Strengthening farmer resilience through sustainable synergies between crops and livestock

Farmers, stakeholders, and partners, including seed companies, Hamara Chicks, PHI Commodities, the International Livestock Research Institute (ILRI), BioHUB Trust (BHT), Kurima Machinery and Technology, and Zimplow Limited, participated in the Seed and Livestock Fair in the Mbire and Murewa districts of Zimbabwe, which showcased indigenous and improved seed varieties and different technologies to strengthen crop and livestock value chain systems.

Initiated by CIMMYT in 2022, as the CGIAR Initiative on Agroecology, these series of fairs have become instrumental in bringing agrodealers closer to farmers and showcasing sustainable technologies and innovations that have the potential to strengthen production systems. It was also an opportunity for the agroecology initiative team to provide feedback to farmers and stakeholders on ongoing activities and technologies that were being tested since the initiative’s inception in Zimbabwe. By adopting a multi-partner approach, these fairs bring local food systems actors together to ensure food and nutrition security and improved income for farmers.

“The agroecology initiative has been collaborating with an array of organizations and institutes that can support our mission towards promoting agroecology and improving farming production, including other CGAIR entities like IWMI and ILRI, Hamara Group, Ecolyfe, and PHI Commodities,” said Dorcas Matangi, research associate at CIMMYT.

This year’s edition of the seed and livestock fair “Fostering Synergies: Diverse Crops, Livestock and Inclusive Communities” advocated for enhancing synergies within the farm to foster sustainable agroecology transitions for resilient food and nutrition outcomes. With over 800 farmers and stakeholders participating, the event provided a vibrant platform for knowledge sharing, exploration of indigenous and improved seed varieties, and sensitization of innovative technologies.

“The seed and livestock fairs hosted by the agroecology initiative bring together farmers and food system actors from all walks of life to foster learning around agroecology, which includes the importance of diversity (crop and livestock) while also appreciating local innovations in the respective area,” said Jesca Mapfinya, a Murewa farmer.

The right seed, assures a good harvest

Various seed companies participated in the fair to showcase different seeds which are well adapted in Murewa and Mbire districts.  Each agroecological region in Zimbabwe is unique, with adaptable seed varieties that are either landrace or improved. Local landraces and many underutilized crop species are adapted to weather and climate variability, climate change, and extreme weather such as drought and heat stress. Farmers indicated that their motivations for growing landraces are related to sustainable farming systems suitable for social, cultural, nutritional, and agronomic traits. Their place in rural communities remains important, providing much-needed functional diversity and social capital. Including improved varieties within the basket of options can further intensify production systems in these communities.

“Primarily, we sell seed varieties and build farmer capacity around appropriate agronomic practices. The seed fairs are a good platform to match seeds and systems and allows a farmer to provide feedback about our seed varieties and how they are performing in the respective areas,” said Onesmous Satenga, SeedCo.

Building crop and livestock synergies

For the first time since the inception of the fairs, livestock such as cattle, sheep, goats, chicken and rabbits were displayed. Partners, including ILRI and the Hamara Chicks, who are into sasso chicken and feed production, reiterated the importance of crop diversity for improved livestock nutrition. ILRI and the Grasslands Research Institute exhibited various local feedstocks and alternative livestock feed grasses and also presented several feed formulations. Farmers also provided feedback on the feeding strategies employed for different livestock.

“We feed cattle with poultry litter, maize grain, maize stover, and groundnut shells in various proportions depending on the availability of these feed sources. Forage legumes such as velvet bean (mucuna pruriens) and lablab (lablab purpureus) have been introduced, and we have started to grow these for feed,” said Samson Tashaya, Murewa farmer.

Of keen interest to farmers and stakeholders was the sasso breed of chickens that the Hamara Group was promoting.

“We have recently joined as partners with CIMMYT and are promoting hybrid chicken production, especially sasso, here in Murewa ward 27 and 4. This is our first time coming to this seed fair, and it was a learning opportunity. The interactions with farmers were really good,” said Alan Norton, team leader at Hamara Chicks.

Modernizing smallholder production systems

Mechanization experts from Kurima Machinery and Zimplow shared their recommendations at the fair. They acknowledged that farmers rely heavily on scarcely available labor and production activities that are backbreaking. They advocated for modern production systems to produce more food and support economic transformation. Experts from Kurima Machinery and Zimplow demonstrated several machines that could aid farmers in various on-farm activities.

“This fair has come at the right time as I begin land preparation for my pfumvudza (conservation agriculture plots). I have seen how the basin digger works, and I am keen to purchase an instrument to make my work much easier,” said Chief Chisunga, Mbire.

“This crop season’s outlook is still unclear, but weather experts have warned of an intense El Nino event likely to happen in the second half of the season. Technologies such as conservation agriculture can ensure good moisture retention in crop fields, and it needs to be paired with good agronomic practices,” said Tafadzwanashe Mabhaudhi, climate and food systems expert.

Farmers in Zimbabwe embrace agroecology

Smallholder farmers in resource-poor communities of Zimbabwe and much of the Global South have been experiencing low crop productivity due to many factors, including inappropriate seeds and seed varieties, labor shortages, loss of agro-biodiversity, insufficient inputs, degrading soils, and recurrent droughts. These threats are now amplified by climate change.

This has resulted in broken food systems rendering food and nutrition insecurity commonplace. The One CGIAR initiative, Transformational Agroecology Across Food, Land, and Water Systems, led by the International Maize and Wheat Improvement Center (CIMMYT) in Zimbabwe, is designed to bring agroecological advances to smallholder famers in an effort to strengthen local food systems.

Smallholder farmers in the Mbire and Murehwa Districts of Zimbabwe were introduced to innovative agroecology interventions, premised on harnessing nature’s goods and services while minimizing adverse environmental impacts and improving farmer-consumer connectivity, knowledge co-creation, and inclusive relationships among food system actors.

Farmer to farmer collaboration at seed fairs

In response to challenges related to lack of appropriate seeds and eroding agrobiodiversity and, as a way to transition prevailing food systems to more sustainable ones, farmers were invited to take part in seed fairs. The seed fair’s objective was to enable smallholder farmers to access improved and locally adapted seeds of food crops originating from the private sector and fellow farmers. In addition, the seed fairs provided a platform for learning about agroecological practices. Farmers were also given a chance to see different machinery that could aid in land, food, and feed preparation, and address their labor shortage challenges.

At the opening of the seed fair in Mbire, Dorcas Matangi, CIMMYT research associate, acknowledged that smallholder farmers operate in challenging and complex ecological, social, and economic systems and there is a need for interventions that address the natural resource base without ignoring the social and economic dynamics within communities.

“The communal culture of sharing and trading between community members can be capitalized on for a collective benefit, said Matangi. “One such case is through events such as seed fairs where we encourage farmers to showcase and sell seeds they know perform very well.”

She further explained to the participating farmers how increasing their crop diversity and using practices such as conservation agriculture techniques benefit the environment and improves food security and nutrition.

“I am grateful for these efforts,” said Grace Musandaira, supervisor of the Agriculture Advisory and Rural Development Service. “Our region is arid, and as such, it is very difficult for our farmers to achieve significant yields to assure them there is enough food for the year. In addition, the knowledge provision relating to preserving and improving agrobiodiversity through agroecological practices is set to improve rural livelihoods.”

Senzeni Nyagonye, a farmer in Mbire, said “This initiative is teaching and exposing us to so many new concepts such as conservation agriculture with mechanization. If we can apply conservation agriculture with the seeds we bought at this seed fair, we are optimistic about a great harvest.”

A total of 1,058 farmers attended two seed fairs in Mbire and Murehwa. Farmers had the opportunity to access a variety of crop seeds ranging from maize, to sorghum, millets, groundnuts, bambara groundnuts, and sunflowers. More than 200 farmers exhibited local seeds that were available for sale or exchange. Private seed companies also showcased and sold certified drought-tolerant maize, sorghum, bean and cowpea varieties.

“The seed fairs in Mbire and Murehwa were very successful”, said Matangi. “And we feel these efforts will serve as a useful case study to guide a national scale-up.”

CIMMYT and Join Hope sign partnership agreement

The International Maize and Wheat Improvement Center (CIMMYT) and Join Hope have cemented their partnership at a research cooperation agreement signing ceremony on November 14.

Join Hope produce seed products including maize, wheat, cotton, and soybean, as well as fertilizers, agricultural films and other products. The company will be providing some funding for five years and will receive access to CIMMYT’s international wheat nurseries and some maize inbred lines, in addition to training and other services. The funding will strengthen CIMMYT’s research efforts in China and create opportunities for training in Pakistan.

CIMMYT and China have developed a win-win partnership that was established back in 1974,” said CIMMYT Director General Bram Govaerts. “Over 48 years, we have collaborated and advanced research for agricultural development in the areas of breeding, genomic research, and sustainable farming systems.”

Through this partnership, as much as 10.7 million tons of grain has been added to China’s wheat output. More than 26,000 CIMMYT wheat accessions were introduced and stored in China, and more than 300 wheat cultivars derived from CIMMYT germplasm have been released in China and are currently grown on nearly 10 percent of the Chinese wheat production area.

“The cooperation agreement that we sign today is another step in the right direction,” continued Govaerts. “It will bring us closer to the Chinese farmer and grain consumers who we all aim to serve.”

Strengthening capacity and building national and regional partnerships in the seed sector

Hybrid seeds exhibit a significant potential to boost on-farm productivity and attain food security. Still, the availability, affordability and accessibility of such quality seeds remain a challenge for farmers in South Asia. Primarily driven by the demand from the poultry industry, maize productivity in the region is increasing annually. Yet, the hybrid maize seed coverage is below 50% in most South Asian countries.

In continuation of its capacity-building initiatives, the International Maize and Wheat Improvement Center (CIMMYT) conducted an International Training Workshop on Quality Hybrid Maize Seed Production and Seed Business Management in South Asia on August 15-18, 2022, in Kathmandu, Nepal. The four-day hybrid training was jointly organized by Nepal’s Seed Quality Control Center, Nepal Agricultural Research Council (NARC), Seed Entrepreneurs’ Association of Nepal and CGIAR’s Seed Equal Initiative. Primarily, the event aimed at strengthening the capacity of seed stakeholders on the latest advances in quality hybrid maize seed production and establishing competitive hybrid seed business strategies.

Around 60 participants comprising of private seed company owners, national and international seed system specialists, maize breeders, crop inspectors, seed agronomists, marketers, policymakers and researchers working in hybrid seed production and marketing attended the training. Representatives were invited from Nepal, India, Bangladesh and Pakistan.

Principal trainer, John MacRobert, shared examples and knowledge in the principles of hybrid maize seed production and seed business. Former principal scientist of CIMMYT, MacRobert is currently the managing director of Mukushi Seeds Pvt Ltd in Zimbabwe and director of Quality Seed Pvt Ltd in South Africa. The training also involved group discussions and exercises on preparing a seed road map as well as developing profitable seed business plans. The participants used a seed business model canvas tool to chart their production plans, develop marketing strategies and diagnose profit. In 2018, MacRobert trained 15 private seed companies from Nepal and Pakistan on hybrid seed business mentorship course in Kathmandu. Since then, the participants brought in and shared rich practical experiences from their own businesses and regulatory organizations during this year’s program.

Joining MacRobert were 14 national and international experts from CIMMYT and other institutions, who delivered sessions related to hybrid maize breeding principles and techniques, seed quality control measures and regulations, and variety registration and licensing policies and procedures.

The forum offered an excellent learning opportunity for the national and international participants to exchange knowledge and experiences from seed specialists on developing competitive hybrid maize and seed production technologies that will bring cost-efficiency in production and maximize crop yields and business profits. It also served as a ground for establishing networks and collaborations. The mutual learnings will contribute to building national and regional partnerships in the seed sector.

Participants reflected on the learnings and benefits gained from the comprehensive course, which they would apply to improve maize productivity in their respective countries.

Muhammad Aslam, assistant professor from the University of Agriculture Faisalabad in Pakistan, acknowledged the opportunity provided to him and his university. He mentioned the support of CIMMYT in Pakistan in strengthening the local maize seed industry, where the market share of local seed companies is gradually increasing due to the elite germplasm support and capacity development efforts by CIMMYT. He added that the practical knowledge gained from the training will enhance the university students’ skills.

An ode to seeds

During the closing session of the training, Govinda Prasad Sharma, Secretary of the Ministry of Agriculture and Livestock, handed over diverse maize seeds to the NARC and seven private seed company partners of the Nepal Seed and Fertilizer (NSAF) project. CIMMYT acquired the elite maize parental lines and breeder seeds from its international maize breeding hubs in Mexico, Zimbabwe, Colombia and India. The seeds have the potential of yielding 6-7 metric tons per hectare for synthetics and more than 10 metric tons for hybrids–a significant increase from 3-5 metric tons of local seeds. More importantly, given the current climate challenges Nepali farmers are facing, these climate-resilient seeds reach maturity earlier than local varieties which reduces their exposure to drought. These seeds will also withstand Fall Armyworm infestations, a devastating pest threatening maize production in Nepal.

“Genetic materials that will not only enhance yield but diversify the gene pool of crops in Nepal is extremely important,” said Lynn Schneider, deputy director of the Economic Growth Office at United States Agency for International Development (USAID) Nepal. “Agriculture must combat climate change and malnutrition, which are critical for the South Asia region. So, I am really proud that we are working on these areas,” shared Schneider.

“Food security is a priority for the Government of Nepal,” explained Sharma. He mentioned maize as an essential commodity from the food and feed perspective for South Asia and plans to collaborate with the private sector and donor organizations to increase maize productivity in the country. “The event will definitely help in augmenting the activities and accelerate the pathway towards achieving food and feed security,” he added.

Moreover, a certificate of appreciation was presented to Nepal’s National Maize Research Program to recognize their effective collaboration in hybrid maize varietal promotion and source seed distribution. Similarly, three partner seed companies of the project were also recognized for the breakthrough in becoming the first recipients of the Government of Nepal’s research and development license to register and produce hybrid seeds on a commercial basis.

CIMMYT also launched an assessment report on Cereal Seeds Value Chain in Nepal that provides evidence-based recommendations for developing Nepal’s formal cereal seed sector, specifically maize and rice. The publication highlights the need for a well-performing seed system where high-quality seeds of a wide range of varieties and crops are produced and available in time and affordable to farmers.

Deepak Bhandari, executive director of NARC, also congratulated the authors and expressed the significance of formulating and implementing inclusive strategies to build a vibrant seed industry in Nepal. He also acknowledged the event organizers for conducting an exceptional international workshop on hybrid maize seeds for the public and private seed stakeholders.

Supporting the growth of local maize seed industries: Lessons from Mexico

Over the past several decades, maize breeders have made considerable strides in the development and deployment of new hybrids. These offer higher yields compared to older varieties and reduce the risks farmers face from the vagaries of a changing climate and emerging pest and disease threats. But, for small-scale farmers to adopt new, improved climate-resilient and stress-tolerant maize hybrids at scale, they must be first available, accessible and their benefits need to be widely understood and appreciated. This is where vibrant national seed industries potentially play an important role.

Prior to the 1990s, government agencies tended to play the lead role in hybrid production and distribution. Since then, expectations are that the private sector — in particular locally owned small-scale seed enterprises — produce maize hybrids and distribute them to farmers. When successful, local seed industries are able to produce quality new hybrids and effectively market them to farmers, such that newer hybrids replace older ones in agrodealer stores in relatively short periods of time. If small seed enterprises lack capacities or incentives to aggressively market new hybrids, then the gains made by breeding will not be realized in farmers’ fields. By monitoring seed sales, breeders at CIMMYT and elsewhere, as well as seed business owners, gain insights into smallholders’ preferences and demands.

A recent publication in Food Security assesses the capacities of 22 small and medium-sized seed enterprises in Mexico to produce and market new maize hybrids. The study draws on the experience of the MasAgro project, a decade-long development whereby the International Maize and Wheat Improvement Center (CIMMYT), in partnership with Mexico’s Department of Agriculture and Rural Development (SADER), engaged with dozens of locally owned seed businesses to expand their portfolio of maize hybrids.

The authors, led by CIMMYT senior economist Jason Donovan, highlight the critical role the MasAgro project played in reinvigorating the portfolios of maize seeds produced by small and medium-sized enterprises. MasAgro “filled a gap that had long existed in publicly supported breeding programs” by providing easy access to new cultivars, available to local seed companies without royalties or branding conditions, and without the need for seed certification. The enterprises, in turn, showed a remarkably high capacity to take up new seed technology, launching 129 commercial products between 2013 and 2017.

“Without doubt the MasAgro project can be considered a success in terms of its ability to get new maize germplasm into the product portfolios of small seed companies throughout Mexico,” Donovan said.

The authors also delve into the challenges these maize enterprises faced as they looked to scale the new technologies in a competitive market that has long been dominated by multinational seed enterprises. They observed a lack of access to physical capital, which in turn evidenced a lack of financial capital or access to credit, as well as limited marketing know-how and capacity to integrate marketing innovations into their operations. While most maize enterprises identified the need to expand sales of new commercial products, “signs of innovation in seed marketing were limited” and most of them relied heavily on sales to local and state governments.

According to Donovan, “The MasAgro experience also shows that a strong focus on the demand side of formal seed systems is needed if breeding programs are to achieve greater impact in less time. This implies more attention to how farmers decide on which seed to purchase and how seed companies and seed retailers market seed to farmers. It also implies strong coordination between public sector to make building the local seed industry a national imperative.”

Beyond the Mexican context, the paper’s findings may be of particular interest to development organizations looking to supply local seed industries facing strong competition from regional and multinational companies. One example is the effort to support small seed businesses in Nepal, which face strong competition from larger Indian companies with long histories of engagement in Nepalese seed markets. There are also important lessons for policymakers in eastern and southern Africa, where strict controls over seed release and certification potentially lead to higher production costs and slower rates of introduction of new products by local maize seed companies.

That special issue grew out of the CGIAR Community of Excellence for Seed Systems Development where CIMMYT led the discussion on seed value chains and private sector linkages.

New research highlights opportunities to deepen engagement with private sector for increasing impact from cereal breeding

A newly published special issue in the journal Outlook on Agriculture features views and experiences on seed systems performance in Sub-Saharan Africa and options to drive faster uptake of new crop varieties. The contributions reflect the breadth of perspectives and expertise within CGIAR and beyond and make the case for the need for more demand-oriented variety development and seed delivery.

A seed system refers to the various actors, processes, and relationships that allow for the production, conservation, exchange and use of propagation materials for crops, trees, forages, livestock, and fish. For the International Maize and Wheat Improvement Center (CIMMYT), seed systems involve private seed companies, retailers, and government research agencies, among others, that are involved in the design, testing, production and distribution of high-yielding, climate-resilient, and pest- and disease-resistant maize hybrids.

“A well-functioning seed system is critical for ensuring that farmers have reliable access to the quality seeds that they want. It forms the critical link between breeders and the small-scale farmers responsible for much of the food production in Sub-Saharan Africa, Latin America and South Asia,” said CIMMYT Senior Economist Jason Donovan, who co-authored the introductory article.

“The papers in this collection raise important issues which up to now have not received enough attention, to include the strategies, capacities and incentives of the private sector to invest in the distribution of new varieties. The topics discussed have implications for the One CGIAR in its ongoing efforts to develop a coherent and coordinated seed system research program that supports accelerated varietal uptake and turnover through effective seed delivery,” he added.

CIMMYT researchers contributed two papers, one which looks at the role of different types of seed producers and traders in shaping seed systems performance and another which proposes new directions for research on gender and formal maize seed systems. The special edition grew out of the CGIAR Community of Excellence for Seed Systems Development where CIMMYT led the discussion on seed value chains and private sector linkages.

One consensus among the authors is that a wider range of partnerships will be required to reenforce the potential of seed systems to delivery more new varieties to small-scale farmers in less time.
