With rising demand for food, it is more critical than ever to address the challenge of crop losses due to pests and diseases. Current limited understanding of the extent of the problem prevents the advancement and implementation of plant health solutions. Global scientific collaboration is integral to ensure policy recommendations are well-informed by robust evidence and therefore more likely to succeed in the long-term.
The issue of global burden of crop loss closely correlates with the objectives of the One CGIAR Plant Health Initiative, which aims to prevent and manage major pest and disease outbreaks through the development and deployment of inclusive innovations and by building effective national, regional, and global networks. The Initiative, which is being led by the International Maize and Wheat Improvement Center (CIMMYT), will support low- and middle-income countries in Africa, Asia, and Latin America to reduce crop losses due to pests and diseases, and improve food security and livelihoods for smallholder farmers.
Data-driven approaches
The Global Burden of Crop Loss project, which is run by the Centre for Agriculture and Bioscience International (CABI), is working to ensure that there is accurate data on the challenges posed by plant pests and diseases. Questions to understand include where crop losses are the highest, the causes behind these losses, and how best these they can be addressed.
Cambria Finegold, Global Director, Digital Development, CABI said, “If you are not measuring crop loss well, then you don’t know if the extraordinary $25.8 billion spent annually on agricultural research and development is working, or if we are spending it in the right ways.”
Research by the Plant Health Initiative will play a significant role in collecting and disseminating data on some major pests and diseases, which can guide scientists on which areas to prioritize, thereby contributing to an impactful research agenda.
Once data is gathered, CABI aims to inform decision-making for actors at the top levels of the plant health system and ensure that appropriate action is taken to safeguard global food security with the limited resources available.

Establishing global networks
The value of a data-driven approach was emphasized at a session organized by the Global Burden of Crop Loss on October 14 exploring evidence-based systems to tackle food security. This session was a side event of the UN Food and Agriculture Organization (FAO) Science and Innovation Forum, which this year focused on highlighting the centrality of science, technology and innovations for agrifood systems transformation.
Prasanna Boddupalli, One CGIAR Plant Health Initiative Lead and Director of CIMMYT’s Global Maize Program, explained how the Initiative will bridge knowledge gaps, build risk assessment and rapid response capability, improve integrated pest and disease management, design and deploy tools to prevent contamination of food chains, and promote gender-equitable and socially inclusive innovations for plant health.
With six devastating plant epidemics in Africa alone during the last decade and an increased number of climate change-induced droughts and floods, Boddupalli proposed a revitalized strategy using the objectives of the Plant Health Initiative.
Built on a foundation of partnerships, there are more than 80 national, regional, and international organizations involved in the Initiative across 40 countries in the Global South, in addition to the CGIAR research centers. Through this rapidly expanding collaboration, the focus will be on establishing regional diagnostic and surveillance networks and implementing Integrated Pest Management (IPM) and integrated mycotoxin management.
To address the need for evidence-based policy recommendations, Boddupalli explained the purpose of the Plant Health Innovation Platforms in Africa, Asia and Latin America, leveraging the partners’ research sites. Combining innovations from the CGIAR system, national partners and the private sector, these platforms will enable the co-creation and validation of pest and disease management packages, with the aim of significantly improving adoption of effective and affordable plant health innovations by smallholder farmers.
Removing the barriers for data sharing
The Plant Health Initiative team has recently collected and collated information from national partners and the private sector on actions needed to remove constraints on sharing pest and disease surveillance data. Potential solutions include improved training of national partners, joint research projects, pre-defined processes for data sharing, and focusing on work that meets national and regional priorities.
These approaches will inform the sharing of data collected through the Initiative. For example, researchers are gathering surveillance data on 15 crop pests affecting seven different plants in 25 countries, with the expectation of collecting more than 44,000 samples from 2,100 sites in 2022 alone, with plans for sharing the results with partner institutions.
Boddupalli also emphasized the importance of ramping up remote sensing and drone usage, wherever feasible, for diagnostics and surveillance. However, the current gaps in accessing data and computing facilities in the Global South need to be addressed to make this a reality.
“The OneCGIAR Plant Health Initiative and the Global Burden of Crop Loss project have excellent complementarity,” said Boddupalli. Both have an opportunity to generate and share robust data on crop loss due to existing and emerging crop pests and diseases and use this data to drive effective policy change on plant health management.”

The Global Burden of Crop Loss initiative is modelled after the Global Burden of Disease initiative in human health, which has transformed health policy and research, over the last 25 years through better use of data.
The initiative aims to have a similar impact in agriculture, providing evidence to enable the global plant health community to generate actionable information and lead to a dramatic reduction in crop loss, resulting in increased food security and trade.
About the Centre for Agriculture and Bioscience International (CABI):
CABI is an international, inter-governmental, not-for-profit organization that improves people’s lives worldwide by providing information and applying scientific expertise to solve problems in agriculture and the environment.
Their approach involves putting information, skills and tools into people’s hands. CABI’s 49 Member Countries guide and influence their work which is delivered by scientific staff based in their global network of centers.
“In Afghanistan, wheat is synonymous with food,” says Rajiv K. Sharma, formerly a senior scientist at the International Maize and Wheat Improvement Center (CIMMYT). Standing at about 250kg per year, the country’s per capita consumption of the crop is among the highest in the world. However, Afghanistan does not have a robust wheat research and development system. The majority of wheat varieties have been introduced from outside the country and the national wheat seed replacement rate is one of the lowest in the world at around 5%.
In a bid to strengthen research and development and boost crop productivity in the country, CIMMYT scientists have collaborated with Michigan State University and USAID to design a new, illustrated manual for wheat researchers, intended to aid them during experiments and facilitate smooth and timely data collection. As applied wheat research requires the monitoring and measurement of both qualitative and quantitative traits by different researchers across multiple locations, consistency of approach is crucial.
As well as providing descriptions of characteristics like glaucousness (the presence or absence of leaf waxes) and advice on measuring leaf area, the manual provides several different scales for determining the extent to which a wheat plant is affected by frost damage, cereal rusts or foliar diseases like Septoria and powdery mildew. Covering everything from leaf angle to chlorophyll content, this resource ensures that scientists throughout Afghanistan are supported to follow the same observation and measurement protocols while recording trial data, ensuring a standardized approach, thus bolstering the country’s wheat research sector and ensuring the data is also aligned to international projects.
The manual has since been distributed to National Agricultural Research System (NARS) researchers and other stakeholders across the country, accompanied by a number of CIMMYT-led trainings on how best to use the resource.

Recently, I published the technical description of Ontology-Agnostic Metadata Schema (OIMS) in the journal Frontiers in Sustainable Food Systems, as part of a special issue on “Agile Data-Oriented Research Tools to Support Smallholder Farm System Transformation.”
CGIAR and the International Maize and Wheat Improvement Center (CIMMYT) are dedicated to providing research data information products (RDIP) in open access, following the FAIR data standards. FAIR stands for findable, accessible, interoperable and reusable. Organizations dedicated to open data have made massive progress in making data findable and accessible. A clear example is a free, open-access repository of research studies developed by CIMMYT scientists. Article 4.1.c.i. of the CGIAR data policy states that “Relevant data assets (e.g. datasets) and metadata shall be interoperable and fit for reuse.”
This is easier said than done. There are well-established standards for descriptive metadata such as the Dublin Core and the derived standard used widely across the CGIAR, aptly called CGcore, used in CIMMYT’s Dataverse research data repository. However, these standards are lacking in many domains for describing the actual content of data sets.
At best, idiosyncratic data dictionaries are developed for specific datasets, projects and sometimes even programs. Idiosyncratic data dictionaries help make data interoperable but, in many cases, require a lot of preprocessing before scientists can actually reuse the data. Having a standard for data dictionaries would be a huge leap forward, but is not likely to happen anytime soon.
The next best thing is to standardize the way that you describe data dictionaries. This was recognized by the community of practice on socioeconomic data of the CGIAR Platform for Big data in Agriculture. Over the past few years, efforts led by CIMMYT set to remedy that lack of a standard, resulting in the flexible, extensible, machine-readable, human-intelligible and ontology-agnostic metadata schema (OIMS).
The paper in the journal Frontiers in Sustainable Food Systems describes a lightweight, flexible, and extensible metadata schema. It is designed to succinctly describe data collected for international agricultural research for development, facilitating interoperability. The schema is also meant to make it easier to store, retrieve and link different datasets stored in a data lake.
Agricultural research data comes to the surface
The paper discusses a need for this type of schema. Typically, agricultural research data comes in different formats and from different sources. For example, we can have structured surveys, semi-structured surveys, mobile phone records and satellite data. In the case of socioeconomic data, it can be particularly “messy.” To facilitate interoperability, we need to find methods to describe these datasets, which are machine readable — or actionable.
There have been other attempts to provide a standardized way to make data interoperable. Past approaches have been comprehensive but cumbersome. That could be the reason why they are typically only used by larger-scale projects. OIMS provides a framework that can be used by all data managers and scientists to enhance the interoperability for research data to ensure the data can be reused with much more ease.
The paper provides a detailed description of OIMS, including: the metadata schema, which describes the data dictionary; and the self-describing metadata, which describes the fields in the metadata. The paper then demonstrates the utility of this schema using a small segment of a household survey.
This paper presents an internally consistent approach to providing metadata for data files when standards are missing. It is flexible and extensible, so it will not be obsolete before it is implemented at scale. The approach is based on the concept of data lakes where data is stored as is. To ensure that data lakes do not become swamps, metadata is indispensable. The OIMS metadata schema approach can help to standardize the description of metadata and thus can be considered the fishing gear to extract data from the data lake.
As part of the on-going work started by the community of practice on socioeconomic data of the CGIAR Platform for Big Data in Agriculture, implementation of the OIMS metadata schema approach on datasets that can create indicators highlighted in the 100Q approach with linkages to the nascent socioeconomic ontology SEOnt is envisaged. This will provide datasets with enhanced interoperability.
With more and more datasets using the OIMS approach in the near future, it will become possible to turn what is currently a socioeconomic data swamp into a data lake. This will provide timely actionable information to support agri-food systems transformation — helping smallholders make a living while staying within planetary boundaries.
Implementing OIMS in practice requires data managers and scientists that collect the data to actively engage in providing the relevant metadata. As mentioned before, some of the metadata can be gleaned from the software solutions the scientists use already. As these are structured metadata, they can be extracted by machines. Often it does require curation by the scientist involved, especially when the software solution does not provide key information that the scientist has at hand but is not documented in a machine-readable way.

The International Maize and Wheat Improvement Center (CIMMYT) is contributing to make Mexico’s agriculture more productive, sustainable and resilient, according to a new report by The Economist Intelligence Unit and Barilla Foundation.
The study focuses on food loss and waste, sustainable agriculture, and nutritional challenges to assess how sustainable and resilient are the food systems of the 20 largest and most advanced economies of the world, which could lead the way to achieve the United Nation’s Sustainable Development Goals (SDGs) by 2030.
The authors discuss the intricacies between national food systems and progress towards SDGs as a cross-cutting issue: “The challenge for the agricultural sectors in the G20 countries is to make their production processes more efficient so that they are growing sufficient food for their populations and their exporters, but doing so in a way that is decoupled from resource use, repairs the damage that has already been done to the planet, helps to raise nutritional standards, and in the wake of the pandemic, rebuilds our resilience to the emergence of diseases.”
Against this backdrop, the data systems of CIMMYT’s MasAgro project are identified as an innovation or best practice that helps cut agriculture’s carbon footprint in Mexico. Under Masagro, CIMMYT monitors over 150,000 farmers and more than 500 variables of the growing cycle per farming plot.
“Farmers can then access data analysis via an app which provides them with a range of information to help them improve productivity, use more sustainable practices and access markets,” the report states.

The authors conclude that G20 leaders still have a narrow opportunity to adopt a systems approach to reducing food loss and waste, mitigating the impact of food production on the environment, and increasing the nutritional content of global diets to achieve the SDGs by 2030.
However, the policy responses needed to trigger a transformational change in global food systems require political will and leadership. “Involving different stakeholders in improving the sustainability of agriculture is key, according to Bram Govaerts of the International Maize and Wheat Improvement Center (CIMMYT),” reads the report.

It wasn’t easy to find a convenient time for the four of us to have a conversation — me, because of COVID-19 travel restrictions, from the Netherlands, Itria in Mexico, Thoko in Zimbabwe and Huihui in China – but we managed. I enjoyed hearing about their work, what sparked — and continues to spark — their passion for maize and wheat research and had the chance to share some thoughts about where the CGIAR transition is taking us.

Martin Kropff: Hello Itria, Huihui and Thoko, great to see you! I’d love to hear more about what you do. Why do you think your work is important in this day and age?
Itria Ibba: Hello Martin! I lead the [CIMMYT] Wheat Chemistry and Quality Laboratory. I am very passionate about my work, which I believe is very important.
In the lab we work both on the improvement of wheat technological and nutritional quality. Both of these aspects are fundamental for the successful adoption of a wheat variety and, of course, to promote a healthy and nutritious diet. Development of nutritious varieties is especially important because — especially in developing countries — the basic diet doesn’t provide all the micro and macronutrients necessary to live a healthy life. Since my focus is wheat, a staple crop that is mainly used for human consumption, I think the work that I am doing can actually have a direct and real impact on the lives of many people.
Kropff: It is important that you — on the quality side of the work — can give feedback to the breeders, and they listen to you. Is it happening?
Ibba: I believe that yes. Of course, quality cannot be the only target in the selection process where several other traits such as yield potential, disease resistance and tolerance to abiotic stresses have to be considered. However, especially for wheat, quality needs to be considered because it is strictly associated with the economic value of a specific variety and plays a fundamental role throughout the whole wheat value chain. The feedback we are giving is being taken positively. Of course, it could be ‘heard’ more.
Kropff: If I may ask, do you think you’re being treated as a scientist regardless of your gender? Or does it matter?
Ibba: Personally, I have always felt that I was respected, in my lab and in my team, especially at CIMMYT. At the beginning, I had some concerns because I am a bit young… Mainly because of that, yes, but not because I am a woman. I cannot say anything bad from that perspective.
Kropff: I think that young people must have the future in our organization. Sometimes when people get older — I try not to be like that, but I am also getting older — they think that they know everything and then you have to be very careful, because the innovations are mostly coming from young people. But young minds come up with new ideas. What about your work, Huihui? You are contributing in a completely different way than Itria and Thoko, and you are coming from a mathematical point of view. When I see you, I always think about math.
Li: Yes, due to my major, sometimes I feel like I am a stranger working in an agricultural research organization. Because I can’t breed new varieties, for example. So, what’s my position? I ask myself: how can I have a successful career in agriculture? But I think that in this new era, this new digital era, I can do more.
Kropff: Data, data, data!
Li: Yes! We can do smart agriculture based on big data. We can do a lot of things with prediction, so that breeders can save time and effort. Maybe we cannot breed the varieties directly or we cannot publish our new findings in high impact journals, but we can play an essential role for this work to be successful. I think that’s my added value: to be useful to breeders.
Kropff: And you are! Thoko, what about you?
Ndhlela: I’m a maize breeder. I’m responsible for two product profiles in southern Africa and these are extra early, early and nutritious maize. I feel like my work is very important, given that I am focusing on developing and deploying nutritious and stress-tolerant maize varieties to people who rely on maize as a staple food crop. White maize is the one that is mainly consumed and yet it doesn’t contain any of the micronutrients such as vitamin A, zinc, iron. We are working towards closing that gap where people have limited or no access to other foods that contain those micronutrients. If we provide them with maize that is nutritious, then we close that gap and addressing the issue of malnutrition. It is especially critical, for young children. According to UNICEF, 53% of the mortalities in children globally are due to micronutrient deficiencies. My work aims to address to a greater extent the problems that farmers face.

Kropff: Are you working on provitamin A maize?
Ndhlela: Yes!
Kropff: It’s orange right? How are consumers adopting it? Does that require extra marketing activities?
Ndhlela: Yes, because in most countries where maize is a popular staple food, people use yellow maize mostly for livestock feeds. But when it comes to the main food, they mainly use white maize. So there has to be that extra effort. We have been working with HarvestPlus on that front, and so far in southern Africa we’ve made good strides in terms of getting people to accept the maize.
Back in the day, when they were first introduced to the idea of eating yellow maize as main food, that maize came from food relief and not in a good state, so there was that negative attitude, which they remembered when we came in with vitamin A maize [which has a yellow color]. We told them, “This is different” and the fact that we did demos, they grew the maize, they harvested and consumed it, led to their acceptance of it. Right now, we have so much demand for seed, especially across southern Africa. Seed companies that we work with say that the seed is sold out and people are still looking for it.
Kropff: I’m very happy to hear this. We have to make sure that what we do is demand-driven, right? And on your role as a woman in research in Zimbabwe. Do you feel like you are taken seriously as a scientist?
Ndhlela: I really do, yes. I am really given space to be myself, to do my work and have that impact on the ground.
Ibba: Martin, I have a question regarding One CGIAR. Will there be any changes within CIMMYT regarding redistribution of research areas? Will some of the research areas change the research focus or implement new research groups and strategies?
Kropff: I could talk for five hours about this. CGIAR has big plans to change the structure, to change the initiatives, to change everything this year.
I believe that CIMMYT is strong, we have a lot of impact. The quality of our work is really high, and I want to make sure that CIMMYT’s work — your work — finds a solid landing in the new CGIAR.
They’re envisioning a restructuring in three large science groups. Several Directors General suggest that we shouldn’t start breaking everything up but that we take whole programs as we have them now and bring them into the new science groups. It’s complicated but everyone wants the CGIAR to be successful.
In terms of research, what we do as CIMMYT already provides solutions, for example, the Integrated Development Programs, such as CSISA, MasAgro, SIMLESA. This has now been taken over by the whole CGIAR. These are programs where you work with national systems and you look at what is important to them, and where innovation is needed. Not focusing on single solutions but integrated solutions from different disciplines. When the research needs come directly from the stakeholders, we become more demand-driven. And that makes life even more exciting.
I think that when we listen to our stakeholders, there will always be a maize and wheat component [in agricultural research]. When we interviewed them in 2020, they stated that things [that are on top of their wish list for agricultural research and development are] breeding, agronomy, big data, and wheat, maize and rice.
I always say: what we need is food systems that deliver affordable — you said it already, Thoko — sufficient and healthy diets produced within planetary boundaries. And for all those criteria, wheat and maize are key because they are efficient, they are produced very well, they provide a good basis of nutrition, and you can produce them within planetary boundaries.
But, back to you. Could you share a story or anecdote about a turning point or defining moment in your work?
Ibba: Personally, I’ve had different turning points that led me to this career but I believe that one of the most important moments for me was when I started my PhD in Crop Science at Washington State University. There for the first time in my scientific career I understood the importance of working together with breeders, molecular scientists, cereal chemists and even with food companies in order to deliver a successful product from farmers all the way to consumers. The research done there had a real impact that you could see and I loved it. Also for this reason, I am happy to now work at CIMMYT because this happens here, as well, but at a bigger scale. You can clearly see that the work and research you do are directly used and go into new wheat lines and new varieties which are grown by different farmers across the world. It’s amazing. That’s what I think had a bigger impact for me.

Ndhlela: I think the biggest moment in my work was when I was first employed as a scientist at CIMMYT. I always looked at CIMMYT scientists as role models. I remember many times that CIMMYT jobs were being advertised for technicians, and people would say, “Oh, this is yours now!” and I told them, “No, no, no, I will only join CIMMYT as a scientist.” And I waited for that moment. And it came and was a turning point in my career and I really thought that now I can express myself, do my work without limitations. And to reach impact!
Another great moment in my work is when I hear that hundreds of farmers are growing and consuming the varieties that I am involved in developing and deploying. I really want to hear people talking of impact: how many tons of certified seed is being channeled from seed companies to the growers, and how many peoples’ lives are we improving. I think that really defines my work. If the varieties don’t get to the farmer, then it is just work going to waste.
Li: Sometimes I feel inferior because I can’t breed a variety, or have big papers in agriculture-related journals, but one day I looked up my citation of my publications and I felt self-satisfied. I could feel my impact. Actually, several of my papers are highly cited; my total citation is more than 3,000 right now.
Kropff: Oh good!
Li: Yes! That means that my work has impact and many people are using the algorithm I developed to have even more impact. Papers that cite my work are published in Science and Nature, Nature Genetics, etc. I feel useful and like my work plays an essential role in research.
Kropff: That’s the thing: there’s impact in science and impact in farmers’ fields and at CIMMYT it comes together. Colleagues at CIMMYT are taking your results and using them to make a difference through crop variety improvement and other things.
Ndhlela: How do you think that One CGIAR will help strengthen our research towards the Sustainable Development Goals across the geographies where we work?
Kropff: I have always promoted the idea of ‘One CGIAR’. Even before joining CIMMYT. But it is complicated because we’re bringing 13 CGIAR Centers together. I saw it at Wageningen University: when you have one organization, you can be so much stronger and more visible, globally.
Because together we [One CGIAR] are the global international organization for agricultural research. We add something [to our global partners such as] the Food and Agriculture Organization of the UN (FAO) which works on agricultural policy, and IFAD that has international development programs and World Food Programme which delivers food — most of it staple crops — to those who need it the most. But supplying food is not a sustainable approach, we want to have sustainable food systems in those countries, so that people can produce their own food. That’s where research is necessary, and knowledge is necessary.
I am super proud that the wheat and maize and agronomy work we do is so well adopted. Farmers are adopting our varieties across the globe. These are new varieties I’m talking about — this is key — which are on average 10 years old and they respond to current challenges happening on the ground. Regarding your work, Thoko, with maize, I just got data from Prasanna [CIMMYT’s Maize Program and CGIAR Research Program on Maize Leader, Prasanna Boddupalli] that farmers are growing drought-tolerant maize and other maize varieties from CIMMYT on 5 million hectares in eastern and southern Africa! All of this is because of a good seed systems approach with the private sector: small seed companies delivering our varieties scaling our great breeding work. Taking it to the farmers!
I think that the work that we do is super important to reach the Sustainable Development Goals. Number one —– well, it’s number two, but for me it is the first —– is ending hunger. Because when you’re hungry, you cannot think or live normally. Poverty is also an incredibly important challenge. But I would put hunger as number one. I don’t think any of us here have had real hunger. My parents did, in the Second World War and let me tell you, when I heard those stories, I realized that that’s something that nobody should go through.
Climate change as well. We have to keep innovating because the climate keeps changing. I was just reading today in a Dutch newspaper that 2 degrees won’t be reached, it will be more. And in the Netherlands the land is so low, so that even with dykes, we will not be able to manage in the next 50 years. People will have to start moving. In the Indo-Gangetic Plains, they’ll have to plant short duration rice, use smart machinery such as the Happy Seeder, then plant short duration wheat — all just to stay ahead of the looming 50 ˚C weather.
Do you agree?
Ibba: Well, yes, but I hope that in the end there will be good coordination between the CGIAR Centers and everything. But if it works well, then I definitely think that it will be more impactful. That’s for sure.
Kropff: What can supervisors and mentors do to encourage women in science careers?
Li: I think this is a good question Martin. I am sure that Itria and Thoko will agree with me: women need more than just our salary. I think that women are more emotional, so, most of the time, when my supervisor is more considerate and careful in regard to my emotions, I feel touched and actually, more motivated. I simply need more consideration, emotionally. I have some experience in this with students [who work for me]. When I want to stimulate their motivation, I compare the two effects. Say, I increase their salary. I feel that the male student is happier than the female. [Laughs] On the other hand, I try to be more considerate with all of my students and ask them about their families or express concern about something. When I do this, I don’t get much of a reaction from the males but the females are grateful. I think the same works for me.

Kropff: I always intend to treat everyone equally and I think I do. But then some people need to be treated differently. That is situational management based on the capabilities and also the personality of people. Do we have to be more mindful of how one works with women?
Li: Well, people are diverse.
Kropff: Right. On the one hand, people should be treated as they want to be treated based on their individual personality, and then on the other hand you want to make sure that women are taken as seriously as men in, say, science.
Ndhlela: I agree with Huihui. Supervisors should give maximum support to women because they already have full plates. The field of science is challenging, so if they feel that they’re not being given enough support, they tend to get discouraged and demoralized. So, supervisors and colleagues need to take that into account. Like Huihui said, women are more emotional than our counterparts. And they need that support. When dealing with women in a professional setting, supervisors could take a visionary style where they give us space to work and do our assigned duties without a lot of interference. Micromanagement is frustrating. From my experience, women in science are serious and they can work with minimum supervision and they are really out there to achieve objectives.
Ibba: I agree with both of you. Space and trust, and constructive criticism. Apart from the strength and support from one’s supervisor, it would be good to implement a mentorship program for young scientists. Sometimes you need a non-supervisor voice or someone that can guide you [who you do not report to]. Human Resources also need to play a key role in supporting women and men, and ensuring zero discrimination. But I’m sure that all we really want is to be treated as humans [laughs]. We all have emotions.
Kropff: Thank you very much colleagues for this open discussion. This has been very interesting and given me a lot of food for thought. Our conversation makes me miss pre-COVID-19 informal moments at work and at conferences, social moments where people open up. But here we show, we can do that during Zoom meetings as well with videos on to read each other’s body language and with groups that are small. Thank you for the inspiration!

For scientists, determining how best to increase wheat yields to meet food demand is a persistent challenge, particularly as the trend toward sustainably intensifying production on agricultural lands grows.
The United Nations projects that the current global population of 7.6 billion will increase to more than 9.8 billion by 2050, making higher grain yield potential vital, particularly as climate instability increases due to global warming. International efforts are also focused on meeting the Zero Hunger target detailed in the UN Sustainable Development Goals before they expire in 2030.
Now, a new landmark research survey on the grain yield potential and climate-resilience of bread wheat (Triticum aestivum L.) has brought scientists a few strides closer to meeting their ambitions.
Grain yield has traditionally been an elusive trait in genomic wheat breeding because of its quantitative genetic control, which means that it is controlled by many genomic regions with small effects.
Challenges also include a lack of good understanding about the genetic basis of grain yield, inconsistent grain yield quantitative trait loci identified in different environments, low heritability of grain yield across environments and environment interactions of grain yield.
To dissect the genetic architecture of wheat grain yield for the purposes of the research, which appeared in Scientific Reports, researchers implemented a large-scale genome-wide association study based on 100 datasets and 105,000 grain yield observations from 55,568 wheat breeding lines developed by the International Maize and Wheat Improvement Center (CIMMYT).
They evaluated the lines between 2003 and 2019 in different sites, years, planting systems, irrigation systems and abiotic stresses at CIMMYT’s primary yield testing site, the Norman E. Borlaug Experimental Research Station, Ciudad Obregon, Mexico, and in an additional eight countries — including Afghanistan, India and Myanmar — through partnerships with national programs.
The researchers also generated the grain-yield associated marker profiles and analyzed the grain-yield favorable allele frequencies for a large panel of 73,142 wheat lines, resulting in 44.5 million data points. The marker profiles indicated that the CIMMYT global wheat germplasm is rich in grain yield favorable alleles and is a trove for breeders to choose parents and design strategic crosses based on complementary grain yield alleles at desired loci.
“By dissecting the genetic basis of the elusive grain-yield trait, the resources presented in our study provide great opportunities to accelerate genomic breeding for high-yielding and climate-resilient wheat varieties, which is a major objective of the Accelerating Genetic Gain in Maize and Wheat project,” said CIMMYT wheat breeder Philomin Juliana.
“This study is unique and the largest-of-its-kind focusing on elucidating the genetic architecture of wheat grain yield,” she explained, “a highly complex and economically important trait that will have great implications on future diagnostic marker development, gene discovery, marker-assisted selection and genomic-breeding in wheat.”
Currently, crop breeding methods and agronomic management put annual productivity increases at 1.2% a year, but to ensure food security for future generations, productivity should be at 2.4% a year.
So, the extensive datasets and results presented in this study are expected to provide a framework for breeders to design effective strategies for mitigating the effects of climate change, while ensuring food-sustainability and security.
A new digital soil map for Nepal provides access to location-specific information on soil properties for any province, district, municipality or a particular area of interest. The interactive map provides information that will be useful to make new crop- and site-specific fertilizer recommendations for the country.
Produced by the International Maize and Wheat Improvement Center (CIMMYT), in collaboration with Nepal Agricultural Research Council’s (NARC) National Soil Science Research Center (NSSRC), this is the first publicly available soil map in South Asia that covers the entire country.
The Prime Minister of Nepal, K.P. Sharma Oli, officially launched the digital soil map at an event on February 24, 2021. Oli highlighted the benefits the map would bring to support soil fertility management in the digital era in Nepal. He emphasized its sustainability and intended use, mainly by farmers.
CIMMYT and NSSRC made a live demonstration of the digital soil map. They also developed and distributed an informative booklet that gives an overview of the map’s major features, operation guidelines, benefits, management and long-term plans.
The launch event was led by the Ministry of Agriculture and Livestock Development and organized in coordination with NARC, as part of the Nepal Seed and Fertilizer (NSAF) project, implemented by CIMMYT. More than 200 people participated in the event, including government officials, policymakers, scientists, professors, development partner representatives, private sector partners and journalists. The event was also livestreamed.
Better decisions
Immediately after the launch of the digital soil map, its CPU usage grew up to 94%. Two days after the launch, 64 new accounts had been created, who downloaded different soil properties data in raster format for use in maps and models.
The new online resource was prepared using soil information from 23,273 soil samples collected from the National Land Use Project, Central Agricultural Laboratory and Nepal Agricultural Research Council. The samples were collected from 56 districts covering seven provinces. These soil properties were combined with environmental covariates (soil forming factors) derived from satellite data and spatial predictions of soil properties were generated using advanced machine learning tools and methods.
The platform is hosted and managed by NARC, who will update the database periodically to ensure its effective management, accuracy and use by local government and relevant stakeholders. The first version of the map was finalized and validated through a workshop organized by NSSRC among different stakeholders, including retired soil scientists and university professors.

“The ministry can use the map to make more efficient management decisions on import, distribution and recommendation of appropriate fertilizer types, including blended fertilizers. The same information will also support provincial governments to select suitable crops and design extension programs for improving soil health,” said Padma Kumari Aryal, Minister of Agriculture and Livestock Development, who chaired the event. “The private sector can utilize the acquired soil information to build interactive and user-friendly mobile apps that can provide soil properties and fertilizer-related information to farmers as part of commercial agri-advisory extension services,” she said.
“These soil maps will not only help to increase crop yields, but also the nutritional value of these crops, which in return will help solve problems of public health such as zinc deficiency in Nepal’s population,” explained Ivan Ortiz-Monasterio, principal scientist at CIMMYT, in a video message.
Yogendra Kumar Karki, secretary of the Ministry of Agriculture and Livestock Development, presented the program objectives and Deepak Bhandari, executive director of NARC, talked about the implementation of the map and its sustainability. Special remarks were also delivered by USAID Nepal’s mission director, the secretary of Livestock, scientists and professors from Tribhuwan University, the International Fertilizer Development Center (IFDC) and the International Centre for Integrated Mountain Development (ICIMOD).

Benefits of digital soil mapping
Soil properties affect crop yield and production. In Nepal, access to soil testing facilities is rather scarce, making it difficult for farmers to know the fertilizer requirement of their land. The absence of a well-developed soil information system and soil fertility maps has been lacking for decades, leading to inadequate strategies for soil fertility and fertilizer management to improve crop productivity. Similarly, existing blanket-type fertilizer recommendations lead to imbalanced application of plant nutrients and fertilizers by farmers, which also negatively affects crop productivity and soil health.
This is where digital soil mapping comes in handy. It allows users to identify a domain with similar soil properties and soil fertility status. The digital platform provides access to domain-specific information on soil properties including soil texture, soil pH, organic matter, nitrogen, available phosphorus and potassium, and micronutrients such as zinc and boron across Nepal’s arable land.
Farmers and extension agents will be able to estimate the total amount of fertilizer required for a particular domain or season. As a decision-support tool, policy makers and provincial government can design and implement programs for improving soil fertility and increasing crop productivity. The map also allows users to identify areas with deficient plant nutrients and provide site-specific fertilizer formulations; for example, determining the right type of blended fertilizers required for balanced fertilization programs. Academics can also obtain periodic updates from these soil maps and use it as a resource while teaching their students.
As digital soil mapping advances, NSSRC will work towards institutionalizing the platform, building awareness at the province and local levels, validating the map, and establishing a national soil information system for the country.
Gokul Paudel is an agricultural economist working to streamline farming practices in South Asia. He seeks to understand, learn from and improve the efficiency of on-farm management practices in a vast variety of ways. Although he joined the International Improvement Center for Wheat and Maize (CIMMYT) right after university, Paudel’s on-farm education started long before his formal courses.
“I was born in a rural village in Baglung district, in the mid-hills of Nepal. My parents worked on a small farm, holding less than half a hectare of land,” he says. “When I was a kid, I remember hearing that even though Nepal is an agricultural country, we still have a lot of food insecurity, malnutrition and children who suffer from stunting.”
“I would ask: How is Nepal an agricultural country, yet we suffer from food insecurity and food-related problems? This question is what inspired me to go to an agricultural university.”
Paudel attended Tribhuvan University in Nepal, and through his coursework, he learned about plant breeding, genetic improvement and how Norman Borlaug brought the first Green Revolution to South Asia. “After completing my undergraduate and post-graduate studies, I realized that CIMMYT is the one organization that contributes the most to improving food security and crop productivity in developing countries, where farmers livelihoods are always dependent on agriculture,” he explains.
Approaching the paradox
Paudel is right about the agriculture and food paradox of his home country. Almost two thirds of Nepal’s population is engaged in agricultural production, yet the country still has shockingly high numbers in terms of food insecurity and nutritional deficiency. Furthermore, widespread dissemination of unsustainable agronomic practices, like the use of heavy-tilling machinery, present similar consequences across South Asia.
If research and data support the claim that conservation agriculture substantially improves crop yields, then why is the adoption of these practices so low? That is exactly what Paudel seeks to understand. “I want to help improve the food security of the country,” he explains. “That’s why I joined the agricultural sector.”
Paudel joined CIMMYT in 2011 to work with the Socioeconomics Program (SEP) and the Cereal Systems Initiative for South Asia (CSISA), providing regional support across Bangladesh, India and Nepal.
His work is diverse. Paudel goes beyond finding out which technological innovations increase on-farm yield and profit, because success on research plots does not always translate to success on smallholder fields. He works closely with farmers and policy makers, using surveys and high-tech analytical tools such as machine learning and data mining to learn about what actually happens on farmers’ plots to impact productivity.

A growing future for conservation agriculture
Over the last two decades, the development of environmentally sustainable and financially appealing farming technologies through conservation agriculture has become a key topic of agronomic research in South Asia.
“Conservation agriculture is based on three principles: minimum disturbance of the soil structure, cover crop and crop rotation, especially with legumes,” Paudel explains.
Leaving the soil undisturbed through zero-till farming increases water infiltration, holds soil moisture and helps to prevent topsoil erosion. Namely, zero-till farming has been identified as one of the most transformative innovations in conservation agriculture, showing the potential to improve farming communities’ ability to mitigate the challenges of climate change while also improving crop yields.
Can farm mechanization ease South Asia’s labor shortage?
In South Asia, understanding local contexts is crucial to streamlining farm mechanization. In recent years, many men have left their agricultural jobs in search of better opportunities in the Gulf countries and this recent phenomenon of labor out-migration has left women to take up more farming tasks.
“Women are responsible for taking care of the farm, household and raising their children,” says Paudel. “Since rural out-migration has increased, they have been burdened by the added responsibility of farm work and labor scarcity. This means that on-farm labor wages are rising, exacerbating the cost of production.”
The introduction of farm machinery, such as reapers and mini-tillers, can ease the physical and financial burden of the labor shortage. “Gender-responsive farm mechanization would not only save [women’s] time and efforts, but also empower them through skills enhancement and farm management,” says Paudel. However, he explains, measures must be taken to ensure that women actually feel comfortable adopting these technologies, which have traditionally been held in the male domain.

From farm-tech to high-tech
Right now, amidst the global lockdown due to COVID-19, Paudel’s field activities are highly restricted. However, he is capitalizing on an opportunity to assess years’ worth of data on on-farm crop production practices, collected from across Bangladesh, India and Nepal.
“We are analyzing this data-set using novel approaches, like machine learning, to understand what drives productivity in farmers’ fields and what to prioritize, for our efforts and for the farmers,” he explains.
Although there are many different aspects of his work, from data collection and synthesis to analysis, Paudel’s favorite part of the job is when his team finds the right, long-lasting solution to farmers’ production-related problems.
“There’s a multidimensional aspect to it, but all of these solutions affect the farmer’s livelihood directly. Productivity is directly related to their food security, income and rural livelihoods.”
A changing landscape
About 160 km away from where he lives now, Paudel’s parents still own the farm he grew up on — though they no longer work on it themselves. They are proud to hear that his work has a direct impact on communities like theirs throughout the country.
“Every day, new problems are appearing due to climate change — problems of drought, flooding and disease outbreak. Though it’s not good news, it motivates me to continue the work that I’m doing,” says Paudel. “The most fascinating thing about working at CIMMYT is that we have a team of multidisciplinary scientists working together with the common goal of sustainably intensifying the agricultural systems in the developing world.”

The Bihar Convergence Platform for agriculture, a synergistic partnership to innovate and initiate targeted interventions that help farmers to have informed choices with proven scientific recommendations, has been consistently working to accelerate interventions and improve the lives and capacity of small and marginal farmers since its establishment in October 2019.
The Cereal Systems Initiative for South Asia (CSISA), in association with CABI and the Open Data Institute, hosted a six-day virtual interactive training in September for platform members on the theme “creating impact through wider data sharing.” The training aimed at strengthening technical expertise of the participants, creating an enabling environment to unlock the benefits of data sharing and developing space for participants to discuss, brainstorm and co-design initiatives to be implemented together by the platform in coming days.
The training ended with a common understanding about the challenges and constraints in agriculture because data is in silos. Furthermore, participants agreed on the need to look at the existing data with a broader lens to accelerate the pace of development in agriculture in the state. Participants expressed that sharing the data under set norms with standardized licensing could act as a catalyst to increase the benefits for smallholder farmers.
To constructively deal with the challenges in agriculture together, the platform members stressed the need to start analyzing existing data from a wider perspective and data sharing as the key for designing fact-based interventions for larger good and impact.

The platform is chaired by the Vice Chancellor of Bihar Agriculture University, with key members from Bihar Rural Livelihood Promotion Society known as Jeevika, Bihar Agriculture University, Dr Rajendra Prasad Central Agriculture University, Agriculture Technology Application Resource Institute, ICAR-RCER, and the CSISA project, along with private groups like IFFCO, Bayer, and ITC.
Out of the many activities jointly implemented by the platform, the Data Ecosystem is the key arena where the platform works together in strengthening the impact of data and incorporating them in accelerating quality interventions for farmers.

Farming has often been quoted as one of the noblest professions, shouldering the responsibility of feeding the world; yet it has been globally identified as one of the most perilous industries associated with a high vulnerability rate. Crop insurance has been established worldwide to provide social protection to farmers and reduce their vulnerability. While the emergence of crop insurance schemes around the world indicates commitment to secure the livelihoods of farmers, they often lack accurate seasonal crop growth monitoring and timely yield loss estimation, making the authentication of crop insurance claims more challenging.
Crop loss assessments are often done via crop cutting experiments (CCEs). However, these can suffer from human error and moral hazard. The experiments also require significant capital and human resources, and need to be carried out simultaneously, in a limited period of time. This often leads to inadequate and delayed claim payment, high premium rates, and poor execution of crop insurance schemes.
With technological advancements and availability, crop growth monitoring and productivity assessment can not only be more accurate and efficient but also less resource-intensive. Readily available data and technology, such as detailed weather data, remote sensing, modeling and big data analytics can be instrumental in further improving crop insurance mechanisms. The CGIAR Research Program on Climate Change, Agriculture and Food Security (CCAFS) has developed a Crop-loss Assessment Monitor (CAM) tool as an integrated solution that uses technologies to improve loss assessment and make crop insurance more efficient.
The Crop-loss Assessment Monitor (CAM) tool
The CAM tool integrates multiple input data and methods for crop loss assessment at multiple times in the season. It uses different models for loss assessment depending on the time or stage in the season. To ensure user-friendliness, the tool was developed with a simple, easy-to-use interface and produces outputs customized for policy and risk management agencies. It uses freely available R libraries and does not require specific software installations and high-power processing engines, which in general are a prerequisite to process large gridded satellite data.
CAM provides a form-based user-interface to carry out the analysis. The user can log in and undertake analysis using multiple methods for a specified region and time. The tool allows users to choose between area-based yield insurance and weather-based index insurance. For insurance analysis, scheme details like sum insured and calamity years can be specified for calculation of threshold yields, premiums and claims.
CAM also includes tabs that provide ‘deviation in the weather’ and ‘deviation in satellite vegetation indices’ to help monitor crop conditions every fortnight. The tool also allows users to identify the model agreement between the four different methods for loss assessment, which strengthens the confidence levels in loss assessments, and related insurance analytics.
A single integrated framework
The tool combines agro-meteorological statistical analysis, crop simulation modelling and optimization techniques, and employs near real-time monitoring by using publicly available satellite products. It is also equipped to capture yield variability.
Highlighting the importance of this tool Dr. Pramod Aggarwal, lead author of the paper and CCAFS Asia Program Leader, notes that “assimilating relevant technologies into a single integrated framework is a good way to determine crop losses. Its deployment can assist in multi-stage loss assessment and thus provide farmers with immediate relief for sowing failure, prevented sowing and mid-season adversity apart from final crop loss assessment.”
The tool addresses three major challenges faced by existing crop insurance schemes; more efficient weather indices, timely estimate of loss assessment and improved contract design. As the tool readily uses freely available technology and data, it requires less capital and human resource compared to crop cutting experiments for crop loss assessment. This tool offers a robust mechanism that further reduces the chances of human errors, and makes the process more transparent, robust and reliable. Therefore, it enables timely relief for farmers facing challenges such as sowing failure, prevented sowing and mid-season adversity.

Agricultural research is entering a new age in Bangladesh. The days, months and years it takes to collect farm data with a clipboard, paper and pen are nearing their end.
Electronic smartphones and tablets are gaining ground, used by researchers, extension workers and farmers to revolutionize the efficiency of data collection and provide advice on best-bet practices to build resilient farming systems that stand up to climate change.
Digital data collection tools are crucial in today’s ‘big data’ driven agricultural research world and are fundamentally shifting the speed and accuracy of agricultural research, said Timothy Krupnik, Senior Scientist and Systems Agronomist at the International Maize and Wheat Improvement Center (CIMMYT).
“Easy-to-use data collection tools can be made available on electronic tablets for surveys. These allow extension workers to collect data from the farm and share it instantaneously with researchers,” he said.
“These tools allow the regular and rapid collection of data from farmers, meaning that researchers and extension workers can get more information than they would alone in a much quicker time frame.”
“This provides a better picture of the challenges farmers have, and once data are analyzed, we can more easily develop tailored solutions to farmers’ problems,” Krupnik explained.
It is the first time extension workers have been involved in data collection in the country. Since the pilot began in late 2019, extension workers have collected data from over 5,000 farmers, with detailed information on climate responses, including the management of soil, water and variety use to understand what drives productivity. The DAE is enthused about learning from the data, and plans to collect information from 7,000 more farmers in 2020.
Bangladesh’s DAE is directly benefiting through partnerships with expert national and international researchers developing systems to efficiently collect and analyze massive amounts of data to generate relevant climate-smart recommendations for farmers, said the department Director General Dr. M. Abdul Muyeed.

For the first time widespread monitoring examines how farmers are coping with climate stresses, and agronomic data are being used to estimate greenhouse gas emissions from thousands of individual farmers. This research and extension partnership aims at identifying ways to mitigate and adapt to climate change, he explained.
“This work will strengthen our ability to generate agriculturally relevant information and increase the climate resilience of smallholder farmers in Bangladesh,” Dr. Muyeed said.
Next-gen big data analysis produces best-bet agricultural practices
“By obtaining big datasets such as these, we are now using innovative research methods and artificial intelligence (AI) to examine patterns in productivity, the climate resilience of cropping practices, and greenhouse gas emissions. Our aim is to develop and recommend improved agricultural practices that are proven to increase yields and profitability,” said Krupknik.
The surveys can also be used to evaluate on-farm tests of agricultural technologies, inform need-based training programs, serve local knowledge centers and support the marketing of locally relevant agricultural technologies, he explained.
“Collecting farm-specific data on greenhouse gas emissions caused by agriculture and recording its causes is a great step to develop strategies to reduce agriculture’s contribution to climate change,” added Krupnik.
In 2017, a call for proposals from Copernicus Climate Change Service Sectoral Information Systems led the International Maize and Wheat Improvement Center (CIMMYT to collaborate with Wageningen University, the European Space Agency (ESA), and other research and meteorological organizations to develop practical applications in agricultural and food security for satellite-sourced weather data.
The project, which recently ended, opened the door to a wide variety of potential uses for this highly detailed data.
ESA collects extremely granular data on weather, churned out at an hourly rate. CIMMYT researchers, including Foresight Specialist Gideon Kruseman, reviewed this data stream, which generates 22 variables of daily and sub-daily weather data at a 30-kilometerlevel of accuracy, and evaluated how it could help generate agriculture-specific weather and climate data sets.
“For most people, the reaction would be, ‘What do we do with this?’ Kruseman said. “For us, this is a gold mine.”
For example, wind speed — an important variable collected by ESA satellites — is key for analyzing plant evaporation rates, and thus their drought tolerance. In addition, to date, information is available on ideal ago-climatic zones for various crop varieties, but there is no data on the actual weather conditions during a particular growing season for most sites.
By incorporating the information from the data sets into field trial data, CIMMYT researchers can specifically analyze maize and wheat cropping systems on a larger scale and create crop models with higher precision, meaning that much more accurate information can be generated from the trials of different crop varieties.
The currently available historic daily and sub-daily data, dating back to 1979, will allow CIMMYT and its partners to conduct “genotype by environment (GxE)” interaction analysis in much higher detail. For example, it will allow researchers to detect side effects related to droughts and heat waves and the tolerance of maize and wheat lines to those stresses. This will help breeders create specific crop varieties for farmers in environments where the impact of climate change is predicted to be more apparent in the near future.
“The data from this project has great potential fix this gap in information so that farmers can eventually receive more targeted assistance,” said Kruseman.
These ideas are just the beginning of the agricultural research and food security potential of the ESA data. For example, Kruseman would like to link the data to household surveys to review the relationship between the weather farmers experience and the farming decisions they make.
By the end of 2019, the data will live on an open access, user-friendly database. Eventually, space agency-sourced weather data from as far back as 1951 to as recent as five days ago will be available to researchers and weather enthusiasts alike.
Already CIMMYT scientists are using this data to understand the potential of a promising wheat line, for seasonal forecasting, to analyze gene-bank accessions and for a statistical analysis of maize trials, with many more high-impact applications expected in the future.

What fertilizer application will give me the best returns? What maize crop variety should I use?
Each farmer faces constraints related to weather uncertainty, soil fertility management challenges, or access to finance and markets. To improve their yields and incomes, African smallholder farmers need agronomic advice adapted to their specific circumstances. The challenge is even greater in sub-Saharan Africa, where agricultural production landscapes are highly diverse. Yet traditional agronomic research was not designed to fit with complex agroecological regions and farming systems. Compounding the problem, research organizations often have limited resources to develop the necessary experiments to generate farm- and site-specific agronomic advice at scale.
“Agronomic research is traditionally not equipped to consider spatial or socio-economic diversity among the millions of farmers it targets,” said Sebastian Palmas, data scientist at the International Maize and Wheat Improvement Center (CIMMYT) in Nairobi, Kenya.
Palmas presented some of the learnings of the Taking Maize Agronomy to Scale in Africa (TAMASA) project during a science seminar called “A spatial ex ante framework for guiding agronomic investments in sub-Saharan Africa” on March, 4, 2019.
The project, funded by the Bill & Melinda Gates Foundation, has used data to improve the way agronomic research for development is done. Researchers working on the TAMASA project addressed this challenge by using available geospatial information and other big data resources, along with new data science tools such as machine learning and Microsoft’s AI for Earth. They were able to produce and package information that can help farmers, research institutions and governments take better decisions on what agronomic practices and investments will give them the best returns.
By adapting the Quantitative Evaluation of the Fertility of Tropical Soils (QUEFTS) model to the conditions of small farmers in TAMASA target countries (Ethiopia, Nigeria and Tanzania), using different layers of information, CIMMYT and its partners have developed a versatile geospatial tool for evaluating crop yield responses to fertilizer applications in different areas of a given country. Because calculations integrate spatial variation of fertilizer and grain prices, the tool evaluates the profitability — a key factor influencing farmers’ fertilizer usage — for each location. The project team can generate maps that show, for instance, the estimated agronomic and economic returns to different fertilizer application scenarios.

Making profits grow
These tools could potentially help national fertilizer subsidy programs be more targeted and impactful, like the ambitious Ethiopia’s Fertilizer Blending initiative which distributes up to 250,000 tons of fertilizer annually. Initial calculations showed that, by optimizing diammonium phosphate (DAP) and urea application, the profitability per hectare could improve by 14 percent on average, compared to the current fertilizer recommendations.
Such an approach could generate farm-specific advice at scale and boost farmers’ incomes. It could also provide insights on many different issues, like estimating market demand for a new fertilizer blend, or the estimated quantity of additional fertilizer required to bring about a targeted maize yield increase.
Future extensions of the framework may incorporate varietal differences in nutrient management responses, and thus enable seed companies to use the framework to predict where a new maize hybrid would perform best. Similarly, crop breeders could adapt this ex ante assessment tool to weigh the pros and cons of a specific trait and the potential impact for farmers.

How do young rural Africans engage in the rural economy? How important is farming relative to non-farm activities for the income of young rural Africans? What social, spatial and policy factors explain different patterns of engagement? These questions are at the heart of an interdisciplinary research project, funded by the International Fund for Agricultural Development (IFAD), that seeks to provide stronger evidence for policy and for the growing number of programs in Africa that want to “invest in youth.”
One component of the Challenges and Opportunities for Rural Youth Employment in Sub-Saharan Africa project, led by the Institute of Development Studies (IDS), draws on data from the World Bank’s Living Standard Measurement Study – Integrated Surveys on Agriculture (LSMS-ISA) to develop a more detailed picture of young people’s economic activities. These surveys, covering eight countries in sub-Saharan Africa, were conducted at regular intervals and in most cases followed the same households and individuals through time. While the LSMS-ISA are not specialized youth surveys and therefore may not cover all facets of youth livelihoods and wellbeing in detail, they provide valuable knowledge about the evolving patterns of social and economic characteristics of rural African youth and their households.
“LSMS-ISA data are open access, aiming to help national governments and academics analyze the linkages between poverty and agricultural productivity in developing countries,” said Sydney Gourlay, Survey Specialist in the Development Data Group of the World Bank. She explained that LSMS-ISA datasets cover rural and urban livelihoods — including asset ownership, education, farm and non-farm incomes — and contain detailed information on farming practices and productivity. “LSMS-ISA data have untapped potential for valuable youth analyses that could lead to evidence-based youth policy reform,” Gourlay said.
To stimulate greater use of LSMS-ISA data for research on these issues, the International Maize and Wheat Improvement Center (CIMMYT), IDS, and the LSMS team of the World Bank organized a workshop for young African social scientists, hosted by CIMMYT in Nairobi from February 4 to February 8, 2019.
Early-career social scientists from Ethiopia, Ghana, Kenya, Nigeria, Uganda, and Zimbabwe explored the potential of LSMS-ISA data, identified research issues, and developed strategies to create new analyses. The workshop was also a chance to uncover potential areas for increased data collection on youth, as part of the LSMS team’s IFAD-funded initiative “Improving Data on Women and Youth.”
What does that data point represent?
The workshop stressed the importance of getting to know the data before analyzing them. As explained by World Bank senior economist Talip Kilic in The Crowd and the Cloud, “Every data point has a human story.” It is important to decipher what the data points represent and the limits within which they can be interpreted. For instance, the definition of youth differs by country, so comparative studies across countries must harmonize data from different sources.
“Because LSMS-ISA survey locations are georeferenced, it is possible to integrate spatial information from multiple sources and gain new insights about patterns of interest, as well as the drivers associated with such patterns,” said Jordan Chamberlin, spatial economics expert at CIMMYT. “For example, in all countries we’ve examined, the degree of non-farm economic engagement is strongly associated with distance from urban centers.”
Chamberlin noted that georeferencing also has limitations. For instance, to ensure privacy, LSMS-ISA coordinates for households are randomly offset by as much as 5 km. Nonetheless, diverse geospatial data from the datasets — distance to the nearest tarmac road or population density, among other information — may be integrated via the location coordinates.

One key variable to assess farm productivity is harvested area. The LSMS team’s research has revealed high, systematic discrepancies between farmers’ self-assessments of area, GPS measurements, and compass and rope, which is considered the most accurate method. Methodological validation data from Ethiopia, Nigeria, and Tanzania show that on average farmers overestimate the area of plots smaller than 200 m2 by more than 370 percent and underestimate the size of plots larger than 2 hectares by 13 percent, relative to compass and rope measurements. Such errors can skew yield analyses and the accuracy of assessments of national agricultural research programs’ impact.
Several workshop participants expressed interest in using the LSMS dataset for studies on migration, given that it contains information about this variable. In the case of internal migrants — that is, persons who have moved to another area in the same country — LSMS enumerators will find and interview them and these migrants will continue to be included in future rounds of the panel survey. In Malawi, for example, about 93 percent of individuals were tracked between the 2010/11 and the 2013 Integrated Household Surveys. Plot characteristics — such as type of soil, input use, and crop production — include information on the person who manages the plot, allowing for identification and analysis of male and female managed plots.
Following the training, the participants have better articulated their research ideas on youth. Prospective youth studies from the group include how land productivity affects youth opportunities and whether migration induces greater involvement of women in agriculture or raises the cost of rural labor. Better studies will generate more accurate knowledge to help design more effective youth policies.
KATHMANDU, Nepal (CIMMYT) — The International Maize and Wheat Improvement Center (CIMMYT) is working with Nepal’s Soil Management Directorate and the Nepal Agricultural Research Council (NARC) to aggregate historic soil data and, for the first time in the country, produce digital soil maps. The maps include information on soil PH, organic matter, total nitrogen, clay content and boron content. Digital soil mapping gives farmers and natural resource managers easy access to location-specific information on soil properties and nutrients, so they can make efficient and localized management decisions.
As part of CIMMYT’s Nepal Seed and Fertilizer (NSAF) project, researchers used new satellite imagery that enabled the resolution of the maps to be increased from 1×1 km to 250×250 m. They have updated the web portal to make it more user friendly and interactive. When loaded onto a smartphone, the map can retrieve the soil properties information from the user’s exact location if the user is within areas with data coverage. The project team is planning to produce maps for the whole country by the end of 2019.

At a World Soil Day event in Nepal, CIMMYT soil scientist David Guerena presented the new digital soil maps to scientists, academics, policymakers and other attendees. Guerena explained the role this tool can play in combatting soil fertility problems in Nepal.
These interactive digital maps are not simply visualizations. They house the data and analytics which can be used to inform site-specific integrated soil fertility management recommendations.
The first high-resolution digital soil maps for the Terai region have been produced with support from the data assets from the National Land Use Project, developed by Nepal’s Ministry of Agriculture and Livestock Development. These maps will be used to guide field programming of the NSAF project, drive the development of market-led fertilizer products, and inform and update soil management recommendations. The government of Nepal can use the same information to align policy with the needs of farmers and the capacity of local private seed and fertilizer companies.
In 2017, 16 scientists from Nepal’s Soil Management Directorate, NARC and other institutions attended an advanced digital soil mapping workshop where they learned how to use different geostatistical methods for creating soil maps. This year, as part of the NSAF project, four NARC scientists attended a soil spectroscopy training workshop and learned about digitizing soil data management and using advanced spectral methods to convert soil information into fertilizer recommendations.
Soil data matters
Soil properties have a significant influence on crop growth and the yield response to management inputs. For farmers, having access to soil information can make a big difference in the adoption of integrated soil fertility management.
Farmer motivation and decision-making relies heavily on the perceived likeliness of obtaining a profitable return at minimized risk. This largely depends on the yield response to management inputs, such as improved seeds and fertilizers, which depends to a large extent on site-specific soil properties and variation in agro-ecological conditions. Therefore, quantitative estimates of the yield response to inputs at a given location are essential for estimating the risks associated with these investments.
The Nepal Seed and Fertilizer project is funded by the United States Agency for International Development (USAID) and is a flagship project in Nepal. The objective of the NSAF is to build competitive and synergistic seed and fertilizer systems for inclusive and sustainable growth in agricultural productivity, business development and income generation in Nepal.
