Theme: Gender equality, youth and social inclusion

Gender and other social differences such as age, wealth and ethnicity, have an enormous influence upon the success of agricultural interventions. To ensure equitable impacts and benefits to rural people, CIMMYT emphasizes inclusive research and development interventions. Starting with the collection of data on gender and social differences, efforts are underway to address these gaps and ensure equitable adoption of technologies and practice. This includes working towards gender-equitable control of productive assets and resources; technologies that reduce women’s labor; and improved capacity of women and youth to participate in decision-making.

Inspiring change through agricultural training: Women’s stories from Bangladesh

More than 40% of the global agricultural labor force is made up of women, and in the least developed countries, two in three women are employed in farming. Yet, despite being the largest contributors to this sector, women’s potential as farmers, producers and entrepreneurs is frequently untapped due to gender inequalities, limited access to farming assets and inputs, low participation in decision-making spaces, and lack of financing and capacity-building opportunities.

Tackling these gendered barriers is critical not only to help women achieve their highest economic potential, but also to feed an increasingly hungry world. Before this year’s Women’s History Month comes to an end, read the stories of three Bangladeshi women—Begum, Akter and Rani—to find out how the International Maize and Wheat Improvement Center (CIMMYT) are empowering them to become decision-makers in their communities, learn new skills and knowledge to boost their incomes, and advocate for bending gender norms across the country.

Embracing agricultural mechanization has improved Begum’s family finances

Rina Begum lives in Faridpur, a major commercial hub in southern Bangladesh. Before starting a business, her financial situation was precarious. Her primary source of income was her husband’s work as a day laborer, which brought in very little money. This, coupled with the lack of job security, made it hard to support a family.

Rina Begum started out in business as a service provider, hiring agricultural machines to farmers.

About five years ago, Begum’s interest in agricultural mechanization was ignited by the farmers in her town, who were earning extra money by investing in farm machinery and hiring it out. Her first foray into the business world was buying a shallow irrigation pump and setting herself up as a service provider. Next, she saw her neighbor using a power tiller operated seeder and decided to try one out for herself. Finally, after taking part in a potential machinery buyer program run by CIMMYT under the Cereal Systems Initiative for South Asia – Mechanization and Irrigation (CSISA-MEA) and funded by USAID, she took the bold step of purchasing a seeder and adding it to her inventory of machines available for hire.

While her husband learned to operate the seeder, Begum put her business and accounting skills to good use, taking on an essential role in what ended up being the family business and establishing herself as an entrepreneur. Her work defied the established social norms, as she regularly interacted with the mechanics and farmers who came to her for mechanized services. Moreover, she occasionally stepped up alongside her husband to repair and maintain the machines. All this earned Begum a reputation as an experienced service provider, operator and mechanic, and turned her into a decision-maker and a role model to her family and community.

In 2021, Begum used her business profits to pick up the bill for her daughter’s marriage. “I know this job inside-out now,” she says, “and I’m really proud to have paid for the wedding myself.”

This taste of success fueled Begum’s appetite to expand the business even further, pushing her to take part in another training offered by CIMMYT, this time in mat-seedling production. Moreover, Begum, who plans to grow seedlings to sell on to rice farmers this year, has applied for a government subsidy to buy a rice transplanter, which can be hired out for use with mat-seedlings, and increase her stock of agricultural machinery.

With her new skills, Akter is advancing gender equality in Bangladesh’s light engineering sector

At age 18, Nilufar Akter (pictured top) passed her high school certificate and soon after married Rezaul Karim, the owner of a light engineering workshop in Bogura, a city in northern Bangladesh, that manufactures agricultural machinery parts, with a workforce mainly composed of men. Akter’s ambition was to go out into the workplace and make her own money, so when Karim asked her to work alongside him, she agreed and soon became a valuable part of the business. Her primary responsibilities were inventory management and marketing, as well as business management, which she found more difficult.

Reza Engineering Workshop began working with CIMMYT in 2020 as part of CSISA-MEA, an initiative that supports light engineering workshops in Bangladesh with staff development, access to finance, management, and business growth. Under this project, CIMMYT organized a management training at the Bangladesh Agriculture Research Institute (BARI), which Akter attended. With the confidence these new skills gave her, she went back to the workshop and introduced a few changes, including building a computerized finance management system and updating the stack management. Moreover, she also established a dedicated restroom for female employees.

“We need human resources to maintain things in the business—and women can do a fantastic job”, Akter says. “We had no idea what good source of strength women workers would be for the factory. Therefore, if we provided them with adequate facilities, we could create jobs for many women who really need them”, she adds.

Akter’s current priorities are workshop safety and occupational health, two issues she’s tackling using the knowledge she learned in the CIMMYT training. Recently, she’s created some occupational health and safety posters, and established a series of workshop rules. “I used to think I wasn’t cut out for light engineering because it was primarily male-dominated, but I was mistaken”, Akter confesses. “This industry has a lot to offer to women, and I’m excited at the prospect of hiring more of them”, she adds.

Producing better quality rice has boosted the income of Rani and her family

Monika Rani lives in Khoshalpur, a village located in Dinajpur district in northern Bangladesh, with her husband Liton Chandra Roy and their two-year-old child. They farm just a quarter of a hectare of land, and Liton supplements their income with occasional wages earned as a day laborer.

Monika Rani wanted to increase her family’s income to provide better schooling opportunities for her children.

Rani was looking for ways to increase their income so they could give their children an education and a better life. During last year’s boro rice-growing season (December to May), she and her husband joined the premium grade rice production team of CIMMYT as part of CSISA-MEA. The market value and yield of premium quality rice is greater than other types, so when Rani heard that she could make more money producing that variety, she decided to make a start right away. CIMMYT provided her with five kgs of premium seed for the 2021-22 winter season and trained her in premium quality rice production technology and marketing, which she followed to the letter.

Through hard work and persistence, Rani and her husband avoided the need to hire any additional labor and were rewarded with the maximum yield possible. She dried the premium quality rice grain according to buyer demand and sold 1,600 kgs, in addition to 140 kgs to farmers in her town.

“Knowing about premium quality rice production has tremendously changed my future for the better,” Rani explains. “I had no idea that, through my own hard effort, I could have a better life”, she added.

Who does what in maize farming in Kenya?

Women’s involvement in maize production is often shrouded in assumptions. One might assume that women have minimal say in management decisions, especially regarding jointly managed plots, due to rigid gender norms that prioritize men’s decisions on farming-related matters. However, operating under such assumptions about women’s role in the management of maize farms risks confining women to specific roles and not meeting their needs in the maize seed system.

To break these assumptions, Rachel Voss, Gender Specialist at the International Maize and Wheat Improvement Center (CIMMYT), and a team of fellow researchers are conducting a study, “Unpacking maize plot management roles of women and men in smallholder households in Kenya.” The study, part of the Accelerating Genetic Gains in Maize and Wheat (AGG) project, aims to asses the gender dynamics of maize management in Kenya in order to categorize plots and households, analyzing intrahousehold decision-making and evaluating which women have the power and agency to apply their preferences for seed on their farms — and which ones do not.

Challenging perceptions

Take, for example, Sofa Eshiali, a 60-year-old farmer from Ikolomani, western Kenya, who participated in the study. She defies the stereotype of women having a limited role in maize farming, as she is deeply involved in decision-making on maize production in her household and represents an important client for new breeding efforts and more inclusive seed distribution programs. Together with her husband, she has grown maize primarily for family consumption since getting married, getting involved in all matters concerning their half acre farm. “For us, when we want to plant [our maize seeds], we sit together and discuss the cash we have at hand and decide if we can get two hands to help us work our half acre of land,” she says.

Eshiali and her husband make a joint decision on the maize seed variety they plant every season based on performance of the previous planting season. “We previously used the H614D [maize seed variety] and it did well in our farm — except when it gets very windy, as our crops fall and our bean crop gets destroyed before it is ready for harvest. Last season, we decided to use the H624 because it remains there even when it is windy,” she said, demonstrating her knowledge of maize seed variety.

In addition to seed choice and farm labour, Eshiali and her husband also discuss what fertilizer to use and when they need to shift to a new choice, and they make decisions together concerning their farm and farm produce. This includes deciding what amount of harvest they can sell and what to do with the sale proceeds. For a household like Eshiali’s, new maize varieties need to appeal to — and be marketed to — both spouses.

Farming roles

Eshiali’s reality of equitable engagement in the farm may not be the case for other households in her community and across Kenya, meaning that reaching women with new varieties is not always simple.

As Voss points out, women are often less involved in major household decisions than men, frequently due to longstanding social norms. However, there is little understanding of how decisions are negotiated at the household level, particularly when crops are jointly produced. Furthermore, in many places, men are perceived to be the “real” farmers, while women are viewed to only play a supportive role within household farming. This can lead to the exclusion of women from extension activities, trainings and input marketing efforts.

Against this background, Voss notes that the ongoing study aims to identify in which types of households women have control over seed choice and in which households other constraints might be more important.

“To get new maize varieties into men’s and women’s fields, we need to identify the bottlenecks to reaching women. This means understanding, among other things, how decisions about seed are made within households and how households source their seed,” she explains.

Best-case scenario

To overcome the challenge of discussing the sensitive topic of decision-making roles between spouses and to encourage more culturally unbiased, candid responses, the study uses vignettes, or short stories, to describe various scenarios. This enables farmers to relate with different farm management decision making scenarios without pointing fingers at their spouses.

The study’s coauthor and research team leader, Zachary Gitonga, explains that the use of vignettes is still a relatively new method, especially in agricultural research, but enables digging deeper into sensitive topics.

Data collection involved a joint survey with both men and women household heads about maize plot management before breaking into separate discussions using the vignettes. These presented five possible decision-making scenarios with fictitious husband and wife characters. The five scenarios were then used to discuss strategic seed choices, operational decisions related to issues such as planting date and hiring farm labor, and financial decisions such as the use of the income from the maize sales.

“By presenting a set of short stories, a farmer can determine what scenario they relate with. In the study, farmers can talk about sensitive interaction without having to assign responsibility to their spouse, especially negatively, in the way decisions are made,” Gitonga said.

The vignettes also made it easier for both the enumerators to explain the scenarios and the farmers to understand and freely give their feedback. Sometimes, he pointed out, what men and women perceive as joint decision-making might not be the same. For instance, some men may think informing their wives that they are going to buy a particular seed means involving them. Here, the vignette activity aims to unpack the reality of joint decision-making in households.

From East Africa to Asia

During a recent field visit to the study area in Kakamega, Kenya, Hom Gartaula, Gender and Social Inclusion Research Lead at CIMMYT, noted the study’s importance to the inclusion of women in the farming cycle. “We urgently need to better understand the reality of women’s and men’s situation in terms of access to maize seed and other needed inputs and services. Otherwise, we risk designing breeding and seed systems that do not address the needs of the most vulnerable farmers, including women,” he said, adding that data from the study will enable insights into and comparison with the gender dynamics of wheat production in South Asia through cross-regional learning.

Gartaula also noted that, even though men predominantly manage South Asia’s wheat agriculture, women significantly contribute to it, especially in smallholder farming systems. In recent years, women’s contribution to providing labor and decision-making in wheat agriculture has increased due to the feminization of agriculture and livelihood diversification among smallholders.

Since women’s contributions to wheat farming are often vital to pre- and post-harvest processes, Gartaula notes they ought to be part of the entire maize and wheat value chain. That includes building more equitable seed delivery systems. “It is therefore important to have seed products that address the needs of different users and include home consumption and commercial sales,” he says.

The study will inform future efforts to ensure equitable seed access for both men and women farmers. Ultimately, if both men and women farmers access the best seed based on their needs and priorities, incomes will rise, households will be better sustained, and communities will become more food secure.

Being the change you wanted to see as a young girl

In the traditional Indian society Madhulika Singh grew up in, girls choosing to study science, technology, engineering or mathematics (STEM) was as radical as choosing a life partner on their own.

“They say women hold up half the sky. I believe they should hold up as much and contribute equally in STEM too,” says Singh, now an agriculture specialist at the International Maize and Wheat Improvement Center (CIMMYT).

In her early teens she saw her mother, a school headmaster, comfortably navigate her career along with her domestic responsibilities without a sweat. She later saw a similar example in her sister-in-law. “I grew up thinking ‘there is so much that a woman is capable of,’ whether at home or her workplace,” Singh recalls.

This strong idea of women’s potential led her to pursue studies in science. “Many women before me, like my mother’s generation, were encouraged to take up [careers in] humanities — become a teacher, or pursue home management courses — to ensure a smooth transition once married,” Singh explains. She hoped this would change during her time and that following a career in STEM would be a matter of choice — not gender.

Singh’s goals and ambitions were very clear from the very beginning. In school, she was interested in biology, particularly plant studies and botany. Her inquisitive nature was reflected in her projects and presentations, scoring her high grades. She demonstrated a thorough understanding of plant physiology and her passion for the subject. The budding scientist always wanted to know more and to do more, which Singh feels resonates with her current research and publications.

A popular quote attributed to Mahatma Gandhi says “Be the change you want to see in the world.” When Singh chose to take up plant science in graduate school and then agriculture science for her doctorate, she became the change she had hoped to see in her home and society as a young girl. With the support from her family but a skeptical society, she went ahead and pursued a career in STEM, beginning her research on maize genotypes and conservation agriculture. In 2013 she joined CIMMYT as a physiologist.

Helping farmers transition to conservation agriculture

Singh currently works in her home state of Bihar for the Cereal Systems Initiative for South Asia (CSISA), led by CIMMYT. She is engaged with over ten thousand farmers from the states of Bihar and Uttar Pradesh, supporting the adoption of  conservation agriculture practices.

Farming is vital for the region, as nearly 70% of the population is engaged in agriculture and extension services. However, food and livelihoods are threatened by the small size of farms, low incomes, and comparatively low levels of agricultural mechanization, irrigation and productivity.

Singh and her colleagues have led the transition from traditional farming to sustainable intensification practices — like early wheat sowing, zero tillage and direct-seeded rice — which have helped smallholder farmers increase their yield potential substantially.

“We believe a project like CSISA, along with the government and partners, can help advance and support in realizing the full agriculture potential of these regions,” Singh explains.

Roots in the soil

Her grandparents were farmers. “To be able to care for the land that provided you nourishment and a living was always admired upon,” she says. As a crop scientist, Singh’s family acknowledges her work as an extension of the services her grandparents practiced.

Sustained by this motivation and encouragement, Singh feels reassured of her role: joining other scientists, partners and farmers to make agriculture sustainable and our communities food-secure.

“The fact that the data we generate from our experiments serve as building blocks in the generation of knowledge and help farmers optimize the cost of inputs and increase their productivity is fulfilling and enriching to me,” Singh expresses.

Apart from working to build the capacity of farmers and extension workers, Singh supports the implementation of field trials and community-based technology demonstrations. She also helps refine key agricultural innovations, through participatory testing, and optimizes cropping systems in the region.

Leading the way for for the next generation

A true representative of the STEM community, Singh is always learning and using her experience to give back to society. She has co-authored numerous books and contributed to journals, sharing her knowledge with others.

Other women leaders in STEM have inspired Singh in her professional life, including CIMMYT’s former deputy director general for research Marianne Banziger. Singh believes Banziger was trailblazing and that young girls today have many female role models in STEM that can serve as inspiration.

The change is already here and many more young women work in STEM, pursuing excellence in agriculture sciences, engineering and research studies contributing to as well as claiming “half the sky.”

Gender-transformative research for sustainable food systems

This international Women’s Day, March 8, 2022, the International Maize and Wheat Improvement Center (CIMMYT) celebrates the essential role that women play in agriculture and food systems, and acknowledges that gender equality is essential to achieve a sustainable future. The burden of climate change impacts women disproportionately, even though we rely on them to drive change in climate adaptation, mitigation and solutions.

For example, in the last year, CIMMYT research found that educating women farming wheat in Bihar, India, increases the adoption of climate-smart agricultural practices, which, in turn, reduces greenhouse gas emissions, and boosts nitrogen productivity, eco-efficiency and yield. Additionally, in Mexico, a CIMMYT study found that women are less likely to default on agricultural credit than men, but seldom receive loans. Connecting women to financial capital to obtain agricultural inputs is an essential step in boosting their decision-making in food production.

Bending gender norms: women’s engagement in agriculture

Researchers at the International Maize and Wheat Improvement Center (CIMMYT) have studied and witnessed that women, particularly in South Asia, have strongly ingrained and culturally determined gender roles.

While women play a critical part in agriculture, their contributions are oftentimes neglected and underappreciated. Is there any way to stop this?

On International Day of Women and Girls in Science, we spoke to Pragya Timsina about how women’s participation in agriculture is evolving across the Eastern Gangetic Plains and her findings which will be included in a paper coming out later this year: ‘Necessity as a driver of bending agricultural gender norms in South Asia’. Pragya is a Social Researcher at CIMMYT, based in New Delhi, India. She has worked extensively across different regions in India and is currently involved in various projects in India, Nepal and Bangladesh.

What is the current scenario in the Eastern Gangetic Plains of South Asia on gender disparities and women’s involvement in agriculture? Is it the same in all locations that your research covered?

Currently, traditional roles, limited mobility, societal criticism for violating gender norms, laborious unmechanized agricultural labor, and unacknowledged gender roles are among the social and cultural constraints that women face in the Eastern Gangetic Plains. Our research shows that while these norms exist throughout the Eastern Gangetic Plains, there are outliers, and an emerging narrative that is likely to lead to further bending (but not breaking, yet) of such norms.

Are there any factors that limit women from participating in agriculture? 

Cultural and religious norms have influence gender roles differently in different households but there are definitely some common societal trends. Traditionally, women are encouraged to take on roles such as household chores, childcare, and livestock rearing, but our research in the Eastern Gangetic Plains found that in specific regions such as Cooch Behar (West Bengal), women were more actively involved in agriculture and even participated in women-led village level farmers’ groups.

How or what can help increase women’s exposure to agricultural activities?

At the community level, causes of change in gender norms include the lack of available labor due to outmigration, the necessity to participate in agriculture due to a labor shortage, and a greater understanding and exposure to others who are not constrained by gendered norms. There are instances where women farmers are provided access and exposure to contemporary and enhanced technology advances, information, and entrepreneurial skills that may help them become knowledgeable and acknowledged agricultural decision makers. In this way, research projects can play an important role in bending these strongly ingrained gendered norms and foster change.

In a context where several programs are being introduced to empower women in agriculture, why do you think they haven’t helped reduce gender inequality?

Our study reveals that gender norms that already exist require more than project assistance to transform.

While some women in the Eastern Gangetic Plains have expanded their engagement in public places as they move away from unpaid or unrecognized labor, this has not always mirrored shifts in their private spaces in terms of decision-making authority, which is still primarily controlled by men.

Although, various trends are likely to exacerbate this process of change, such as a continued shortage of available labor and changing household circumstances due to male outmigration, supportive family environments, and peer support.

What lessons can policymakers and other stakeholders take away to help initiate gender equality in agriculture?

Although gender norms are changing, I believe they have yet to infiltrate at a communal and social level. This demonstrates that the bending of culturally established and interwoven systemic gender norms across the Eastern Gangetic Plains are still in the early stages of development. To foster more equitable agricultural growth, policymakers should focus on providing inclusive exposure opportunities for all community members, regardless of their standing in the household or society.

What future do the women in agriculture perceive?

Increasing development projects are currently being targeted towards women. In certain circumstances, project interventions have initiated a shift in community attitudes toward women’s participation. There has been an upsurge in women’s expectations, including a desire to be viewed as equal to men and to participate actively in agriculture. These patterns of women defying gender norms appear to be on the rise.

What is your take on women’s participation in agriculture, to enhance the desire to be involved in agriculture?

Higher outmigration, agricultural labor shortages, and increased shared responsibilities, in my opinion, are likely to expand rural South Asian women’s participation in agricultural operations but these are yet to be explored in the Eastern Gangetic Plains. However, appropriate policies and initiatives must be implemented to ensure continued and active participation of women in agriculture. When executing any development projects, especially in the Eastern Gangetic Plains, policies and interventions must be inclusive, participatory, and take into account systemic societal norms that tend to heavily impact women’s position in the society.

As we celebrate the achievements of women in science today, we see CSAPs bridging the gender gap and empowering women.

Hello Tripti, it’s great to talk to you about labor migration and how the adoption of CSAPs ensures household food security. Could you share how this approach influences gender equality in farming households? 

My paper is titled “Gendered impacts of climate-smart agriculture on household food security and labor migration: insights from Bihar, India.” Bihar is highly vulnerable to hydro-meteorological natural disasters that cause agricultural production loss. The issue is that the male workforce migrates to other cities to seek different employment opportunities and improve their families’ livelihoods, often leaving the women behind to farm. Women left behind are then responsible for household and farming activities, making them overburdened. Therefore, Climate Smart Agricultural Practices (CSAPs) could play a vital role in safeguarding the loss in production and supporting livelihoods. The concept of Climate-Smart Villages (CSVs) links this, acknowledging the gender gap and striving to promote gender-equitable approaches in knowledge enhancement, capacity development, and better practices. CSAPs empower women to support farming decision-making and a better utilization of resources

That is interesting. Would you also tell us how the CSV program addresses climatic risks from technological and social perspectives? 

As per the study I mentioned earlier, climatic stress that affects crop production directly impacts a household’s food security and, more severely, women’s food security. The CSV program promotes adopting climate-resilient practices and technologies that mitigate the risk of crop loss and ensure enough food for the household. CSV is a promising solution to address environmental issues through gender-inclusive technological interventions.

Ensuring food for the household is the most important thing. We also see that this paper highlighted the knowledge gaps between men and women farmers in terms of CSAPs. What action plan is needed to have a more equitable gender-responsive environment at the policy level? 

The paper attempts to drive the concentration of the state/policymakers in providing more opportunities to women in having access to resources. Policies or strategies — driven towards ensuring female education, knowledge and capacity building — are likely to play a significant role in providing access and control of resources to women across their lifetimes in varied areas of work.

As per the research paper, the probability of out-migration is reduced by 21% with the adoption of CSAPs. What factors do you think are the critical indicators of this trend? 

The increase in knowledge about CSAPs, both for men and women, supports household decision-making in adopting CSAPs. With the adoption of CSAPs, the increase in agricultural production reduced the compulsion of males to migrate, and better female literacy also had a negative and significant effect on male out-migration

The study also reveals that the farmer’s education has a direct impact on the adoption of CSAPs. Is there any plan to bridge this gap? Or a suggestion for the policy makers to address this issue? 

There are two steps to be covered on this front. First, to have gender-equitable knowledge dissemination and to ensure that women receive the required and necessary information about CSAPs. For this, the role of women in society needs to be strengthened and would primarily come from (i) support from the family & society and (ii) right to education. Second, knowledge alone is not enough to contribute to economic activities. Gender-inclusive strategies need to be framed and implemented to provide women the required access and control over resources. For this, multi-sectoral efforts are necessary, like having policies from the government, corporates supporting the cost of efforts, specialized agencies providing the expertise, NGO partners working with the community, and foremost, support from the society.

Very rightly said, and we hope that some strong measures are taken at the policy level. Today, women play a huge role in agriculture; thus, it becomes vital to enhance their capacities, especially in newer technologies. In this context, what approaches can you suggest to strengthening their skills and knowledge to achieve a gender-empowered agricultural domain? 

There is no limit to enhancing the skills and capacities of an individual. And when we talk about women, especially in rural/agricultural contexts, we see that support from the family is critical for them. To ensure that, we need ways to educate men on how women can support them in providing better livelihoods. Creating plans and roadmaps for women would help achieve a gender-empowered agricultural domain, but we must also bring behavior change among men towards a more accepting role of women in farming and decision making.

One last question related to this special day. Why do you love your work? And how is science exciting for you?

I was assigned the position of Project Administrator; however, after working for many years with a team of experts, my interest in research slowly ignited. Thanks to the support I received, I decided to work closely on the subject and identify the areas where I may add value. Linking my knowledge and field studies, I started contributing to relevant publications like this one, which is the output of my years of experience at CIMMYT. I received a lot of support from my team, especially from Dr. M.L. Jat, who has been a great mentor throughout my journey of learning and growth.

M.L. Jat is a Principal Scientist at CIMMYT and co-author of the article. Building on this publication, CIMMYT’s gender research will be further strengthened under the One CGIAR Regional Integrated Initiative on Transforming Agri-Food Systems in South Asia (TAFSSA), which has a core learning site in Bihar.

New direction in research for advancing gender-responsive maize breeding

New improved maize varieties may fall short in meeting the needs of women and the poorest of farmers – a concern that remains a focus of the International Maize and Wheat Improvement Center (CIMMYT) and the wider CGIAR.

Lower than expected adoption rates for some new maize varieties suggest that innovative strategies in breeding and seed delivery are likely needed. There is broad recognition of the need to get new germplasm from the CGIAR and its partners into the fields of more farmers in less time.

CIMMYT research on markets and social inclusion focuses on understanding two related dynamics: the unique preferences, needs and circumstances faced by women and the poorest farmers, and the implications these carry for how breeding programs and seed companies design and market new varieties.

Taking stock of knowledge and gaps in gender and maize breeding

A new paper by CIMMYT researchers, “Gender inclusivity through maize breeding in Africa: A review of the issues and options for future engagement”, takes stock of lessons learnt on gender and maize breeding and assesses knowledge gaps that need to be filled to effectively support gender-responsive and gender-intentional breeding and seed systems work.

Decades of research on maize preferences have sought to understand if and how men’s and women’s preferences differ. However, existing data provides unclear guidance to maize breeders on gender-relevant traits to prioritize in product profile design. The evidence suggests a lack of meaningful differences in what men and women are looking for in maize­­—yield, drought tolerance and early maturity—are high priorities almost across the board.

One reason for the similarity in preferences among women and men may relate to how we evaluate them, the authors argue. Preference studies that focus on evaluation of varieties’ agronomic and productivity-related traits may overlook critical components of farmers’ variety assessment and seed choice, including their household and farming context. Ultimately, they say, we need to explore new approaches to evaluating farmer demand for seed, considering new questions instead of continuing to look for gender-based differences in preferences.

A first step in that direction is to figure out how demand for maize seed differs among farmers according to their needs, priorities and resource limitations. Gender is definitely a part of that equation, but there’s much more to think about, like how maize fits into household food security and livelihoods, decision-making dynamics around maize production, and seed accessibility. New tools will be needed for understanding those and how decision-making around seed happens in real-world contexts.

Understanding how farmers make decisions on seed choice

The authors offer several practical suggestions for maize breeders and other researchers in this space:

  • First, explore tools that allow farmers to evaluate varieties in their household context. Large-scale farmer-managed on-farm trials have gained attention in the CGIAR as tools for more accurate assessment of farmer preferences. These approaches have several added advantages. They enable evaluation of variety performance under realistic management conditions—including under management practices used disproportionately by women, such as intercropping, which is typically excluded from larger researcher-managed trials. These approaches also enable farmer evaluation of maize varieties not only in terms of in-field performance and yield at harvest stage, but in terms of grain quality after harvest. This is particularly important for social inclusion, given women’s disproportionate attention to traits related to processing and consumption.
  • Second, move beyond gender-based preferences in evaluating seed demand. Gendered preferences matter, but they may not be the sole factor that determines a farmer’s choice of seed. We need to understand market segments for seed in relation to farmers’ aspirations, risk perceptions and tolerance, livelihood priorities, and household context. This also means exploring the intrahousehold gender dynamics of maize farming and seed choice to understand women’s roles in decision-making in maize production, processing, and consumption.
  • Finally, consider questions related to maize seed systems more broadly. Are maize seed systems capable of delivering gender-responsive and gender-intentional varieties to women and men? What are the barriers to wider uptake of new varieties aside from variety suitability? Innovative marketing and delivery mechanisms may be critical to realizing gains from more gender-intentional breeding.

With the transition to the One CGIAR, sharing tools and lessons learned across crops will be increasingly important. Researchers in the CGIAR community have developed new tools for gender-responsive and gender-intentional breeding. This includes through the Gender and Breeding Initiative, which has published the G+ tools to support gendered market segmentation and gender-intentional product profile development.

While learning from one another’s experiences will prove essential during the transition, recognizing that the gender dynamics of maize production may be very different from sweet potato production will also be key. Here, the new Market Intelligence & Product Profiles initiative and SeEdQUAL initiative on seed systems will both create new spaces for exploring these issues across crops.

Sieglinde Snapp

Sieg Snapp is the director of the Sustainable Agrifood Systems program at CIMMYT, which brings together global agricultural economics, systems analysis on agrifood innovations and agricultural systems for development in Africa, Asia and Latin America.

As a Professor of Soils and Cropping Systems Ecology at Michigan State University and Associate Director of the Center for Global Change and Earth Observations, she led research on sustainable farming, particularly for cereal-based, rainfed systems in Africa and North America.

Snapp first partnered with CIMMYT in 1993, when she developed the “mother and baby” trial design. This go-to tool for participatory research has developed farmer-approved technologies in 30 countries.

Snapp has partnered with local and international scientists to tackle sustainable development goals, improve livelihoods and farm sustainably. Her two hundred publications and text books address co-learning, ecological intensification and open data to generate relevant science.

From diagnosis to action on social equity

As CGIAR develops 33 exciting new research Initiatives, it is essential for its new research portfolio to move beyond “diagnosing gender issues” and to supporting real change for greater social equity. Gender-transformative research and methodologies are needed, co-developed between scientists and a wide range of partners.

To advance this vision, gender scientists from ten CGIAR centers and key partner institutions came together from October 25 to 27, 2021, in a hybrid workshop. Some participants were in Amsterdam, hosted by KIT, and others joined online from Canada, the Philippines and everywhere in between.

The workshop emerged from gender scientists’ desire to create a supportive innovation space for CGIAR researchers to integrate gender-transformative research and methodologies into the new CGIAR Initiatives.

The organizing team calls this effort GENNOVATE 2, as it builds on GENNOVATE, the trailblazing gender research project which ran across the CGIAR between 2014 and 2018.

GENNOVATE 2 promises to help CGIAR Initiatives achieve progress in the Gender, Youth and Social Inclusion Impact Area. It will also advance change towards Sustainable Development Goals 5 and 10 on gender and other forms of inequality.

In the workshop, participants sought to:

  • Share and develop ideas, methods and approaches to operationalize gender-transformative research and methodologies. Working groups focused on an initial selection of CGIAR Initiatives, representing all the Action Areas of CGIAR:
    • ClimBeR: Building Systemic Resilience against Climate Variability and Extremes; (Systems Transformation)
    • Securing the Asian Mega-Deltas from Sea-level Rise, Flooding, Salinization and Water Insecurity (Resilient Agrifood Systems)
    • Sustainable Intensification of Mixed Farming Systems (Resilient Agrifood Systems)
    • Market Intelligence and Product Profiling (Genetic Innovation)
  • Build on the significant investments, methods, data, and results from the original GENNOVATE.
  • Conceive a community of practice for continued sharing, learning and collaboration, across and within Initiatives, to accelerate progress on gender and social equity.

Joining a vibrant community

GENNOVATE 2 is envisioned to complement the CGIAR GENDER Platform and the proposed new CGIAR gender-focused research Initiative, HER+.

“We have several gender methodology assets in CGIAR, and GENNOVATE is one of them,” said Nicoline de Haan, Director of the CGIAR GENDER Platform, opening the workshop. “We want to make sure we cultivate and grow the efforts started during GENNOVATE and move forward important lessons and practices in the new CGIAR portfolio.”

The team of scientists behind GENNOVATE 2 wants to support a vibrant community of researchers who “work out loud.” They will document and share their research methodologies, experiences and insights, in order to accelerate learning on gender issues and scale out successes more quickly.

The ultimate objectives of GENNOVATE 2 are to:

  • Develop and deepen a set of methodologies expected to directly empower women, youth, and marginalized groups in the targeted agri-food systems
  • Contribute to normative change towards increased gender equality across different scales, ranging from households to countries.
  • Generate and build an evidence base on the relationship between empowering women, youth and marginalized people, and moving towards climate-resilient and sustainable agri-food systems — and vice versa.

“An example of the added value GENNOVATE 2 can bring to CGIAR Initiatives is understanding what maintains prevailing gender norms in research sites, and also at relevant institutional and political levels,” said Anne Rietveld, gender scientist at the Alliance of Bioversity International and CIAT, and co-organizer of the workshop. “This will enable CGIAR scientists, partners and policymakers to design locally relevant gender-transformative approaches and policies for more impact. We can do this by building on our GENNOVATE 1 evidence base, adapting methods from GENNOVATE 1 and co-developing new methods in GENNOVATE 2.”

What’s next?

The workshop showed that many scientists from CGIAR and partner institutes are motivated to invest in the vision of GENNOVATE 2. Achieving impact in the Gender, Youth and Social Inclusion Impact Area will require concerted efforts and inputs from scientists on the ground.

“There is a groundswell of experience and enthusiasm that you, we, this group brings. We need answers and we can and should work together to make this a reality,” remarked Jon Hellin, Platform Leader – Sustainable Impact in Rice-based Systems at the International Rice Research Institute (IRRI), and co-lead of the ClimBeR Initiative.

The organizing team listed concrete actions to follow the workshop:

  • Developing processes and spaces for discussing methodological advancements among the gender scientists in these four Initiatives which other Initiatives can tap into, contribute to and become part of.
  • To develop these shared and integrated methodologies and approaches into a GENNOVATE 2 conceptual and methodological roadmap — to contribute to the CGIAR Gender, Youth, and Social Inclusion Impact Area and guide other Initiatives, as well as bilateral research
  • To develop a position paper articulating what can be achieved through concerted efforts to integrate gender and social equity more effectively into the Initiatives, to showcase gender-transformative research methods for further development and implementation. The aim of the position paper is to influence global science leaders and CGIAR leadership in how they include issues of social equity in the Initiatives.
  • To support these conversations, learnings and harmonization processes through setting up a community of practice, where the “practice” to be improved is the practice of advancing gender research methodologies to go from diagnosis to action. This will start with a core group of enthusiastic researchers and then will expand as it gains momentum, so that all researchers in the various Initiatives interested in social equity can contribute
  • To seek funding opportunities to support the activities outlined above.

The GENNOVATE 2 organizing team welcomes the participation of interested CGIAR Initiatives as they move forward. The organizing team will also help strengthen interactions with external resource people and research networks, in to cross-pollinate new knowledge and innovations.

Dryland Crops

Dryland Crops, formerly known as the Accelerated Varietal Improvement and Seed Systems in Africa (AVISA) project, aims to improve the livelihoods of small-scale producers and consumers of sorghum, millet, groundnut, cowpea and bean. Project partners focus on improving the breeding and seed systems of these crops in their key geographies in Burkina Faso, Ethiopia, Ghana, Mali, Nigeria, Tanzania and Uganda. Other crops receiving growing attention in the project include finger millet, pigeon pea and chickpea.

Although significant adoption of improved seed of dryland cereals and legume crops in Africa has been reported, its overall use remains low. There is a growing interest in these crops, particularly because of their resilience to climate-change; however, the seed sector is constrained by lack of product information, dearth of knowledge of the size and scale of the business opportunity, and inadequate access to early generation seed.

Dryland Crops will address these constraints by contributing to the establishment of robust systems that:

  • Enable networks to work synergistically across countries with common challenges and opportunities.
  • Support national agricultural research systems to access research, professional development and infrastructure-building opportunities.
  • Increase the quantity and quality of data substantiating varietal superiority and the demand for seed and grain of improved varieties.
  • Boost the availability of early generation seed and strengthen links between the research system and private- and public-sector actors.

The aspiration is to codevelop, validate by co-implementation, and continuously improve with partners research-to-farm-to-consumer models that achieve positive impacts on farmers’ livelihoods and consumers’ wellbeing.

The Alliance of Bioversity and CIAT and IITA will lead initiatives for common bean and cowpea, respectively. For sorghum, pearl millet and groundnut breeding, CIMMYT will design programs that support crop improvement networks, including CGIAR and national agricultural research systems, and incorporate best approaches, principles, and tools, particularly those availed through the Excellence in Breeding (EiB) platform.

The project is committed to gender equity as a guiding principle, considering the critical role women play in choosing legume and cereal varieties and seed sources. Women seed entrepreneurs and women-led seed companies will garner special attention for capacity development. Partnerships with actors through the value chain, platforms and demonstrations will ensure women have equal access to improved technologies.

The previous phase of the AVISA project was led by the International Crops Research Institute for the Semi-Arid Tropics (ICRISAT).

Women in agriculture mechanization in Bangladesh

Agriculture mechanization in Bangladesh connects local manufacturers of machinery parts (which is mainly done by the country’s light engineering industry) and the operation of those machines, generally run by machinery solution providers. These two workforces are equally male-dominated. The reasons behind this are social norms, and family and community preconceptions, coupled with the perception that women cannot handle heavy machinery. But a deeper look into this sector shows us a different reality, where many women are working enthusiastically as part of agriculture mechanization.

The International Maize and Wheat Improvement Center (CIMMYT) is supporting women to work in light engineering workshops, and to become entrepreneurs by providing machinery solutions to farmers.

Painting her own dream

Rokeya Begum, 39, has been working in Uttara Metal Industries for three and half years, clearing up and assisting her male colleagues in paint preparation. All this time, she wanted to be the one doing the painting.

Begum was one of the 30 young women from Bogura, Northern Bangladesh, recently trained by CIMMYT through the Cereal Systems Initiative for South Asia-Mechanization Extension Activity (CSISA-MEA). They learnt various aspects of the painting trade and related operational techniques, such as mixing colors, the difference between primer and topcoats, and health and safety in the workplace.

Now the focus is on job creation for women in the sector. CIMMYT has initiated discussions with established enterprises to recruit women as painters in their workshops, with all the benefits of their male counterparts.

Having completed painting training, Begum practices spray painting for an hour every day. Her employer is happy with her finished work and plans to promote her to the position of painter. Begum says, “I’m so happy to have learned a new technique — plus I really enjoy the work.” Her current pay of $12 per week will increase by 50% when she starts her new job.

Alongside training, this mechanization activity is working to create a decent and safe working environment for women, including adequate, private and safe spaces, such as bathrooms and places to take breaks.

Seedling of an entrepreneur

For the first time ever, in the last monsoon aman rice cultivation season, Kulsum Akter, 30, earned $130, by selling rice seedlings she had grown to be planted out by mechanical rice transplanters. Two years ago, Akter’s husband Md. Abdul Motaleb bought a rice transplanter with the assistance of a government subsidy from the Government of Bangladesh’s Department of Agricultural Extension. While he invested $5,000 in the machine, his skills in operating it were sub-par.

Supported by the USAID-funded Feed the Future Bangladesh Mechanization and Extension Activity, Motaleb was trained in mechanized rice transplanter operation by a private company, The Metal Pvt. Ltd.

Akter was in turn trained in special techniques for growing seedlings so they can be planted out using a rice transplanting machine. CIMMYT then provided technical and business guidance to this husband-and-wife duo, enabling them to embark confidently on a strong business venture. Key training topics included growing mat-type seedlings for machines, business management, cost-benefit analysis, product promotion and business expansion concepts. Motaleb went on to provide mechanical transplanting services to other farmers in the locality.

Meanwhile, Akter was inspired to take the lead in preparing seedlings as a business venture to sell to farmers who use mechanical rice transplanters. Akter invested $100 in the last aman season, by the end of which she had earned $230 by selling the seedlings in just one month. This success has encouraged her to prepare seedlings for many more farmers during the winter rice production season. “The training in rice transplanter operation and seedling preparation was a gift for us. I’m trying to get more women into this business — and I’m pretty optimistic about it,” Akter says. Through the Mechanization and Extension Activity, CIMMYT aims to create more than 100 women entrepreneurs like Akter who will contribute to the mechanization of agriculture through their work as service providers.

CSISA-MEA’s work increases women’s capacity to work in the agricultural mechanization sector and manage machinery-based businesses through technical and business training. Through opportunities like these, more women like Begum and Akter will be enabled to achieve self-sufficiency and contribute to the development of this sector.

It’s Rural Women’s Day, from dawn to dusk

Over 70% of rural women in India are engaged in agriculture. Women carry out a large portion of farm work, as cultivators and agricultural laborers, but in most cases they are not even counted and recognized as farmers. Millions of Indian rural women also carry the burden of domestic work, a job that is undervalued and unrecognized economically.

On the International Day of Rural Women, October 15, the focus is on their contributions to growing food and feeding families. The often invisible hands of rural women play a pivotal role in food security and sustaining rural communities.

Today, we have a glimpse at the daily life of farmer Anita Naik.

She hails from the village of Badbil, in the Mayurbhanj district of India’s Odisha state, surrounded by small hills and the lush greenery of Simlipal National Park.

Naik belongs to a tribal community that has long lived off the land, through farming and livestock rearing. Smallholder farmers like her grow rice, maize and vegetables in traditional ways — intensive labor and limited yield — to ensure food for their families.

Married at a young age, Naik has a son and a daughter. Her husband and her son are daily-wage laborers, but the uncertainty around their jobs and her husband’s chronic ill health means that she is mostly responsible for her family’s wellbeing. At 41, Naik’s age and her stoic expression belie her lifelong experience of hard work.

The small hours

Naik’s day begins just before dawn, a little past 4 a.m., with household chores. After letting out the livestock animals — goats, cows, chicken and sheep — for the day, she sweeps the house’s, the courtyard and the animal shed. She then lights the wood stove to prepare tea for herself and her family, who are slowly waking up to the sound of the crowing rooster. Helped by her young daughter, Naik feeds the animals and then washes the dirty dishes from the previous evening. Around 6:30 or 7 a.m., she starts preparing other meals.

During the lean months — the period between planting and harvesting — when farm work is not pressing, Naik works as a daily-wage worker at a fly ash brick factory nearby. She says the extra income helps her cover costs during emergencies. “[I find it] difficult to stay idle if I am not working on the farm,” she says. However, COVID-19 restrictions have affected this source of income for the family.

Once her morning chores are over, Naik works on her small plot of land next to her house. She cultivates maize and grows vegetables, primarily for household consumption.

Naik started growing maize only after joining a self-help group in 2014, which helped her and other women cultivate hybrid maize for commercial production on leased land. They were supported by the International Maize and Wheat Improvement Center (CIMMYT) through the Cereal Systems Initiative for South Asia (CSISA) maize intensification program.

Every year from June to October, Naik also work on this five-acre leased farmland, along with the other group members. She is involved from planting to harvest — and even in marketing.

“There are eleven women members in our self-help group, Biswa Jay Maa Tarini. Thanks to training, awareness and handholding by CSISA and partners, an illiterate like me is currently the president of our group,” said an emotional Anita Naik.

Not quite done yet

A little further away from her house, Naik has a small field where she grows rice with the help of her husband and son. After checking in on her maize crop on the leased land, Naik works in her paddy the rest of the day. She tends to her land diligently, intent on removing the weeds that keep springing up again and again in the monsoon season.

“It is back-breaking work, but I have to do it myself as I cannot afford to employ a laborer,” Naik laments.

Naik finally takes a break around 1 p.m. for lunch. Some days, particularly in the summer when exhaustion takes over, she takes a short nap before getting back to removing weeds in the rice fields.

She finally heads home around 4 p.m. At home, she first takes the animals back into their shed.

Around 6 p.m., she starts preparing for dinner. After dinner, she clears the kitchen and the woodstove before calling it a night and going to bed around 8 or 9 p.m.

“The day is short and so much still needs to be done at home and in the field,” Naik says after toiling from early morning until evening.

Tomorrow is a new day, but chores at home and the work in the fields continue for Naik and farmers like her.

Paradigm change

Traditionally farmers in and around Naik’s village cultivated paddy in their uplands for personal consumption only, leaving the land fallow for the rest of the year. Growing rice is quite taxing as paddy is a labor-intensive crop at sowing, irrigating, weeding and harvesting. With limited resources, limited knowledge and lack of appropriate machinery, yields can vary.

To make maximum use of the land all year through and move beyond personal consumption and towards commercial production, CIMMYT facilitated the adoption of maize cultivation. This turned out to be a gamechanger, transforming the livelihoods of women in the region and often making them the main breadwinner in their families.

In early 2012, through the CSISA project, CIMMYT began its sustainable intensification program in some parts of Odisha’s plateau region. During the initial phase, maize stood out as an alternative crop with a high level of acceptance, particularly among women farmers.

Soon, CIMMYT and its partners started working in four districts — Bolangir, Keonjhar, Mayurbhanj and Nuapada — to help catalyze the adoption of maize production in the region. Farmers shifted from paddy to maize in uplands. At present, maize cultivation has been adopted by 7,600 farmers in these four districts, 28% of which are women.

CIMMYT, in partnership with state, private and civil society actors, facilitated the creation of maize producers’ groups and women self-help groups. Getting together, farmers can standardize grain quality control, aggregate production and sell their produce commercially to poultry feed mills.

This intervention in a predominantly tribal region significantly impacted the socioeconomic conditions of women involved in this project. Today, women like Anita Naik have established themselves as successful maize farmers and entrepreneurs.

Annual Report 2020 launched

We began 2020 with grim news of the COVID-19 pandemic spreading from country to country, wreaking havoc on national economies, causing countless personal tragedies, and putting additional pressure on the livelihoods of the poor and hungry.

The global crisis exposed the enormous vulnerability of our food system.

If we have learned anything from the past year, it is that we need to urgently invest in science for renewed food systems that deliver affordable, sufficient, and healthy diets produced within planetary boundaries.

During this time, the dedication and resilience of the CIMMYT community allowed us to continue making important advances toward that vision.

Capturing a clearer picture

A new guidance note shines a brighter light on the role of women in wheat-based farming systems in the Indo-Gangetic Plains and provides actionable recommendations to researchers, rural advisory services, development partners, and policymakers on how to support working communities more effectively and knowledgeably. The publication, Supporting labor and managerial feminization processes in wheat in the Indo-Gangetic Plains: A guidance note, is based on a literature review, including work by researchers at and associated with the International Maize and Wheat Improvement Center (CIMMYT) and Pandia Consulting.

“Feminization of agriculture is happening in wheat-based systems in South Asia, but these processes are under-researched and their implications are poorly understood. This guidance note, focusing on Bangladesh, India, Nepal and Pakistan, highlights some of the commonalities and differences in feminization processes in each country,” said Hom Gartaula, gender and social inclusion specialist at CIMMYT, and one of the lead authors of the study.

This eight-page publication is based on research funded by the CGIAR Collaborative Platform on Gender Research, the International Development Research Centre (IDRC) and the CGIAR Research Program on Wheat (WHEAT).

How great innovations miss critical opportunities by ignoring women

Even the most well-intentioned agricultural interventions can have external costs that can hinder economic development in the long run. The guidance note cites a study that reveals, during India’s Green Revolution, that the introduction of high-yielding varieties of wheat actually “led to a significant decline in women’s paid hired labor because wheat was culturally defined as suited to male laborers. Male wages rose, and women’s wages fell.” Importantly, most women did not find alternative sources of income.

This is not to say that the high-yielding varieties were a poor intervention themselves; these varieties helped India and Pakistan stave off famine and produce record harvests. Rather, the lack of engagement with social norms meant that the economic opportunities from this important innovation excluded women and thus disempowered them.

A closer look at labor feminization and managerial feminization processes

The guidance note points out that it is not possible to generalize across and within countries, as gender norms can vary, and intersectionalities between gender, caste and other identities have a strong impact on women’s participation in fieldwork. Nevertheless, there seem to be some broad trends. The fundamental cross-cutting issue is that women’s contribution to farming is unrecognized, regardless of the reality of their work, by researchers, rural advisory services and policymakers. A second cross-cutting issue is that much research is lodged in cultural norms that reflect gender biases, rather than challenge them, through careful, non-judgemental quantitative and qualitative research.

In Bangladesh, women’s participation in agriculture is slowly increasing as off-farm opportunities decline, though it remains limited compared to women in the other countries examined. Hired agricultural work is an important income source for some women. Emerging evidence from work from CSISA and CIMMYT shows that women are becoming decision-makers alongside their husbands in providing mechanization services. Nevertheless, technical, economic and cultural barriers broadly constrain women’s effective participation in decision-making and fieldwork.

In India, agricultural labor is broadly feminizing as men take up off-farm opportunities and women take up more responsibilities on family farms and as hired laborers. Yet information derived from CIMMYT GENNOVATE studies cited in the guidance note shows that external actors, like rural advisory services and researchers, frequently make little effort to include women in wheat information dissemination and training events despite emerging evidence of women taking managerial roles in some communities. Some researchers and most rural advisory services continue to work with outdated and damaging assumptions about “who does the work” and “who decides” that are not necessarily representative of farmers’ realities.

Women in Nepal provide the bulk of the labor force to agriculture.  With men migrating to India and the Gulf countries to pursue other opportunities, some women are becoming de-facto heads of households and are making more decisions around farming. Still, women are rarely targeted for trainings in on-farm mechanization and innovation. However, there is evidence that simple gender-equality outreach from NGOs and supportive extension agents can have a big impact on women’s empowerment, including promoting their ability to innovate in wheat.

In Pakistan, male out-migration to cities and West Asia is a driving force in women’s agricultural involvement. Significant regional differences in cultural norms mean that women’s participation and decision-making varies across the country, creating differences regarding the degree to which their increased involvement is empowering. As in the other three countries, rural advisory services primarily focus on men. This weakens women’s ability to make good farming decisions and undermines their voice in intra-household decision-making.

Recommendations

Research should be conducted in interdisciplinary teams and mindsets, which helps design both qualitative and quantitative research free of assumptions and bias. Qualitative and quantitative researchers need to better document the reality of women’s agricultural work, both paid and unpaid.

National agricultural research systems, rural advisory services and development partners are encouraged to work with local partners, including women’s groups and NGOs, to develop gender-transformative approaches with farmers. Services must develop more inclusive criteria for participation in field trials and extension events to invite more women and marginalized communities.

Policymakers are invited to analyze assumptions in existing policies and to develop new policies that better reflect women’s work and support women’s decision-making in the agricultural sector. Researchers should provide policymakers with more appropriate and up-to-date gender data to help them make informed decisions.

These recommendations name a few of many suggestions presented in the guidance note that can ensure agricultural feminization process are positive forces for everyone involved in wheat systems of the Indo-Gangetic Plains. As a whole, acknowledging the reality of these changes well underway in South Asia — and around the world — will not just empower women, but strengthen wheat-based agri-food systems as a whole.
