Agriculture for Peace platform launches at Borlaug Dialogue

Events of the past year have underscored the correlation of food supply chains, and weaknesses that need to be addressed. Tackling threats to global food security caused by COVID-19, conflict, and climate change require joint action and long-term commitments, with approaches based on partnerships, collaborative research and information sharing, and involvement from all actors within agrifood systems.

These topics and potential solutions were integral to the 2022 Norman E. Borlaug International Dialogue, hosted between October 18-20, 2022. With a theme of Feeding a Fragile World and overcoming shocks to the global food system, seminars and workshops explored scalable solutions for adaptation and mitigation to limit global warming and meet the UN Sustainable Development Goals (SDGs).

One event which proposed a solution to these challenges was Agriculture for Peace (Ag4Peace): A Call for Action, which marked the official launch of a platform aiming to support national food and agriculture strategies.

The initiative was founded by seven partners: Norman Borlaug Foundation, the International Maize and Wheat Improvement Center (CIMMYT), Cornell University College of Agriculture and Life Sciences, the International Center for Agricultural Research in the Dry Areas (ICARDA), the International Livestock Research Institute (ILRI), the International Rice Research Institute (IRRI) and Texas A&M University.

During the event, two additional collaborators were announced: World Wide Fund for Nature and Inter-American Institute for Cooperation on Agriculture (IICA).

The Ag4Peace concept

Ag4Peace is built on the understanding that without peace there is no food, and without food there is no peace. Conflicts and violence severely disrupt agricultural processes and limit access to food, which in turn forces people to take increasingly perilous actions as they attempt to secure their lives and those of their families. High food prices and hunger cause instability, migration, and civil unrest as people become more desperate.

Using a collaborative approach, partners will design holistic strategies that encompass the multi-faceted nature of agrifood systems and their interconnections with nature, nutrition, and livelihoods. This requires broad-based collaborations, so the Ag4Peace partners welcome other institutions, private sector, and non-governmental organizations that share their aspirations to join them.

Partners are co-constructing the Cross-Sector Collaboration to Advance Resilient Equitable Agrifood Systems (CC-AREAS), the first operational plan for the platform. This is a 10-year proof-of-concept program that applies a holistic, systems approach to achieve resilient agrifood systems and accelerate development of the circular bioeconomy in five low- and middle-income countries (LMICs) that are increasingly exposed to food security risks due to climate change and reliance on imported staple foods.

They will support national efforts to upgrade agrifood systems, adopt regenerative agriculture and climate-smart strategies, expand the circular bioeconomy, and achieve nutrition and food security goals.

In all aspects of the initiative (science, planning, implementation, and evaluation), participation priority will be given to small-scale farmers, women, and socially diverse groups, which will maximize positive outcomes and ensure inclusivity.

Benefits for farmers, communities, value chain participants, consumers, and ecosystems will be demonstrated throughout to encourage adoption and continued use of improved technologies and practices and demonstrate effectiveness.

Partner support for Ag4Peace

After the concept was introduced by Bram Govaerts, Director General of CIMMYT and recipient of the 2014 Norman Borlaug Award for Field Research and Application, a roundtable discussion with a diverse panel of experts began.

Speakers included Manuel Otero, Director General of the Inter-American Institute for Cooperation on Agriculture (IICA), Hon. Sharon E. Burke, Global Fellow of Environmental Change and Security Program at the Wilson Center, Per Pinstrup-Anderson, Professor and World Food Prize Laureate, and Alice Ruhweza, Africa Regional Director of the World Wildlife Fund (WWF).

Moderated by Margaret Bath, Chair of CIMMYT Board of Trustees, the panelists conveyed Ag4Peace’s aims of building productive, sustainable, and resilient agrifood systems, improving livelihoods for small-scale producers and other value chain actors, and deliver nutritious, affordable diets.

“Hunger is part of the picture of conflict,” explained Burke. “These strapped communities are often competing for resources with each other, within their own boundaries, and sometimes food is a weapon in these places, just as destructive as a bomb or a gun. Without food there is no peace, in the near or the long-term.”

Trade-offs versus win-wins

Pinstrup-Anderson ruminated on the importance of win-wins, which are solutions that work for supporting human health and protecting our natural environment without sacrificing results in one area for results in another. “We do not have to give up improving nutrition just to save the climate or save the earth – we can do both,” he said.

The significance of strong partnerships arose multiple times, such as when Otero explained, “It is not a matter of working just with the agriculture ministers but also with other ministers – foreign affairs, social development, environmental – because agriculture is a sector that crosses across all these institutions.”

Ruhweza explored whether threats to food security, such as COVID-19, conflict, and climate change, can also bring opportunities. “The right action on food systems can also accelerate the delivery of all our goals on climate and nature,” she said. “WWF is looking forward to partnering with this initiative.”

Final remarks from Julie Borlaug, President of the Norman Borlaug Foundation, where the platform will be housed, reiterated a call for more partners to join the coalition. “This is a learning lesson as we go. We will iterate over and over until we get it right, so we need all of you to be involved in that,” said Borlaug. “Join us as we move forward but let us know as we’re going sideways.”

CGIAR scientist honored with award

The winner of the annual Norman Borlaug Award for Field Research and Application award was announced at the Borlaug Dialogue, which this year went to Mahalingam Govindaraj, Senior Scientist for Crop Development at HarvestPlus and at the Alliance of Bioversity International and CIAT, a CGIAR research center.

Govindaraj received the award for his leadership in mainstreaming biofortified crops, particularly high-yielding, high-iron, and high-zinc pearl millet varieties. This work has contributed to improved nutrition for thousands of farmers and their communities in India and Africa, and estimates show that, by 2024, more than 9 million people in India will be consuming iron- and zinc-rich pearl, benefiting from improved nutrition.

Leading Norwich plant scientists call for action to mitigate food crisis

Guidance from an interdisciplinary group of experts lists crucial actions for governments and investors to move towards long-term resilience in agrifood systems as part of a World Food Day campaign.

Plant health scientists from The Sainsbury Laboratory, the John Innes Institute at Norwich Research Park, and the International Maize and Wheat Improvement Center (CIMMYT) have collaborated on guidance divided into short-, medium- and long-term priorities, designed to mitigate impending food crises and stabilize wheat supply chains.

In the short-term, wheat production must be increased and wheat flour can be blended with other low-cost cereals. Increasing the local, regional and global resilience of wheat supply is the medium-term solution, while long-term proposals center on ensuring diversity in agro-ecosystems.

Forging collaborative ties from south to south

More than 900 experts from 67 countries gathered for the Second International Wheat Congress, which took place from September 12-16 in-person in Beijing and online, to exchange ideas on how to improve the development of the wheat industry around the world, and call for increased global cooperation in the scientific and technological innovation of wheat to guarantee food security.

The International Maize and Wheat Improvement Center (CIMMYT) was honored to be one of the three organizers of this major world-class event, together with the Crop Science Society of China (CSSC) and the Institute of Crop Sciences of the Chinese Academy of Agricultural Sciences (ICS-CAAS).

This Congress as part of Wheat Initiative activity was established three years ago after the merger of two important conferences: the International Wheat Genetics Symposium and the International Wheat Conference. On this occasion, with Future Wheat: Resilience and Sustainability as the central theme, key issues included: use of diversity; evolution and germplasm; Triticeae genome structure and functional genomics; breeding and new technologies; crop management under climate change; biotic and abiotic resistance and physiology; and processing quality, nutrition, and human health.

In her capacity as co-host of the congress, Claudia Sadoff, CGIAR Executive Managing Director, stressed that the global partnership between China and CGIAR has been of special importance in strengthening achievements in scientific research.

“The priority is to increase grain yields, disease resistance, climate resilience, and nutritional quality through breeding modernization,” said Sadoff. “This is especially important as we are facing a food system crisis, with wheat at its heart. The global food crisis requires a system approach to stabilize wheat supply.”

Bram Govaerts, Director General of CIMMYT, reiterated this point, indicating that “meetings like this can be source of concrete proposals for consolidating enabling partnerships that will lead to the enduring transformation of wheat based agri-food systems worldwide”.

What’s next for global wheat?

Asking what’s next is a disturbing question when faced with a crop like wheat that is an important commodity for more than 35% of the world’s population, with global production exceeding 760 million tons in 2020. The same question that Alison Bentley, Director of CIMMYT’s Global Wheat Program, seeks to respond to build future resilience.

“It is important that we understand where the risks are in our global food system so that we can respond to and address the impacts,” Bentley explained, while presenting a roadmap for future wheat research and development, where food security and nutrition plays a decisive role taking in consideration the effects of climate change and population growth.

Zhonghu He, CIMMYT Distinguished Scientist and Country Representative for China, said, “Thanks to the fact that this Congress was a hybrid event, there was a large online participation of researchers, students and representatives of entities from developing countries – a fact that reiterates the importance of the work that we have been doing together and can promote even further in the face of the challenges that we face today in terms of conflict, high cost of living, climate change and COVID-19.”

China and CIMMYT

China and CIMMYT have worked side-by-side on wheat and maize research for the past 40 years in areas such as varietal breeding, genomics research, sustainable farming systems, and training. China is the largest wheat producer and consumer in the world, and China has always considered CIMMYT as a strategic win-win partner for wheat research.

These four decades of work are reflected in results, such as the fact that more than 26,000 accessions of wheat preserved in CIMMYT’s genebank were introduced and are stored in China. This has enabled collaborative research on this cereal to add up to 10.7 million tons of grain, worth $3.4 billion USD. It has also enabled more than 200 Chinese scientists and students working in wheat to visit CIMMYT´s global headquarters in Mexico to receive training courses and complete thesis research.

In recognition of the partnership between China and CIMMYT, six wheat varieties derived from CIMMYT germplasm received national awards in China and seven scientists were awarded the China Friendship Award, the highest recognition of international scientists for their contribution to China. In 2016, CIMMYT received the International Science and Technology Cooperation Award from China State Council.

The 3rd International Wheat Congress will be held in Australia in 2024.

Advice for food systems in crisis featured in GAP Report

Expertise from CIMMYT on transforming food systems in a crisis-stricken world features in the yearly Global Agricultural Productivity (GAP) Report 2022, released October 4.

As a partner to the GAP Initiative, CIMMYT’s submission to the report is part of the Stories of partnership and productivity growth section. It explores the interdependency and vulnerability of food systems to market shocks and the long-term impacts of these shocks on vulnerable communities, particularly in the Global South.

To build agricultural resilience that can overcome threats of food insecurity and malnutrition, CIMMYT recommends targeted expansion of agricultural production and high levels of investment in research and capacity development.

Tek Sapkota, Agricultural Scientist and System/Climate Change Specialist with CIMMYT’s Sustainable Agrifood Systems (SAS) program, was a speaker at the launch event, which explored the outlook for agricultural productivity growth in the face of conflicts, COVID-19 and climate change. Presenters also examined where agricultural productivity is stagnating or falling and its repercussions for food security and the environment, and how to accelerate sustainable productivity growth at all scales of production.

Fertilizer scarcity may hamper crop cycle, cautions scientist

South Asian countries may see fertilizers scarcity in the next crop cycle as a result of the conflict situation in Ukraine and Russia, cautioned Bram Govaerts, Director General of the International Maize and Wheat Improvement Centre (CIMMYT) and the Borlaug Institute for South Asia (BISA).

The triple threat of climate change, COVID-19 and the conflict between Ukraine and Russia is exacerbating the challenge of how to feed the world, explained Govaerts.

Policy changes had the potential to address the crises, but investing in research and innovation is a fundamental part of solving the current challenges.

Mexican farming can transition to be more resilient with technology

In Mexico and around much of the world, the cost of food fell sharply last month but it remains dangerously close to the all-time highs posted earlier this year, according to an agency of the United Nations.

New data from the Food Price Index of the Food and Agricultural Organization provide even more proof that if we’re to build a resilient system of agriculture that keeps food abundant and affordable, farmers like me need access to the best, forward-facing and science-based technologies—and not the backward-looking restrictive measures that many governments are trying to force upon food producers.

That’s especially true here in Mexico, where public officials are promoting dangerous agriculture policies that will damage yield potential of Mexico’s farmers and add to our country’s current food inflation. Paradoxically, the world’s leading agricultural research center for wheat and maize has issued a new call for “long-term agri-food system resilience.”

The International Wheat and Maize Improvement Center, also known as CIMMYT and headquartered just outside Mexico City, is an amazing resource for farmers everywhere. My family has participated in its work for decades, going back to when Norman Borlaug, the father of the Green Revolution, was starting to make big progress on wheat yields.

In July, a team of CIMMYT scientists published their strategy for dealing with soaring food prices. They focused mainly on wheat, which was subjected to so much stress because of the Russian invasion of Ukraine, but their general recommendations apply to every commodity.

Their short-term advice involves boosting production and partially replacing wheat flour with other low-cost cereals to off-set high wheat prices. In the middle and long terms, CIMMYT calls for more resilience in our food systems by genetically improving seeds and controlling pests. Significantly, the authors urge “building capacity to promote extensive pest and pathogen monitoring.”

This is important advice because pests, weeds, and disease are three of the biggest threats to food production pretty much everywhere. If we’re going to develop a “long-term agri-food system resilience” that involves everything from the climate-change mitigation and gender equity that CIMMYT also advocates, it must start by helping farmers like me defend our crops from their most basic but permanently evolving threats.

And that means giving us access to science-based technology. We need the best seeds, the best machines, and the best crop management techniques. We also need the best crop protection so that what we plant can meet its full potential.

Rather than limiting the options of farmers we should seek to expand them. This in fact is the great legacy of CIMMYT. Through sound science and creative innovation, it has given farmers more tools than ever before.

On my farm, we already fight pests, weeds, and disease through traditional practices like crop rotation. Yet this age-old practice is no longer enough. In this era of sustainability and conservation, we especially need advanced crop protection, which can function as a “virtual plow” that strengthens our soil as it locks in moisture, kidnaps carbon, enhances biodiversity, improves root systems, and reduces erosion.

In the years ahead, we’d like to explore additional crop-protection technologies, such as drone applications which would allow us to work with more precision and less dependence on fossil fuels.

As we think about the future, and as farmers everywhere try to grow more food on less land, we should embrace technology as a solution rather than fear it as a problem.

We have so many real problems with war, inflation, access to fuel and fertilizer, market turmoil, and climate change that we don’t need to restrict ourselves by hesitating in the application of new technologies, especially when they have been demonstrated to be safe. (If we trick ourselves into banning these options, farmers will pay a steep price as they struggle to grow food and consumers will bear the cost of it whenever they eat.)  All technological options should remain on the table.

Although food prices fell by 8.6 percent between June and July, they are more than 13 percent higher than they were at this time last year, according to the FAO’s Food Price Index.

This may be a silver lining amid dark clouds, but the forecast is unpredictable: “The decline in food commodity prices from very high levels is welcome,” said FAO chief economist Maximo Torero, who also warned that “many uncertainties remain” and they “pose serious strains for global food security.”

Agriculture must become more resilient, as CIMMYT pleads.

And farmers like me need the support of policy makers and the general public as we struggle to grow the food everyone needs.

How to shockproof staples in a looming global food crisis

The conflict in Ukraine has had a deeply destabilizing effect on the global wheat trade, causing unprecedented price volatility and uncertainty. As my colleagues and I have previously highlighted, the unintended consequences are likely to have outsized impacts on livelihoods in the Global South.

As the G7 group of nations recently acknowledged in a joint statement, the conflict is leading to steep price rises and increasing global food insecurity for millions, especially those most vulnerable, such as women and children.

In a new paper published in Nature Food, scientists and partners of the International Maize and Wheat Improvement Center (CIMMYT) present a package of applied solutions to respond to the crisis and ensure future wheat stability.

To stem the potential food crisis, food is needed in more places, and faster.

Recently announced talks between Russia, Turkey, Ukraine and the United Nations, among other negotiations, are already underway as part of this international effort to develop short-term solutions.

However, at present we are seeing the brakes applied in several places. For example, in India century-high temperature extremes have recently reduced official wheat production estimates by 6 percent, leading to reduced export potential. This shows the compounding effect of climatic instability on global wheat markets, an impact that is expected to worsen over time.

In our solutions agenda, we propose a package of short-, medium- and longer-term actions and urge immediate and sustained support for shockproofing major food security staple crops, including wheat.

  1. In the short term, the priority is mitigation of food security shocks through boosting production in existing high- and low-productivity areas, ensuring access to grain, and making use of flour substitution.
  2. In the medium term, we must increase the local, regional, and global resilience of wheat supply through targeted expansion (within agro-ecological boundaries), support for self-sufficiency, comprehensive technical support in production systems, and mainstreamed crop monitoring capacity.
  3. In the longer term, the transition to agri-food system resilience will need to encompass agroecosystem diversity, address gender disparities in agriculture and rural communities, and sustain an increased investment in a holistic, agri-food transition.

Conflict is being waged on wheat on multiple fronts: on battlefields, in the political arena and by our changing climate. Together these factors interact and amplify the threat to staple wheat production. To address this complexity, we now need to move beyond defining the problem to implementing practical action to ensure stable supply.

The worst global food security crisis in 50 years could be already here

As agricultural researchers around the world explore ways to avert what is quickly becoming the worst global food crisis in 50 years, it is imperative to shift the focus from efficient food value chains to resilient food systems.

This was one of the key messages Bram Govaerts, director general of the International Maize and Wheat Improvement Center (CIMMYT) shared with global and local audiences at a series of lectures and presentations at Cornell University the week of March 14, 2022.

Speaking as an Andrew White Professor-at-Large lecturer and lifetime Cornell faculty member, Govaerts advocated for ratcheting up investment in agricultural research and development. Not only this is necessary to avert the looming humanitarian catastrophe, he argued, but also to recover from the COVID-19 pandemic and rebuild a more peaceful, resilient and food-secure world.

“Countries that are ill-prepared to absorb a global food shock are now facing similar conditions to those that triggered the Arab Spring a decade ago — possibly even worse,” Govaerts said.

In the lecture “Food Security: A legacy turned into a future challenge of peace, prosperity & empowerment,” he compared the current challenge to the 1970s famine threat in South Asia, which was averted by the introduction of improved, high-yielding wheat varieties bred in Mexico by the late Nobel Peace Prize Laureate, Norman Borlaug.

“Today, humanity faces an existential challenge fueled by conflict, environmental degradation and climate change that urges a transformational response in the way that we produce, process, distribute and consume food,” he said.

In a public lecture “What is the leading agricultural research for development organization doing to help farmers adapt to climate change?” Govaerts acknowledged agriculture’s dual burden as both a cause and victim of climate change.

“We need to get climate change out of agriculture, and agriculture out of climate change,” he said, advocating for climate change as the driver of research and innovation, and calling for investment in transforming from efficiency to resilience.

Referencing the Ukraine crisis and its looming food security implications, he reminded attendees that we can all be inspired by Norman Borlaug’s accomplishments applying science to agriculture, and move quickly, together, to avert disaster.

“We need the same bold thinking, to do something before it’s too late,” Govaerts told the audience, which included nearly 200 online attendees and a full auditorium at Cornell’s College of Agricultural and Life Sciences.

“There is no ‘other’ team that is going to do it for us. This is the meeting. This is the team.”

CIMMYT implements integrated agri-food systems initiatives to improve maize and wheat seeds, farming practices and technologies to increase yields sustainably with support from governments, philanthropists and farmers in more than 40 countries.

In addition, along with the Nobel Peace Center and the Governments of Mexico and Norway, CIMMYT launched the Agriculture for Peace call in 2020 to mobilize funding for agricultural research and extension services to help deliver much-needed global food systems transformation.

Agricultural research fights global food shocks

In an op-ed on Newsweek, CIMMYT director general Bram Govaerts wrote argues the best protection is actually reducing food system risks by building food system resilience against shocks. He highlighted how previous investments in agricultural research and development generated evidence-based strategies that mitigate global food price crisis.

Concerned experts ask world leaders to head off a global food security crisis from COVID-19

Alarmed by the risk of global and regional food shortages triggered by the COVID-19 pandemic, a coalition of businesses, farmers’ groups, industry, non-governmental organizations, and academia has called on world leaders urgently to maintain open trade of their surplus food products.

Published by the Food and Land Use Coalition (FOLU) on April 9, 2020, and signed by 60 experts, the call to action urges world leaders to keep food supplies flowing, specially support vulnerable people, and finance sustainable, resilient food systems.

Covered by major world media, the declaration encourages governments to treat food production, processing, and distribution as an essential sector — similar to public health care — and thus to support continued, safe, and healthy activities by farmers and others who contribute to the sector, according to Martin Kropff, director general of the International Maize and Wheat Improvement Center (CIMMYT) and a signatory of the call to action.

“Consumers in low-income countries face the greatest threat of food insecurity,” said Kropff. “Their tenuous access to nutritious food is jeopardized when surplus food-producing nations choose to close trade as a defensive measure.”

Kropff added that many households in low-income countries depend on agriculture or related activities for their food and livelihoods. Their productivity and food security are compromised by illness or restrictions on movement or working.

“The call to action resonates with the findings of a landmark 2015 study by Lloyd’s of London,” he explained. “That work highlighted the fragility of global food systems in the event of coinciding shocks, an outcome that seems entirely possible now, given the health, cultural, and economic impacts of the COVID-19 pandemic.”

At the same time, the work of CIMMYT, other CGIAR centers, and their partners worldwide helps to stabilize food systems, according to Kropff.

“Our research outputs include high-yielding, climate-resilient crop varieties and more productive, profitable and sustainable farming methods,” he said. “These give farmers — and especially smallholders — the ingredients for more efficient and effective farming. They are grounded in reality through feedback from farmers and local partners, as well as socioeconomic studies on markets and value chains for food production, processing, and distribution.”
