Theme: Nutrition, health and food security

As staple foods, maize and wheat provide vital nutrients and health benefits, making up close to two-thirds of the world’s food energy intake, and contributing 55 to 70 percent of the total calories in the diets of people living in developing countries, according to the U.N. Food and Agriculture Organization. CIMMYT scientists tackle food insecurity through improved nutrient-rich, high-yielding varieties and sustainable agronomic practices, ensuring that those who most depend on agriculture have enough to make a living and feed their families. The U.N. projects that the global population will increase to more than 9 billion people by 2050, which means that the successes and failures of wheat and maize farmers will continue to have a crucial impact on food security. Findings by the Intergovernmental Panel on Climate Change, which show heat waves could occur more often and mean global surface temperatures could rise by up to 5 degrees Celsius throughout the century, indicate that increasing yield alone will be insufficient to meet future demand for food.

Achieving widespread food and nutritional security for the world’s poorest people is more complex than simply boosting production. Biofortification of maize and wheat helps increase the vitamins and minerals in these key crops. CIMMYT helps families grow and eat provitamin A enriched maize, zinc-enhanced maize and wheat varieties, and quality protein maize. CIMMYT also works on improving food health and safety, by reducing mycotoxin levels in the global food chain. Mycotoxins are produced by fungi that colonize in food crops, and cause health problems or even death in humans or animals. Worldwide, CIMMYT helps train food processors to reduce fungal contamination in maize, and promotes affordable technologies and training to detect mycotoxins and reduce exposure.

CGIAR Initiative: Crops to End Hunger (CtEH)

Agriculture offers major solutions to several global challenges – most notably the tightly interlinked challenges of meeting Sustainable Development Goals (SDGs) on hunger (SDG2), extreme poverty (SDG1), and climate change (SDG13). CGIAR, in concert with a wide network of partners, has a vital role to play in transforming agri-food and land systems in the face of the climate emergency – ultimately benefiting low-income producers and consumers who are most at risk.

What is Crops to End Hunger?

Crops to End Hunger (CtEH) is a CGIAR initiative to accelerate and modernize the development, delivery and widescale use of a steady stream of new crop varieties. These new varieties are developed to meet the food, nutrition and income needs of producers and consumers, respond to market demand and provide resilience to pests, diseases and new environmental challenges arising from climate change.

CGIAR’s plant breeding program has made major contributions to global food security since the mid 1960s, but there is evidence that the rate of adoption of new varieties has slowed. CtEH will support the acceleration of breeding cycles and application of modern breeding methods needed for both productivity gains and climate change adaptation. Farmers need varieties bred in and for the current climate, but are generally using varieties selected 20-30 years ago. In addition, many new varieties are insufficiently improved to induce farmers to adopt them. Prioritization of crops by specific geographies is based on projected benefits to poverty reduction and nutrition, and is an integral dimension of the modernization effort. Using market research, crop breeders gain greater awareness of the traits preferred by men and women farmers, consumers and others along the value chain, integrating them into “product profiles” that guide breeding. Delivery of varieties is done through integrated partnerships and linkages to seed systems in-country, in which national regulatory agencies take responsibility for the release of improved seeds, while public agencies, community organizations and private seed companies undertake multiplication, distribution and promotion to reach farmers’ fields.

In 2017-18, a multi-Funder group, including the United States Agency for International Development (USAID), the Bill & Melinda Gates Foundation (BMGF), the UK Foreign, Commonwealth and Development Office (FCDO), the German Federal Ministry for Economic Cooperation and Development (BMZ) and the Australian Centre for International Agricultural Research (ACIAR), agreed to launch a modernization program for public plant breeding in lower-income countries. The CtEH initiative will invigorate breeding for the staple crops most important to smallholder farmers and poor consumers.

How does it work?

CtEH supports focused, science-based, well-resourced and long-term CGIAR Programs and investments in modern plant breeding on priority crops, which build on:

  1. CGIAR’s demonstrated impact on food security and poverty reduction through plant breeding;
  2. CGIAR’s comparative advantages in global public goods research on crop breeding and genetics;
  3. CGIAR’s central role and responsibility for the conservation and characterization of the world’s crop biodiversity, which is held in trust by CGIAR Research Centers for the world community.

This initiative aims to accelerate a transition in CGIAR crop breeding to address very different challenges from those faced in the Green Revolution. Twenty CGIAR crops, including cereals, legumes and root crops, have been chosen for this breeding initiative.

One part of this challenge is for breeding to modernize in terms of its objectives beyond pure yield gain – to address the expanding demand for improved varieties to meet biotic and abiotic stresses, such as climate change and environmental degradation, and to include a wider set of nutritional and market traits, as well as traits relevant to both end-users and value chains, which would increase the adoption rate of newly-bred varieties.

The first step towards modernization of breeding programs is to identify the gaps – the areas that need to be addressed or improved. The Breeding Program Assessment Tool (BPAT) has been developed for this purpose. The deployment of BPAT has been administered by the University of Queensland and has now been used to assess the breeding programs across CGIAR Research Centers. Examples of gaps include cross-CGIAR data management tools, access to low-cost genotyping, and sharing high-quality technical advice across programs and with partners.

What will result?

This process of improvement and modernization of CGIAR breeding programs will provide multiple benefits:

  1. For a given level of investment it is anticipated that each breeding program will achieve increased rates of genetic gain and scale of impact – through adoption of farmer-preferred, market-demanded, climate-resilient varieties.
  2. There will be further opportunity to integrate and support allied CGIAR crop programs, and to apply best practices across CGIAR Research Centers.
  3. A stronger partnership and closer cooperation with national breeding programs, including national research institutes, universities and small and medium-sized enterprises in the private sector in low-income countries, as well as multilateral seed companies and advanced research institutes.
  4. Adopting standardized ways of reporting needs, opportunities and progress will provide Funders with a transparent view of where and how they are getting high rates of return for their investment.

With this new initiative, CGIAR will enhance its contributions to the Sustainable Development Goals towards 2030 through high-priority staple crops tailored for the specific needs of targeted regions and their populations.

CIMMYT endorses and implements expert recommendations to drive the transformation towards Zero Hunger by 2050

Leading scientists, practitioners and representatives of development agencies, and international and non-governmental organizations reimagine the path to achieve Zero Hunger at a time when recurring crises driven by food insecurity, climate change and conflict stretch both emergency response and development efforts to the limit.

The exercise aims to trigger disruptive thinking around how long-term development investments can help build more resilient communities. Stronger cooperation mechanisms between the humanitarian and development sectors are necessary to break the cycle of recurrent crises by building local agency and capacities. Aid and development beneficiaries in vulnerable communities must be front and center in every effort seeking to achieve a hunger free and sustainable planet.

The brief has been endorsed by a group of experts who participated in the 2022 Borlaug Dialogue of the World Food Prize in Des Moines, Iowa.

How can we overcome the primary obstacles to a food secure, resilient, and inclusive world?

The first challenge involves addressing fractures between aid and development organizations that work in silos without sharing information, objectives, learnings, and resources. The authors make a strong case for increasing cooperation – rather than competition – to confront the intricate and interconnected challenges of climate change, food insecurity and conflict.

In addition, they advocate for more ambitious and community-centered interventions that prioritize systemic change over emergency responses to food crises. The change of perspective implies shifting the emphasis from addressing immediate humanitarian needs to investing in long-term resilience.

The third recommendation is to phase out outdated top-down planning and policy-making processes that fail to align with community needs, delegate decisions or transfer resources directly to partners on the ground. Listening to the needs of beneficiaries and affected communities from the start of any intervention is considered the most significant step to achieve lasting change.

CIMMYT and partners are leading by example and catalyzing change in sub-Saharan Africa

With funding from the United States Agency for International Development (USAID), CIMMYT and other CGIAR centers, in partnership with innovation generators and organizations on the ground, will develop and scale up solutions for transforming farming systems by implementing the Accelerated Intervention Delivery Initiative (AID-I) in Malawi, Tanzania and Zambia, and the Sustainable Agrifood Systems Approach for Sudan (SASAS). Both initiatives answer the need for stronger cooperation between the humanitarian and development sectors by creating a common space where aid and research organizations work together on the ground to address the urgent and long-term needs of vulnerable communities to their mutual advantage.

These CIMMYT-led projects will establish innovation hubs or networks for developing, testing, and adapting sustainable farming practices and technologies to the needs of local farmers actively engaged in participatory research and extension activities, building cooperative relationships, and leveraging the existing collaboration between One CGIAR research systems. As a result, co-creation between partners and project beneficiaries is at the heart of every research activity, co-development process and scaling endeavor.

AID-I will adopt market-based approaches to provide critical information and innovations to 3 million smallholder farmers, who will maintain or increase local food production and mitigate the impacts of the global food, fuel, and fertilizer crises. Small and medium sized enterprises will be supported to strengthen innovative approaches to agricultural value change development, creating agricultural systems that are built for long-term resilience and success.

Similarly, SASAS will take a multi-crop approach focusing on soil fertility management to achieve productivity gains and inclusive agriculture-led economic growth in the Greater Khartoum, Blue Nile and South Kordofan regions of Sudan. CIMMYT will leverage on-the-ground partnerships to adapt and replicate previously successful Integrated Agrifood Systems Initiatives (IASI) projects, empowering communities to ensure the agricultural transformation works for their needs.

Ultimately, both initiatives shift their focus from crisis response to building long-term resilience and aim to achieve rapid but lasting climate-smart impacts that demonstrate the power of small-scale agriculture as a major driver of transformative change by expanding access to improved technologies, tools, and information in sub-Saharan Africa.

Rapid modern wheat variety adoption key to supply chain security in Malawi

Scientists at the International Maize and Wheat Improvement Center (CIMMYT) are helping to scale up wheat production and productivity in Malawi.

The political conflict between Russia and Ukraine has disrupted food supply chains globally and Malawi’s wheat supply has been adversely affected. As a response, Pyxus Trading, the biggest agribusiness private company in Malawi, has endeavored to partner with CIMMYT to accelerate the growth of wheat production in the country.

At a recent visit by CIMMYT’s Director General Bram Govaerts, the executive management of Pyxus provided detailed updates of how CIMMYT has facilitated access to 100 improved wheat varieties now undergoing trials in Malawi. The visit was part of the Accelerated Innovation Delivery Initiative (AID-I), a new project funded by the United States of Agency for International Development (USAID).

Attending the Pyxus field visit was United States Department of State Special Envoy for Global Food Security Cary Fowler, Dina Esposito, Assistant to the Administrator at USAID Bureau of Resilience and Food Security, and other USAID staff.

Speaking at a field tour this January at the Pyxus farm headquarters, Commercial Manager John Gait expressed the importance of achieving self-sufficiency in countries like Malawi.

“It’s become very apparent with the global supply chain disruptions of wheat and related commodities that countries like Malawi should rise to a level of self-sufficiency for strategic commodities such as wheat,” Gait said. “Through the help of CIMMYT, we managed to obtain materials for 100 varieties which we have put under trial. Our objective is to select varieties that are most adapted to our agroecology and provide us with satisfactory yields and grain quality sufficient for our processing ambitions.”

CIMMYT Sustainable Agrifood Systems (SAS) Director Sieg Snapp affirmed CIMMYT’s support for private sector companies like Pyxus.

“When they told me they were searching for high performing genetic materials I told them about the Global Wheat Program and how such material could easily be obtained from our headquarters in Mexico,” Snapp said. “I immediately facilitated linkages between Pyxus and CIMMYT headquarters which saw the quick delivery of the varieties. Considering that it was quite recent, I am impressed to see that the trials are already so well established.”

Achieving global food security will require cooperation and collaboration between partners from different sectors. One of CIMMYT’s strategic thrusts is to encourage public-private partnerships where national governments can leverage on the competencies and capabilities of the private sector.

“We aim to be catalytic in all our functions. We believe we have a critical role in ensuring that countries like Malawi have access to the best genetics to ensure that they meet their food requirements. I am happy Pyxus identified us a strategic partner to work with in their wheat program, and through working hand in hand with the government and other key players, the quest to achieve food self-sufficiency can have a shortened pipeline,” Govaerts said.

In addition to witnessing the wheat trials, Govaerts received a tour of the entire Pyxus operations which included the groundnut and forestry operations. Pyxus staff each took turns explaining the various business models the company was employing to contribute to Malawi’s export earnings and food security.

As a commitment to help Malawi realise increased wheat production, CIMMYT will be closely following the Pyxus trials and providing technical support to ensure that the best varieties adopted are rapidly scaled.

A seed systems success story

Stewards Global, trading as Afriseed, is a Zambia seed systems intervention success story. Thanks to support from the International Maize and Wheat Improvement Center (CIMMYT) and other partners such as the United States Agency for International Development (USAID) and the Alliance for a Green Revolution in Africa (AGRA), Afriseed is transforming rural farmers’ livelihoods through supplying drought tolerant maize seed.

What began as a start-up in 2007 has since grown to be one of the leading companies in Zambia’s seed industry. “I started this company with a team of three people. We did not have much, but we had a compelling vision,” says founder Stephanie Angomwile. “Initially, we were multiplying and distributing legume seed to the market as we had observed the deficit where it was very difficult for any serious farmer to procure improved and high-performing seed.”

“Having set up the business, we were fortunate to get AGRA’s support to secure proper industrial premises where we could focus our operations and serve the Zambian market,” she explains. “Using a basic drum seed dresser, we were able to churn out 100 metric tons of seed per season, which was quite impressive considering how rudimentary our equipment was.”

At this point, USAID bought into their vision and furnished Afriseed with a processing plant that could handle, sort, treat, and package seeds for both legume and maize. The company then pivoted to working with maize seed, based off the observation that most farmers were obtaining yields lower than the genetic potential of existing varieties.

“To do so,  it was quite clear that we needed an institution that could help us break into the maize seed industry dominated by large multinational seed companies,” Angomwile explains. “This led us to partner with CIMMYT, which is a partnership that still exists today and has enabled us to accelerate our market penetration strategy through providing us with high-performing drought-tolerant genetics which are growing in popularity among farmers.”

The impact of CIMMYT support

Since 2017, CIMMYT has been working with Afriseed to help smallholder farmers access new and improved varieties that are drought-tolerant and can withstand seasonal weather variations induced by climate change. “As CIMMYT, our role is not only to breed improved genetic material that farmers can take up, but also to support business development for the private sector through intensive capacity building programs that position such entities to be sustainable and to excel in the absence project support,” explains Hambulo Ngoma, an agricultural economist working with CIMMYT. The organization has provided Afriseed with two high performing varieties so far: AFS 635 and AFS 638. In addition, CIMMYT has supported Afriseed in stimulating demand within the smallholder farmer market through facilitating the establishment of demonstration plots and designing targeted seed marketing strategies.

During CIMMYT Director General Bram Govaerts’ recent visit to Zambia, Ngoma highlighted that the organization is aware that small-to-medium enterprises may be constrained with regards to marketing budgets and market development investments. “As such, when we are convinced that there is a business case and an opportunity for a food security transformation, we usually support promising entities such as Afriseed with knowledge and resources to stimulate demand,” he said. “This is of extreme importance as farmers growing old, recycled seed from ancient varieties need to transition to new, improved varieties.”

Govaerts said, “We are happy we could contribute to the success of Afriseed in our own small way and we hope our partnership will take you to the next level.”

Afriseed has since grown and now comprises nearly 200 workers: 90 permanent staff and 110 casual workers during the peak season. Production has surged to an excess of 10,000 metric tons per season and there is a growing customer base stretching throughout all regions of the country. Angomwile is very grateful to have had a partner like CIMMYT, which facilitated Afriseed’s membership to the International Maize Consortium (IMC), a global body that provides access to an expanded genetic pool bringing exposure to new genetic gains. “Being a member of IMC is definitely an advantage for us as an entity because the seed supply market is highly competitive,” she explains. “So, we can now quickly become aware of the new genetic materials available and ask our research and development team — established through the immense support from CIMMYT — to develop new varieties for our target market.”

Through a series of exchange visits and trainings, CIMMYT has mentored the research and development team who are now in a position to breed their own varieties without external support. “The number of farmers in high potential areas that are remotely located that are still growing recycled seed is still quite large,” says Peter Setimela, a seed systems specialist who was part of the mentoring team. “We need to continuously render extensive support to entities such as Afriseed such that the seed quality deficiency gap can be greatly reduced.”

As the rains have been in abundance during this 2022/23 season, there is high anticipation that farmers who have grown seed from reputable seed suppliers such as Afriseed, are set for a bumper harvest.

Strengthening partnerships with government and private sector in Malawi

Goal 17 of the United Nations’ Sustainable Development Goals calls to “Strengthen the means of implementation and revitalize the global partnership for sustainable development”. The International Maize and Wheat Improvement Center (CIMMYT) answered this call to action by recently hosting a collaborative dinner to strengthen ties between the Center, the private sector and government partners in Malawi.

Hosted by CIMMYT Director General Bram Govaerts, the dinner followed a visit by US Special Envoy for Global Food Security Cary Fowler, Dina Esposito, Assistant to the Administrator, USAID Bureau of Resilience and Food Security and other USAID staff to discuss and witness the new Accelerated Innovation for Delivery Initiative (AID-I) in action.

“The challenges of today do not require a single sector approach but a pluralistic one in which partners from the private, public sectors agree to work hand in hand with science for impact organizations like CIMMYT and other CGIAR centers,” said Govaerts in his keynote address at the event. “I am very grateful for your support and your presence today is a testimony or our harmonious solidarity and spirit of collaboration in addressing food and nutrition security.”

The meeting was attended by seed industry players, agricultural input distributors, food processors and Government representatives including Director of Agriculture Research Services Grace Kaudzu, who expressed her appreciation for the gathering.

“As government, our role is to create an enabling environment for the private sector to thrive and progressive development partners are always welcome. Such gatherings enable us to hear the needs of colleagues and partners from other sectors to create this environment,” she said.

Malawi has established an ambitious roadmap where legume exports and maize production are to be significantly scaled up. The AID-I project dovetails with this roadmap as it focuses on strengthening maize and legume seed systems and addressing systemic constraints in both value chains.

The dinner further facilitated private sector players to meet various CIMMYT specialists ranging from seed system experts, soil scientists, breeders and plant physiologists. According to Peter Setimela, a seed system specialist at CIMMYT, such meetings are critical as they enable a diversity of partners to know what the other has to offer.

“CIMMYT has a lot of expertise which these private sector partners can take advantage of,” Setimela said.

The AID-I project seeks to scale up existing and high potential innovations, technologies and business models as opposed to initiating new ones. This only makes sense considering that the implementation period is only two years and scaling up existing innovations give greater prospects for success.

CIMMYT Regional Representative Moses Siambi labelled the event a success citing the huge turnout of the partners.

“The effectiveness of our interventions is dependent on the strength of the relationships we have with our partners. Such a massive attendance is indicative of cordial relations between CIMMYT and the private sector in conjunction with the government,” Siambi said.

Govaerts closed the event by stressing that through harnessing the potential of convening power, the future is bright regardless of the reality of climate change and geopolitical conflicts.

Scaling impact of dryland crops research through regional crop improvement networks

The formation of regional crop improvement networks took center stage at a meeting held in January 2023 in Accra, Ghana. The meeting convened more than 200 scientists and stakeholders in dryland crops value chains from 28 countries from Africa and across the globe to co-design a network approach.

The meeting followed a series of consultative visits and discussions between three CGIAR research centers — the International Maize and Wheat Improvement Center (CIMMYT), Alliance of Bioversity International and CIAT, and the International Institute of Tropical Agriculture (IITA) — African National Agricultural Research Institutes (NARIs), and other common-visioned partners during 2021 and 2022. These earlier discussions gathered insights, brainstormed, and co-designed approaches to empower national programs to deliver impact through their crop improvement programs.

“The idea is to add value to the existing capacities in National Agricultural Research and Extension Services, through networks where the partners agree on the goals and resources needed to achieve desired outcomes. So, it’s really a collaborative model,” said Harish Gandhi, breeding lead for dryland legumes and cereals at CIMMYT. He added that the teams have been learning from and aiming to add value to existing models such as the Pan-Africa Bean Research Alliance (PABRA), USAID Innovation Labs, and Innovation and plant breeding in West Africa (IAVAO).

Paradigm shift for African National Agricultural Research Institutes

Making the opening remarks, Ghana Council for Scientific and Industrial Research (CSIR) Director General, Paul Bosu said that at the very least, African countries should aim to feed themselves and transition from net importers to net exporters of food. “Dryland legumes and cereals, especially millet and sorghum, are very well adapted to the continent and offer great opportunity towards achieving food security”, said Bosu. He applauded the Bill & Melinda Gates Foundation and other partners for investing in research on these crops.

Representing West and Central African Council for Agricultural Research and Development (CORAF), Ousmane Ndoye noted that research in dryland legumes and cereals is a valid and needed action amidst the COVID-19 pandemic and civil unrest in different parts of the world. He added that the first and crucial step to increasing food production especially in sub-Saharan Africa is the availability of sufficient quantities of seed.

Director General of Uganda’s National Agriculture Research Organization (NARO), Ambrose Agona observed that a paradigm shift should occur for desired transformation in agriculture. He noted that African governments ought to commit adequate budgets to agriculture and that seed funding should serve to complement and amplify existing national budgets for sustainability.

He commended efforts to consult NARIs in Africa and noted that the quality of ideas exchanged at the meeting strengthen the work. “The NARIs feel happier when they are consulted from the very beginning and contribute to joint planning unlike in some cases where the NARIs in Africa are only called upon to make budgets and are excluded from co-designing projects”, said Agona.

Challenge to deliver effectively

During his remarks at the meeting, CIMMYT Director General Bram Govaerts noted that the focus legume and cereal crops are key to transforming and driving diversification of food systems in Africa. “It is therefore an honor and a privilege to work together with partners to improve cereal and legume systems. We will put forward our experience in breeding and commit to innovative systems approaches towards achieving impact and leverage what we are already good at, to become even better,” said Govaerts.

Referencing his visit with the United States Special Envoy for Global Food Security Cary Fowler to Southern Africa in January 2023, Govaerts narrated witnessing firsthand a food, energy and fertilizer crisis impacting Zambian and Malawian farmers. He challenged the meeting participants to envision the future impact they would like to see their breeding programs have as they design and strategize at the meeting. He pointed out that farmers are more interested in the qualities and characteristics of varieties released than the institutions responsible for the release.

CIMMYT Global Genetic Resources Director and Deputy Director General, Breeding and Genetics, Kevin Pixley also underscored the need to generate more impact through adoption of improved varieties in Africa. Pixley noted that on average, fewer than 30 percent of farmers are using improved varieties of sorghum, millet, and groundnut across the countries with ongoing work.

The meeting heard One CGIAR’s commitment to deliver resilient, nutritious and market preferred varieties as part of its Genetic Innovation Action Area, alongside improving systems and processes for sustainability from CGIAR Senior Director Plant Breeding and Pre-Breeding, John Derera. Speaking in the capacity of IITA’s Breeding Lead, Derera noted the progress made in IITA cowpea breeding program, including its modernization, owing to strong partnerships, cross learning and germplasm exchange between institutions.

PABRA Director & Leader of the Bean Programme at the Alliance of Bioversity International and CIAT, Jean-Claude Rubyogo, pointed out that despite remarkable achievements, such as those witnessed in the bean research, more effort is needed to tackle the challenges of climate change and also increase understanding of consumers traits.

Commenting on innovative pathways to improve adoption of improved varieties, the Director General of the Institute of Agricultural Research (IAR) in Zaria, Nigeria, Mohammad Ishiyaku observed the tendency for some seed companies to continue selling specific seed varieties for years, even when the productivity of the variety is low. He noted the seed companies always claimed consumer preferences concluding then that amidst investor demands, breeders ought to keenly investigate the expectations of consumers and famers to arrive at the best parameters for breeding choices.

International Year of Millets, 2023

The gathering commemorated the International Year of Millets by listening to a keynote address on “Millets for food and nutritional security and mitigating climate change – #IYM2023” by Lake Chad Research Institute, Nigeria, Research Director, Zakari Turaki. The keynote was followed by statements on the importance of millets for various countries and wider Africa from: Sanogo Moussa Daouda, representing Director General of Mali’s Institut d’Économie Rurale (IER); Ibrahima Sarr, Director of Senegal’s Institut SĂ©nĂ©galais de Recherches Agricoles’s Centre National de Recherches Agronomiques; Hamidou Traore, Director of Burkina Faso’s Institut de L’Environnement et de Recherches Agricoles; and Ambrose Agona, Director General of NARO, Uganda.

High-level statements on approaches to gender integration in agricultural research and development were delivered by Scovia Adikini, NARO millet breeder, Geoffrey Mkamillo, Director General of Tanzania’s Agricultural Research Institute (TARI), Francis Kusi of Ghana’s Savanna Agricultural Research Institute (SARI), and Aliou Faye, Director of Senegal’s Regional Center of Excellence on Dry Cereals and Associated Crops (CERAAS).

AVISA Achievements

Finally, this meeting marked the transition from the recently ended Accelerated Varietal Improvement and Seed Systems in Africa (AVISA) project to align with One CGIAR initiatives under the Genetic Innovation Action Area, with specific focus on dryland crops.

Solomon Gyan Ansah, the Director of Crop Services at the Ministry of Food and Agriculture, Ghana, acknowledged the success of AVISA Project and commended the forum’s efforts to build on the gains made by the project in developing the new approach.

“By the end of 2022, AVISA project partners had reached 4.8 million farmers with 30,600 metric tons of seed of improved legume and cereal varieties, covering almost one million hectares of land”, revealed Chris Ojiewo, Strategic Partnerships and Seeds Systems Lead. Other achievements supported by the AVISA Project include upgrading of NARES facilities and building capacities of researchers through short- and long-term trainings.

The meeting was hosted by Ghana Council for Scientific and Industrial Research (CSIR) and Ghana’s Savannah Agricultural Research Institute (SARI), and was organized by CIMMYT, in partnership with IITA and the Alliance of Bioversity and CIAT (ABC).

CGIAR Initiative: Breeding Resources

Crop breeding has the potential to significantly contribute to addressing the global challenges of poverty, malnutrition, hunger, gender inequality, environmental degradation and climate change. Rapid population growth, climate change and market crises in low-income and middle-income countries mean that crop breeding must be far more agile and professional than ever before. Data-driven, modernized breeding with tools and technologies such as genomic selection, quantitative genetics, high-throughput phenotyping and bioinformatics, are needed to accelerate and advance improvement in varieties.  

Across the CGIAR-NARES (National Agricultural Research and Extension Systems) crop breeding networks, there is huge opportunity to reach the full potential to improve the lives of farmers and consumers: to share innovations to their full potential; reduce costs associated with services such as bioinformatics; de-fragment disparate data and incompatible technologies; apply consistent standards; and improve access to tools, technologies and shared services.

This Initiative aims to improve the genetic, economic, social and environmental performance of breeding programs across the CGIAR-NARES breeding network.

China, Pakistan launched joint wheat breeding lab

On March 2, the China-Pakistan Joint Wheat Molecular Breeding International Lab (“Joint Lab”) was launched, funded by the Science and Technology Partnership Program, Ministry of Science and Technology of China, with the joint support from China‘s Ministry of Agriculture and Rural Affairs, National Agriculture Research Center of Pakistan and the International Maize and Wheat Improvement Center (CIMMYT).

The joint lab aims to develop new varieties with high yield and resistance to disease, enhancing breeding capacity and wheat production in Pakistan, where wheat is the largest food crop.

CGIAR Initiative: Seed Equal

Inadequate seed supply and delivery systems, sometimes also misaligned with user and market demand, mean that smallholders often recycle seed or use older varieties, leaving them more vulnerable to pests and diseases.  Small-scale farmers, especially women and other disadvantaged groups, are particularly vulnerable to climate-related challenges, such as more frequent and severe droughts and erratic rainfall. Additionally, farmers may not be well informed about varietal options available to them or may be reluctant to experiment with new varieties. These challenges threaten agricultural production and can compromise their ability to meet their own food, nutrition and income needs.  

Improved varieties, innovations and approaches developed and promoted by CGIAR and partners could transform agrifood systems and reduce yield gaps, “hunger months” and other disparities. However, limited access to and use of affordable, quality seed of well-adapted varieties with desired traits, means these bottlenecks remain. 

This Initiative aims to support the delivery of seed of improved, climate-resilient, market-preferred and nutritious varieties of priority crops, embodying a high rate of genetic gain to farmers, ensuring equitable access for women and other disadvantaged groups.

This objective will be achieved through:

  • Supporting demand-driven cereal seed systems for more effective delivery of genetic gains from One CGIAR cereal breeding, as well as improving government, private sector and farmer-based capacity to deliver productive, resilient and preferred varieties to smallholders. 
  • Boosting legume seed through a demand-led approach that builds on growing demand for grain legumes. This multistakeholder approach will strengthen partnerships to provide efficient, more predictable and demand-led access to quality seed of new varieties. 
  • Scaling and delivering vegetatively propagated crop seed through sustainable enhanced delivery pathways that efficiently target different market segments and farmer preferences. 
  • Supporting partnerships (including with smallholders), capacity building and coordination to ensure uptake of public-bred varieties and other innovations by providing technical assistance for national agricultural research and extension systems (NARES) and foundation seed organizations in early-generation seed production and on-farm demonstrations. 
  • Developing and implementing policies for varietal turnover, seed quality assurance and trade in seeds by leveraging global expertise and experience to generate both the evidence and engagement necessary to advance efficient, sustainable, and inclusive seed markets that promote varietal turnover and wider adoption. 
  • Scaling equitable access to quality seed and traits in order to reach the unreached and provide inclusive access while addressing gender and social constraints and the digital divide. 

Engagement

This Initiative will work in Bangladesh, Ethiopia, India, Kenya, Mozambique, Nepal, Nigeria, Rwanda, Uganda and Tanzania as a priority, followed by other countries in Latin America, South and Southeast Asia and Sub-Saharan Africa. 

Outcomes

Proposed 3-year outcomes include:

  1. Robust tools developed and used by funders, developers, researchers and extension staff to sustainably measure and monitor key seed system metrics. 
  2. Increase of 10% in the quantity of quality seed of improved “best-fit” and farmer-preferred varieties available to farmers in representative crops and geographies due to increased capacity of seed companies and other seed multipliers (including farm-based seed actors).  
  3. Public and private seed enterprises adopting innovative and transformative models for accessing, disseminating and multiplying quality early-generation seed, reducing cost and increasing output. 
  4. Reduction of 5% in weighted average varietal age for priority crops in selected countries.     
  5. Government partners in policy design and implementation actively promote policy solutions to accelerate varietal turnover, adoption and quality seed use. 

CGIAR Initiative: Accelerated Breeding

Resource-poor farmers in low-income and middle-income countries will hugely benefit from improved crop varieties that perform better in terms of nutritional quality, income generation, water and nutrient use, stability of yields under climate change, and the needs of both women and men as farmers and as consumers.  

However, many smallholder farmers still grow old varieties, in part because they derive inadequate benefits from recent breeding efforts. To trigger timely adoption, new varieties must be widely available and affordable to farmers, and offer a step-change in performance through higher rates of genetic gain. A faster pace of varietal turnover is critical – to enable farmers to adapt and advance rapidly as climatic and market conditions change. 

Breeding programs also need a greater focus on developing farmer- and consumer- preferred varieties adapted to distinct production environments, markets and end uses. This can be facilitated by smarter design of breeding programs; stronger partnerships between CGIAR, National Agricultural Research and Extension Systems (NARES) and small and medium enterprises (SMEs); and strengthened organizational capacity.

This Initiative aims to develop better-performing, farmer-preferred crop varieties and to decrease the average age of varieties in farmers’ fields, providing real-time adaptation to climate change, evolving markets and production systems. 

The objective will be achieved through:

  • Re-focusing breeding teams and objectives on farmers’ needs, in particular the needs of women, through achievable product profiles and breeding pipelines targeting prioritized regions and market segments. 
  • Reorganizing breeding teams to drive efficiency gains through the coordinated engagement of specialists and processes using a common organizational framework, stage gates, key performance indicators and handover criteria. 
  • Transforming towards inclusive, impactful CGIAR-NARES-SME breeding networks with empowered partners, along with customized capacity building, standardized key performance indicators, and by dividing labor and resources across partners according to comparative advantage and aligned with national priorities. 
  • Discovering optimum traits and deployments through agile, demand-driven and effective trait discovery and deployment pipelines, and development of elite donor lines with novel and highly valuable traits. 
  • Accelerating population improvement and variety identification through optimizing breeding pipelines (trailing, parent selection, cycle time, use of Breeding Resources tools and services, etc.), with the goal of assuring all programs deliver market-demanded varieties that deliver greater rates of genetic gain per dollar invested. 

Engagement

This Initiative will work with breeding programs serving countries in Sub-Saharan Africa, and South Asia, along with Asia and Latin America. Priority countries for the Initiative include Ghana, Kenya, Nigeria, Senegal, Tanzania, Uganda, Zambia and Zimbabwe in Africa, and Bangladesh and India in South Asia. 

Outcomes

Proposed 3-year outcomes include:

  1. At least 75% of breeding pipelines are oriented towards specific market segments, enabling greater focus on farmers’ needs, drivers of adoption, distinct impact areas and the strategic allocation of resources. 
  2. At least 70% of breeding pipelines use a revised organizational framework that provides operational clarity and effectiveness for specialized teams pursuing breeding outputs. 
  3. At least 80% of the breeding networks have implemented documented steps toward stronger partnership models where NARES and SMEs have increased breeding capacity, and make greater scientific, operational and decision-making contributions to the breeding process. 
  4. At least 50% of breeding pipelines are supported by a dedicated trait discovery and deployment program that delivers high-impact traits in the form of elite parental lines. 
  5. At least 70% of breeding pipelines have increased the rate of genetic gain in the form of farmer-preferred varieties, with at least 50% providing significantly improved varieties delivered to seed system recipients.    

CGIAR Initiative: Market Intelligence

Decisions on how to invest scarce resources in CGIAR-NARES genetic innovation systems have been predominantly supply-driven and therefore potentially out-of-sync with the demands of smallholders, consumers and agro-industry. The turnover of improved crop varieties developed by CGIAR and its NARES partners (National Agricultural Research and Extension Services) has been slow. Small-scale seed businesses lack incentives to actively promote new varieties given weak demand. Little is known about the drivers of varietal replacement and product substitution, and the role of downstream market actors such as traders, processors and consumers in this process.  

There is a clear need for demand- and data-driven processes to guide genetic innovation systems, but efforts to advance this remain incomplete and fragmented within CGIAR. Current product profile design is strongly biased towards agronomic and stress-tolerance traits, with little systematic identification and integration of traits that contribute to wider social impact. 

This Initiative aims to maximize CGIAR and partners’ returns on investment in breeding, seed systems and other Initiatives based on reliable and timely market intelligence that enables stronger demand orientation and strengthens co-ownership and co-implementation by CGIAR and partners.

Market Intelligence Briefs – a new publication series to inform crop-breeding decisions

What is ‘Market Intelligence’?

Strategies for breeding and seed systems to deliver greater impact will benefit from reliable and comparable evidence on the needs and requirements of farmers, processors and consumers. This includes anticipating how farmers may respond to emerging threats and opportunities in light of seed-sector and product-market evolution and the changing environment. Experts generally agree that ‘demand-led breeding’ will be essential to achieve more impact from investments in crop breeding. But the continued interest in a demand-led approach to the design of varieties and the prioritization of breeding pipelines requires reliable, comparable and timely market intelligence. It also requires new mechanisms for how market intelligence is collected, shared and discussed with those engaged in the design and funding of breeding pipelines and seed systems.

Over the past 25 years, social science researchers from CGIAR, NARES and universities have generated important insights on the traits and varieties farmers prefer. These farmer preferences for traits and varieties have been explored through household surveys, participatory rural appraisals and participatory varietal selection. More recently, economists have employed tools such as choice experiments, experimental auctions and gamification of farmer priority traits. Overall, a large body of work has emerged, but variations in research questions, methodologies and interventions have contributed to disparate research findings and limited the opportunities for consolidation and comparative analyses.

Looking ahead, a strategic opportunity to guide more impactful investments in crop breeding and seed systems development lies in:

  • designing a consistent approach for generating and disseminating market intelligence
  • coordinating research across CGIAR and NARES to deliver timely market intelligence;
  • establishing processes for coordination across social science teams and among social science, crop modelers, CGIAR-NARES networks and the private sector.

The CGIAR Initiative on Market Intelligence (‘Market Intelligence’ for brevity) represents a new effort to engage social scientists, crop breeding teams and others to work together toward the design and implementation of a demand-led breeding approach.

Within this initiative, the International Maize and Wheat Improvement Center (CIMMYT) leads Work Package 1, ‘Market Intelligence’, which is responsible for the design of innovative methods and tools to collect market intelligence and the application of these tools across different regions and crops relevant for CGIAR breeding. The Work Package engages either other CGIAR centers and external partners, such as CIRAD and the World Vegetable Center. An early, but critical, challenge facing the Work Package team was how to disseminate in an accessible and timely manner market intelligence to breeding teams, funders, and the private sector.

Market Intelligence Briefs

Traditionally, researchers from CGIAR, NARES and universities who have sought to inform crop breeding and seed systems programming have done so by publishing their work in reputable international peer-reviewed journals. However, the process can be slow, potentially requiring multiple revisions over years. The practical nature of market intelligence research can limit its relevance for journal editors who are looking to push theoretical debates forward. Thus, for Market Intelligence to deliver on its promise, new ways of communicating will be essential. In looking to address these limitations, work package 1 has led the design and implementation of a new publication series called Market Intelligence Briefs (MIB). Each brief is reviewed by peers, is concise (less than 4000 words), avoids technical jargon, and attempts to present conclusions in a clear and decisive manner. In 2022 the first two editions of the MIB series were published, both led by CIMMYT researchers and available online.

MIB 1: a framework for informing crop breeding

This brief defines several important concepts that, when taken together, form the basic framework used by the Initiative to generate comparable and useful market intelligence. Some of the definitions are inspired by previous work on demand-led breeding, while others build on work by CGIAR’s Excellence in Breeding (EiB) platform. A confusing set of terms and definitions has emerged around market intelligence—a field rooted in commercial product innovation—with different terms and definitions for similar concepts. In the interest of clear communication and understanding among those engaged in crop breeding, seed systems and social science, this brief presents key concepts and definitions that have been discussed extensively during the initial months of implementation of Market Intelligence. We conclude the brief with reflections on the way forward for implementation.

MIB 2: future market segments for hybrid maize

The second brief zooms into the maize market segments in East Africa and proposes a new methodology for gathering insights from farmers about their varietal preferences to inform future market segmentation. This brief explains the conceptual and methodological underpinnings of Video-based Product Concept Testing (VPCT) and presents an application of the tool in hybrid maize. Seven new product concepts (representing potential future market segments) were identified based on discussions with breeders, seed companies and farmers, which we labelled: home use, intercropping, drought avoidance, nutritious, feed (yellow), green maize and food and fodder. These future concepts, together with the resilient benchmark product concept (the current breeding target), were evaluated through triadic comparisons with 2400 farmers in Kenya and Uganda. The results showed that concepts focused on agronomic performance were preferred over concepts focused on end use characteristics, but that diversity in farming practices can lead to different seed preferences.

Looking ahead

In 2023, several briefs will be published from scientists working in the market intelligence initiative and various partners of Market Intelligence from outside the CGIAR. An on-line repository for these briefs is being designed now. Future briefs will cover a variety of topics, from competition in maize seed markets in Kenya (based on a two year study that tracked seed sales at the retail level), methods for assessing the demand for future step-change innovations in genetic innovations, and preferences for future groundnut seed products in Tanzania, considering the needs of farmers and processors. We believe that these briefs will become a valuable communication tool to support informed decision making by crop breeders, seed system specialists, and donors on future priorities and investments by CGIAR, NARS, the private sector and non-governmental organizations (NGOs).

Ethiopia’s Experience of Wheat Production Exemplary to African Countries: CIMMYT

Rabe Yahaya, agricultural mechanization expert at the International Maize and Wheat Improvement Center (CIMMYT), spoke to the Ethiopian News Agency (ENA) about the country’s wheat production.

Ethiopia is the second largest wheat grower in Africa and has high levels of demand for the crop. Shortages of grains, cereals and agricultural inputs such as fertilizer caused by the Russia-Ukraine conflict are leading the Ethiopian government to focus heavily on increasing the country’s productivity to rely less on imports.

Prime Minister Abiy Ahmed recently launched national exports of wheat/ “We have made Ethiopia’s wheat export dream a reality,” he said.

Yahaya highlighted the role of CIMMYT in improving Ethiopia’s wheat production; around 70 percent of varieties grown in the country come from the organization’s germplasm. He also praised Ethiopia’s tax free imports on agricultural machineries and strong extension system, saying that other countries could learn from the success of these initiatives.

The interview took place at a working group on mechanization organized by the Green Innovation Centers (GIC) and CIMMYT to promote the use of machinery in agriculture.

Private sector support essential for agribusiness

On February 7, Samantha Power, Administrator for the United States Agency for International Development (USAID), visited SEAN Seed Service Centre (SSSC) in Thankot, Nepal. Her time at the seed company — which is supported by the Nepal Seed and Fertilizer (NSAF) project — provided an opportunity to learn more about how private sector support for agribusiness can help accelerate Nepal’s agricultural transformation.

The event began with a tour of the company’s facilities and seed lab, where Power met with breeders and employees responsible for sorting and grading seeds. Other stops on the visit included meetings with SSSC management and researchers from the International Maize and Wheat Improvement Center (CIMMYT), who explained the important role the private sector plays in the country’s seed sector, from the development of climate stress tolerant varieties to facilitating seed access and distribution.

Later in the day, Power participated in a round table discussion with agribusiness entrepreneurs from seed and agricultural production companies, fertilizer manufacturers and distributors, and farmers cooperatives to better understand the key challenges and opportunities in fostering agricultural transformation in Nepal. The talks focused on the need for reforms on seed and fertilizer markets and elimination of market distorting policies such as unplanned subsidies, as well as the need to facilitate access to finance to boost investments and insurance to manage risks.

Key recommendations from participants included increased use of technologies — such as improved seeds, machineries, improved soil fertility management and digital tools — as well as the creation of a more enabling environment for attracting private sector investment and increasing agricultural participation among youth and disadvantaged communities in Nepal. The private sector plays a critical role in bolstering national food security, increasing economic growth, and creating transformative change in the country’s agricultural sector so it can be more commercial, competitive, and inclusive. Participants provided suggestions on how the Government of Nepal could further support the sector, allowing agribusinesses to develop and grow in order to cater to the needs of smallholder farmers and consumers.

CIMMYTs Nepal Seed and Fertilizer (NSAF) project is funded by the United States Agency for International Development (USAID). It aims to develop competitive and vibrant seed and integrated soil fertility management (IFSM) systems for inclusive and sustainable growth in agricultural productivity, business development, and income generation in Nepal.

The IDB and CGIAR discuss the importance of strengthening agrifood systems in Latin America and the Caribbean

CGIAR’s Regional Office for Latin America and the Caribbean, in collaboration with the International Maize and Wheat Improvement Center (CIMMYT), organized an important roundtable discussion at the beginning of February on the Inter-American Development Bank (IDB) report entitled Competing in Agribusiness: Corporate Strategies and Public Policies for the Challenges of the 21st Century. The main objective of this event was to advance the search for shared strategies to strengthen agrifood systems in Latin America and the Caribbean.

According to representatives from both institutions, strengthening Latin America’s agrifood systems would allow the region to consolidate its position as a leader in agricultural exports and make a significant contribution to the development and prosperity of its societies.

In his opening address to more than 130 event participants who followed the roundtable webcasting from CIMMYT HQ in Mexico, the CGIAR’s Regional Director for Latin America and the Caribbean, Joaquín Lozano, praised the quality of the report and highlighted that it provides new perspectives on issues  very closely related to the CGIAR’s mandate and work, such as innovation in agriculture, the importance of public goods, and the climate challenges affecting agrifood systems.

Lozano emphasized that, although agrifood systems have not traditionally been considered a suitable area for investment in innovation, this perception is changing thanks to science-based and precision agriculture. He further affirmed that the work of institutions dedicated to agricultural innovation and research, such as the CGIAR, make critical contributions to developing these areas.

“These forms of agriculture not only contribute to the development of agribusiness, but they could also be key to closing the technological, economic and social gap between modern and traditional agriculture,” he asserted. “For this to happen, there must be strong partnerships between scientific institutions, public authorities and development banks such as the IDB.”

Ernesto Stein, IDB Group representative in Mexico and coordinator of the team that prepared the report, also emphasized the key role that agriculture can play in the development and economic well-being of Latin American and Caribbean societies.

“Historically, it was thought that industrialization was the quickest path to development. However, this model has its limits. Moreover, agriculture has demonstrated that it can be not only a subsistence economic activity, but also an advanced production method,” he affirmed.

Stein warned that the success of this “alternative development strategy” is not automatic. The agrifood market requires higher and higher quality, sustainability and information standards, and meeting these requirements “depends on the development of new capacities.”

In this context, the IDB report describes 30 cases of agrifood companies, located in 12 Latin American countries, that have become successfully inserted into the market, and it analyzes the factors that have contributed to building these success stories.

These factors are related to value-addition strategies for agricultural products (meeting requirements of external markets; obtaining certifications; processing products with qualities that are especially valued by consumers; taking advantage of low-supply periods thanks to genetic innovation; developing by-products to optimize fresh produce that cannot reach markets; or creating a differentiated brand identity) and also to the model of productive organization (which the report divides into three: vertical integration companies [large-scale production companies with total control of all factors in the production process]; tractor companies [medium- or large-scale companies that contract production from small-scale producers]; and horizontal associative companies [such as cooperatives]).

The objective of the report is both descriptive and prospective, as the identification of these factors aims to inspire other companies and actors involved in defining rural development policies—especially governments—to help create conditions that will facilitate the replication or scaling-up of the models featured in the report.

The global presentation of the report was followed by the analysis of more specific questions. Speaking of the need for innovation in agriculture, Gustavo Crespi, from the IDB’s Competitiveness, Technology and Innovation Division, highlighted that “the innovation economy has always considered agriculture to be a sector of limited innovation. However, throughout the decades, agriculture has undertaken very significant productive and organizational transformations that have been underestimated.”

In fact, according to Crespi, agriculture is currently undergoing a complex transformation process, especially in the pre-cultivation, pre-harvest and post-harvest stages, that is successfully reducing the uncertainty associated with agriculture and greatly improving its efficiency.

Romina Ordoñez, from the IDB’s Rural Development, Environment and Disaster Risk Management Division, examined the environmental challenges affecting agricultural value chains and highlighted that these challenges also present opportunities, such as the fact that the environmental certification of an agricultural product allows it to generate additional income.

However, she warned that “the transition to more sustainable agriculture has an up-front cost that not everyone can afford.” Therefore, this transition requires the support of strong institutions —mainly public authorities, international organizations and development banks.

Subsequently, CGIAR commentators offered their perspectives from different angles. Valeria Piñeiro, from the Office for Latin America and the Caribbean at the International Food Policies Research Institute (IFPRI), also underscored the “key role that public goods must play in optimizing agricultural production systems.” According to Piñeiro, technological transformations must be accompanied by institutional and policy transformations.

Hugo Campos, Deputy Director General of Research at the International Potato Center (CIP, for its Spanish acronym), asserted that the event “could be a watershed in the way that we use innovation to generate value in agriculture.”

Likewise, Deissy Martinez, Leader of the CGIAR’s AgriLAC Resiliente Initiative, emphasized that “in agriculture, it is possible to generate value from sustainability,” and that this fact, “which today is exceptional, should be the norm.”

After a thought-provoking session of questions and answers moderated by JesĂșs Quintana, Managing Director for the Americas at the Alliance of Bioversity International and CIAT Bram Govaerts, Director General a.i. of CIMMYT, concluded the event.

Govaerts highlighted that the challenge is to “connect innovation systems with agricultural value-addition models, ensuring that they have an impact in the fight against poverty and that they foster inclusion.” He also underscored that Latin America needs to think about where it would like to be in 2100 and work together to meet its objectives and determine “the when, the how and the where of its efforts” to transform its agrifood systems.

The presenters’ and public’s diverse interventions confirmed the validity and relevance of the initial intuition that guided the IDB report and the event: strengthening agrifoods systems in Latin America and the Caribbean can make a decisive contribution to the development of the region and its societies. It was also clear that this objective can only be achieved through broad alliances that include the private and public sectors, large- and small-scale producers, investors, and national and international actors.
