In Nepal, agriculture contributes to a third of gross domestic product and employs about 80% of the rural labor force. The rural population is comprised mostly of smallholder farmers whose level of income from agricultural production is low by international standards and the country‘s agricultural sector has become vulnerable to erratic monsoon rains. Farmers often experience unreliable rainfall and droughts that threaten their crop yields and are not resilient to climate change and water-induced hazard. This requires a rapid update of the sustainable irrigation development in Nepal. The Cereal Systems Initiative for South Asia (CSISA) Nepal COVID Response and Resilience short-term project puts emphasis on identifying and prioritizing entry points to build more efficient, reliable and flexible water services to farmers by providing a fundamental irrigation development assessment and framework at local, district and provincial levels.
Digital groundwater monitoring system and assessment of water use options
Digital system of groundwater data collection, monitoring and representation will be piloted with the government of Nepal to facilitate multi-stakeholder cooperation to provide enabling environments for inclusive irrigation development and COVID-19 response. When boosting the irrigation development, monitoring is fundamental to ensure sustainability. In addition, spatially targeted, ex-ante assessments of the potential benefits of irrigation interventions provide insights by applying machine-learning analytics and constructing data-driven models for yield and profitability responses to irrigation. Furthermore, a customized set of integrated hydrological modeling and scenario analyses can further strengthen local, district and provincial level assessment of water resources and how to build resilient and sustainable water services most productively from them.
Toward a systemic framework for sustainable scaling of irrigation in Nepal
Through interview and surveys, the project further builds systemic understanding of the technical, socioeconomic and institutional challenges and opportunities in scaling water access and irrigation technologies. This will contribute to the construction of a comprehensive irrigation development framework, achieved by the collective efforts from multiple stakeholders across different line ministries, levels of government and local stakeholders and water users. Together with the technical assessments and monitoring systems, the end goal is to provide policy guidelines and engage prioritized investments that ensure and accelerate the process of sustainable intensification in irrigation in Nepal.

The continuing increase in the number of farming families has led to a growing emphasis on approaches on how to reach more people at a time. Among others, individual, group and mass-media approaches to agricultural extension and advisory services have been used concurrently.
This year, the global COVID-19 pandemic presented yet another challenge to the agriculture sector due to travel restrictions and limited face-to-face interactions. This has obstructed capacity building for farmers as well as development agents to deliver seasonal and intra-seasonal agroclimate advisories for farmers to support farm decisions.
Realizing the importance of mass media in extension, the International Maize and Wheat Improvement Center (CIMMYT) in collaboration with the Ministry of Agriculture, the Ethiopian Institute of Agricultural Research (EIAR) and Climate Change, Agriculture and Food Security (CCAFS)-EA used live show radio program on Sunday mornings to provide climate advisories on the 2020 Kiremt (main cropping) season to farmers and extension workers on a two-weekly basis between June and November. The live show also allows listeners to call in and ask questions and provide feedback. Besides the climate agro-advisories, COVID-19 alerts and precautionary measures were provided to the radio audience.
Extremely low climate induced risk perception
CIMMYT-CASCAID II project baseline assessment indicates that the rural communities in the project intervention areas have an extremely low climate induced risk perception and are also quite resistant to change. The areas are also highly prone to recurring droughts. Erratic rainfall distribution and dry spells are common. Large areas of barren and uncultivable land, water shortage, poor soil quality, soil erosion due to high run off rate are adversely affecting the farming systems. Research shows that simple adaptation actions such as watershed management, changing planting dates and crop varieties could greatly reduce the climate variability and change impacts. However, communities being poorly linked to scientists and policy makers lack information about climate change adaptation options and government schemes related to the same. There are also challenges of communicating scientific research in simplified ways that are appropriate to local stakeholder needs.
In recent years, the use of improved technologies has been increasing due to the progressive national agricultural development policy and strategy that is in place coupled with advisories provided to help farmers to make timely and appropriate farm level decisions and practices.
Agroclimate advisory – the fourth production factor
The provision of agroclimate advisory is considered as the fourth production factor after labor, land, and capital and critical to the agricultural sector as climate and its associated adverse effects can negatively affect agricultural activities and productivities. Thus, ensuring the accessibility of relevant time sensitive forecast based advisory information to farming communities helps improve productivity and yields higher returns.
The advice will also assist smallholder farmers to manage climate risks through informed decisions such as identifying optimum planting time/sowing windows, planting density at the start of the rainy season, while at the same time managing fertilizer application. Moreover, it also benefits farmer decisions and practices on soil water, weeds, diseases, and pest management throughout the growing season. By monitoring weather and crop growth during the season, the same forecast information can assist in predicting crop yields well in advance of crop maturity and to allow farmers to decide whether to sell the product immediately after harvest or store it until it commands better prices later in the year.
Radio for disseminating agroclimate information
In Ethiopia, the use of ICT for the accumulation and dissemination of agroclimate information and other agricultural updates is still low. Radio transmission covers a large percentage of the country with most of the households own a radio. This makes the use of radio programs one of the most cost-effective channels for conveying weather forecast information and agricultural knowledge to rural communities which ultimately facilitate informed decision-making and adoption of new technologies and practices.
In collaboration with its partners, the CIMMYT-CASCADE II project through Fana FM radio implemented a six-month (June-November 2020) live radio program providing seasonal advisories at the start of the main season in June using seasonal forecast from the National Meteorology Agency which was downscaled to Woreda/Kebele level by EIAR, CCAFS-EA and CIMMYT. This was followed by a biweekly or monthly Wereda specific agro-climate advisories which focus on fertilizer application, weeding, crop protection, soil and water management and climate extremes such as flood and droughts.
The program also included experts from the Ministry of Agriculture, EIAR, and CGIAR Centers to provide professional explanations and updates from the perspective of in situational readiness to support issues coming from the radio audience. The program created an opportunity for the federal government to prepare in time on some activities like importing agricultural inputs such as pesticides and fungicides to control the outbreak of pests and diseases (e.g., desert locust infestation and wheat rust outbreak). The platform also provided an opportunity to reach to millions of farmers to convey COVID-19 prevention messages such as physical distancing, use of masks, handwashing and other precautions that need to be taken while working in groups.
The COVID-19 global health crisis has disrupted food and agricultural systems around the world, affecting food production, supply chains, trade and markets, as well as people’s livelihoods and nutrition. Following an initial assessment in May 2020, the Food and Agriculture Organization of the United Nations (FAO) joined the International Fund for Agricultural Development (IFAD), the International Maize and Wheat Improvement Center (CIMMYT) and other CGIAR centers to conduct a comprehensive assessment of the impacts of the COVID-19 pandemic on Bangladesh’s agri-food system.
The report shares critical reflections and lessons learned, as well as providing detailed quantitative and qualitative information on all disruption pathways and possible recovery strategies.
According to the research team, the major visible impact was the decline of food demand due to the disruption of value chain actors in the food market and income shortages, especially among low- and daily wage-earning populations. This reduced demand lead in turn to reduced prices for agricultural goods, particularly perishable food items like vegetables, livestock and fish products.
Additionally, constraints on the movement of labor led to a disruption in agricultural services, including machinery and extension services, while domestic and international trade disruptions created input shortages and lead to price volatilities which increased production costs. This increase, coupled with reductions in production and output prices, essentially wiped farmer profits.

Building back a better food system
The latest report was launched at the same time as the CGIAR COVID-19 Hub in Bangladesh, which aims to build local resilience to the effects of the pandemic and support government-led recovery initiatives. At a panel discussion presenting the results of the assessment, researchers emphasized the importance of social safety net mechanisms and food demand creation, as well as the need for strong monitoring of food systems to ensure continued availability and affordability, and early detection of any critical issues.
The discussion centered on the need for public access to trustworthy information in order to raise awareness and instill confidence in the food they consume. One key recommendation which emerged is facilitating the digitalization of farming, which looks to re-connect farmers and consumers and build the food system back better. The accelerated development of digital platforms connecting farmers to markets with contactless delivery systems can ensure the safer flow of inputs and outputs while generating a higher share of consumer money for farmers. There is also a need to explore green growth strategies for reducing food waste — the creation and distribution of improved food storage systems, for instance — and circular nutrient initiatives to better utilize food waste as feed and bio manure.
There are decades when nothing happens and weeks when decades happen. So goes the old saw. In the social sciences, these “weeks” are often referred to as critical junctures. They are moments when the old rules of the game — the long-established ways of doings things — go out the window and new patterns begin to emerge. The breadbasket states of northwestern India seem to be having one of those weeks.
After years of research and advocacy that appeared to be making little headway, researchers at the International Maize and Wheat Improvement Center (CIMMYT) and the Indian Council of Agricultural Research (ICAR) are seeing a sudden and dramatic increase in the adoption of some of the technologies and techniques they have long argued are necessary in this region, including direct-seeding of rice, crop diversification and the adoption of Happy Seeder technology.
A case of unintended consequences
In March 2020 the Indian government decreed a national lockdown in response to the COVID-19 crisis. This triggered the largest internal migration since partition, as millions of migrant workers and day laborers scrambled to return to their home villages. Estimates suggest that up to 1 million workers left the northwestern states of Haryana and Punjab alone.
Agriculture in the region is dominated by the labor- and input-intensive production of rice and wheat in rotation. This system is the most productive per hectare in India, but it is also extremely sensitive to external shocks. The success of both the rice and wheat crop depend on the timely transplantation of rice in mid-June.
As the results of a recently published study demonstrate, delays in this schedule can have devastating downstream effects not only on rice and wheat yields, but on regional air quality too. Models of the worst-case delay scenario predicted a total economic loss of nearly $1.5 billion. Moreover, they predicted that, if no action were taken, up to 80% of rice residue would be burned later in the autumn, when cooler conditions contribute to seasonally poor air quality.
Such an exacerbation of the region’s air pollution would be dire under normal conditions. During a global pandemic of a primarily respiratory illness, it could be devastating.
Fortunately, solutions and technologies that CIMMYT researchers had been studying for decades, along with ICAR, Punjab Agricultural University (PAU) and other national partners, promised to help ward off the worst effects of the crisis. The adoption of direct-seeding technology could help reduce the labor-intensiveness of rice production, crop diversification could minimize the economic impacts of the crisis, and the use of Happy Seeder technology could alleviate the practice of residue burning.

Decades of work pay off
The study, co-authored by researchers at CIMMYT, ICAR and the International Rice Research Institute (IRRI), relied on a sophisticated ex ante model of four different rice-transplanting delay scenarios. It is published in the November 2020 issue of Agricultural Systems.
However, given the time-sensitivity and high-stakes of the issue, the lead researchers did not wait for the articles publication to press their case. Earlier this year they circulated their initial findings and recommendations to policymakers via their national partners. Notably, after receiving a one-pager summarizing these, the Chief Minister of Punjab released a video address echoing their points.
“Policymakers realized the need for these kinds of solutions,” says Balwinder Singh, a CIMMYT scientist and lead author of the paper. They then moved quickly to incentivize their adoption through various mechanisms, such as subsidizing direct-seeding drills and ensuring the timely availability of machines and other inputs.
Singh and Jat have been carrying out a multi-year survey to assess farmer willingness to adopt Happy Seeder technology and have documented a drastic increase in farmer interest in the technology during 2020. For Jat, this highlights the power of partnerships. “If you don’t include your partners from the beginning, they will not own what you say,” he argues.
Such changes are to be celebrated not only as an important response to the current labor shortage, but also as key to ensuring the long-term sustainability of agricultural production in the region, having important implications for the stewardship of water resources, air pollution and soil health.
“Policies encouraging farming practices that save resources and protect the environment will improve long-term productivity and sustainability of the nation,” says S. K. Chaudhari, deputy director general for Natural Resource Management at ICAR.

Warding off catastrophe
Although the agricultural cycle is not yet over, and early data are still partial, Singh and Jat estimate that thanks to the dramatic adoption of alternative agricultural practices this year, their worst-case estimates have been avoided. Given the rapid response from both policymakers and farmers, the real-world effects of the COVID-19 labor crisis are likely closer to the mid-range severity scenarios of their analysis. Indeed, early estimates predict no rice yield losses and minor-to-no wheat yield losses over baseline. For the researchers, the relief is palpable and the lessons couldn’t be clearer.
“These technologies were there for decades, but they were never appreciated because everything was normal,” says Jat. “This clearly indicates a need for investment in the technology and the research. You may encounter a problem at any time, but you cannot generate the technology overnight.”
Agricultural production in Bangladesh is heavily dependent on machines for land preparation, irrigation, pest control, harvesting and transport. Small enterprises that make up the light engineering sector in Bangladesh are responsible for the creation, maintenance and repair of these machines. Without a functioning light engineering sector, agricultural production would quickly grind to a halt.
As with other industries in the country, most light engineering workshops closed at the beginning of the COVID-19 pandemic. However, as restrictions on movement eased and in response to demand from agricultural machinery operators, the machinery manufacturing and repair workshops have started to open again.

Ensuring COVID-19-free workshops
To ensure a safe and hygienic return to work, the Cereal Systems Initiative for South Asia Mechanization Extension Activity (CSISA-MEA) provided water tanks with handwashing points and knapsack sprayers to 50 workshops employing 1,624 staff in Bogura and Jashore to disinfect the workshops and tools. To create awareness on COVID-19 prevention and guide staff on using the handwashing points and sprayer, the CSISA-MEA team distributed low text graphics-based user guides and WHO designed flyers. The flyers also show staff the precautions they should take at home to prevent COVID-19 infection.
Since behavior change is a complex process, the use of more than one approach is often needed. Therefore, workshop owners and workers were sent SMS messages weekly, reminding them of the need to wash hands, disinfect the workspaces and practice other COVID-19 mitigation actions such as maintaining social distance and wearing face masks.

Ahsan Habib, a workshop owner in Bogura, said, “This equipment is a blessing for my workers and me. I have 35 workers and before, they had to use the small tank for handwashing, which was not adequate for many people. Now I can ensure their safety. At the same time, we disinfect the machines with the sprayer before we start working.”
The relatively small investments in equipment and provision of information provided through this USAID-supported activity has helped 50 small companies operate safely in the pandemic. The new equipment and practices allow them to make and repair the machinery that keeps agricultural production running in Bangladesh and contributes to ensuring national food security.
The ongoing COVID-19 pandemic has wreaked havoc on institutions, systems, communities and individuals while, at the same time, laying bare structural inequalities — including gender disparities.
Common gender norms mean that women are on the frontline collecting water, fuel, fodder and provide care work, both in the home and through formal employment, where 70% of global healthcare workers are women. Additionally, the sectors that women often rely on for income and food security are stressed by border closures, restricted transportation and social distancing guidelines.
Women are also instrumental in the fight against shocks, including the facilitation of better COVID-19 adaptation strategies. In India women’s self-help groups are helping to feed people, provide health information and create face masks. Initiatives in Senegal and the Democratic Republic of Congo place women at the center of efforts to combat the virus. At the national level, initial research suggests that women leaders have managed the pandemic better, recording fewer infections and a lower death rate.
This dichotomy, one where women are essential for combatting system shocks while simultaneously underrepresented in decision-making spaces, illustrates why gender research, especially research that aims to understand women’s roles as active agents of change, is essential.Gender research supports more equitable outcomes during and post-crisis, while helping to build more resilient systems.
The International Day of Rural Women is an opportunity to celebrate the importance of women for the future of rural communities, while also examining how gender research, like that undertaken by the CGIAR Research Program on Climate Change, Agriculture and Food Security (CCAFS), plays an instrumental role in supporting them.
Gender and the climate crisis
Gender research is also important in combatting another crisis we are facing — the climate crisis. For example, climate-smart agriculture (CSA) has the potential to reduce agriculture’s gender gap. To close the gap, women must be included in the design of CSA interventions, with special attention on how CSA technologies can reduce or add to the agriculture workloads that women face. Research on dairy intensification from Kenya points to the complicated role gender plays in household decisions about feeding livestock concentrate or whether milk is sold in formal or informal markets.
Farmers can also benefit from climate information services, which allows them to plan and prepare for changing weather. Once again, access to technology and gender norms play a role in how climate information is accessed, what type of information is needed, and how it is used. For example, when COVID-19 prevented farmers in Somotillo, Nicaragua from holding in-person meetings, they turned to online tools. By connecting with women’s groups and considering women’s climate information needs, researchers can help create services that benefit both men and women.
At the policy level, gender mainstreaming allows governments to effectively — and inclusively — combat climate change. However, developing and implementing these policies requires gender analysis, the creation of gender tools, data collection, analysis, the development of gender indicators, and gender budgeting as research from Uganda and Tanzania illustrates.
These examples are just a few avenues through which gender research influences the uptake of technology, policy and information access. System shocks are inevitable and their frequency and severity are likely to increase due to climate change. Given this reality, men’s and women’s needs and perspectives must be considered in research activities so that climate solutions are inclusive, equitable and effective.
Sashimoni Lohar, a fifty-three-year-old from Badbil village, in Odisha, is like any other woman you would encounter in India’s rural heartlands. Her life is mostly confined within the boundaries of her home and farm.
The COVID-19 lockdown has been hard on people across India, but particularly agonizing for families like Lohar’s. Both her sons lost their jobs as laborers, one in a town near home, and the other in a city in a different state. Her younger son Debodutta, a migrant laborer stuck in the southern Indian city of Bengaluru when the midnight lockdown was announced, managed to survive and returned home two months later, aggrieved and penniless. Her husband remained the only earning family member, though on a meager salary, and the family dreaded not only the virus but hunger, as the small reserve of income and rations they had was coming to an end.
Lohar was the only one who refused to give up hope. With support from her village self-help group (SHG), she cultivated two acres of hybrid maize this year. The income generated through selling the crop at a roadside stall next to her farm ensured the wellbeing of her family in this critical period. For a brief time, along with her husband’s small income, she became the provider for the family with seven mouths to feed during the lockdown.
Lohar did worry for her jobless sons’ futures but believed that as a successful maize farmer with the skills acquired in the last few years, she can do even better. “Maize farming has supported us during this low-income and very critical period. I shall continue maize cultivation and hope to increase our lease in land next year,” said a visibly triumphant Lohar.
Investing in maize
Today, along with her husband and a new-found entrepreneurial spirit, she hopes to keep Debodutta and her older son closer to home. After lockdown restriction were eased, she invested about Rs.12,000 (roughly US$165) into maize cultivation and set up two stalls by the national highway next to the farm to sell green maize cobs again alongside her family. They made back almost double their investment from less than one acre and she plans to keep the excess as dry grain for the poultry feed mill. A budding entrepreneur full of confidence, Lohar now plans to start a small grocery shop with a loan in the coming months.
A few years ago, many women from these tribal areas in Odisha did not even step out of their houses and villages. They were reluctant to go to the market or the bank – anywhere away from the familiarity of their home. Today, through the opportunities afforded by government economic development programs and collaborations such as the one with the International Maize and Wheat Improvement Center’s (CIMMYT) Cereal Systems Initiative for South Asia project (CSISA), these women have established themselves as successful maize farmers and entrepreneurs.
Lohar is just one of many women in the rural villages of Odisha — particularly in Mayurbhanj district where COVID-19 has left many male family members jobless — who either individually or in groups erected about 27 small stalls adjacent to their maize fields to sell green cobs to travelers on the highway. Many are very confident and determined to support and lead their families through this difficult time.

Engaging tribal groups
Mayurbhanj is a district in Odisha where nearly 58.7 percent of the population are from tribal groups. During the kharif — autumn, monsoon and cultivation — season, thousands of hectares of upland are left fallow, due to lack of education and knowledge and tribal farmers’ low risk-bearing capacity. CSISA began working in the district in 2013, improving farming systems for higher yields and providing sustainable livelihood options for tribal farmers.
From 2013 to 2020, CSISA, in collaboration with the State Department of Agriculture, Department of Horticulture, NGO partners, private seed companies, women SHG federations and the Integrated Tribal Development Agency (ITDA), helped develop maize cultivation as an important part of the tribal people’s livelihoods. Thousands of hectares of fallow lands are now being converted to cultivate maize, focusing on sustainable agriculture and livelihoods, predominantly involving women as most men were occupied or engaged in migrant jobs. This year alone, more than 100 tribal women from Badbil village have cultivated approximately 120 acres of commercial hybrid maize.
CSISA supports the farmers all the way from sowing to crop harvesting. To strengthen dry grain marketing and to avail the benefits of different schemes under the government of Odisha’s support for farmer producer groups (FPGs), CSISA has formed two women’s FPGs in Badbil alone. Some of the SHGs working with CSISA on maize cultivation in the region in the last four-five years include Maa Jagat Janani, Johar Jaher Aya, Biswa Jay Maa Tarini, Maa Saraswati, Subha Patni, and Maa Brundabati.
The women from the villages in Mayurbhanj have become well-known, both within and outside the district, for their good quality green cobs and marketing intelligence. These women had the courage to change their circumstances and lifted their families out of situations of uncertainty and hardship. The rows of industrious rural women selling maize by the national highway became national news, and many of the state’s media channels that come to cover this story hailed their determination and capacity for income generation, even in a pandemic, as symbols of women’s empowerment in the tribal community.

The COVID-19 crisis is highlighting many fragilities in contemporary food systems. But the pandemic has also created opportunities for local organizations and technologies to quickly mitigate these fragilities while showcasing the resilience, innovation and adaptation of African food and agricultural systems.

As the COVID-19 pandemic continues to widen, its effects on the agriculture sector are also becoming apparent. In countries like Ethiopia, where farming is the backbone of the nation’s economy, early preparation can help mitigate adverse effects.
Recently, Fana Broadcasting Corporate (Fana Television) organized a panel discussion on how the Ethiopian government and its partners are responding to this crisis. Analyzing this topic were Kindie Tesfaye from the International Maize and Wheat Improvement Center (CIMMYT), Mandefro Negussi of the Ethiopian Institute of Agricultural Research (EIAR) and Esayas Lemma from the Ministry of Agriculture.
The panelists highlighted Ethiopia’s readiness in response to COVID-19. The country established a team from various institutions to work on strategies and to ensure no further food shortages occur due to the pandemic. The strategy involves the continuation of activity already started during the Bleg season — short rainy season — and the preparation for the Meher season — long rainy season — to be complemented by food production through irrigation systems during the dry season, if the crisis continues beyond September 2020.
Tesfaye indicated that CIMMYT continues to work at the national and regional levels as before, and is represented in the advisory team. One of the activities underway, he said, is the plan to use the Agro-Climate Advisory Platform to disseminate COVID-19 related information to extension agents and farmers.
Panelists agreed that the pandemic will also impact the Ethiopian farming system, which is performed collectively and relies heavily on human labor. To minimize the spread of the virus, physical distancing is highly advisable. Digital media, social media and megaphones will be used to reach out to extension agents and farmers and encourage them to apply all the necessary precaution measures while on duty. Training will also continue through digital means as face to face meetings will not be possible.
The COVID-19 pandemic is intensifying the impact of the twin scourges of disease and malnutrition in the world, but there is hope that new bio-fortified crops being introduced by organizations like Iowa-based Self-Help International can help combat the new coronavirus.
The Rendidor bio-fortified beans represent the first new crop introduced by Self-Help Nicaragua since 1999, when Self-Help began working in Nicaragua with the planting of Quality Protein Maize, or QPM, a high-protein corn variety that was developed at the International Maize and Wheat Improvement Center in Mexico.
There is no nationwide official data on how much rice in India is grown through DSR. M L Jat, principal scientist with Mexico-based CIMMYT (International Maize and Wheat Improvement Center), estimated that about 10 per cent of India’s 44 million ha under rice cultivation is through DSR.
In the past few decades, many state governments have been encouraging farmers to move to DSR because it is easier on the environment, but without much success.
The agricultural market has been suffering since the government of Nepal imposed a lockdown from March 23, 2020 to limit the spread of COVID-19 in the country. A month after the lockdown, the International Maize and Wheat Improvement Center (CIMMYT) conducted a rapid assessment survey to gauge the extent of disruptions of the lockdown on households from farming communities and agribusinesses.
As part of the Nepal Seed and Fertilizer (NSAF) project, CIMMYT researchers surveyed over 200 key stakeholders by phone from 26 project districts. These included 103 agrovet owners and 105 cooperative managers who regularly interact with farming communities and provide agricultural inputs to farmers. The respondents served more than 300,000 households.
The researchers targeted maize growing communities for the survey since the survey period coincided with the primary maize season.

Key insights from the survey
The survey showed that access to maize seed was a major problem that farmers experienced since the majority of agrovets were not open for business and those that were partially open — around 23% — did not have much customer flow due to mobility restrictions during the lockdown.
The stock of hybrid seed was found to be less than open pollinated varieties (OPVs) in most of the domains. Due to restrictions on movement during the entire maize-planting season, many farmers must have planted OPVs or saved seeds.
Access to fertilizers such as urea, DAP and MOP was another major problem for farmers since more than half of the cooperatives and agrovets reported absence of fertilizer stock in their area. The stock of recommended pesticides to control pests such as fall armyworm was reported to be limited or out of stock at the cooperatives and agrovets.
Labor availability and use of agricultural machineries was not seen as a huge problem during the lockdown in the surveyed districts.
It was evident that food has been a priority for all household expenses. More than half of the total households mentioned that they would face food shortages if the lockdown continues beyond a month.
During the survey, around 36% of households specified cash shortages to purchase agricultural inputs, given that a month had already passed since the lockdown began in the country. The majority of the respondents reported that the farm households were managing their cash requirements by borrowing from friends and relatives, local cooperatives or selling household assets such as livestock and agricultural produces.
Most of the households said that they received food rations from local units called Palikas, while a small number of Palikas also provided subsidized seeds and facilitated transport of agricultural produce to market during the lockdown. Meanwhile, the type of support preferred by farming communities to help cope with the COVID-19 disruptions — ranging from food rations, free or subsidized seed, transportation of fertilizers and agricultural produce, and provision of credit — varied across the different domains.
The survey also assessed the effect of lockdown on agribusinesses like agrovets who are major suppliers of seed, and in a few circumstances sell fertilizer to farmers in Nepal. As the lockdown enforced restrictions on movement, farmers could not purchase inputs from agrovets even when the agrovets had some stock available in their area. About 86% of agrovets spoke of the difficulty to obtain supplies from their suppliers due to the blockage of transportation and product unavailability, thereby causing a 50-90% dip in their agribusinesses.

Immediate actions to consider
Major takeaways from this survey are as follows:
Currently, food access is a priority and households are spending more money on food. However, as and when the lockdown eases, the need for cash to buy agricultural inputs and services is likely to emerge and may require attention.
Accessing maize seed and fertilizer was a problem in many communities during the maize season. Similarly, a shortage of rice seed, particularly hybrids, can be an issue for farmers unless efforts are made right away.
To help cope with the COVID-19 disruptions, a one-size-fits-all relief package would not be effective for farming communities living in different domains. Major support should be on facilitating transport and distribution of seed and fertilizers, access to food supplies through the local government’s schemes, and provision of soft loans.
Agrovets have an important contribution as the last mile service providers and they were hit hard by the lockdown. Therefore, facilitating agrovet businesses to operate and transport seeds, fertilizers, and pesticides from suppliers to agrovet business points will be essential to restore businesses and deliver agri-inputs to farmers.
The survey findings were presented and shared with the government, private sector, development partner organizations and project staff over a virtual meeting. This report will serve as a resource for the project and various stakeholders to design their COVID-19 response and recovery strategy development and planning.

On June 5, 2020, the world celebrates World Environment Day as COVID-19 continues to cause challenges and restrictions. Existing threats of climate change with the new challenges of a global pandemic adversely affect the agricultural sector, a mainstay of most sub-Saharan African economies. This situation calls for increased attention to how agriculture is practiced and natural resources — such as soil and water — are cared for.
Smallholder farmers in Zimbabwe are custodians of these natural resources, yet climate variability of shifting rainfall seasons, El Niño and droughts threaten successful rain-fed farming. Coupled with conventional farming practices such as tillage and deforestation, the soil structure and chemical quality are gradually degrading. Each passing year has resulted in declining yields, food insecurity and increased household vulnerabilities, particularly in drought-prone, low rainfall areas of southern Zimbabwe.
With support from the Swiss Agency for Development and Cooperation (SDC), the R4 Rural Resilience Initiative, led by the World Food Programme (WFP), aims to enable vulnerable, smallholder farmers to increase their food security, income and resilience by managing climate-related risks. Building on R4, WFP has just launched the Zambuko Livelihoods Initiative, focusing on social cohesion of communities, improved crop and livestock production and improved access to finance, with support from the United States Agency for International Development (USAID). The International Maize and Wheat Improvement Center (CIMMYT) is a partner to implement the project component on appropriate seeds and agricultural practices.
We discuss the R4 Rural Resilience Initiative with Christian Thierfelder, the Principal Cropping Systems Agronomist and a Strategic Leader for Africa at CIMMYT, and Munaye Makonnen, the Project Lead from WFP in Zimbabwe.

How is the R4 Rural Resilience Initiative responding to climate change challenges in the sites of intervention – Chebvute and Mwenezi?
Thierfelder: The R4 and Zambuko initiatives pursue an integrated approach to increase resilience of smallholder farming communities. Different partner organizations have come together in these projects to pursue different interventions such as building dams and vegetable gardens as community assets, financial education, promotion of improved climate-smart technologies such as drought-tolerant seed in combination with conservation agriculture, insurance, and linking farmers to markets. The combined actions address all needs and shortfalls in the target communities. We see a transformational change from mere subsistence farming to a more commercially oriented farming by targeted smallholders.
Makonnen: Recognizing the need to address livelihoods holistically, R4 offers farmers a set of integrated tools so that communities can better manage climate risks. Farmers participate in activities that enhance the natural resource base at watershed level, helping them adapt to climate change. They also benefit from a weather index insurance cover that protects them against drought and incentivizes them to engage in high-risk high-return investments. In the case of minor shocks, farmers have their savings groups to draw up on and can access small credit for income generating activities. With the aim of increasing productivity and income, conservation agriculture practices are promoted. For their surplus production, participants are also supported in accessing markets. The project also plans to include a component on climate services that will allow communities to mitigate the impacts of disaster risk, increase production and enhance adaptation to climate change.
Since inception, how have the farming communities responded to the technologies and practices introduced in their respective sites?
Thierfelder: Farming communities were very skeptical initially about this new approach. However, the varieties and cropping systems displayed in our 10 mother trials showed dramatically higher yields than farmers observed in their own fields, so it was not difficult to get 200 baby trial farmers to experiment with the technology. During the 2019/2020 cropping season, farmers got even more excited to see maize and legume yields thrive in their baby trials while crops planted under conventional agriculture failed. In the next cropping season, we hope to reach the tipping point of farmers trying and experimenting with these climate-smart agriculture technologies to achieve a transformational change towards more resilience.
Makonnen: Looking at the performance of the trials, farmers can see for themselves that the agricultural practices promoted by the project result in higher yields. They also get practical experience by trying these out on their own fields. Such an approach has worked well in terms of getting farmers to become interested in and eventually adopt conservation agriculture principles because it is not just based on theory — farmers can actually see and experience the change for themselves.
Even in times of COVID-19, the work must continue, observing social distancing and using facemasks. Christian Thierfelder outlines trials with farmers in Mwenezi, Zimbabwe.
In the wake of the COVID-19 pandemic and disturbance to agri-food systems, how is the R4 Rural Resilience Initiative addressing the emerging challenges?
Thierfelder: We have created the base of more resilient farming systems that should positively respond to all external shocks – droughts, floods and maybe a virus as well. In our technology package we do promote self-pollinating legumes such as cowpea and groundnuts which can be grown even when farmers are cut off from supply chains for seed and fertilizer. We therefore hope that this can be a contribution to reducing the negative impact of the COVID-19 crisis.
Makonnen: As COVID-19 is compromising food security, it is now more important than ever to ensure that agricultural production continues to function smoothly. R4 continues to provide all the services in its integrated risk management package despite the pandemic. As farmers face challenges in production, including limited access to labor, we hope that high yielding and less labor-intensive conservation agriculture practices promoted by R4 really come into their own. Ensuring the safety of our beneficiaries, staff and partners is a priority for WFP so we have developed guidelines for R4 implementation in the context of COVID-19. For instance, trainings are taking place in smaller groups, social distancing is observed in all activities, messages on COVID-19 prevention are shared with beneficiaries and we are also looking into digital solutions to continue implementation during these unprecedented times.
Looking ahead, how will the adoption of appropriate agricultural practices and seed varieties strengthen the resilience of the farming communities?
Thierfelder: Our approach has been multi-faceted addressing different areas of concern to the farmers: income generation, credit, improved productivity, insurance and marketing. We believe that with this mix of interventions farming can more effectively withstand external stresses. However, we also realize that adoption does not happen overnight and requires a significant experimentation and learning process with farmers. WFP has seen the need for longer term investments, and this is now beginning to pay off.
Makonnen: Adoption of appropriate agricultural practices and seeds is just one of the components of R4. We know resilience requires a holistic approach which is why we have a set of interventions within R4 involving multiple partners. R4 will continue to work across the entire value chain bringing together natural resource management, access to financial services, access to inputs and markets and promotion of appropriate agricultural practices so that the farmers we work with are well equipped to manage risks and become resilient to the changing climate and risks to their food security.
