on labor is a threat to food security, as we currently see in Africa and South Asia.
If the production of fruit, vegetables, cash crops, and so on will continue to depend on manual labor, it is essential in my view for critical tasks in the production of staples to be mechanized — particularly planting and harvesting. This will ensure the resilience of national food systems in the case of a future disruption similar to the COVID-19 pandemic.

When farmers in rural Kasungu, Malawi, are asked to list some of the challenges they face, much of what they say is to be expected. Crop pests, climate change, low soil fertility, and lack of improved seed and purchasing power — these are faced by smallholders across districts and the country as a whole.
But there is one surprising response. “Sometimes it’s difficult to get feedback from research centers on what does and doesn’t work,” says Maxwell Phiri.
Capacity building and knowledge transfer are key elements of agricultural development work, but there is often a gap between research, outreach and extension to farmers. New techniques and crop varieties tested at experimental stations can take a while to reach rural communities, who want solutions to the challenges they are facing in real time.
“But now it’s easier for us because the research is being done here.” Phiri points to the farmer field school in Msambafumu, a few hectares of communal land where 23 smallholders from the surrounding area meet regularly to learn about new technologies and farming techniques.
At the school they have been able to learn first-hand about improved and new agricultural practices and technologies. Following an introduction to climate-smart agriculture practices, they have moved on to agroforestry, learning about the benefits of intercropping drought-tolerant maize with pigeon peas and fruit trees. “We’ve even started practicing climate-smart agriculture in our own fields and planting agroforestry trees,” says Ntendeleza Mwale, a member of the field school in Msambafumu and chair of a network of 17 schools in the district. “Now everybody is growing fruit trees at home.”

Back to school
A farmer field school is a group of 25-30 farmers, led by a master trainer, who come together to solve common challenges faced in their local area, such as soil degradation or poor water availability. Since 2014, the Government of Malawi has been using this innovative approach to help farmers learn about and improve their production systems through the KULIMA project. With support from a CGIAR consortium led by the International Potato Center (CIP), 15 schools have been established across the districts of Kasungu, Mulanje and Mzuzu, including master training hubs and outreach centers run by NGOs.
The overall objective is to increase agricultural productivity and diversification by upscaling climate-smart technologies,” explains Mathinda Sopo, a monitoring and evaluation specialist and project manager at the International Maize and Wheat Improvement Center (CIMMYT). “Master trainer candidates are selected in each district and then invited to sit down with researchers and identify their core production challenges. The plans are then developed collaboratively and based on agroecological zone.”
In February 2020, a new cohort of trainees arrived at the Lisasadizi Regional Training Center in Kasungu, where the Ministry of Agriculture coordinates trainings on four key topics — soil health, climate change, pests and diseases and nutrition — in collaboration with the UN Food and Agriculture Organization (FAO) and the CGIAR consortium, supported by the German development agency GIZ.
The 13-week residential course is mostly practical but does include some classroom-based study and a community outreach component. Guided by a facilitator — usually a researcher or extension worker — participants are encouraged to learn from their experiences as they conduct experiments in their own fields, make observations and evaluate results throughout the cropping season. Outside of the core curriculum, they are free to investigate additional topics of their own choice.
After completing the course, master trainers move back to their respective areas to help train facilitators, who are ultimately responsible for running the field schools with support from NGO extension staff.
“The CGIAR centers bring in technologies they want to promote like improved crop varieties, but there are ongoing evaluations throughout the process to respond to newly emerging challenges such as fall armyworm,” says Sopo. “There’s also a review at the end of each season to discuss lessons learned and knowledge gaps.”
CIMMYT, for example, is focusing on promoting drought-tolerant, quality protein maize (QPM), and provitamin A maize, as well as climate-smart agriculture practices. At Msambafumu, the group have been comparing five improved maize varieties with local ones. “So far we’ve seen that the new varieties have bigger yields and cob sizes,” says Mwale. “Varieties like Chitedze 2 QPM and MH43A are also early maturing and are more nutritious.”

Learning by doing
A few kilometers down the road, in Galika village, members of the Tiyese field school have been learning how to control a variety of pests and diseases. So far, they have been taught about different pesticides and the benefits of using inoculant on soya beans and ground nuts to improve soil fertility, and how to identify and mitigate disease in susceptible potato varieties. They have also been learning how to apply Aflasafe while crops are still in the field to reduce aflatoxins in maize and groundnuts.
But the most pressing challenge is fall armyworm, says Matolino Zimba, a member of the Tiyese field school. “We’ve been trying new methods for controlling it,” he explains. “Last year we planted mucuna beans in our banana orchard as a cover crop. Later we soaked mucuna leaves in water and poured the solution on the infested maize and noticed that the worms were dying.”
Zimba is satisfied with the learning methods at the field school. “This approach is better for us because we get to see the process, rather than just receiving an explanation.”
Emily Kaponda agrees. She first joined the group after noticing that participating farmers were getting higher yields by using new planting methods. “The school has a smaller plot of land than I do, but their bundles of maize were much larger,” she explains.
Since joining the field school, she has learned how to increase her yields, how to conserve moisture in the soil using zero-tillage farming and the importance of diversifying her family’s diets. “We’re learning how we can use cassava or sweet potato as a starch, instead of only using maize.”
Zimba and Kaponda are both excited to be trying out QPM and provitamin A maize varieties, as well as new varieties of cassava, orange-fleshed sweet potato, improved groundnuts, biofortified beans and bananas. Much like their peers at Msambafumu, they had not known that many of these could be grown in the area, and the group has already started planning to multiply planting materials to use in their own fields next year.
“These groups are really inspirational,” says Sopo. “Most members are already practicing things they’ve learned at their school and are getting positive results.”
Sopo is already seeing success stories from schools established one year ago, but collaboration will need to be sustained to ensure lasting progress. A new research initiative, Development-Smart Innovations through Research in Agriculture (DeSIRA), will help to maintain the positive feedback loop by investigating emerging issues raised during on-farm experiments. “We can take farmer observations from the study plots to DeSIRA for further research, and the outputs from that will complement KULIMA.”
