Shared priorities and plans for partnership

In early September 2022, the International Maize and Wheat Improvement Center (CIMMYT) Director General Bram Govaerts made a brief visit to Ethiopia — his first since taking on the role in 2021. Over two days in Addis Ababa he met with a number of government representatives, donors and partners, including the Agricultural Transformation Institute (ATI), the Ethiopian Institute for Agricultural Research (EIAR), Deutsche Gesellschaft fuer Internationale Zusammenarbeit (GIZ) GmbH, and The Development Fund.

Discussions centered around South-South cooperation and how CIMMYT’s strategic priority to transform agrifood systems can support efforts to improve the livelihoods of resource poor farmers in Ethiopia and national food security. Through longstanding collaboration with local partners, CIMMYT has continued to support the country through maize and wheat germplasm supply, joint technology generation and demonstrations at scale, but the visit provided an opportunity to identify shared priorities and key areas for partnership.

Supporting a plan for self-sufficiency

In a meeting with representatives from the ATI and EIAR, the CIMMYT delegation were briefed on the elements of the Government of Ethiopia’s ten-year development plan and its targets to achieve food self-sufficiency by 2030, with commercialization, advocacy on land ownership, and financial sector reform emerging as key areas of focus.

In terms of policy change, explained ATI Director General Mandefro Nigussie, there are ten core agendas that the government has set and plans to implement in the coming years. These include land governance and advisory; public-private partnership; marketing and infrastructure; and digital agriculture. The continued need for capacity building emerged as a key concern, as high staff turnover has meant many of those trained by CIMMYT previously had now left their posts.

Govaerts thanked ATI and EIAR for their collaboration so far, noting that this would surely continue as CIMMYT planned to double engagement, collaboration, production and partnerships in the coming years. Addressing the concerns raised around capacity building, particularly the training of experts, he explained that training opportunities had been limited in the last two years because of the COVID-19 pandemic and budget constraints, but capacity building for research and extension was included in the list of future action points, including a ministerial visit to CIMMYT offices in either Mexico or India.

The discussions were productive, and participants reached agreement on several other points, including collaboration on the establishment of a One Stop Shop by ATI; supporting EIAR’s data warehouse development that will provide farmers with access to an agronomy advisory services hotline; and supporting the breading of wheat for heat tolerance and Ethiopia’s irrigated wheat initiative.

Strengthening collaboration

Govaerts later met with several representatives from The Development Fund, including Country Director for Ethiopia Ulf Flink, to discuss opportunities for strengthening partnerships for greater impact. The Development Fund’s Ethiopian portfolio has evolved over four decades from supporting relief work by one Tigrayan organization to supporting multiple projects with several organizations in Tigray and Afar, with a focus on socio-economic development to alleviate poverty, and improve food security and natural resource management in dryland areas.

While the organization has recently encountered challenges in Tigray, with several programs disrupted by instability, Flink noted that the implementation of The Development Fund’s collaborative projects with CIMMYT are progressing well and pointed out opportunities to scale-up joint operations in the region, where more than 5,000 farmers have been supported so far.

Govaerts thanked The Development Fund for the strong collaboration so far and emphasized CIMMYT’s need for continued strategic partnership in South-South collaboration that can make a difference to smallholders in the country. He also pointed to CIMMYT’s aim of doubling impact and coverage, highlighting that changes in partners’ thinking and ways of intervening could be opportunities to strengthen collaboration with The Development Fund.

Cognizant of the limitations imposed by major challenges such as funding modalities — which are shifting towards humanitarian rather than development assistance — and the increasing price of mechanization, meeting participants were able to agree on a number of action points to support future collaborative work. These include continued support to project implementation in Tigray when the security situation allows; exploring opportunities to strengthen collaborations in other countries such as Malawi; and supporting research-based advocacy at both regional and zonal levels.

Additionally, CIMMYT will share its methodology for Integrated Development and research-based humanitarian development support, and work with The Development Fund to provide improved crop varieties and grain with smallholder famers in drought- and conflict-affected areas where projects are being implemented.

Two-wheel tractors transform smallholder farming communities in Masvingo

The two-wheel tractor has been a life changer for Ranganai Muzorori.

At a recent seed and mechanization fair in Zimbabwe, the maize farmer, who purchased the tractor on a lease-to-own basis, said he now enjoys bigger earnings.

Not only has he realized a significant change in his income due to the tractor, he no longer has to struggle to shell maize because he now has access to a machine that strips the corn off the cob.

In a day I can shell about 10 tons, which is helpful for saving precious time, Muzorori said.

Land preparation is also less arduous. “We no longer rely on animal draft power or our own manual labor, but the tractor,” he added.

Due to the versatility of the tractor, which has multiple attachments depending on the task that needs to be done, he has also secured a formal annual contract with Great Zimbabwe Hotel in the southeastern city of Masvingo. He attaches a trailer to the tractor to collect garbage and transport it to the dump, diversifying his income beyond conventional on-farm earnings.

Before the International Maize and Wheat Improvement Center (CIMMYT), in partnership with Zimbabwe’s government extension arm Agritex (Department of Agricultural, Technical and Extension Services), introduced low-cost tractors and small engine-operated farm machinery, such innovations were just a dream for many farmers in Zimbabwe who could not afford to pay $30,000 USD.

“We need to move with the times, the days of relying on either draft power or manual labor should be a thing of the past,” said Caleb Mnkandla, an Agritex supervisor. “With more exposure forums for farmers like this, we can accelerate the adoption of mechanized agriculture even at a smallholder farmer level.”

Improved mechanized tools are also now available to smallholder farmers.

Increased efficiency lightens load

A recent surge of January and tickborne diseases, which affect livestock, added to difficulties faced by many communal farmers due to draft-power shortages during land preparation and planting seasons.

This has translated to reduced yields for many farmers as the timing and efficiency of land preparation and planting has a direct impact on crop yields.

Other farmers in Masvingo are also seeing the transformative capabilities of such mechanization, as reflected in testimonials during the R4 Rural Resilience and ZAMBUKO seed and mechanization fair held in October.

The project – funded by the United States Agency for International Development (USAID), the Swiss Agency for Development and Cooperation (SDC), and the World Food Programme (WFP) – is intended to reduce the arduous manual labor associated with the use of hand operated ploughs and tools.

“Smallholder production systems in Africa have been heavily comprised of intense drudgery which makes farming less attractive for youth and difficult for women,” said Abdul Matin, a lead scientist with CIMMYT.  “The new mechanization technologies we are bringing in are meant to reduce drudgery and cost, and add increased efficiencies to smallholder farmer operations.”

Greater accessibility through financing

In a joint collaboration, Agritex and CIMMYT provide an innovative financial scheme under which service providers pay a commitment fee of $500 USD to access the machinery. They then receive a grace period of four months and pay instalments of $100 USD a month for 20 months. The project covers half of the machinery cost as risk sharing.

So far, there are 34 service providers participating in Masvingo, offering mechanization services to smallholder farming communities for a fee. The project is a scalable pilot for the rest of the country.

The service provider model puts the focus on the asset owners, who not only enjoy the benefits of the mechanization, but also offer services to surrounding farming communities which causes exponential impact, Matin said.

The package of services farmers have been accessing include tillage, transportation, shelling and threshing services.

Tractors can be used for transportation year round, providing steady income for service providers.

The fair provides a platform to demonstrate and showcase the impact of the new technology to farmers, said Pamela Chirwa, project coordinator for CIMMYT’s Global Maize Program in the Southern Africa Regional Office located in Zimbabwe, who coordinated the event.

“We need to continuously expose farmers to other farmers who have moved on to mechanized production,” she said. “Such farmer-to-farmer extension makes it easier for others to adopt technology as they relate to each other better.”

“Adopting improved maize seed varieties alongside two-wheel tractors and other machinery will also improve capacity and potential earnings,” said Christian Thierfelder, a principal scientist with CIMMYT, addressing farmers in Masvingo, emphasizing that for conservation agriculture, mechanized equipment is a labor-saving technology.

Southern Africa Accelerated Innovation Delivery Initiative (AID-I) Rapid Delivery Hub

The Southern Africa Accelerated Innovation Delivery Initiative (AID-I) Rapid Delivery Hub is one of the ways in which Feed the Future, the U.S. government’s global food security and hunger initiative led by USAID, is taking immediate action to help cushion the blow of high fuel and fertilizer prices on farmers. It’s a two-year rapid response effort that connects farmers to innovative tools and information they need to manage the high costs and input supply disruptions over the next several cropping seasons.

AID-I provides targeted assistance to up to three million African smallholder farmers by improving soil health and fertilizer management; strengthening local seed systems; connecting farmers to financial products and services; and delivering extension and advisory services. AID-I Delivery Hubs focus on areas where the need and potential is greatest: Malawi, Tanzania, and Zambia.

The Southern Africa Accelerated Innovation Delivery Initiative (AID-I) Rapid Delivery Hub is establishing agile, networked rural innovation hubs to enhance the adaptation of technology, co-ownership, and sustainable inputs and outputs for value chains development. The project is fostering diversification through the scaling of productive and resilient agronomic practices and seed systems for cereals, legumes, vegetables and feed/fodder products, and strengthens rural-urban linkages to enable national capacity for cross-network management.

It is being implemented in close consultation with One CGIAR programs and integrates both CGIAR and non-CGIAR innovation partners to support scaling by last-mile delivery partners.

This work contributes to six of the United Nations Sustainable Development Goals (SDGs):

What are the project’s primary objectives?

  • Improve soil health and fertilizer management to grow more, more profitably and with less waste.
  • Strengthen local seed systems so agribusinesses can reach smallholder farmer customers with a diversity of crop seeds, including climate-resilient and more nutritious varieties.
  • Connect to financial products and services designed to overcome the unique needs smallholder farmers and small and medium agribusinesses face; and,
  • Deliver extension and advisory services on good agricultural practices, soil and water management practices, and post-harvest storage solutions so smallholder farmers and small and medium agribusiness owners are more productive and keep more of what they grow.

Sustainable Agrifood Systems Approach for Sudan (SASAS) takes a modular and multi-crop approach, implementing an integrated agrifood system that supports food security, employment, and equity. The project focuses on soil fertility management integrated with agrifood systems based on smallholder farmer productivity gains, leveraging both One CGIAR and non-CGIAR innovation partners to support scaling on the ground by last-mile partners.

SASAS moves beyond humanitarian response and resilience to inclusive agriculture-led economic growth and enables landless and under resourced people to participate in functional and gender-sensitive high-production value chains.

This work contributes to six of the United Nations Sustainable Development Goals (SDGs): Zero Hunger; Good Health and Well-Being for People; Gender Equality; Decent Work and Economic Growth; Responsible Consumption and Production; and Climate Action.

‘Perennial’ rice saves time and money, but comes with risks

The largest real-world test of grains that grow year after year without replanting is showing promise for saving money, helping the environment, and reducing labor in China.

Initial trials with perennial rice as part of the Sustainable Agrifood Systems (SAS) program by the International Maize and Wheat Improvement Center (CIMMYT) suggest the crop could be a game changer for agriculture and food security.

The next phase of the research will determine whether farmers wish to adopt Perennial Rice 23 (PR23), which has been developed by breeding an Asian variety of rice with a wild, perennial relative from Nigeria.

From seed to feed

Experts at the International Maize and Wheat Improvement Center (CIMMYT) are working with partners to drive self-sufficiency in poultry feed and achieve more sustainable maize systems in Nepal thanks to the Nepal Seed and Fertilizer (NSAF) project.

About 3,000 metric tons (t) of poultry feed is used in Nepal every day, with maize making up about half of feed ingredients. The Feed Association of Nepal estimates that more than 80% of maize for animal feed requirements are met through imports, which costs around $100 million a year. Maize imports are estimated to exceed $130 million in 2022.

Through the NSAF project — a project which facilitates sustainable increases in Nepal’s national crop productivity, income and household-level food and nutrition security across 20 districts — CIMMYT scientists have been supporting public private partnerships to increase commercial maize production and strengthen the “seed to feed” chain in the country.

In the Terai region, huge swaths of land lie fallow in the spring season. Experts estimate that enough maize grain could be produced on this land to substitute about 40% of maize imports to the country. Increasing spring maize production in these fallow lands has been one of the goals of the NSAF team, as well as improving coordination between public and private sectors. To do this, the team have designed a multi-stakeholder engagement initiative to strengthen the seed to feed chain.

In December 2020, CIMMYT experts began the initiative to scale up the use of new maize hybrid varieties and improved agronomic practices. In the spring of 2022, CIMMYT researchers partnered with public and private organizations in Banke, Bardiya and Kailali to help commercialize hybrid maize production and strengthen maize value chain coordination in the region. Partners included integrated agriculture and livestock development offices in Bardiya, agriculture knowledge centers in Banke and Kailali, local governments, farmer cooperatives, seed companies, agro-dealers and feed mills.

Working with these partners, CIMMYT scientists also advanced efforts to improve the capacity of actors to increase efficiency in supply chains, production and marketing, provide local employment and strengthen the market for domestically produced maize for poultry feed.

As of September 2022, the following milestones have been achieved:

  • Provincial governments have established multi-stakeholder maize commercial networks at sites where maize actors and stakeholders participate to coordinate commercial maize production, access to support services and to link farmers and grain buyers.
  • In 2022, more than 2,000 households from 19 local government units produced maize on 547 ha in Banke, Bardiya and Kailali. The total maize production increased from 1390t in 2021 to 3,232t in 2022. This was an increase of 61% in the number of farmers and 52% in area. The value of maize sold also tripled from USD 306,900 in 2021 to USD 915,700 in 2022.
  • The farm gate price of maize by 22% and the Government of Nepal invested $2.37 million to support access to quality seed, agriculture machinery and irrigation facilities.
  • Farmers sold 500t maize grains to feed mills in 2022, a huge jump from only 30t in 2021.
  • In partnership with the Government of Nepal, CIMMYT researchers organized training programs for farmers in maize commercial network sites on production, post-harvest, exposure visits and marketing to prepare them to produce maize as per buyers’ requirements. They also guided farmers on how to access credit, crop insurance, and digital advisory services to further improve their production and marketing.

Next steps

CIMMYT scientists plan to double the number of districts under the maize commercialization model from three to six in 2023. The Department of Agriculture under the Ministry of Agriculture and Livestock Development, and the local and provincial governments are keen to scale out the model to several maize production regions of Nepal.

In a joint assessment with the Government of Nepal and private sector partners, CIMMYT scientists identified a number of key areas for further development. These include supporting farmers to access high yielding, short duration and stress tolerant maize varieties, as well as best management practices for improving maize production. Other priorities include developing models for contractual arrangements between farmers groups and feed mills, encouraging public and private sector investment in village-level warehouses with drying facilities. Finally, CIMMYT and partners are eager to introduce incentives such as subsidies on grain produced and sold by farmers through cooperatives, develop national maize quality standards and update the 1976 Feed Act.

Going forward, CIMMYT’s research on public private partnership for commercial maize production will focus on drivers of uptake of technology and institutional innovations, the role of aggregation models and contractual arrangements in maize market system coordination and impact assessment on farmers benefits.

The critical role of smallholder farmers of the Eastern Gangetic Plains in the global food chain

The Eastern Gangetic Plains (EGP) are vulnerable to climate change and face tremendous challenges, including heat, drought, and floods. More than 400 million people in this region depend on agriculture for their livelihoods and food security; improvements to their farming systems on a wide scale can contribute to the Sustainable Development Goals (SDGs).

The Australian Centre for International Agricultural Research (ACIAR) has been supporting smallholder farmers to make agriculture more profitable, productive, and sustainable while also safeguarding the environment and encouraging women’s participation through a partnership with the International Maize and Wheat Improvement Center (CIMMYT). On World Food Day, these projects are more important than ever, as scientists strive to leave no one behind.

The EGP have the potential to significantly improve food security in South Asia, but agricultural production is still poor, and diversification opportunities are few. This is a result of underdeveloped markets, a lack of agricultural knowledge and service networks, insufficient development of available water resources, and low adoption of sustainable farming techniques.

Current food systems in the EGP fail to provide smallholder farmers with a viable means to prosper, do not provide recommended diets, and impose undue strain on the region’s natural resources. It is therefore crucial to transform the food system with practical technological solutions for smallholders and with scaling-up initiatives.

ACIAR: Understanding and promoting sustainable transformation of food systems

Over the past ten years, ACIAR has extensively focused research on various agricultural techniques in this region. The Sustainable and Resilient Farming Systems Intensification in the Eastern Gangetic Plains (SRFSI) project sought to understand local systems, demonstrate the efficacy of Conservation Agriculture-based Sustainable Intensification (CASI) approaches, and create an environment that would support and scale-up these technologies.

To establish a connection between research outputs and development goals, the Transforming Smallholder Food Systems in the Eastern Gangetic Plains (Rupantar) project expands on previous work and partnership networks. This is a collaborative venture with CIMMYT that demonstrates inclusive diversification pathways, defines scaling up procedures for millions of smallholder farmers in the region, and produces a better understanding of the policies that support diversification.

Building the future and inspiring communities

Men and women both contribute substantially to farming activities in the EGP of India, Bangladesh, and Nepal, but gender roles differ according to location, crops and opportunities. It is a prevalent perception supported by culture, tradition, and social biases that women cannot be head of the household.

In Coochbehar, India, the unfortunate passing of Jahanara Bibi’s husband left her as head of her household and sole guardian of her only son. Though a tragic event, Bibi never gave up hope.

Going through hardships of a rural single female farmer intensified by poverty, Bibi came to know about CASI techniques and the use of zero-till machines.

Though it seemed like a far-fetched technique at first and with no large network to rely on for advice, Bibi decided to gather all her courage and give it a try. Being lower cost, more productive, adding income, and saving her time and energy all encouraged Bibi to adopt this zero-till machine in 2013, which she uses to this day. Today, she advocates for CASI technology-based farming and has stood tall as an inspiration to men and women.

“I feel happy when people come to me for advice – the same people who once thought I was good for nothing,” said Bibi.

With no regrets from life and grateful for all the support she received, Bibi dreams of her future as a female agro-entrepreneur. Being a lead female farmer of her community and having good contact with the agriculture office and conducive connection with local service providers, she believes that her dream is completely achievable and can inspire many single rural female farmers like herself to encourage them to change perceptions about the role of women.

CGIAR Initiative: Excellence in Agronomy

Smallholdings represent over 80% of the world’s farms, mostly located in the Global South, and supply 50% of global food. Enhanced agronomy management has a great potential to increase productivity, sustainability, efficiency and competitiveness of these smallholdings, which is characterized by low and variable yields and profitability, smallholder farming challenges include water scarcity, climate change, low resource use efficiencies and declining soil health. These result in negative impacts on food and nutrition security, equitable livelihoods and ecosystem health.  

Smallholder farmers seasonally make critical agronomic decisions regarding crop choice, planting dates and pest, disease, weed, soil fertility and water management, often based on suboptimal practices and information. Traditional agronomic research enhances our understanding of basic processes, but with limited connection to stakeholder demand and often based on outdated approaches. The development, deployment and uptake of interventions is hampered by social, economic and institutional constraints, further confounded by adherence to conventional supply-driven innovation strategies.

Objective

This Initiative aims to deliver an increase in productivity and quality per unit of input (agronomic gain) for millions of smallholder farming households in prioritized farming systems by 2030, with an emphasis on women and young farmers, showing a measurable impact on food and nutrition security, income, resource use, soil health, climate resilience and climate change mitigation.  

Activities

This objective will be achieved through:

  • Facilitating the delivery of agronomy-at-scale solutions, including development and technical/user-experience validation and the co-creation and deployment of gender- and youth-responsive solutions to smallholder farmers via scaling partners. 
  • Enabling the creation of value from big data and advanced analytics through the assembly and governance of data and tools; application of existing analytics and solutions for specific use cases; supply of information on climate impacts, inclusivity and sustainability of agronomic solutions; and national agricultural research system capacity strengthening. 
  • Driving the next generation of agronomy-at-scale innovations by addressing key knowledge gaps and facilitating innovation in agronomy research through engagement with partners. 
  • Nurturing internal efficiencies for an agile and demand-driven agronomy research and development community through internal organization and external partnerships for prioritization, demand mapping and foresight. 

Nestlé Mexico and CIMMYT expand their collaboration for responsible sourcing through Plan Maíz

In the framework of National Maize Day, Nestlé Mexico, in collaboration with the International Maize and Wheat Improvement Center (CIMMYT), strengthens its commitment to support the development of farmers in Mexico, through the Plan Maíz initiative, which aligned with the goals of the Sustainable Development Goals (SDGs), seeks to boost productivity, increase and improve the practices of regenerative agriculture to positively impact food security, environmental impact and social inclusion of the Mexican fields.

In Mexico, maize is not only a staple food, but also a fundamental component of the gastronomic and cultural heritage and identity of Mexicans. For this reason, since 2017, Nestlé Mexico and CIMMYT signed a collaboration agreement to work together and contribute not only to improve the quality of life of farmers, but also to take care of the resources that produce one of the most important grains for our country, for the world and for the agrifood sector.

The event, Plan Maíz, commitment to regenerative agriculture and sustainability, was attended by Bram Goavaerts, director general of CIMMYT, and Julieta Loaiza, Vice President of Communication and Corporate Affairs of Nestlé Mexico, as well as representatives and managers of both institutions, in order to present progress and ratify the agreements for the future, with the aim of continuing to combine resources and actions for the development of agriculture in Mexico.

“At NestlĂ© we are committed to the sustainability and development of the Mexican fields. We have more than 90 years of work, commitment and experience in this beautiful country, so we will expand our support for the development and training of farmers to improve their production processes through regenerative agricultural practices for the care of natural resources and food security in Mexico,” said Loaiza.

Govaerts said, “At CIMMYT we are very committed to maize and wheat producers in Mexico, so this NestlĂ©-CIMMYT alliance allows us to multiply the impact to protect and conserve Mexico’s agricultural resources and strengthen the food security of Mexicans.”

The results of Plan MaĂ­z obtained to date are significant: 400 farmers have benefited by adopting sustainable practices for the production of both maize and wheat, since they attended training and demonstration events that promoted a more sustainable commercial production model.

Thanks to the agreement’s training, the volume of maize and wheat produced grew to a cumulative total volume of more than 193,000 tons of maize and 21,690 tons of wheat. The project impacted more than 9,000 hectares of maize and wheat. In total, and during eight productive cycles, the accumulated number of hectares impacted amounted to more than 19,000, where there is a record of at least the adoption of sustainable practices such as: integral fertility, integral and responsible management of fertilizers and phytosanitary products, among others.

Nestlé has aimed to achieve zero net emissions in its operations by 2050. In this regard, it focuses its efforts on acting on climate change by supporting and expanding regenerative agriculture. This means refining and growing agricultural sustainability programs in key commodities.

To achieve this, they are intensifying their commitment to farmers so that the solutions they create for and with them achieve a positive and sustainable change both in their agricultural processes and in the main raw materials. Our latest Annual Report captures the three ways in which CIMMYT science makes a difference:

  1. The scientific pathway from discovery and validation: In 2021, we embarked on an ambitious initiative to apply environmental genome-wide association methods to predict how today’s maize, rice, sorghum, cassava, groundnut, and bean varieties will perform in the future under climate scenarios, and help them succeed in three or four decades from now.
  2. Translating science to innovation: Last year, we made important strides in boosting the resilience of maize and wheat to a hotter and drier world — and to the threats of ever-evolving and invasive pests and diseases.
  3. Scaling up innovation for farmers and society: In collaboration with dozens of public- and private-sector partners in the countries where we work, in 2021 we scaled up sustainable technologies and farming practices for hundreds of thousands of farmers.

CIMMYT director general Bram Govaerts presented the current challenges: “A global food crisis fueled by conflict, trade disruptions, soaring commodity prices and climate change.” He also expressed CIMMYT is ready to respond to the immediate and long-term threats facing humanity. “We have solid, science-informed solutions, policy recommendations and proven methodologies that will help avert the global food security crisis that looms,” he said.

Stepping up for South Asian women

Women play an integral role in all stages of agrifood systems, yet their unpaid labor is often culturally and economically devalued and ignored. As agriculture becomes more female-oriented, women are left with a double workload of caring in the home and laboring in the fields, leaving no time for leisure. Training programs are often developed with only male farmers in mind, and women can be completely excluded when it comes to mechanization.

The Cereal Systems Initiative for South Asia (CSISA), established by the International Maize and Wheat Improvement Center (CIMMYT), and implemented jointly with the International Food Policy Research Institute (IFPRI), the International Water Management Institute (IWMI) and the International Rice Research Institute (IRRI), is empowering women to become active participants in farming, improving their abilities and confidence through training, expanded access to machinery and better crop management practices. To celebrate International Day of Rural Women, here are stories from three of the women CIMMYT has helped.

Equality in agricultural opportunities

Nisha Chaudhary and her husband Kamal were engaged in agriculture, poultry and pig farming in Nepal, but struggled to provide for their family of seven; their combined income was never sufficient for them to make ends meet.

Through the CSISA COVID-19 Response and Resilience Activity, CIMMYT introduced Chaudhary to mechanization’s advantages and supported her to connect with banks, cooperatives, and machinery dealers to access financial support to introduce agriculture machinery into the family business. She became the first farmer in her village to acquire a mini combine rice mill and offer milling services. The following month, Chaudhary received additional tutoring from the Activity, this time in business management and mill repair and maintenance.

Learning about mechanization was eye-opening for Chaudhary, particularly as the Bankatti community that she comes from uses traditional methods or travels great distances to process grains using machines hired out by other communities.

Chaudhary’s primary income is now from her milling services, offering post-harvest processing services to 100 households and earning more than $150 USD each month; after deducting expenses, she is still able to save around $50 USD every month. She has bought four more cows, increasing the number of cattle she owns from 12 to 16, and is able to make her own for her livestock, saving an additional $20 USD per month.

Giving rural women the credit they deserve

As part of its response to the pandemic, CSISA launched a COVID-19 Response Activity aimed at supporting farmers and service providers to access subsidies and collateral-free loans via the Government of Nepal Kisan Credit Card (KCC) scheme, designed to support agriculture-related businesses. Through this scheme, farmers received hands-on training in providing after-sales support to customers, as well as mentoring to learn how to operate machinery and use it to generate sales and income.

Smallholder female farmers have been subject to many hardships due to lack of access to finance. They are forced to sell produce at low prices and buy inputs at high prices, which makes them suffer financially and physically. Now, loans through appropriate intermediaries can foster rural entrepreneurship and the service delivery business model.

The KCC scheme gave Chaudhary financial security just when she needed it. Her next step, with her newfound confidence, respect of her community, and the support of a collateral-free loan from KCC, will be to launch her own poultry farm agri-business.

Eradicating discrimination in mechanization

The CSISA Mechanization and Extension Activity (CSISA-MEA) enables smallholder female farmers to discover the advantages of scale-appropriate mechanization and its benefits: increased productivity, reduced labor costs, improved financial stability and greater food security.

Rokeya Begum was a stay-at-home mother to three children in Bangladesh and aspired to give her daughter a good education. However, her husband found it difficult to sustain the family as a factory worker due to the high cost of their daughter’s education.

As a result, Begum opted to work in an agriculture machinery manufacturing workshop like her husband. She was initially hesitant to work in a male-dominated workplace but on the other hand realized that this job would mean she could pursue the dream she had for her daughter. She immediately began using her earnings to fund her daughter’s education, who is currently in high school.

Begum was part of the grinding and painting departments at M/S Uttara Metal Industries in Bogura, Bangladesh, for five years. Her weekly wage was equivalent to $12 USD – insufficient to support her family or sustain a decent quality of life.

CSISA-MEA included Begum in skills training, which proved to be a gamechanger. She participated in CIMMYT’s training on spray gun painting, as well as in fettling and grinding skills. As part of both training programs, she learnt how to handle an air compressor paint gun and painting materials, as well as different painting methods. She has also learnt more about keeping herself safe at work using personal protective equipment. “Before the training, I did not know about the health risks – now I don’t work without PPE,” she said.

Begum used to paint the traditional way with a brush, but now the owner permits her to paint with a spray gun with her increased expertise. As a result, she has been promoted from day laborer to contractual employee in painting and grinding, with a new weekly salary of $50 USD. Her confidence has grown to the extent that she is comfortable in an engineering workshop among male coworkers.

Harvesting the benefits of improved practices

Farmer and mother of six, Malti Devi has an infectious smile that hardly reveals the toil and labor of her everyday farm work in India.

She grows wheat on nearly 0.45 acres of leased land. Her husband, a barber, earns an ordinary income that is insufficient for a family of eight. Despite the challenges, Devi has managed to earn income through her efforts in the field and by working as a daily wager in nearby fields.

To support women farmers like Devi, CSISA made efforts to build relationships via on-the-ground partnerships with civil society, women’s cooperatives like JEEViKa in Bihar and Mission Shakti in Odisha, or self-help groups. The team provides in-field demonstrations, training, workshops on best practices and support with access to better seed varieties and extension services. CSISA’s integrated approaches reach these women with information and associated technology that best serves them, while being climate-smart and sustainable.

Devi expressed that due to zero-till practice encouraged by the CSISA team, she saved time in the planting season, which she devoted to working on other’s fields for extra income. “The traditional method would have left me struggling for time, on the field or at home. Practices like zero-till ensured our crop was harvested on time with reduced input costs and resources and enabled a good harvest for consumption, and we could also sell some produce.”

Devi has ensured self-sufficiency for her family through her efforts and hopes to make use of the support in better crop management on offer from CSISA for wheat and other crops.

Technology addresses gender inequality in wheat farming

Despite the development of improved wheat varieties with increased productivity, farming systems in the Global South are still marred by inequitable access based on gender and other social characteristics.

At the International Maize and Wheat Improvement Center (CIMMYT), scientists present a case for wheat varietal improvement programs to include gender-sensitive technology development, dissemination and evaluation in order to remove barriers for women, poor and marginalized farmers.

Focusing on Ethiopia and India due to their large wheat economies and challenges with inequality, researchers assessed the barriers preventing male and female smallholders from using modern wheat varieties. Issues covered through evaluation could include wheat varietal trait preferences, adoption of technology, and decision-making and labor-use changes associated with new varieties.

Concluding the paper is the argument that institutional arrangements in research and development (R&D) programs must transform to address gender equity and inclusivity in wheat improvement.

In Burkina Faso, a business model for mechanization is providing hope

Ouattara Ali grows rice and maize on a small parcel of land in a village on the outskirts of Bobo Dioulasso, Burkina Faso’s second-largest city.

In the eight years since he began farming, he has faced significant challenges because he depends on traditional practices. Other smallholders in the community are in a similar situation, which limits their ability to realize greater prosperity.

A steady trickle of young adults is leaving the area to find work in the city as an alternative to the difficulty of trying to make ends meet on limited hectarage, coping with erratic harvests and with no guarantee of long-term financial stability.

This story is not unique to Ali and his community – it is familiar across Burkina Faso and other nations where the problems of food security, reliable employment, and dependable income limit economic development in rural areas.

Mechanization as a business

To help communities tackle these challenges, in 2014 Germany’s Federal Ministry for Economic Cooperation and Development (BMZ) created the special initiative One World No Hunger, which launched Green Innovation Centers for the Agriculture and Food Sector (GIC) in 14 countries in Africa and two in Asia. In Burkina Faso, the GIC focuses primarily on the sesame and rice value chains in the Hauts-Bassins, Cascades, Boucle du Mouhoun, and Sud-Ouest regions.

These initiatives include the introduction of mechanized agricultural practices that can increase yields of maize, rice, and other crops. In connection with GIC, farmers like Ali have used machines across the full agricultural value chain – from seed development to post-harvest – to improve their own crop yields. Mechanization has also enabled them to offer their services for hire to other farmers in the area.

Mechanization is a significant economic driver for boosting development of farm areas, but to achieve sustainable success and maximize the ability to bring transformative change to communities, business model development must be a critical focus area.

In August, the International Maize and Wheat Improvement Center (CIMMYT) and Deutsche Gesellschaft fuer Internationale Zusammenarbeit (GIZ) GmbH, collaborated with the United Nations Food and Agriculture Organization (FAO) and Germany’s University of Hohenheim to host a webinar on business models for agricultural mechanization projects. Joining the conversation were 48 participants from countries including Burkina Faso, Nigeria, Benin, and Vietnam.

During the webinar, FAO Senior Consultant Karim Houmy presented research on business models from two case studies of agricultural mechanization hire services in sub-Saharan Africa. Houmy found five basic types of business model, each with its own structure, complexity, and requirements, but he also outlined common features that characterize all successful models.

Many models, a few key principles

The basic business model for agricultural mechanization involves a farmer who uses machinery on their own crops, and then subsequently provides the same services to neighboring farmers. This model is probably the simplest and least expensive. Any smallholder who can procure the necessary machinery, parts, and training can launch this small business, generate additional income, and help neighbors increase their yield. This model also has limits, however, as it restricts farmers to a relatively small footprint of clients whose farms are located near the service provider.

At the other end of the scale is an enterprise model where an entrepreneur does not own any farm machinery but uses mobile phones and geographic information system (GIS) technology to connect farmers with service providers. This model provides a much greater geographical scope as well as greater opportunities for growth and innovation. It also adds layers of complexity that require a network of intermediaries – from machinery dealers and mechanics to booking agents – and bank financing.

The more diverse in operational offerings a business model is, the more promise it holds for generating economic growth and food security. This occurs by spreading activity across a wider geographic region, providing yield-increasing services for more farmers, employing more workers, and generating increased demand up and down the supply chain.

In addition to laying out the range of business models in operation today, Houmy identified success factors important for all, including long-term access to financing and local infrastructure, both of which are structural issues that entrepreneurs have less immediate control over. GIC works to address this shortcoming by involving a broad range of stakeholders, including government actors, in addressing issues of sustainability.

Houmy encouraged entrepreneurs to focus on areas like cultivating a skilled staff, building close links with processors and aggregators, and diversifying the services they offer. This sort of business model training can translate into significant improvements on the ground.

Building a business

Life began to change dramatically for Ali when his local agricultural bureau connected him to the GIC in his area.

Through his relationship with GIC, Ali gained access to some basic mechanized farming equipment, including disc plows, harrows, and planters, which revolutionized his work. He now prepares his rice and maize fields more quickly and evenly. He plants them more efficiently and spends less time harvesting while producing equal and sometimes higher yields. To support this transition, GIC provided training in agricultural mechanization, seed production, and financial management.

Initially, Ali sustained an injury while using a harrow and trailer. Thankfully, this did not slow him down for long, he said. He learned how to regularly tighten components of the machine to avoid further injuries and other safety problems.

Soon, Ali began using his machines to provide services to his neighboring farmers as well, helping them with land preparation, transportation, and planting.

Today, 22 local farmers use Ali’s services, and his community is experiencing the benefits. Less time is spent on planting and harvesting while agricultural yields are increasing. Mechanization marked a sharp decline in the drudgery associated with farming tasks, especially for the area’s youth and women.

Ali is thinking about the future by expanding and diversifying. He plans to buy a seeder and a thresher if he can get financing, and he is interested in additional training. He is developing a business plan for a larger enterprise that would be “the farmers’ one-stop shop” for mechanization services in his area. With the profits so far, he has built a house for his wife and two children and bought a small car.

GIC has supported 26 service providers like Ali in Burkina Faso as well as others in Benin, Mali, and Kenya. Over time, the proliferation of sustainable agricultural operations like Ali’s, as well as their growth into more complex and more profitable business networks, holds enormous promise for rural areas where food security, sustainable employment and a baseline of prosperity have been elusive for far too long.

MasAgro is “a gift for Africa”

Between June 20-23, the International Maize and Wheat Improvement Center (CIMMYT) hosted its Board of Trustees meeting, with presentations spanning the breadth of its global projects.

One particular project captured the imagination of attendees: MasAgro, which promotes the sustainable intensification of maize- and wheat-based production systems in Mexico. Through implementing collaborative research initiatives, developing improved varieties, and introducing sustainable technologies and farming practices, the program aims to improve livelihoods and production systems for farmers by enhancing their connections with local value chain actors.

Francisco Mayorga, businessman and former Secretary of Agriculture for Mexico, and Lindiwe Sibanda, CIMMYT board member and member of the CGIAR System Board, presented on the creation of CIMMYT’s MasAgro program and its results. Sibanda interviewed Mayorga to learn where the project’s achievements can be scaled and replicated, describing the project as a “gift for Africa” from Mexico.

What’s in it for farmers?

Built on the premise of ‘take it to the farmers’, MasAgro helps farmers understand the broader context of agrifood systems in order to facilitate their successful transition to sustainable farming practices. This is accomplished through innovation hubs: core spaces defined by similar agroecological conditions that promote participatory innovation processes and co-implement functional structures for the validation, adaptation, and scaling of sustainable solutions.

Innovation hubs facilitate mentorship by providing closeness between farmers and value chain actors. A physical and virtual network of research platforms, demonstration modules and extension areas support actors to gain skills and knowledge to achieve common objectives. For example, farmers can learn how about agricultural tools and practices and where best to use them on their land, and they now consider the impact of fertilizers on the soil and ecosystem and seek alternatives.

Useful information is provided via multiple communication tools, including mobile messaging, to enable effective knowledge sharing and innovation between actors. The network has led to farmers independently adapting and adopting new practices after learning from others.

The selling point for farmers is understanding why sustainable agriculture creates opportunities for their livelihoods and lives – with improved practices, they can establish a successful long-term setup to increase their yield and income. These opportunities will appeal to smallholders worldwide.

Benefits for the public and private sector

What also differentiates MasAgro is the emphasis on public and private sector partnerships. CIMMYT collaborated with partners to develop the MasAgro mindset and build their capacity to deliver seed to small- and medium-sized farms. Sibanda praised the use of CIMMYT’s presence in Mexico for developing these connections.

Mayorga highlighted the importance of securing funding and support from the Ministry of Agriculture in the project’s success. He said he initially persuaded colleagues to invest by emphasizing MasAgro’s holistic approach, which considers all elements of farming, rather than dealing with them as individual elements.

Using the different government instruments to support the theory of change towards the impact of MasAgro is part of the success. For example, for businesses, the Mexican government provided funding for laboratory equipment and training needs after identifying seed company partners to support through their research programs and regional markets. Mayorga also celebrated partnerships with small and medium enterprises (SMEs), who were supported by CIMMYT engineers to design more effective machinery and think around scale-appropriate business models. This created additional businesses in the agricultural sector.

Through these partnerships, private sector organizations have invested in agricultural research and development that will benefit smallholders, prevent food insecurity, and support a shift to sustainable farming. Countries in Africa can benefit from similar investment, which could be achieved through exporting and recreating the MasAgro model.

Flexible government support

Practical support and policy change from the Mexican government further encouraged farmers to adopt sustainable practices. Mayorga explained how a subsidy for farmers’ fuel was replaced with alternative financial support for equipment. Sibanda described this initiative as “visionary” and “a triple win” – farmers could purchase a machine at a subsidized rate, use less labor, and cause less damage to the environment.

To incentivize large companies in Mexico that buy a lot of wheat, Mayorga tapped into their desire “to encourage an economic behavior in the farmer” and introduce a more entrepreneurial approach to agriculture. They encouraged businesses to buy grains from farmers at a better price and learn more about the MasAgro approach.

“You don’t stay with an idea as a policy advisor and politician – you popularize it, look for new champions, walk the talk and put money into it,” summarized Sibanda. “I think that’s a legacy.”

Integrated initiative launches in Nepal, India and Bangladesh

CGIAR, in collaboration with government agencies and other relevant stakeholders, held country launches of the Transforming Agrifood Systems in South Asia (TAFSSA) Initiative in three of its four working locations: Nepal, India and Bangladesh.

TAFSSA, which also operates in Pakistan, aims to deliver a coordinated program of research and engagement, transforming evidence into impact through collaboration with public and private partners across the production-to-consumption continuum. The end result will be productive and environmentally sound South Asian agrifood systems that support equitable access to sustainable healthy diets, as well as contributing to improved farmer livelihoods and resilience, while conserving land, air and groundwater resources.

A vision for South Asian agrifood systems

The three country-level launch events provided a platform for CGIAR’S partners to discuss TAFSSA’s five key areas:

  1. Facilitating agrifood system transformation through inclusive learning platforms, public data systems, and collaborations.
  2. Changing agroecosystems and rural economies to increase revenue and sustain diverse food production within environmental constraints.
  3. Improving access to and affordability of sustainably produced healthful foods through evidence and actions across the post-harvest value chain.
  4. Addressing the behavioral and structural factors of sustainable healthy diets
  5. Building resilience and limiting environmental impact.

The three inception events in Nepal, India and Bangladesh also provided a space for open debate on creating partnerships to achieve common goals, through multidisciplinary conversation on each focal area. Breakout sessions were also held according to emphasis area, explaining the initiative and its components clearly and providing opportunities to brainstorm with participants on how to build more stakeholder-responsive activities.

More than 70 participants attended each inception session, both in-person and online, representing government agencies, CGIAR and its research centers working on TAFSSA, international organizations working in the region, academic institutions, and other key stakeholder groups.

Project endorsements

At the launch event in Nepal on June 9, Temina Lalani Shariff, regional director for South Asia at CGIAR, described TAFSSA as a gateway to the rest of CGIAR’s global research efforts. She explained, “More than 100 partners from around the world will exchange their knowledge, skills and expertise through CGIAR’s new platform to work together for agriculture development.”

Purnima Menon, TAFSSA co-lead and senior research fellow with the International Food Policy Research Institute (IFPRI), presented the project in India on June 15. “The research portfolio and engagement plan we’re proposing is really intending to cut across the food system,” said Menon. “We want to engage people in production systems, people in the middle of the value chain, and consumers, to build the research portfolio. The idea is to do so in a way that is interlinked with the five new CGIAR impact areas and that amplifies CGIAR’s research on the ground.”

Introducing TAFSSA in Bangladesh on July 18, Timothy J. Krupnik, Initiative lead and senior agronomist with the International Maize and Wheat Improvement Center (CIMMYT), stated, “The approach we’ve taken while developing this Initiative was to first look at agrifood crisis issues in South Asia. We evaluated key challenges in this region which has world’s highest concentrations of hunger and poverty.” He highlighted climate change, resource constraints and social structural inequalities, all of which will be addressed by TAFSSA through several focus areas.

Shaikh Mohammad Bokhtiar, Chairman of the Bangladesh Agriculture Research Council (BARC) welcomed these ideas at the TAFSSA Bangladesh launch. “If we want to create an intelligent society or nation, if we want sustainability, we must provide nutrition for all,” said Bokhtiar. “In this region, I believe that combining science, technology and innovation in the TAFSSA initiative will deliver good results.”

Shariff also attended the launch in Bangladesh, where she remarked, “We are here to share a common path to work together to confront the challenges. For that, cooperation is the essential component which is common across Nepal, India and Bangladesh.”

At each of the launch events, TAFSSA was announced as a flagship initiative in South Asia by Martin Kropff, managing director of Resilient Agrifood Systems (RAFS) at CGIAR. He expressed confidence that it would be the first regional program to deliver significant development results and acknowledged that the planned collaboration and partnership with national research institutes would ensure TAFSSA’s success.
