Bridging the seed gap in Kenya with standard certified seed

Kenyan farmers continue to face significant challenges in accessing quality seed, particularly for dryland crops. To address this, Kenya introduced the Standard Certified Seed (SCS) class as a strategic initiative to bridge the gap between fully certified seed and informal farmer-saved seed, as semi-formal seed classes such as quality-declared seed are not legally recognized.

Officially launched in 2020, the SCS class offers a unique opportunity and has the potential to transform the seed sector for open-pollinated and vegetatively propagated crops, including indigenous vegetables, by ensuring quality while making seed production and certification more accessible and affordable. During a recent panel discussion, Lilian Gichuru, Seed Systems Specialist for Eastern and Southern Africa for the Dryland Crops Program at CIMMYT, highlighted its importance. She asked a critical question: “How can we leverage the opportunity presented by standard seed to ensure the delivery of quality seed to farmers, especially in underserved areas?”

This was the focus of a session on sustainable seed delivery systems at the Seed Trade Association of Kenya (STAK) Congress & Expo, held in Nairobi on November 6 and 7, 2024. Themed “Leveraging Technologies That Strengthen Agricultural Resilience and Climate-Smart Seed Systems,” the event served as a platform for knowledge-sharing, collaboration, and innovation. CIMMYT participated as one of the sponsors of the Congress.

To set the stage for the panel discussion, Ephraim Wachira, Deputy Director for Seed Certification at the Kenya Plant Health Inspectorate Service (KEPHIS), provided an overview of the SCS and highlighted Kenya’s efforts to implement its certification process. He described initiatives such as awareness meetings for seed merchants, training programs for outgrowers on certification processes, seed production and agronomic practices, and field inspections to ensure quality compliance. KEPHIS conducted field inspections, sampling, and laboratory testing to ensure quality compliance for 106 metric tons of seed—including sorghum, green gram, and cowpea—during a pilot phase, with a portion of the seed certified and labeled.

Despite these achievements, challenges persist. Limited farmer knowledge, dispersed farms, high production costs, and the impacts of climate change—such as the need for irrigation solutions—continue to pose obstacles. Slow adoption by mainstream seed companies and technical difficulties with online certification systems also hinder progress. However, opportunities lie in increased funding for climate-smart crops, government support for dryland agriculture, and growing farmer awareness. Wachira emphasized the importance of stakeholder engagement, saying, “Collaboration and stakeholder engagement are critical to ensuring farmers access high-quality seeds and advancing Kenya’s food security goals.”

The panel discussion provided valuable insights from Ephraim Wachira, Mutheu Ngila of Dryland Seeds, Thomas Kariuki, Head of Seed Production at Simlaw Seed, and Mulemia Maina, Managing Director of Agri Experience. Lilian Gichuru moderated the session and guided the conversation as the panel unpacked the concept of standard seed and evaluated its impact and progress.

Panelists emphasized that the standard certified seed class relaxes certain certification requirements, such as reducing the number of field inspections, lowering isolation distances, and adjusting allowable off-types. This adjustment is made without compromising essential quality standards, including disease tolerance limits, which are largely unaffected by the standard seed class protocols. The standard seed class remains a certified seed class.

“The concept of standard seed came from the realization that many farmers rely on farm-saved seed, which is often of unknown quality,” said Wachira. “Standard seed provides an option that improves seed quality while making production and certification of these important crops more practical and affordable.”

Despite its potential, the adoption of SCS faces significant challenges. One key issue is the high cost of production. “Production costs remain high, limiting the price advantage of standard seed. Seed companies often need to operate across multiple locations to meet certification standards, which drives up costs,” explained Mutheu Ngila of Dryland Seeds.

Another issue is low farmer awareness of the availability of certified standard seed for dryland crops—this lack of awareness has slowed adoption. “Farmers need to know that standard seed is a better option than farmer-saved seed in terms of quality,” said Gichuru. Without sufficient awareness, farmers continue to rely on informal systems, which are often less reliable and can introduce disease.

Logistics are another major challenge. Wachira noted, “Many standard growers register plots of less than one acre in scattered locations, making efficient inspections difficult. The small and dispersed production areas drive up costs and complicate the inspection process.” However, this challenge creates an opportunity for private inspection services to serve these remote plots.

The limited commitment of seed companies to this class of seeds remains an obstacle. Many companies have hesitated to invest in standard certified seed production due to concerns about profitability and the need for clearer differentiation in price and quality.

The panelists outlined several solutions to overcome these challenges and identified opportunities to scale standard certified seed.

One promising strategy is community-based production and certification. Mulemia Maina of Agri Experience emphasized the importance of localizing seed production. “Localizing seed production can save farmers significant costs. Transporting seed from distant regions is expensive, but if farmers can access seed locally, it becomes much more affordable.” In addition, localizing field inspections could lower costs and increase efficiency. “KEPHIS is ready to train more private community inspectors and district inspectors to manage this category of seed,” Wachira explained. This model could enable private companies to engage more farmers and improve the efficiency of certification.

Another opportunity is the growing emphasis on climate-resilient crops. Donors and government initiatives are increasingly prioritizing crops such as sorghum, millet, and pigeon pea that thrive in dryland conditions. These efforts align with the goal of scaling up the production of standard seed.

Raising awareness among farmers about the benefits of standard seed is critical to encouraging adoption. Thomas Kariuki, Head of Seed Production at Simlaw Seed, noted that creating more capacity-building programs for farmers would help them understand their role and expectations in seed multiplication. “We also need to engage consumers to understand the quality and value of standard seed to protect market potential,” he added.

To successfully scale up standard certified seed, all stakeholdersgovernment, private sector, and donors—must work together to address challenges and leverage opportunities.

The private sector plays a critical role in driving adoption. Kariuki stressed the importance of incentivizing seed companies to engage in the production of standard seed. “Balancing affordability, accessibility, and quality is critical,” he said. “This is how we ensure farmers benefit while seed companies remain viable.”

Capacity building is essential to train seed companies, inspectors, and farmers on the production, certification, and benefits of this class of seed. In addition, regulatory adjustments should be made to facilitate the certification process. For example, the introduction of specialized inspectors for field inspections could eliminate the need for companies to use KEPHIS inspectors.

Developing markets for dryland crops is also vital to stimulate demand and encourage seed production. Finally, promoting collaboration among stakeholders will ensure the alignment of policies and resources.

Kenya is a world leader in standard seed certification, having developed robust protocols and standards that ensure quality without imposing prohibitive costs. Other countries are exploring similar models, but Kenya’s success could serve as a blueprint for others in Africa.

As Gichuru reflected, “Standard seed represents an opportunity to transform Kenya’s seed sector. But it will take collective effort, patience, and continued investment in awareness and capacity building to realize its full potential.”

Mutheu echoed this sentiment, emphasizing the importance of balancing quality, affordability, and accessibility: “Balancing affordability, accessibility, and quality is critical. This is how we ensure that farmers benefit while seed companies remain viable.”

As Wachira concluded, “Standard certified seed is about giving farmers a better option—one that is affordable, accessible, and of high quality. Let’s bring these benefits to the farmers who need them most.”

How one farmer is learning and leading the way in improved millet and groundnut seed production in Uganda

CIMMYT, in partnership with the National Semi-Arid Resources Research Institute (NaSARRI), is transforming dryland farming by giving farmers access to drought-tolerant and disease-resistant crop varieties. Through the Accelerated Varietal Improvement and Seed Systems in Africa (AVISA) project, many farmers have not only improved their yields but also built resilience to the challenges of unpredictable rainfall. Dennis Obua, a farmer who has benefited from these research advances, shares his inspiring journey to promote improved finger millet and groundnut seed varieties within his community.  

“My name is Dennis Obua, a farmer from Tewayo village in Lira district. I began my farming journey back in 2018, inspired by the local farmers I met while visiting a nearby region. As I spent time with them, observing how they tilled the land, I felt a strong urge to get involved in farming myself—especially focusing on drought-tolerant cereals, which are crucial in our region due to inconsistent rainfall. 

It all started with a small amount of finger millet seeds—just a handful that I obtained from NaSARRI. At the time, some visitors from NaSARRI had planted a few experimental plots nearby. One of my friends was conducting his own trials, so I approached him and asked for a small sample of seeds to plant on my farm. That was how I started growing improved finger millet varieties NAROMIL 2 and SEREMI 2 (U15). Now, I not only grow millet, but I am also actively promoting it in my community.

If you look around today, you will see that many people here have started growing finger millet here too. It’s becoming quite popular. In fact, recently, some researchers from Makerere University came to our village to look for finger millet, and I took them to a nearby home where they’re doing their own research on finger millet and sorghum.  

More and more people are getting into farming now, especially finger millet, because it’s proving to be profitable.  I’m really grateful for the way things have turned out. It’s incredible to see that something that started with just a small handful of seeds has grown into something so significant for our community. 

Alongside finger millet, I also plant groundnuts. Currently, I have three different varieties planted in neat rows: SERENUT 8R, SERENUT 11, and SERENUT 14. Before these varieties were introduced to my farm, I used to grow a local variety called Red Beauty. We would get the seeds from our local market or sometimes travel to town to buy them but often these seeds didn’t germinate well, so we started relying more on local farmers who save seeds from one season to the next. That’s how we accessed it. That’s how we got access to them. We also have auctions here at the beginning of the season where farmers bring seeds to sell.

However, since switching to these new varieties— SERENUT 8R, SERENUT 11, and SERENUT 14 —I’ve seen a significant difference. Among the three, SERENUT 14 is my favorite. I’ve been growing it for several seasons now. It’s drought tolerant, disease resistant, and produces a good yield. It also has a good number of pods. When I plant it, I can usually harvest 14 to 16 bags per acre, with each bag weighing between 42 to 46 kilograms. Compared to SERENUT 8R, which yields slightly less—around 12 to 14 bags per acre— SERENUT 14 performs better in our soil conditions.  

What I appreciate most about SERENUT 14 is that it’s also more resistant to rot and rosette disease. While SERENUT 11 and SERENUT 8R varieties are also drought tolerant, SERENUT 14 has proven to be the most reliable, making it my preferred choice. When you consider yield, disease tolerance, and quality, SERENUT 14 stands out.  

I am proud to say that I’m not the only one growing these improved varieties anymore. Many farmers in my village have adopted them because I’ve been giving them seeds, and they’ve seen the benefits for themselves. Now, they too are switching to these improved varieties of groundnut and finger millet. The two finger millet varieties I have been growing are NAROMIL 2 and SEREMI 2 (U15) and they are also catching up. Among them, NAROMIL 2 is my preferred variety because it yields well, is drought tolerant, and has a great taste — perfect for food. Before this, we only grew our local finger millet varieties. This is the first time we’ve been introduced to these improved varieties.

Farming has allowed me to give back to my community. It’s amazing to see how the success of one farmer can affect an entire village. More farmers now understand the importance of using quality seeds that are not only drought-tolerant but also disease-resistant. They come to me for seeds because they trust the results they’ve seen. 

That’s not to say there haven’t been challenges. There was one week where we had heavy rains after a long dry spell, which caused some of the groundnut plants to rot. Before that, there had been no rain after planting, although we had managed to do the initial weeding. I’m sure the yield would have been even better if the rains had been more consistent. Despite the challenges, the yield has still been great. That’s one of the reasons I like these varieties—they’re resilient. 

I am grateful for the knowledge and experience I have gained. By sharing what I’ve learned, I hope to help more farmers in my community succeed, just as I have. I’ve seen first-hand how improved varieties of both finger millet and groundnuts can transform farming practices. The combination of drought tolerance, disease resistance, and high yield has made a significant difference to my farm’s production, and I’m hopeful that more farmers will continue to adopt these crops.” 

Navigating the seed market and transforming agricultural productivity

At the heart of the agricultural sector, grain off-takers/processors play a crucial role in ensuring that farmers have access to quality seeds that can increase productivity and improve livelihoods. One such processor, AgriNet in Uganda, led by Paul Nyande is deeply involved in managing the complex dynamics of seed and grain production, market demand and variety turnover making a significant impact on both the farming community and the wider agricultural market. 

AgriNet is known for its role in grain and legume markets. The company buys a range of grains and legumes, including sorghum, finger millet, soybeans, and maize. After buying these commodities from farmers, the company adds value by processing and packaging them for a diverse market. Their customers range from markets that demand raw grain to high-end consumers who buy blended flour for products such as porridge. AgriNet operates its own milling facility, enabling it to efficiently meet the needs of these different markets efficiently.  

Variety turnover is central to the processor’s work. Over time, crop varieties that have been in use for 30 or 40 years become less relevant as new research leads to the development of improved varieties. These newer varieties are better suited to evolving market needs, offering traits that align with current preferences for drought tolerance, disease resistance, and higher yields.

“We have definitely seen situations where the market asked for a particular variety, and we have worked with research institutions such as National Semi-Arid Resources Research Institute (NaSARRI) to fulfill that demand. This collaboration has led to shifts in what seed companies produce to keep pace with changing agricultural conditions and market needs,” explains the processor. 

For example, through stakeholders’ interactions, AgriNet worked with NaSARRI, to communicate the market’s needs for crops such as maize and sorghum. NaSARRI produced foundation seeds based on these requirements, which the processor then marketed and distributed to specific farmers for production of certified seed that was given to grain producers. However, managing seed demand isn’t always straightforward, especially since the market can change rapidly.    

“We’ve had instances where the market suddenly surged with high demand for sorghum seeds, but we couldn’t meet it,” says Paul. “Sometimes these opportunities arrive unexpectedly, and we’re not fully prepared to supply the required volumes.” Paul notes that they still need to promote and improve productivity, as there are gaps in farming practices that hinder maximum yields. One persistent challenge is Striga, a parasitic weed that significantly reduces cereal yields. To tackle this, Paul promotes crop rotation and integration, to help farmers manage such issues. 

Despite these challenges, AgriNet has made strategic efforts to manage the risks associated with seed production. By working closely with partners like NaSARRI and using foundation seed, they have been able to balance supply and demand. The processor typically manages seed for one or two generations before reintroducing new varieties to keep up with changing market conditions.

The role of technology and partnerships

A key part of AgriNet’s work is maintaining a robust supply chain. Using digital platforms, they have developed a system to profile farmers, track training sessions, monitor input distribution and communicate with farmers in real time via SMS. “We can send out information about market prices, weather updates, or available seeds. It’s a great tool, but maintaining the platform requires significant resources to maintain the platform,” says the processor. 

AgriNet currently works with around 2,000 farmers groups and have also developed an agent network to engage with these groups more effectively. Each agent works with multiple farmer groups, facilitating sales, input distribution, and grain purchases. This structure not only ensures efficient operations but also creates accountability by holding agents responsible for managing the process. 

However, one of the biggest challenges facing processors is capacity. They need to expand their storage and processing facilities to take in more grain, especially during the rainy season. Without sufficient storage and drying facilities, their ability to process large volumes of grain is limited, which in turn affects their ability to meet market demand. 

Balancing seed and grain markets

Paul emphasizes the difference between seed and grain. “For grain, we don’t face many issues. We can store it for a long time by fumigating it and keeping it safe. But seeds are different—you can’t keep them for long. They need to be used within a specific timeframe.” This dynamic adds complexity to the seed business, especially when the market shows a sudden spike in demand. 

Pricing is another challenge. “We used to think about getting seeds cheaply—from research and then to farmers. But there are costs involved, and you have to consider the seed market carefully and how it compares with others,” he says. It’s important to find the right balance between affordable prices for farmers and maintaining sustainable business operations. 

The way forward: Expanding capacity and supporting farmers

Paul is focused on expanding AgriNet’s storage and processing capabilities to better manage the supply chain and take in more grain during peak seasons. Increasing their capacity would allow them to meet the growing market demand more effectively. 

There’s also a strong need to support smallholder farmers, particularly in terms of access to quality seed. “We need to ensure that farmers have access to quality inputs at affordable prices,” he emphasizes. “Subsidizing seeds or finding sustainable ways to produce them for the most vulnerable farmers could encourage the adoption of improved varieties, which would increase yields and incomes.” 

Paul also acknowledges that improving farming practices is critical to achieving higher productivity. While they have good seed varieties available, the challenge lies in ensuring that farmers follow the correct management practices to fully realize the potential of these seeds. 

AgriNet’s efforts have not gone unnoticed. The company has been recognized as one of Uganda’s top 100 medium enterprises for 2017/2018 and 2018/2019, a testament to its commitment to quality, innovation, and market responsiveness. This recognition highlights AgriNet’s ability to navigate the complex agricultural landscape while continuously striving to improve its operations and support the farming community. 

In its mission to boost agricultural productivity, AgriNet benefits from key partnerships with NaSARRI, which works in collaboration with CIMMYT, through the Accelerated Varietal Improvement and Seed Systems in Africa (AVISA) project, to ensure farmers have access to improved seed varieties. By aligning research with market demands and processor capacity, CIMMYT and NaSARRI are helping to bridge the gap between innovation and practical solutions that directly benefit farmers.

Transforming Farming in Uganda: The journey of four farmers and their demonstration plots

On the lush soils of Uganda, four farmers are using awareness creation demonstration plots to showcase the performance of improved varieties of groundnut, sorghum, and finger millet and their impact on transforming transform livelihoods.  

Not only are these farmers improving their yields, but they are also inspiring their neighbours to adopt more resilient and climate-smart crops as part of a larger collaboration initiative between the National Semi-Arid Resources Research Institute (NaSARRI) and CIMMYT through the Accelerated Varietal Improvement and Seed Systems in Africa (AVISA) project. The AVISA project, funded by BMGF, aims to improve food security and resilience in the drylands of Uganda and other eight countries in eastern and southern Africa (Ethiopia, Kenya, Tanzania, Malawi, Mozambique, South Sudan, Zambia, and Zimbabwe). The efforts of these four farmers in Uganda highlight the importance of demonstration plots as a powerful tool for creating awareness and promoting transformational agricultural technologies like improved crop varieties and other recommended agronomic practices.

Demonstration plots serve as practical, hands-on learning sites, where farmers can observe the performance of improved crop varieties under farming conditions in their localities. Apart from demonstrating crop performance, these demonstration plots also serve as sources of seed for the farmers, which when selected can be grown in bigger plots in subsequent seasons targeting seed production This ensures that seed of the target crop varieties are available to local farmers. Through these demonstration plots, farmers not only witness firsthand improved yields, but farmers also make informed decisions for adoption of specific varieties for their environments to improve productivity, food security and resilience, especially in regions vulnerable to climate change. They also provide a platform for knowledge sharing, as farmers can interact with other farmers, researchers and extension agents to enhance uptake of practices that lead to success. 

Farmers Driving Variety Adoption through Demonstration Plots

In Lira District, Dennis Obua, a farmer from Teyawo village, has embraced improved varieties of drought-tolerant crops. His journey into farming began in 2018 after observing the challenges faced by local farmers due to inconsistent rainfall. He started small, with a handful of finger millet seed obtained from NaSSARI, which he multiplied and shared with neighbouring farmers. With support from the seed systems unit at NaSSARI, Dennis now manages demonstration plots of groundnut, sorghum, and finger millet and promotes these crops in his community. 

In the current season of 2024 (Mar-Jul), Dennis planted three improved groundnut varieties — SERENUT 8R, SERENUT 11 and SERENUT 14, which were released in 2011. In his assessment, his preferred variety is SERENUT 14 as it yields about 14 to 16 bags per acre. The variety is drought tolerant, disease resistant, especially rot and rosette, produces a good yield and also has a good number of pods.  Under demonstration are two finger millet varieties, NAROMIL 2 and SEREMI 2 (U15) though he prefers NAROMIL 2 (released in 2017) for its drought tolerance, high yield and red colour of the grain. His success has inspired many local farmers to adopt these improved varieties, with many seeking seeds to grow on their own plots. The seed demand generated from these demonstration plots is communicated by the host farmer to the research institute, which works on making the seed available through local entities. The host farmer keeps records of seed requests and preferred varieties from farmers visiting the demonstrations.

At the Kihola Demonstration Centre, the farm manager, Bagonza Simon oversees demonstration plots that serve as a hub for agricultural learning. Working with NaSARRI, Simon has introduced improved varieties of groundnut (SERENUT 8R, SERENUT 11, and SERENUT 14), sorghum (NAROSORGH 2 and SESO 1), and finger millet (NAROMIL 2 and SEREMI 2). Farmers visit the center to observe these varieties and learn about their benefits. The selection of preferred sorghum varieties by farmers appears to be influenced by the degree of bird damage observed across different types. For example, the white-grained sorghum (SESO 1) suffered significant bird damage, which led farmers to naturally favor the red-grained NAROSORG-2, released in 2017. In addition to being less susceptible to bird damage, NAROSORG-2 also demonstrates drought and striga tolerance, further enhancing its appeal among farmers. 

Simon has been particularly impressed by the attributes of the groundnut variety SERENUT 8R, which has performed well despite the challenging weather conditions observed in the season characterized by very erratic rainfall patterns. His demonstration plots have become a beacon of hope and innovation, inspiring local farmers to adopt drought-tolerant crop varieties. Farmer to farmer seed exchanges are common in this locality due to seed shortages and he therefore plans to share seed from his plots to interested farmers and is working with NaSARRI to expand seed availability across the region.

In Bukedea District, farmers Steven Odel from Kaloka village and Nelson Ekurutu from Kasoka village are also leading the way with their demonstration plots. Both are testing drought-tolerant varieties of sorghum, finger millet, and groundnut. While Steven encountered challenges with his sorghum crop due to midge attacks, he has had great success with NAROSORG-2, which he describes as having better germination and faster maturity, and therefore enabling the plants to escape midge attack. 

Steven is also growing red finger millet variety SEREMI2, which is very popular for its early maturity and high market demand for making porridge and local beer. He regularly hosts farmers on his plots, sharing his knowledge and experience.  

Nelson Ekurutu is trialling three new groundnut varieties—SERENUT 8, SERENUT 11, and SERENUT 14—and is optimistic about their performance. His experience with finger millet, particularly the red variety- SEREMI2, has been positive, noting its fast growth and high demand in local markets. Nelson also grows red sorghum (NAROSORG 2), which he prefers for its resistance to bird damage. These demonstration plots provide a platform for Steven and Nelson to test new varieties in their local context, helping them and others understand what works best in their locality.

Increasing awareness and seed availability 

Utilizing these demonstrations to bring new varieties closer to farmers can further accelerate seed uptake and demand. Farmer-managed demonstrations in their own environments ensure that variety selections align with local preferences and adaptability. Farmers who consistently host these demonstrations build trust in the varieties within their communities, while also creating opportunities for local seed businesses to explore. Strengthening the linkages between research institutions, farmers, and seed producers is crucial for ensuring the rapid adoption of new and improved varieties. Additionally, the distribution of small seed packs at scale is essential to enable more farmers to test these varieties on their own farms, ensuring wider adoption and transforming livelihoods in these communities. 

ADCIN strengthens agricultural capacity and resilience in sub-Saharan Africa

The Africa Dryland Crops Improvement Network (ADCIN) emphasizes capacity building as a cornerstone for sustainable development and agricultural innovation. By addressing both human and infrastructure development, ADCIN is empowering research institutions and individuals across Africa to enhance agricultural practices, strengthen food security, and improve livelihoods in dryland regions.

In 2023, ADCIN made significant strides toward these goals by investing $1 million to strengthen National Agricultural Research and Extension Systems (NARES). This initiative focused on enhancing human capacity and infrastructure, equipping researchers, students, and institutions to address the unique challenges of dryland agriculture. The funding supported 32 awardees from East and Southern Africa (ESA) and West and Central Africa (WCA), including 15 visiting scientists, 7 students, 4 group training sessions, and 6 infrastructure development projects.

In 2024, ADCIN organized multiple training sessions in Senegal, Ethiopia, Nigeria, and Kenya, targeting seed system development, business sustainability, crop production improvements, and advanced data management techniques. These capacity-building efforts promoted knowledge sharing, collaborative research, and best practices in seed systems, crop breeding, agronomy, and data analytics. Four group training sessions were held: two in Kenya and Ethiopia for the ESA region, and two in Senegal and Nigeria for the WCA region.

Strengthening Seed Companies and CBOs for Growth in Nigeria

ADCIN, in collaboration with Syngenta Foundation Nigeria, hosted a two-day capacity-building workshop for seed companies and community-based organizations (CBOs) in Kano, Nigeria, on September 4–5. Supported by partners such as CDA, IITA, ICRISAT, and NASC, the workshop aimed to enhance seed production and commercialization efforts while promoting AVISA crops like sorghum, pearl millet, groundnut, and cowpea.

The workshop attracted 30 participants, including 20 CBOs and 10 seed companies, who were trained in topics such as seed production best practices, post-harvest handling, and seed certification standards. Key outcomes included the implementation of modern innovations like e-certification and seed tracking technologies, designed to improve transparency and efficiency in the seed sector.

Participants were also introduced to the Farmers’ Hub concept, which offers smallholder farmers access to essential agricultural inputs, machinery, and market opportunities. Many participants expressed enthusiasm about using the Farmers’ Hub to expand their customer base and grow their businesses.

“The networking opportunities provided by this training have been invaluable. I’m looking forward to applying what I’ve learned and taking my business to the next level,” shared one participant.

The training is expected to have a lasting impact on seed quality and foster business growth in Nigeria. By equipping CBOs to transition into fully operational seed companies, ADCIN is advancing the sustainability of Nigeria’s seed industry. Participants are now better prepared to tackle challenges in seed production, marketing, and regulatory compliance, paving the way for a more resilient seed sector.

Promoting Crop Improvement in Senegal

From August 20-27, 2024, more than 50 breeding and crop protection technicians from nine West and Central African countries gathered in Saly, Senegal for a comprehensive training session. The training, co-funded by the AVISA project and organized by CIMMYT in collaboration with National Agricultural Research and Extension Systems (NARES) from nine West and Central African countries, including Burkina Faso, Cameroon, Chad, Ghana, Mali, Niger, Nigeria, Togo, and Senegal, aimed to improve the efficiency of cowpea, groundnut, pearl millet, and sorghum breeding operations. 

Participants gained hands-on experience in key areas such as seed trial management, electronic data collection, and genotyping. These skills are essential for improving crop varieties and making them more resilient to local conditions. 

Field trips to Bambey, Senegal allowed participants to practice techniques such as setting up and managing seed trials, leaf sampling for genotyping, and electronic data collection using tablets making research more efficient and accurate.

“This training has given me new insights into how we can improve our breeding programs and provide better seeds for our farmers. The practical sessions were particularly helpful,” said a participant.

By enhancing technicians’ skills in trial management and data collection, the training is expected to improve field data accuracy and contribute to the development of climate-resilient crop varieties, directly addressing regional food security challenges.

Enhancing Seed Producers’ Skills in Ethiopia

ADCIN held a three-day workshop in Addis Ababa, Ethiopia, from July 30 to August 1, 2024, focusing on building the capacity of the country’s seed producers. Organized in collaboration with the Ethiopian Institute of Agricultural Research (EIAR) and supported by CIMMYT, the workshop aimed to strengthen Ethiopia’s seed producers by improving their skills in key areas such as seed health management, seed business management, variety maintenance, breeder seed production, and postharvest handling. 

The training attracted 19 participants from both the public and private sectors, including seed companies, producer associations and research centers. The sessions provided critical insights into the management of seed-borne diseases such as mycotoxins and aflatoxins, which affect crops like sorghum, chickpea, beans, and finger millet. Participants learned how to incorporate seed health testing into Ethiopia’s national certification process, which will help ensure healthier seeds and increased crop productivity.

The seed business management session introduced participants to the Business Model Canvas (BMC), a framework for creating viable and demand-driven seed business models. By emphasizing sustainable practices in seed production, processing, and marketing, the training equipped participants with the tools they need to grow their seed businesses and contribute to Ethiopia’s growing agricultural sector. 

The workshop also discussed the importance of variety maintenance and breeder seed production, focusing on the genetic integrity of improved varieties. The postharvest handling session focused on seed storage techniques and pest management, helping participants in maintaining seed quality after harvest. 

“This workshop has really opened our eyes to new business strategies and how we can ensure that our seed businesses remain profitable and sustainable,” shared a representative from a local seed company. 

Through this training, ADCIN is supporting Ethiopia’s seed producers in their efforts to improve seed quality and business sustainability, thereby contributing to the long-term growth of the seed industry. 

Equipping Breeders with Advanced Data Management Skills in Kenya

ADCIN held a training on modern biometrics, quantitative genetics and data management in Nairobi, Kenya, from 10 to 14 June. This capacity-building initiative brought together 43 participants from nine Eastern and Southern African (ESA) countries, representing breeding leaders, data champions, and young breeders working on crops such as chickpea, finger millet, pearl millet, pigeonpea, and sorghum.

The training focused on data-driven decision-making in breeding programs and covered topics such as experimental design, advanced data analysis using the CGIAR Breeding Analytical Pipeline, and managing genotype x environment (GxE) interactions. Participants learned about the Breeding Management System (BMS), quality control processes, and practical applications of the CGIAR Breeding Analytical Pipeline, which enhanced their ability to analyze large data sets and improve breeding accuracy across the CGIAR-NARES network. 

A Holistic Approach to Capacity Development

These training programs are just a small part of ADCIN’s broader initiative to build capacity across Africa’s dryland regions. These efforts, which focus on critical areas such as seed production, crop improvement, business sustainability, and data management, are helping to develop resilient agricultural systems capable of withstanding the challenges of dryland agriculture. As ADCIN works to strengthen robust and sustainable seed industries, these capacity-building programs will play an important role in increasing food security and improving the livelihoods of communities in Africa’s drylands. 

Seeds to beat the heat in lowland tropics

South Asia, a region heavily impacted by climate change, faces rising temperatures, erratic monsoon rains causing intermittent drought and excessive moisture within the season, and frequent episodes of heat waves. These extreme weather events are challenging agrarian practices and affecting millions, especially smallholder farmers dependent upon rainfed cultivations. The halcyon days of consistent environmental conditions are gone, and adaptation and mitigation strategies have become essential in South Asia.

In May 2024, over 20 districts in the Terai region of Nepal and many parts of northern India recorded maximum temperatures between 40°C and 45°C, with several districts also experiencing heat waves during the same period. The temperature rise is not limited to the lowland plains; the effects are also being felt in the mountains, where rapid snowmelt is becoming increasingly common. In the Hindu Kush Himalayas region of Pakistan, farmers have had to shift their cropping cycles by a month to cope with drought stress caused by rising temperatures, which are leading to the early melting of snow in the region.

Collaborating to rise above the challenge

Amid the growing climate crisis, the Heat Stress Tolerant Maize for Asia (HTMA) project was launched by CIMMYT in 2012, with support from the United States Agency for International Development (USAID) under the Feed the Future initiative of the U.S. Government. The overarching goal of the HTMA project was to help farm families, particularly maize growers, to adapt to the impacts of soaring heat on maize productivity in South Asia. The project was implemented in partnership with 28 public and private sector stakeholders across the region and beyond to develop a multipronged approach to overcoming these challenges.

“Our aim is to develop and deploy maize hybrids with high yield potential and possess traits resilient to heat and drought stresses,” said P.H. Zaidi, Principal Scientist, and HTMA project lead at CIMMYT. Zaidi noted that during heat stress “high temperatures alone are not the only limiting factor- it is the combination of high temperature with low atmospheric humidity (high vapor pressure deficit), that creates a “killer combination” for maize production in the Asian tropics.”

This was also emphasized in a recently published article that he co-authored.

The development of heat stress-tolerant maize involves the use of cutting-edge breeding tools and methods, including genomics-assisted breeding, double haploidy, field-based precision phenotyping, and trait-based selection. Over 20 such hybrids have been officially released in India, Nepal, Bangladesh, Pakistan, and Bhutan. Between 2023 and 2024, over 2,500 metric tons of seed from these hybrids were distributed to farmers, helping them beat the heat.

Agile partnerships-from discovery to scaling

The first phase of the project (2012-2017) focused on discovering heat-tolerant maize varieties. During this time, pipeline products underwent field evaluations in stress-prone environments, leveraging the project’s product evaluation network of public and private partners, who contributed by managing trials and generating performance data. In the second phase (2018-2023), the focus shifted toward the deployment and scaling of heat-tolerant hybrids and strengthening seed systems in target countries to enable large-scale delivery, benefiting millions of farm families, particularly in South Asia’s rainfed ecologies. For example, the seed produced in 2023-2024 sufficed to cover over 125,000 hectares and benefited nearly 2.5 million people in the region.

Hailu Tefera, from USAID, praised the project’s success during the annual review and project closure meeting held in Nepal from August 21-22, 2024. We have seen great strides in scaling heat stress tolerant hybrids in the region. This initiative aligns with the US Government’s Global Food Security Strategy, where building farmers’ resilience to shocks and climate vulnerability is central,said Tefera, acknowledging the adaptive and agile partnership demonstrated by the project’s partners throughout HTMA’s discovery and scaling phases.

One of the project’s key achievements was creating a multi-stakeholder platform and leveraging resources across the region. Partners, including national agricultural research systems, seed companies, and higher learning institutes, expanded the project’s impact. The collaboration we fostered under the HTMA project is a working example of effective partnerships,” said B.M. Prasanna, Director of CIMMYT’s Global Maize Program. He highlighted how synergies with other developmental projects in the region, especially projects supported by the USAID country mission in Nepal helped launch local hybrid seed production, transforming the country from a net importer of hybrid maize seeds to producing locally in just a few years, and such seeds of resilience cover nearly 10,000 hectares in 2023/24 alone. Using heat tolerant (HT) maize seed allows smallholder farmers to harvest nearly one metric ton per hectare additional yield than normal maize under stress conditions.

The value of the seed these new hybrids was validated by adopter farmers who grow maize in stress-vulnerable ecologies by expressing their willingness to pay a premium price for HT hybrid seed as per the study conducted in Nepal and India. “The spillover effect of the project is helping countries like Bhutan to strengthen their seed systems and initiate hybrid seed production for the first time,” added Prasanna, expressing gratitude to USAID and all project partners.

The salient achievements of the project, including technical know-how, outputs, outcomes, and learnings were compiled as an infographic, titled “HTML Tool‘ and it was formally released by Narahari Prasad Ghimire, Director General of the Department of Agriculture, Government of Nepal, during the HTMA meeting in Nepal.

Rewarding achievement

Subash Raj Upadhyay, Managing Director of Lumbini Seed Company in Nepal, recalls the early days of producing heat stress-tolerant hybrid maize seed in Nepal, which began in 2018. “Our journey started with just one hectare of seed production in 2018 and 2019, and we expanded to 30 hectares by 2022. This was the first time that we started hybrid maize seed production in Nepal, specifically RH-10, a heat stress tolerant hybrid from CIMMYT, released by the National Maize Research Program of Nepal. The support of USAID’s projects like the Nepal seed and fertilizer project was crucial for our success,” said Upadhyay, who was among the award recipients for setting a potent example in scaling up heat stress-tolerant hybrids.

In addition to Lumbini Seed Company, Jullundur Seed Private Limited Company in Pakistan was also recognized for its efforts in seed scaling. The National Maize Research Program of Nepal and the University of Agricultural Sciences, Raichur, India, were acknowledged for their rewarding achievement in research and development during the project period.

“The recognition exemplifies the public-private partnership that we demonstrated under the HTMA project, where the public sector mainly focused on strategic research and product development, and seed companies took charge of seed delivery and scaling,” said Zaidi during the project’s phaseout meeting in Nepal, attended by over 60 participants from the project’s target and spillover countries. “Such partnership models need to be strengthened and replicated in other projects. It is important to consolidate the gains and maintain the momentum of the HTMA project in the years to come to benefit millions of smallholder farmers, echoed Prasanna, who presented certificates of recognition to the partners in the presence of USAID representatives, senior government officials from Nepal and project partners from South Asia and beyond.

Nane Nane fair in Tanzania showcases agricultural innovation and collaboration

In Tanzania, the first week of August is all about agriculture. From August 1 to 8, agricultural fairs, also known as Nane Nane fairs, are held all over the country to recognize the contribution of farmers to the national economy. ‘Nane Nane’ in the local language means ‘eight eight,’ referring to August 8, which is celebrated as Farmers Day in the country.

Organized by the Agricultural Society of Tanzania, these fairs serve as a landmark event for agricultural stakeholders across the region. This year, the 31st edition of the fair was organized at the Nzuguni grounds in Dodoma. It saw 500 exhibitors, including smallholder farmers, agricultural enterprises, public and private sector entities, and government officials.

Themed ‘Embrace Visionary Leadership for Agricultural Transformation,’ the event emphasized the need for leadership commitment to sustainable agriculture, while highlighting the critical role of agriculture in Tanzania’s economic growth and food security.

The Southern Africa Accelerated Innovation Delivery Initiative (AID-I), funded by United States Agency for International Development (USAID) and implemented by CIMMYT, along with several partners, played a prominent role at this year’s fair. In addition to raising awareness of the innovative work being done, the fair provided a platform for AID-I and its partners to showcase a range of innovative agricultural technologies designed to address the specific needs of Tanzanian farmers. The event also enabled AID-I and its partners to interact directly with farmers and entrepreneurs, resulting in valuable feedback. 

Celebrating the Success of AID-I Beneficiaries at Nane Nane

 

The Nane Nane fair was more than just a display of agricultural technologies. It was also a celebration of the successes of local entrepreneurs who had benefited from AID-I’s support.

Among them was Sarah Mashauri, an entrepreneur from the Tabora region, who ventured into the business world by producing and selling maize flour, both wholesale and retail. Starting with only one sack of maize and a loan of 100,000 Tanzanian shillings (approximately US$36), Sarah faced numerous obstacles, including regulatory challenges that resulted in the Tanzania Food and Drugs Authority confiscating her items. The AID-I project recognized her potential and resilience. She was equipped with a milling and dehulling machine, which significantly improved her business. “Before the AID-I project came into my life, I was struggling on my own,” she said. “The support, coupled with the extensive training they provided, enabled me to scale up my operations. I went from employing seven people to 35, and my business expanded significantly. I am now able to source raw materials easily from small-scale farmers, thanks to the networks and training provided by AID-I.”

Agatha Laiza, managing director of Seasoning Palate, a food products company operating under the brand name Tobi Product in Dar es Salaam, is another entrepreneur who benefited from AID-I’s support. Agatha specializes in peanut butter, crunchy nuts, and peanut oil. Her journey began in 1996 with a focus on food product processing. She later realized the potential in peanut production and shifted to adding value to peanuts, while also addressing the critical issue of aflatoxin contamination. With support from AID-I, Agatha was able to build solar dryers for farmers and provide them with high-quality seeds, significantly reducing the risk of aflatoxin in their crops. “The support from USAID, CIMMYT, and AID-I has been invaluable,” Agatha said. “They have helped us build confidence among our farmers, reducing ground nut loss and ensuring safe, quality produce. Our factory, which can process up to three tons of peanuts daily, now operates more efficiently and our products are safer and more reliable.”

Aithan Chaula, executive director of the Dodoma Agriculture Seed Production Association (DASPA), also benefited from the AID-I project’s support. Since beginning pigeon pea production in 2022, DASPA saw substantial growth in demand for pigeon pea seeds, partnering with ALSSEM, a local seed production company.

DASPA expanded its operations to produce quality declared seeds (QDS) and certified seeds, catering to a growing market. Aithan attributed their success to the strategic support from AID-I and partnerships with organizations such as CIMMYT and ALSSEM. “The collaboration allowed us to expand our production capabilities and reach more farmers across various regions,” he said. DASPA is currently working with approximately 20,000 farmers and plans to increase this number by distributing small seed packs and conducting field demonstrations.

“This year at Nane Nane, we were able to distribute small packs of pigeon pea seeds to approximately 1,200 farmers to plant and farm,” said Aithan. “This effort, supported by AID-I, ensures that pigeon pea cultivation becomes well-known and widely adopted by farmers, contributing to both food security and income generation.”

Dr. Michael A. Battle Sr., the United States Ambassador to Tanzania, paid a visit to the AID-I exhibition booth. He engaged with AID-I representatives and the exhibitors, praising their innovative efforts to advance climate-smart agriculture and enhance food security. “It’s a joy to be participating in Nane Nane, particularly because USAID is interested in assisting Tanzania not only to become food secure but also to help with East Africa’s food security and ultimately the continent’s food security,” said Ambassador Battle Sr. He added that it was fulfilling to see the entire value chain of agriculture and agribusiness involving young people and old people engaged in the process of making Tanzania wealthier and more food secure.

For AID-I and its partners, the fair was a crucial opportunity to highlight ongoing initiatives and foster new partnerships. Peter Setimela, the Legume Seed Systems lead for AID-I, emphasized the importance of such events. “Our work in accelerating innovative technologies and ensuring they reach the farmers is reliant on strong partnerships. We bring these technologies to farmers by strengthening local seed systems, connecting farmers to financial services and products, and providing advisory services,” he said.

The Sudan Food Security Initiative: Early wins amidst conflict and crisis

As the summer cultivation season began in May 2024, Fatima Hassan, a 52-year-old farmer from New Halfa, Kassala State, in eastern Sudan, faced an uncertain future. Like thousands of other farmers in her region, Fatima lacked the financial means to purchase seeds, fertilizers, herbicides, or even hire a tractor. The ongoing armed conflict in Sudan had severely disrupted agricultural activities, leaving farmers without the necessary resources to cultivate their land.

‘When I learned about the Sudan Food Security Initiative (SFSI), I was extremely happy. The support from the initiative has given me and my family renewed hope,’ Fatima said while tending to her groundnut farm.”

Under the aegis of the SASAS program, the USAID-funded SFSI was launched in May 2024 in response to Sudan’s food security challenges. Targeting over 50,000 farmers in the New Halfa scheme, the initiative aims to strengthen resilient food production systems by providing significantly subsidized agricultural inputs and technologies, ensuring that farmers can sustain and enhance their farming practices despite the ongoing conflict in the region.

Sowing seeds of optimism

‘Support from SASAS came at a critical time as the armed conflict spread into new areas across the country, de-risking the crucial summer planting season. Through the SFSI, we are enabling farmers to adopt improved technologies and inputs at more affordable rates, thereby enhancing Sudan’s domestic food production,’ said SASAS Program Chief of Party Abdelrahman Kheir.

The SFSI provides each farmer with a 70% subsidy on a comprehensive package that includes land preparation for 0.42 hectares (ha), improved seeds for groundnut and sorghum, crop protection supplies, fertilizers, and agricultural advisory services. This initiative has already resulted in the planting of 14,568 ha of sorghum and 5,882 ha of groundnut. The crops are showing promising signs, with germination progressing well across all cultivated areas.

‘We had lost all hope of benefiting during this cultivation season. The subsidized land preparation, seed purchase, and other inputs have given us a lifeline. In the past, I was not able to buy fertilizers and herbicides, so my sorghum production was poor. This time things have changed dramatically, and we are well-equipped for a good cultivation season,’ said Hamid Rahama, a farmer from northern Halfa. Hamid echoes the optimism shared by many farmers in the region.”

Focus on a sustainable and food secure ecosystem

One of the most significant aspects of the initiative is its focus on building a sustainable seed production system. In partnership with 120 farmers and a private seed company, 252 ha (189 ha of sorghum and 63 ha of groundnut) were established for seed production in New Halfa. The initiative is projected to yield 360 metric tons (t) of sorghum and 270 t of groundnut seeds, thereby enhancing the resilience of the local agricultural ecosystem.

The anticipated yields from these efforts instill a much-needed optimism in an otherwise challenging situation. For groundnuts, the expected yield is 4.5 t/ha, resulting in an output of 26,000 t, enough to meet the nutritional needs of over 1.2 million people. Likewise, the sorghum harvest is projected to reach 54,000 t, providing sustenance for approximately 720,000 people.

In addition to providing inputs, the SASAS program also addresses broader food security challenges by ensuring that farmers receive the necessary technical support throughout various agricultural operations. This includes the introduction of drought-tolerant sorghum varieties, which are showcased to farmers through field days and demonstration plots.

Despite the numerous challenges posed by the ongoing conflict in Sudan, CIMMYT and its partners involved in implementing the SASAS initiative remain undeterred. Although the ongoing armed conflict has compelled many local agriculture advisory companies to scale back their operations due to security and logistical difficulties, the teams remain committed to supporting Sudanese farmers and improving agricultural productivity, thereby contributing to Sudan’s overall food security.

‘We lost a significant number of improved seed production fields due to the conflict. Nevertheless, we ensured the provision of all necessary certified seeds for the SFSI, along with top-quality herbicides,’ said the CEO of Harvest Agricultural Company Isam Ali. He added that despite considerable challenges in transporting agricultural machinery due to security issues, the company completed all land preparations in a timely manner for farmers.

The early impact of SFSI is evident in the renewed hope and optimism among farmers in New Halfa, who are now better equipped to face the challenges of the summer cropping season and contribute to the nation’s food security. With the harvest dates approaching—November for groundnuts and December for sorghum—the initiative is on track to significantly enhance food production in the region, providing a lifeline to thousands of farmers such as Fatima and Hamid.

Enhancing the resilience of our farmers and our food systems: global collaboration at DialogueNEXT

“Achieving food security by mid-century means producing at least 50 percent more food,” said U.S. Special Envoy for Global Food Security, Cary Fowler, citing a world population expected to reach 9.8 billion and suffering the dire effects of violent conflicts, rising heat, increased migration, and dramatic reductions in land and water resources and biodiversity. “Food systems need to be more sustainable, nutritious, and equitable.”

CIMMYT’s 2030 Strategy aims to build a diverse coalition of partners to lead the sustainable transformation of agrifood systems. This approach addresses factors influencing global development, plant health, food production, and the environment. At DialogueNEXT, CIMMYT and its network of partners showcased successful examples and promising directions for bolstering agricultural science and food security, focusing on poverty reduction, nutrition, and practical solutions for farmers.

Without healthy crops or soils, there is no food

CIMMYT’s MasAgro program in Mexico has enhanced farmer resilience by introducing high-yielding crop varieties, novel agricultural practices, and income-generation activities. Mexican farmer Diodora Petra Castillo Fajas shared how CIMMYT interventions have benefitted her family. “Our ancestors taught us to burn the stover, degrading our soils. CIMMYT introduced Conservation Agriculture, which maintains the stover and traps more humidity in the soil, yielding more crops with better nutritional properties,” she explained.

CIMMYT and African partners, in conjunction with USAID’s Feed the Future, have begun applying the MasAgro [1] model in sub-Saharan Africa through the Feed the Future Accelerated Innovation Delivery Initiative (AID-I), where as much as 80 percent of cultivated soils are poor, little or no fertilizer is applied, rainfed maize is the most widespread crop, many households lack balanced diets, and erratic rainfall and high temperatures require different approaches to agriculture and food systems.

The Food and Agriculture Organization of the United Nations (FAO) and CIMMYT are partnering to carry out the Vision for Adapted Crops and Soils (VACS) movement in Africa and Central America. This essential movement for transforming food systems endorsed by the G7 focuses on crop improvement and soil health. VACS will invest in improving and spreading 60 indigenous “opportunity” crops—such as sorghum, millet, groundnut, pigeon pea, and yams, many of which have been grown primarily by women—to enrich soils and human diets together with the VACS Implementers’ Group, Champions, and Communities of Practice.

The MasAgro methodology has been fundamental in shaping the Feed the Future Southern Africa Accelerated Innovation Delivery Initiative (AID-I) Rapid Delivery Hub, an effort between government agencies, private, and public partners, including CGIAR. AID-I provides farmers with greater access to markets and extension services for improved seeds and crop varieties. Access to these services reduces the risk to climate and socioeconomic shocks and improves food security, economic livelihoods, and overall community resilience and prosperity.

Healthy soils are critical for crop health, but crops must also contain the necessary genetic traits to withstand extreme weather, provide nourishment, and be marketable. CIMMYT holds the largest maize and wheat gene bank, supported by the Crop Trust, offering untapped genetic material to develop more resilient varieties from these main cereal grains and other indigenous crops. Through the development of hardier and more adaptable varieties, CIMMYT and its partners commit to implementing stronger delivery systems to get improved seeds for more farmers. This approach prioritizes biodiversity conservation and addresses major drivers of instability: extreme weather, poverty, and hunger.

Food systems must be inclusive to combat systemic inequities

Successful projects and movements such as MasAgro, VACS, and AID-I are transforming the agricultural landscape across the Global South. But the urgent response required to reduce inequities and the needed investment to produce more nutritious food with greater access to cutting-edge technologies demands inclusive policies and frameworks like CIMMYT’s 2030 Strategy.

“In Latin America and throughout the world, there is still a huge gap between the access of information and technology,” said Secretary of Agriculture and Livestock of Honduras, Laura Elena Suazo Torres. “Civil society and the public and private sectors cannot have a sustainable impact if they work opposite to each other.”

Ismahane Elouafi, CGIAR executive managing director, emphasized that agriculture does not face, “a lack of innovative science and technology, but we’re not connecting the dots.” CIMMYT offers a pathway to bring together a system of partners from various fields—agriculture, genetic resources, crop breeding, and social sciences, among others—to address the many interlinked issues affecting food systems, helping to bring agricultural innovations closer to farmers and various disciplines to solve world hunger.

While healthy soils and crops are key to improved harvests, ensuring safe and nutritious food production is critical to alleviating hunger and inequities in food access. CIMMYT engages with private sector stakeholders such as Bimbo, GRUMA, Ingredion, Syngenta, Grupo Trimex, PepsiCo, and Heineken, to mention a few, to “link science, technology, and producers,” and ensure strong food systems, from the soils to the air and water, to transform vital cereals into safe foods to consume, like fortified bread and tortillas.

Reduced digital gaps can facilitate knowledge-sharing to scale-out improved agricultural practices like intercropping. The Rockefeller Foundation and CIMMYT have “embraced the complexity of diversity,” as mentioned by Roy Steiner, senior vice-president, through investments in intercropping, a crop system that involves growing two or more crops simultaneously and increases yields, diversifies diets, and provides economic resilience. CIMMYT has championed these systems in Mexico, containing multiple indicators of success from MasAgro.

Today, CIMMYT collaborates with CGIAR and Total LandCare to train farmers in southern and eastern Africa on the intercrop system with maize and legumes i.e., cowpea, soybean, and jack bean. CIMMYT also works with WorldVeg, a non-profit organization dedicated to vegetable research and development, to promote intercropping in vegetable farming to ensure efficient and safe production and connect vegetable farmers to markets, giving them more sources for greater financial security.

Conflict aggravates inequities and instability. CIMMYT leads the Feed the Future Sustainable Agrifood Systems Approach for Sudan (SASAS) which aims to deliver latest knowledge and technology to small scale producers to increase agricultural productivity, strengthen local and regional value chains, and enhance community resilience in war-torn countries like Sudan. CIMMYT has developed a strong partnership funded by USAID with ADRA, CIP, CRS, ICRISAT, IFDC, IFPRI, ILRI, Mercy Corps, Near East Foundation, Samaritan’s Purse, Syngenta Foundation, VSF, and WorldVeg, to devise solutions for Sudanese farmers. SASAS has already unlocked the potential of several well-suited vegetables and fruits like potatoes, okra, and tomatoes. These crops not only offer promising yields through improved seeds, but they encourage agricultural cooperatives, which promote income-generation activities, gender-inclusive practices, and greater access to diverse foods that bolster family nutrition. SASAS also champions livestock health providing food producers with additional sources of economic resilience.

National governments play a critical role in ensuring that vulnerable populations are included in global approaches to strengthen food systems. Mexico’s Secretary of Agriculture, Victor Villalobos, shared examples of how government intervention and political will through people-centered policies provides greater direct investment to agriculture and reduces poverty, increasing shared prosperity and peace. “Advances must help to reduce gaps in development.” Greater access to improved agricultural practices and digital innovation maintains the field relevant for farmers and safeguards food security for society at large. Apart from Mexico, key government representatives from Bangladesh, Brazil, Honduras, India, and Vietnam reaffirmed their commitment to CIMMYT’s work.

Alice Ruhweza, senior director at the World Wildlife Fund for Nature, and Maria Emilia Macor, an Argentinian farmer, agreed that food systems must adopt a holistic approach. Ruhweza called it, “The great food puzzle, which means that one size does not fit all. We must integrate education and infrastructure into strengthening food systems and development.” Macor added, “The field must be strengthened to include everyone. We all contribute to producing more food.”

Generating solutions, together

In his closing address, which took place on World Population Day 2024, CIMMYT Director General Bram Govaerts thanked the World Food Prize for holding DialogueNEXT in Mexico and stressed the need for all partners to evolve, while aligning capabilities. “We have already passed several tipping points and emergency measures are needed to avert a global catastrophe,” he said. “Agrifood systems must adapt, and science has to generate solutions.”

Through its network of research centers, governments, private food producers, universities, and farmers, CIMMYT uses a multidisciplinary approach to ensure healthier crops, safe and nutritious food, and the dissemination of essential innovations for farmers. “CIMMYT cannot achieve these goals alone. We believe that successful cooperation is guided by facts and data and rooted in shared values, long-term commitment, and collective action. CIMMYT’s 2030 Strategy goes beyond transactional partnership and aims to build better partnerships through deeper and more impactful relationships. I invite you to partner with us to expand this collective effort together,” concluded Govaerts.

Transforming agriculture in sub-Saharan Africa: a new dawn for millet production

As the world grapples with climate change, resilient crops such as millets play an increasingly important role. Their ability to thrive in low soil fertility and limited moisture levels makes them ideal for Africa’s changing climate. However, despite their potential, it remains largely untapped.

In an initiative to address the untapped potential and the growing challenges associated with the cultivation of pearl and finger millets in Africa, a high-profile discussion convened experts from various fields. This session, part of a workshop titled “Bottlenecks to Expansion of Pearl and Finger Millets in Africa,” organized by the Bill & Melinda Gates Foundation in collaboration with the Senegalese Institute of Agricultural Research (ISRA) and CIMMYT, aimed to identify and prioritize key bottlenecks in crop improvement.

Significance of the International Year of Millets

The United Nations General Assembly declared 2023 the International Year of Millets to raise awareness of and direct policy attention to the nutritional and health benefits of millets and their suitability for cultivation under adverse and changing climatic conditions. The program highlighted the critical need to promote sustainable agriculture and enhance food security by adopting climate-resilient crops like millets, which play an important role in mitigating the effect of climate change, due to their adaptability to adverse and changing climatic conditions.

“We have been actively engaged in gathering input and support from all over the world, not just from Africa and Asia but also from regions like Latin America and Eastern Europe,” said Makiko Taguchi of the Food and Agriculture Organization (FAO). “This year has seen a surge in interest and collaboration in the millet community and we are excited about the possibilities that lie ahead,” she added.

National strategies to enhance millet production

In an effort to ensure food security and achieve production goals over the next five years in Senegal, a strategic plan encompassing various key initiatives will be implemented to meet the demands of millets.

Hamidou Diallo, from the Ministry of Agriculture, Rural Equipment, and Food Sovereignty of Senegal (MAERSA), summarized the strategy. First, is a focus on enhancing production and productivity. Second, the plan calls for the use of high-quality seeds and collaboration with ISRA to provide foundational seeds. Third, aiming to equip producers with the necessary tools and equipment. Last, the plan seeks to increase the overall cultivated area of millets.

“We align ourselves with the needs of the local community. By doing this, it ensures that the initiatives undertaken are not only impactful but also resonate with the agricultural landscape and the needs of the communities served,” said Diallo.

Innovative initiatives for the Dryland Crops Program

Kevin Pixley, director of the Dryland Crops Program (DCP) and Wheat Program director a.i. at CIMMYT, highlighted four initiatives in which the program is involved. One is the establishment of the Africa Dryland Crops Improvement Network, comprising national program scientists and led by the steering committee from Eastern and Southern Africa (ESA) and Western and Central Africa (WCA). Their mandate is examining investments in capacity development and infrastructure and shape breeding programs. Second, a legumes mining project at Colorado State University, focusing on genetic diversity and using big data tools to identify resilient traits. Third, working on gene editing projects such as reducing rancidity in pearl millets in countries that are open to these technologies. Last, the Vision for Adapted Crops and Soils (VACS) project, that will include millets as a prioritized crop. These initiatives are crucial for creating pathways to improve farmers’ livelihoods and popularize millets.

“Creating an effective pathway is critical to these approaches. We need to find innovative ways to reach more farmers with options to improve their livelihood and popularize millets across different market segments,” said Pixley.

CIMMYT’s program on Dryland Crops is at the forefront to improving breeding and seed systems, with the aim to improve the livelihoods of small-scale producers and consumers of these crops in sub-Saharan Africa.

Aware of the changing needs of the global community, CIMMYT has begun on a journey to advance research and broaden its impact by implementing the Dryland Crops Program. This approach is based CIMMYT’s 2030 Strategy, which has the potential to shape the future of agriculture as a catalyst of climate resilience, sustainable and inclusive agricultural development, and food and nutrition security.

The program is critical in promoting climate resilience, sustainable agricultural practices, and food and nutrition security in sub-Saharan Africa.  CIMMYT is working on dryland crops like millets and legumes, which have untapped potential for contributing to food security, particularly in climate-vulnerable regions.

Research and innovative labs

Geoff Morris from Colorado State University shared insights on the recently concluded United States Agency for International Development (USAID) Innovation Lab on Sorghum and Millets. This activity spanned the entire value chain from trait discovery to breeding program support to the development of value-added products. The most successful projects, in his opinion, were those led by African-based scientists.

“It is essential for Africa scientists to be in the driver sear to ensure that research agenda aligns with their needs,” he said. “There is a gap in knowledge not about what we know here but about what U.S. researchers know about supporting African breeders. It’s crucial for researchers to define the needs to guide effective collaborations,” said Morris.

Pioneering role in millet sector growth

The International Crops Research Institute for the Semi-Arid Tropics (ICRISAT) has contributed significantly to driving growth in the millet sector, including innovation generation and knowledge sharing. Damaris Odeny, ICRISAT India, highlighted the organization’s contributions particularly in the agri-business incubation platform. The platform serves as a bridge, identifying suitable technologies to specific regions and supporting local entrepreneurs in deploying these technologies to reach smallholder farmers. While the model has been successful in India, its adoption in Africa has been slower, owing to regional differences and varying levels of investments.

The Feed the Future Innovation Lab for Crop Improvement, managed by USAID and Cornell University efforts in fostering regional collaborations funds a center for innovations across regions, fostering regional collaborations that are critical for sharing knowledge and resources, benefiting not only regions within Africa but also further afield.

“Moving forward, we should align these initiatives and identify synergies to maximize their impact. This approach will encourage greater engagement and the adoption of innovative solutions at the local level,” said Odeny.

The path forward for millets in Africa and beyond is not only promising but essential for addressing issues of food security, climate resilience, and sustainable development. This can be accomplished by aligning these initiatives with global sustainability goals and focusing on innovative, collaborative efforts.

Changing the narrative through communication

Turning to the power of communication, Douglas Gayeton, co-founder of The Lexicon emphasized the role of effective messaging in changing people’s perceptions of millets.

“When consumers understand what they are purchasing and how it aligns with their values, they can make informed decisions that benefit the entire food system,” said Gayeton.

He also underscored the importance of changing the narrative around millets. He emphasized the importance of shifting away from terms like ‘neglected’ and ‘orphaned’ crops to more positive empowering language that resonates with consumers and policy makers.

“In order to change the food system, we must provide consumers with information at the point of purchase that applies to their values. By linking that benefit to consumer values, this approach has the potential to significantly expand millet markets,” said Gayeton.

The discussions highlighted the valuable lessons to be learned from the efforts to enhance millet utilization in Africa and other regions. The collaboration across various sectors, from government to research institutions and the private sector, highlights the multifaceted approach in addressing the challenges facing millet cultivation and utilization. Recognizing the significance of local engagement and the empowerment of local scientists underscores a crucial lesson: solutions need to be tailored to the specific context, utilize local knowledge, and address local needs to ensure sustainability. In addition, the significant impact of communication in reshaping perceptions about millets demonstrates the importance of storytelling in shaping consumer behavior and policy.

Innovation hubs in western Honduras, cornerstones for agricultural sustainability

We are paving the way for significant agricultural change in the community of Lentago, Belén Gualcho, Ocotepeque. By means of the AgriLAC Resiliente initiative, we have taken firm steps towards more sustainable and resilient agrifood systems in Honduras through continuation efforts at the agricultural innovation hub.

“Fertilization is one of the main issues identified through plot diagnosis and the participation of several producers from three areas (Lentago, El Aguacatillo and La Mohaga),” says Jesús Erardo Díaz Gómez. He is a technician participating in the project and provided Elmer Valeriano with technical support during the installation of the hub on his plot, where sustainable practices are currently being implemented and compared with conventional local practices.

Traditionally, fertilization occurs 15 to 22 days after planting. “The innovation hub seeks to improve this practice by evaluating fertilization during planting in order to ensure adequate nutrient availability maize plants,” says Erardo, who is part of the InnovaHub West Honduras technical team, which coordinates local organization and stakeholder AgriLAC Resiliente efforts, promoting innovation and sustainability in the Honduran agricultural sector.

InnovaHub Occidente is not just impacting fertilization methods. Erardo states that the seed selection processes for future crops also needs to be reexamined. Currently, seeds are selected once they “tapizcan” (harvest) the maize, taking it out of the field. However, this has its problems. “With the innovation hub, we aim to start this process in the field, carefully selecting the healthiest plants most suited to the needs of local producers,” he explains.

Hubs like the one in Lentago help disseminate knowledge about sustainable practices. The CIMMYT and ODECO technical team has played a pivotal role resolving questions and orienting farmers about sustainable maize management.

Of course, the success of efforts like this one requires commitment and active participation from farmers like Elmer Valeriano. Elmer is a proactive farmer open to new techniques. He is an inspirational model showing how collaboration between technicians and farmers drive the shift towards more sustainable and efficient practices, like the installation of a rain gauge that promises to yield vital data for informed decision making in the hub.

Though seemingly simple, the rain gauge provides a way to better understand crop irrigation requirements and adjust agricultural practices accordingly. “The results will allow us to compare the amount of water received with actual crop requirements, providing a reliable foundation for making decisions,” says Erardo, noting Elmer’s commitment to collecting and recording the data from the rain gauge.

The work by InnovaHub Occidente de Honduras is not isolated. It is a part of a broader initiative: AgriLAC Resiliente. This CGIAR driven effort aims to transform agrifood systems in Latin America and the Caribbean by increasing resilience and competitiveness. The InnovaHubs in Honduras, in collaboration with organizations such as the Alliance of Bioversity International and CIAT and CIMMYT, are paving the way towards a more prosperous and sustainable future for agriculture in the region.

Ultimately, success for these initiatives will depend on continued collaboration among all stakeholders: farmers, technicians, organizations, and local communities. More resilient agrifood systems that not only feed present generations, but also protect and restore land for future generations, are possible as long as we continue to focus on innovation and sustainability.

Specialist centers empower women and youth farmers

Joseph Gambi began as a groundnut seed producer in Ukwile village, Mbozi District, Songwe, Tanzania. He struggled to make a living from agriculture, an experience shared by many young people and women in his village. Low yields, limited opportunities in agricultural value chains, and low productivity in current production systems meant that there were fewer opportunities for income generation, which all negatively impacted the involvement of youth and women.

Based on his experience as a young farmer, Joseph believed groundnut farming could be more profitable than maize. “Although groundnut farming is promising and earns good money, its productivity is very low. Most of us opt for maize because quality seeds and other inputs are available, despite its high capital needs,” said Joseph.

To improve the situation, CIMMYT’s Dryland Crops Program aims to increase the adoption of quality seeds among youth and women farmers through behavior change interventions. Led by CIMMYT and implemented in partnership with the Center for Behaviour Change and Communication (CBCC) and the Tanzania Agricultural Research Institute (TARI), the project targets sorghum and groundnut improvement in Tanzania’s Songwe region.

Joseph was selected by his community to lead the way in changing perceptions of groundnut in his village and trained as a last-mile change agent, equipped with knowledge on social behavior change. As a youth champion and seed producer in Ukwile village, he has created awareness about quality seeds and good farming practices among at least 600 farmers across more than 15 villages in the district.

Seed demand creation

Through the Drylands Crop Program, Joseph has been trained in various awareness and demand creation strategies, such as farmer mobilization. He uses these skills to raise farmers’ interest in different technologies and products, creating demand for various agricultural inputs and seeking out suppliers.

His efforts have attracted a variety of stakeholders to his village. These include four TARI centers, five seed companies, three non-government organizations (NGOs), one agrodealer, and two off-takers. While most stakeholders partner with him to demonstrate and promote their technologies to the farmers he has mobilized, others enter into agreements and pay him a commission for each sale he facilitates.

In the first season, Joseph created demand for more than two tons of groundnut seed, partnering with Pavig Agro, a groundnut seed company, to distribute almost 1.2 tons of quality seed to farmers in his village. The seed company could not adequately meet the aggregated demand, creating an opportunity for Joseph and 17 others to train as Quality Declared Seeds (QDS) producers.

Dedicated support for youth and women

After creating traction for quality seeds, inputs, and other agricultural services, the project established the Youth and Women Quality Center (YWQC) in Ukwile, managed by Joseph and three other community champions. The center serves more than 1,000 farmers across five villages and currently hosts more than ten demonstration plots featuring nine varieties of groundnut, maize, five bean varieties, and sorghum.

Furthermore, the center is now registered and licensed to distribute seeds and offers services such as seed planting using a manually operated seed planter, pesticide and herbicide spraying, extension support, market information, farmers’ advisory services, input demand creation and distribution, and produce aggregation.

The project has proved to be transformational for Joseph, who has now received certification as a seed producer and dealer, as well as for his family and wider community. Before the training, Joseph allocated half an acre for groundnut production each season; he now uses three acres, with an additional acre for sorghum seed and a further half acre for bean seed production.

He has also mobilized and supported the registration of ten farmer groups, three of which were trained as seed producers and now produce groundnut seed and mentored five youths and women to become seed producers. This work means that the Ukwile YWQC now has 12 seed producers cultivating 13.5 acres of groundnut seed. Joseph and other experienced seed producers multiply basic seed to produce QDS 1, which is then sold to other seed producers at affordable prices.

Thanks to Joseph’s awareness and demand creation initiatives, Ukwile YWQC generated US $4,000 in revenue from seed and input distribution between November 2022 and January 2024. From two acres alone of groundnut seed production, Joseph earned US $1,456 from selling groundnut QDS between December 2023 and January 2024.

His increased income has supported his family, including paying for education for his four children, and has purchased a plot of land, on which he is constructing a three-bedroom house.

Quality seeds reduce hunger in Tanzanian schools

The Songwe Region in Tanzania faces a variety of challenges in its agricultural communities, including low productivity, poor farming practices, and limited access to resources. Low yields from white sorghum, the crop of preference in the area, contribute to food insecurity, and insufficient extension support compounds the challenges for farmers.

Schools in the region face their own problems, with students experiencing a lack of food during certain months, resulting in poor academic performance and attendance. Parents, burdened by financial constraints and the low yields of sorghum, struggle to contribute to the school feeding program, further aggravating the situation. The School Feeding Program provides at least one nutritious meal daily to students in rural Tanzania to combat hunger and enhance academic performance. Most schools in rural areas have enough farmland for learning purposes; by utilizing this land, the program aims to produce food locally, reducing reliance on parental contributions and involving the community in addressing food and nutrition insecurity.

To address these challenges, the Center for Behavior Change and Communication (CBCC), initiated a proactive intervention during the 2022-2023 farming season to increase awareness of improved sorghum seed varieties (TARI SOR 1 and TARI SOR 2) through the school feeding program in Momba district, Tanzania. This collaborative effort between the Tanzania Agricultural Research Institute (TARI), CIMMYT, local seed producers, and the local government aimed to address the persistent food and nutrition insecurity in the area.

One of the key strategies employed by CBCC was using schools as platforms for raising awareness. Schools primarily grow sorghum for food rather than trade, making them ideal places to introduce these new, higher-yielding, and nutritionally valuable seed varieties.

Leveraging school farmland

The Youth and Women Quality Centres (YWQCs) are part of an innovative model implemented through the Dryland Crops Program (DCP) through the Accelerated Varietal Improvement and Seed Systems in Africa (AVISA) project, led by CIMMYT and implemented in partnership with CBCC and TARI. Its goal is to increase the adoption of improved variety and quality seeds among young and female farmers through behavior change interventions, with a focus on sorghum and groundnut improvement in the Songwe Region.

Using schools as focal points for raising awareness, the initiative leveraged the YWQCs to provide extension support and distribute seeds to schools. Training materials tailored to the school environment facilitated practical learning on agronomic practices such as farm preparation, seed selection, planting, fertilizer application, weeding, and pest management.

Mkama Secondary School was one of the first to enroll in the program, setting aside 0.5 acres to demonstrate the performance of TARI sorghum seed varieties. With the use of good agronomic practices, the pilot led to an increase in yield, with 350 kilograms (kg) of sorghum harvested. This was an increased improvement compared to their previous yield of 200 kg per acre on their four-acre farm, representing an increase of approximately 75%.

Concerns raised by teachers about the limited yield of local seeds, yielding less than 200 kg per acre, necessitate the urgency of implementing sustainable solutions. The low productivity observed on school farms is also attributed to poor farming practices and inadequate extension support.

Growing these new varieties offers many practical benefits. The increased yield enabled the school to provide lunch to its 129 students during the critical period when food insecurity is most pronounced (October-April). “The new improved sorghum varieties have higher yields, and TARI SOR 2 makes good Ugali,” said Johnas Marwa, the school headmaster. Motivated by their success, the school will plant TARI SOR 1 and TARI SOR 2 on all four acres of their farm during the 2023-2024 season.

Community-wide benefits

The project’s success also inspired confidence in the broader community, leading to a surge in demand for the new sorghum seeds. Consequently, eight seed producer groups and five individual seed producers decided to cultivate these improved varieties in the coming season.

Initially, some community members were hesitant to adopt the new varieties because they were not as white as the traditional local seeds. However, the impressive performance of TARI SOR 1 and TARI SOR 2 quickly won them over, capturing the attention of both farmers and parents due to their potential to reduce food insecurity at household level.

The achievements at Mkama Secondary School led to the expansion of the initiative across 19 additional schools in 14 villages. These schools were chosen based on their willingness to participate and the availability of their farmland. Out of the schools involved, only five produced sorghum on their farms, with the rest relying on parental contributions for the feeding program, but they all relied upon sorghum as the main source of food. Some primary schools only provided porridge, while most of the secondary schools only offered lunch.

Across the 19 schools, a total of 58 acres were allocated for farming sorghum. The project provided 190 kg of seeds, 21% of which were the Macia variety, a popular choice because of its whitish appearance and marketability.

Emmanuel Mwenda, national sorghum coordinator at TARI, said, “This intervention is one of a kind and will bring a huge impact to farmer communities in Momba district.”

Project legacy

The initiative has already had a significant impact and will continue to do so for future planting seasons and generations. “Given the level of effort and investment by partners, in the next season, 4 out of 10 farmers purchasing improved seed at YWQCs will choose either TARI SOR 1 or 2,” said Michel Amson from CBCC.

More than 2,000 students and 50 teachers were trained in agronomic practices by dedicated youth champions. This training caused a ripple effect, with parents visiting YWQC to purchase quality seeds too for growing on their own land.

To ensure the project’s sustainability and longevity, education officers will work with more schools and YWQCs would provide seeds on credit, with schools repaying after harvest to make the improved varieties more accessible when they are needed most.

“This initiative not only improves nutrition and food security for school children, but also benefits the wider community by increasing yields and extending meal provision periods. The collaborative efforts of various stakeholders have been instrumental in driving the success of this initiative”, says Chris Ojiewo, seeds systems lead at CIMMYT.

Heat tolerant maize: a solution for climate change-induced 360◦ water deficits

Millions of smallholders in the Global South depend on maize, largely cultivated under rainfed conditions, for their own food security and livelihoods. Climate change mediated weather extremes, such as heat waves and frequent droughts, pose a major challenge to agricultural production, especially for rainfed crops like maize in the tropics.

“With both effects coming together under heat stress conditions, plants are surrounded, with no relief from the soil or the air,” said Pervez H. Zaidi, maize physiologist with CIMMYT’s Global Maize Program in Asia. “Climate change induced drought and heat stress results in a double-sided water deficit: supply-side drought due to depleted moisture in soils, and demand-side drought with decreased moisture in the surface air. “

Extreme weather events

Weather extremes have emerged as the major factor contributing to low productivity of the rainfed system in lowland tropics. South Asia is already experiencing soaring high temperatures (≥40C), at least 5C above the threshold limit for tropical maize and increased frequency of drought stress.

“In today’s warmer and drier climate, unless farmers have copious amounts of water (which might not be a sustainable choice for smallholders in the tropics) to not only meet the increased transpiration needs of the plants but also for increased evaporation to maintain necessary levels of humidity in the air, the climate change mediated weather extremes, such as heat and drought pose a major challenge to agricultural production, especially for rainfed crops like maize in lowland tropics,” said Zaidi.

To deal with emerging trends of unpredictable weather patterns with an increased number of warmer and drier days, new maize cultivars must combine high yield potential with tolerance to heat stress.

Maize designed to thrive in extreme weather conditions

CIMMYT’s Global Maize Program in South Asia, in partnership with public sector maize research institutes and private sector seed companies in the region, is implementing an intensive initiative for developing and deploying heat tolerant maize that combines high yield potential with resilience to heat and drought.

By integrating novel breeding and precision phenotyping tools and methods, new maize germplasm with enhanced levels of heat stress tolerance is being developed for lowland tropics. Over a decade of concerted efforts have resulted in over 50 elite heat stress tolerant, CIMMYT-derived maize hybrids licensed to public and private sector partners for varietal release, improved seed deployment, and scale-up.

As of 2023, a total of 22 such high-yielding climate-adaptive maize (CAM) hybrids have been released by partners throughout South Asia. Through public-private partnerships, eight hybrids are being already deployed and scaled-up to over 100,000 hectares in Bangladesh, Bhutan, India, Nepal, and Pakistan. Also, the heat tolerant lines developed by CIMMYT in Asia were used by maize programs in sub-Saharan Africa for developing heat tolerant maize hybrids by crossing these as trait donors with their elite maize lines.

Studies on the new CAM hybrids show that while their yield is like existing normal maize hybrids under favorable conditions, the CAM hybrids outperform normal hybrids significantly under unfavorable weather conditions.

“The unique selling point of the new CAM hybrids is that they guarantee a minimum yield of at least 1.0 tons per hectare to smallholder farmers under unfavorable weather when most of the existing normal hybrids end-up with very poor yield,” said Subhas Raj Upadhyay, from the Lumbini Seed Company Ltd. in Nepal.

Given the superior performance of CAM seeds in stress conditions, Nepali farmers have expressed willingness to pay a premium price: an average of 71% more with government subsidy, or at least 19% extra without a subsidy for CAM seed. Similarly, the farmers in hot-dry areas of the Karnataka state of India are ready to pay 37% premium price for CAM seed compared to normal hybrid seed. These reports strongly validate the demand of CAM seed and therefore a targeted initiative is needed to accelerate deployment and scaling these seeds in climate-vulnerable marginal agroecologies in tropics.

Regional network to scale impact of dryland crops in sub-Saharan Africa

The Dryland Crops Program (DCP), in collaboration with National Agricultural Research and Extension Systems (NARES) partners, IITA, Alliance Bioversity & CIAT, and other African institutions, has established the African Dryland Crop Improvement Network (ADCIN). Aiming to strengthen partnerships and collaboration among partner institutions, the network focuses on improving dryland crops through crop enhancement. The ADCIN will have regional governance bodies in West and Central Africa (WCA) and Eastern and Southern Africa (ESA).

Consultative approach to establish ADCIN and governance structure

In 2021, CIMMYT was asked to lead a CGIAR varietal improvement and seed delivery project for dryland crops with an initial focus in Africa and funding from the Bill & Melinda Gates Foundation, the United States Agency for International Development (USAID), and the CGIAR Accelerated Breeding Initiative. This aligns with CIMMYT’s 2030 strategic objectives, which will contribute to shaping the future of agriculture to drive climate resilience, sustainable and inclusive agricultural development, and food and nutrition security.

As CIMMYT embarked on its work to further strengthen the work on dryland crops, it held a series of consultation meetings with several NARES in the region. A joint consultation workshop with NARES and CGIAR colleagues was held in Senegal in February 2022. This was followed by the broader network members and stakeholders meeting in Ghana in January 2023. These events brought together experts and representatives from the WCA and ESA regions and various partner institutions to discuss the best approaches to improve the impact of our work on dryland crops through crop improvement. Experts discussed within and across disciplines defining breeding targets using socio-economic and gender information, developing modern breeding processes and approaches, seed systems, data-science, and forging new models of partnerships.

One significant outcome of these meetings was the recommendation to establish a formal regional dryland crop improvement network to strengthen and enhance the current partnership among NARES and CGIAR partner institution and scientists. Establishing a governance structure for this network for effective coordination and monitoring of the network partnerships was also recommended. It was agreed that this network will have two regional bodies, one each in ESA and WCA, with their own steering committees.

Later in 2023, two initial regional steering committees were formed following consultations with CGIAR and NARES partners. The goal of the committees is to improve crop varieties in the region while ensuring equitable resource allocation and promoting collaboration among network partners. Each committee is expected to provide regional governance and oversight for the diverse dryland crop networks that operate in each region. Specific roles and responsibilities include prioritizing capacity development activities for network members, approving and allocating budgets for development plans, reviewing infrastructure needs, budgeting and accounting for investments, mobilizing resources from donors, coordinating collaboration among partners, monitoring and evaluating performance, supporting policy issues, and resolving disputes among members.

Critical role of steering committees for sustainability of ADCIN

The WCA steering committee comprises 14 members: 11 from NARES and three from CGIAR, met in Saly, Senegal in August 2023. The ESA committee comprises 12 members: nine from NARES and three from CGIAR, met in Nairobi, Kenya. Both committees explored their roles and responsibilities.

The ESA and WCA committees proposed, represented, and discussed several strategic areas. They developed and implemented strategies to enhance capacity and infrastructure, promote effective budget management, establish regional learning mechanisms, and lead resource mobilization to ensure sustained support for the DCP initiatives.

AlliThe committees also discussed the network’s vision, terms of reference, committees’ governance (by-laws), and a review of the network agreement. They also defined the network’s aspirations and aligned its resources to regional and national infrastructure needs and priorities.

A significant outcome from the meetings was CIMMYT’s allocation of US $1 million to the committees to facilitate personnel and infrastructure development. This budget allocation was decided upon after careful deliberation on how to best use the available resources to meet the network’s needs. Both committees then agreed to call for proposals in various capacity development areas.

They also elected the leadership for the committees. The WCA committee elected four officials: the chairperson, vice-chairperson, secretary, and financial secretary. The ESA committee elected three officials, including the chairperson, vice-chairperson, and secretary.

Subcommittees were also formed to oversee the operations of the steering committees and ensure a comprehensive approach to achieving the network’s goal. “These subcommittees are focused on capacity development, finance and monitoring, evaluation and learning and networks sustainability,” said Happy Daudi, the ESA steering committee secretary.

Kevin Pixley, director of CIMMYT’s Dryland Crops Program, highlighted the importance of regional steering committees in promoting agricultural progress, food security, nutritional stability, resources, and partnerships.

“The creation of the ADCIN marks a pivotal moment in our collective journey towards sustainable agricultural development,” said Pixley. “By bringing together the expertise and resources of CGIAR and NARES partners, ADCIN embodies our shared commitment to turning the challenges of dryland agriculture into opportunities for growth, resilience, and prosperity for the farmers and the communities we serve.”

The meetings also provided an opportunity for the committees to initiate the selection of a unified name for the network. The African Dryland Crop Improvement Network (ADCIN) was decided through a consensus-driven naming process among network members.

The ADCIN also establishes a critical support network for Africa-NARES and breeding programs through the ESA and WCA regional networks, allowing them to co-design and co-implement projects, leverage regional resources and capacity, and sustain dryland crop improvement activities through alignment of investment with priorities, capacity building, and connect the network to other initiatives.

Accelerating progress: from governance to brand identity

Subsequently, the two committees met in December 2023 to discuss and finalize previously discussed key areas. Significant progress had been made in reviewing and confirming the terms of reference and bylaws, which are required for smooth operations and a clear understanding of the governance structure among all the network members.

Following a thorough review and deliberation, the committees agreed on a set of criteria and a template for the call for proposals. The call was made public in December 2023, with submissions due by January 30, 2024. The ESA and WCA steering committees reviewed the applications and communicated the results to the successful applicants. Out of nearly 100 applications submitted, 19 successful candidates are from WCA and 13 from ESA.

Recognizing the importance of a strong and consistent identity, the steering committees established guidelines for the branding and marking process. Part of this process includes creating a logo, which will be shared with the steering committees and the network for a final selection and approval. This step is crucial in developing a visual identity that reflects the network’s values and objectives.

Reinventing collaborative efforts for the future with a unique model

The network and the steering committees operate on an inclusive model in which CGIAR, NARES, and regional stakeholders collaborate to allocate resources for regional projects. This approach not only addresses each region’s unique needs but also ensures tailored development of infrastructure, human capacity, and coordination, increasing the impact on dryland crop cultivation.

“This is a one-of-a-kind collaborative model that was meticulously developed within the region by both CGIAR and NARES, who jointly decided on strategic priorities for regional projects and allocated a budget to support their region,” said Harish Gandhi, associate program director. “The ‘fit principle’ is critical for infrastructure and human capacity development, as well as improving regional coordination.”

This collaboration is about more than just pooling resources; it’s also about leveraging unique strengths, knowledge, and perspectives to create synergies that will help address complex regional challenges effectively. The network can respond to the specific needs of each region and places the onus of responsibility on the steering committees, allowing them to make critical regional decisions. By ensuring that projects are designed with a thorough understanding of regional needs, ADCIN aims to achieve more long-term and significant results.
