Translating strategy into scientific action

Stronger partnerships, innovation, and agile science for impact were resounding themes when CIMMYT researchers from the Sustainable Agrifood Systems (SAS) program in Africa gathered in Nairobi to develop the program’s implementation roadmap in alignment with the CIMMYT 2030 Strategy.

The three-day retreat from 25-28 March, attended by research teams from the eastern, western, southern, and Horn regions of Africa, provided a platform to share insights and chart a course towards sustainable agricultural development for the continent.

Routes to amplifying research impact

In her opening remarks, SAS Program Director, Sieglinde Snapp, emphasized the importance of grounding the CIMMYT 2030 Strategy in the African context and the urgent need for actionable plans to address pressing challenges in agrifood systems. Snapp drew attention to the significance of collaboration with public, private, and civil society stakeholders, highlighting how inclusive partnerships are essential for driving meaningful change. She urged the team to focus on turning strategic vision into tangible plans, with clear milestones to track progress.

“Humanity pulled together and got to the moon in the 60s. Conventional science and engineering got us there,” said Snapp. “However, when we have high uncertainty and high-value conflicts, we need to have all stakeholders at the table. We need to do action science and think of what the actual science looks like.”

Christian Witt, senior program officer at the Bill & Melinda Gates Foundation, delivered a keynote address focusing on the importance of advancing agronomy globally and exploring opportunities at the national level. He advocated for a balanced approach to tackling macroeconomic challenges while fostering grassroots innovation that augments impact. He also underscored the CIMMYT 2030 Strategy’s critical role across CGIAR, calling for a pivot in funder influence towards a unified, demand-driven research methodology.

Deep diving into the strategy

The retreat also featured a panel discussion on the CIMMYT 2030 Strategy. From the value of strategic partnerships to the need for excellence in research and delivery, the panel highlighted the key pillars of CIMMYT’s strategy and underscored the importance of aligning efforts with global priorities and challenges.

Participants discussed the role of data systems for agile agronomy, noting the need for innovative methodologies to harness the vast amount of data available. They placed key focus on empowering farmers, particularly through initiatives like the BACKFEED Farmer Agency. This inclusive feedback system enables knowledge co-creation via mobile phones, fostering networking among farmers of diverse backgrounds. Regular and spontaneous interactions facilitate data collection, addressing social exclusion in agricultural information channels faced by those with multiple vulnerabilities.

Paswel Marenya, SAS associate program director for Africa, shared thought-provoking insights on the Pathways to Impact​. He demonstrated how complementarity and bundled approaches, impact orientation, evidence-supported scaling, subsidiarity, localization, and training of farmers and communities, and inclusive seed systems, can transform food systems.

During an analysis of the strategy in the African context, central inquiry focused on identifying areas where SAS could deliver the greatest value. Discussions revealed a consensus on several key priorities: the need of developing and implementing policies from the ground up, addressing the specific needs of smallholder farmers, enhancing capacity for sustainable development, ensuring inclusivity for youth and women, expanding innovative solutions, and encouraging regional collaboration. These common themes highlight a united drive towards comprehensive and impactful agricultural advancement across Africa’s diverse landscapes.

On implementing the strategy, attendees discussed a range of plans and proposals:

  • Diversify from maize to alternative crops, such as pigeon peas.
  • Engage stakeholders in agile agronomy discussions to identify impact pathways.
  • Train the private and public sectors for climate-smart agriculture.
  • Address concerns regarding prevailing inefficiencies within the formal seed system and the lack of business models for non-hybrid seeds like groundnut or wheat.
  • Identify opportunities for financial inclusion through aggregator and off-taker models.
  • Consider the importance of mechanization policies, markets, and extension services.
  • Engage strategically in the humanitarian-development-peace nexus, as the majority of food insecurity is found in conflict areas.
  • Improve nutrition education and meet local demand for nutritious crops like pigeon pea and groundnut.
  • Consider the role of data and analytics in humanitarian-development-peace pathways, policy engagement for building value chains, and the significance of impact pathways.
  • Promote the importance of open science, data sharing, and addressing gaps between product enhancement and production.

Eyes on the future

In reflections at the end of the retreat, Snapp reiterated the importance of investing in soil resilience through agile agronomy and participatory research to foster collaboration and inclusivity in decision-making processes. She focused on the significance of foresight targeting and market intelligence, particularly in regions grappling with soil degradation and the impact of the climate crisis. Her presentation highlighted key priorities for driving impactful agricultural development, including effective data management, climate adaptation, and alignment of existing solutions with climate goals. The interconnectedness of foresight targeting, seed systems, and agile agronomy was underscored, emphasizing the importance of collaboration and addressing essential topics like nitrogen and climate change. Additionally, Snapp reiterated the crucial role of collaborative efforts between different teams and organizations in effectively advancing agricultural research and development initiatives.

To cap off three days of intense discussions and strategy-building, participants took part in fun team-building activities that echo CIMMYT’s core values of excellence, integrity, and teamwork.

STEM the gap: Scientists reflect on women’s increasing participation and visibility in STEM careers

Much has changed since many CIMMYT scientists attended university. In the past decades, the STEM field was predominantly male, with far less representation from marginalized groups and communities. Challenged by societal prejudices, only a handful of young women pursued STEM subjects, which further influenced career choices made by them, reinforcing the gender gap.

The gender gap in STEM is still significant, but times are changing. “At CIMMYT, we are deeply committed to promoting the voice of youth, marginalized communities, and women to improve the rigor of science for sustainable development. This includes investment in mentorship, learning from champions and pioneers, and appropriate performance assessment guidelines,” said Program Director of CIMMYT’s Sustainable Agrifood Systems, Sieglinde Snapp. “It is a long journey with bumps along the way, but I am proud to be in solidarity with the Global South, where we champion gender and social inclusion every day.”

On International Day of Women and Girls in Science 2024, five CIMMYT scientists who inspire, support, and open doors for many young women and underrepresented groups with their scientific work and pay-it-forward commitment share their motivation behind charting a career in STEM and encourage more young women and make the field more inclusive.

Hailing from a farming family, Beyhan Akin was always surrounded by the beauty and potential of agriculture. She wished to contribute to her farming community, so 35 years ago, she joined CIMMYT’s wheat research program. Akin reminisced about her early days, how there were few women scientists, and the realization that if she succeeded, she could motivate more to follow in her footsteps.

“Agriculture science is expanding beyond core crop science with huge potential for interdisciplinary research and innovation. I hope young women students and scientists get the opportunity to pursue and excel in these fields. Increased advocacy and investment—grants, fellowships—at an institutional level is crucial to motivating and supporting the aspirations of women in science,” said Akin. “It might have taken a long time for women scientists like us to be in positions of influence, but I hope we can ensure the path is far less challenging today for these young women pursuing agriculture science/STEM.”

“Search out mentors. Don’t be afraid to either ask for help when you need it or to promote your achievements. And build networks,” advises Alison Laing to young women scientists starting in the field. Based in Bangladesh and working across South and Southeast Asia for over 15 years, Laing hopes that girls have opportunities to choose science education and become women with rewarding careers in fields that interest them, especially in non-traditional STEM disciplines.

Laing remembers how her mentor early in her career, the late John Schiller, a rice agronomist at the International Rice Research Institute (IRRI), encouraged her enthusiasm for learning and research. “He taught me so much about doing research in Southeast Asia, and I am indebted to him for his motivation and support in showing me how rewarding and interesting a scientific career can be.” She hopes other young students and scientists will have such mentors in their lives.

Fascinated by nature, plants, and how they thrive in diverse environments, Sabina Tiwari’s journey in science led her to become a plant breeder. “The indefinite potential of agriculture to improve lives made me realize how powerful agricultural science can be. This led to the motivation that I could create a positive difference in the world by being part of crop science and technology while working alongside great scientific minds, both men and women. Today, to young girls aspiring to make a difference in the world, I recommend they empower their cause through science and innovations.”

According to Tiwari, mentorship programs, internships, and job-shadowing experiences that helped her career must be extended to young women to gain practical exposure and knowledge of the possibilities in agriculture science.

For Mazvita Chiduwa, a career in agriculture science has been rewarding. “I love the adventure involved in discovery in agriculture. I am inquisitive, and this career allows me to ask questions and seek answers,” said Mazvita.

Chiduwa believes society needs to embrace the participation of women and girls in STEM education and careers and that stereotypes about women not being cut out for STEM, prevalent even today, must be done away with.

To young girls and women aspiring for a career in STEM, Chiduwa says, “Go for it. There is a need for your uniqueness to contribute a wholesome solution to our world’s challenges.”

“A feminine perspective and approach are needed to enrich research,” reminds Luisa Cabrera Soto. “In a society where almost half of the members are female, I hope equity and inclusion will help improve under-representation in STEM.”

According to Cabrera, it is essential that women in science continue to challenge the gender prejudices and stereotypes that still exist. “Don’t let the spark of your curiosity go out. As a food science professional, I can say that there are still discoveries to be made and, through it, the probability of finding innovative solutions to global challenges such as food security.”

Ismahane Elouafi returns to CIMMYT—on a system-wide tour

As part of her fact-finding mission across CGIAR Research Centers, Ismahane Elouafi, CGIAR’s executive managing director, returned to CIMMYT headquarters in Texcoco, Mexico, where she studied as a Ph.D. student twenty years ago. Through meetings with CIMMYT staff from 21-24 December 2023, Elouafi learned how CIMMYT’s 2030 Strategy of more investment in developing food systems and climate-smart agriculture will contribute to CGIAR’s 2030 vision of a food and nutrition secure future.

“CIMMYT was pleased to host Ismahane,” said Bram Govaerts, CIMMYT director general. “Our ultimate mission is to transform agrifood systems. The only way we will reach our goal of food and nutrition security is by working globally and collaboratively across the value chain.”

At CIMMYT’s museum and gene bank, Elouafi met with researchers to discuss the latest discoveries in genetic innovation, biodiversity conservation, and crop breeding. Elouafi and Kevin Pixley, director of the Dryland Crops program, visited the biosafety laboratory and glasshouses where gene editing on pearl millet and ground nut represent cutting-edge work with dryland crops. Elouafi also saw gene editing for resistance to maize lethal necrosis, which is already in field validation with Kenyan partners from the Kenya Agricultural & Livestock Research Organization (KALRO).

Global Wheat and Dryland Crops presented CIMMYT’s 2050 vision for wheat in Africa and near-term goals of advancing partnerships from phenotyping platforms to the International Wheat Improvement Network (IWIN). Seed experts from the Seed Health Unit shared progress on the productivity and nutrition findings of key cereals for healthy and balanced diets.

Elouafi also visited conservation trial plots with Jelle Van Loon, associate director of the Sustainable Agrifood Systems (SAS) program, who briefed Elouafi on cropping systems diversity related to maize, wheat, and beans, and showcased a variety of innovative farming technologies. At the trial plots, Elouafi met with Guillermo Bretón, a farmer, to talk about CIMMYT’s efforts to expand the MasAgro program into Central America aiming to address the region’s growing food insecurity contributing to migration.

The value of genetic resources as sources of novel diversity was discussed with Elouafi during a visit to field screenhouses, where she saw wide crosses work for biological nitrification inhibition (BNI) in wheat, gene bank accessions of triticale—a cross between wheat and rye—for use in searching for new sources of resistance to wheat blast, and the ex-situ clonal collection of tripsacum, a wild relative of maize.

“CIMMYT’s 2030 Strategy adopts a systems approach to food science, which I strongly support. Through the development of mechanization and post-harvest management, increased focus on seed systems and health, and most importantly, cooperation with partners to ensure that improved crop varieties are adopted by smallholders, I am confident that this approach will only strengthen CIMMYT’s historical strength of research and innovation for food and nutrition security and contribute to achieving CGIAR’s 2030 mission,” said Elouafi.

Kevin Kabunda, chief of party for the Southern Africa Accelerated Innovation Delivery Initiative (AID-I) MasAgro Africa Rapid Delivery Hub (AID-I) and Sieglinde Snapp, director of the SAS program, presented key milestones achieved in southern and eastern Africa on expanded seed systems, market access, and mechanization technologies. Snapp also highlighted important CIMMYT-led initiatives like the CGIAR Plant Health Initiative and the Cereal Systems Initiative for South Asia (CSISA) which have had a positive impact on smallholders in part because of partnerships with government agencies and other CGIAR Research Centers.

Elouafi and Govaerts visited the ancient city of Teotihuacán to learn about the cultural significance of maize to the history and agricultural practices of the Americas. She received a guided tour by chef Carlos Cedillo, operational director of La Gruta, a local restaurant dedicated to understanding and promoting the production and consumption of native maize varieties in the Valley of Mexico. CIMMYT has collaborated with La Gruta through capacity building initiatives by CIMMYT specialists for technicians and farmers.

Elouafi joined CIMMYT staff in a meet and greet session on 21 December, where staff expressed the strides being made by CIMMYT’s leadership team to foster a more inclusive workplace. “This moment of coming together with the staff that make CIMMYT a great place to work and who position the Center as a significant actor in agricultural development will be a highlight of my visit,” said Elouafi.

The world must act to avert a climate-induced food shortage, cautions Cary Fowler. CIMMYT has a strategy to strengthen agrifood systems.

Erratic climate patterns, global and regional conflicts, biodiversity degradation, and insufficient funding for agricultural research pose a serious risk to meeting global food production goals by mid-century, according to Cary Fowler, the U.S. special envoy for food security. 

The world must produce 50-60% more food by 2050 to nourish a growing population. Yet global crop yields are projected to drop between 3-12% over the same period. Wheat yields in Africa and South Asia, two regions with the fastest growing and youngest populations, are expected to decline by 15% due to global warming. Food systems have also been disrupted by the Russia-Ukraine conflict and the COVID-19 pandemic, raising food and fertilizer prices, and exacerbating regional instability.

Fowler cites inadequate government funding for plant breeding programs as a contributor to an ineffective response to introducing improved climate-adaptable staple crops. “With the state of current affairs, we are on our way to failing to feed the world by century’s end,” said Fowler.  

Science and Innovation for a Food and Nutrition Secure World: CIMMYT’s 2030 Strategy 

Global peace and development efforts will demand a cross-sector and coordinated response. Through its 2030 Strategy, CIMMYT has laid out a robust series of investments in crop systems innovation, partnership, and sustainable development, to advance more resilient food systems. The 2030 Strategy consolidates CIMMYT’s target areas through three pillars: Discovery, SystemDev, and Inc. These pillars focus on research and innovation, systems approach, and strong partnerships and advocacy efforts with the private and government sectors to address an emerging food crisis. 

“Our 2030 Strategy places research, innovation and partnership at the center of facing the challenges of the 21st century to solve tomorrow’s problems today—for greater food security and the prosperity of smallholder farmers. As we implement work plans, CIMMYT is proud of the achievements it has seen through projects in sub-Saharan Africa, our contribution to influential policy reports, and continued praise for our agri-development initiatives in Latin America. All these feats will help us deliver on and expand our efforts to reach our 2030 vision,” said Bram Govaerts, CIMMYT director general.  

CIMMYT remains prominent in developing sustainable solutions for farmers and policy actors  

CIMMYT has achieved important progress in Eastern and Southern Africa. Projects such as the Southern Africa Accelerated Innovation Delivery Initiative (AID-I) Rapid Delivery Hub have brought together regional seed partners, government agencies, and CGIAR Research Centers, to reduce fertilizer prices, boost resilience to drought and pests, and facilitate market access for smallholders.  

In the recent SPG Coalition report, CIMMYT featured prominently as a leading organization in climate-smart agriculture, nutrient-use efficiency, and pest and fertilizer management. This report informs researchers, non-governmental organizations and private sector partners in agrifood and climate policy development.

MasAgro, a research-for-development initiative, has received praise by international organizations and governments as an exemplary program for sustainable development in Latin America. Over 500,000 farmers in Mexico have adopted hardy maize or wheat varieties and resource-conserving agricultural practices. To maximize on the experience of MasAgro, CIMMYT has partnered with a CGIAR initiative: AgriLAC Resiliente. This initiative aims to bolster the competitiveness and sustainability of agrifood systems to respond to forced migrations in Central and South America which are worsened by regional food insecurity and conflict.  

Science and innovation powered by partnership can deliver a food secure world  

Climate change undoubtedly threatens global peace and agrifood systems. With over 130 countries depending on food imports, today’s hyper-connected world demands collaborative partnership across all sectors to build up shockproof food systems. Through a grassroots approach to research and innovation, the CIMMYT 2030 Strategy is built upon decades of applied science which has impacted communities around the world, to continue influencing policy, pioneering innovations, and advocating for the development of a food secure future.  

CIMMYT announces 2030 Strategy

The world’s food systems are under threat by escalating armed conflicts, economic stagnation, the effects of the climate crisis and natural resource degradation. Against this backdrop, the next seven years are crucial in meeting the challenges of keeping the world’s growing population fed and secure.

Recognizing that business as usual will not be sufficient, CIMMYT has embarked on a journey to proactively face the new challenges of the 21st century. This novel approach to agrifood systems is the core of CIMMYT’s 2030 Strategy, which has the potential to shape the future of agriculture.

“We understand that the challenges facing food security are complex, varied and rapidly changing. For instance, the effects of COVID-19 and Ukraine-Russia conflict on food systems are still being felt today. With that in mind, we set out to develop a strategy that is both robust and nimble. The best way to create a sustainable and inclusive strategy was to engage directly with CIMMYT scientists and staff, the people on the front lines of this effort to deliver food and nutrition security to the world,” said CIMMYT Director General Bram Govaerts.

Looking back to move forward

The first step in crafting the 2030 Strategy was looking at where does CIMMYT want the world to be in 2100. In answering this question, CIMMYT crafted a long-term vision of how it wants to engage in a changing world and achieve the transformation to a food and nutrition secure world within planetary boundaries. CIMMYT has integrated the use of foresight and specifically a set of 2030 Food and Agriculture scenarios to explore potential changes in intervention areas over the strategic period and help prepare engagements in different contexts across the globe. These scenarios are a decision-making tool that has underpinned the development of the strategy to ensure that it is context-driven and focused on the most pressing challenges facing the agrifood systems in which CIMMYT operates.

From the future CIMMYT looks back at its history and examines how its core business has evolved over the years to proactively meet ever-changing needs across the world.

At each stage of CIMMYT’s evolution, it has taken its strengths and the skills it has built and added to its experience, and expanded on what it delivers while maintaining the core strengths.

In CIMMYT’s earliest days, the mission was developing and improving germplasm and agronomic practices, then CIMMYT began working more closely with farmers (1980s), broadened emphasis in genetic improvements (2000), embarked on sustainable multidisciplinary projects (2010s), and most recently, advancing technologies in participatory innovation systems (2015-2022). All leading to the mission codified in the 2030 Strategy: accelerating food systems transformation by using the power of collective action.

Now, in 2023, CIMMYT’s progress is being shaped by the CGIAR mission statement: “To deliver science and innovation that advance the transformation of food, land, and water systems in a climate crisis.”

Building the Strategy

To define the 2030 Strategy, CIMMYT responded to the following core questions:

  • What does success look like?
  • Where can CIMMYT deliver the most value?
  • How can CIMMYT deliver value for communities?

“As an organization, we have concentrated on strategies that foster collaboration and adapt them for a non-profit international organization whose vision is not to grow as an institution but to deliver greater value for the communities they serve, to innovate for the end users of their products and to ensure a better future for our global community,” said Govaerts.

The tools used to develop the elements of this strategic plan leveraged the framework provided in the CGIAR Research and Innovation Strategy to guide the process. Staff from across the Center engaged in a consultative process to develop the objectives for following strategic components: Excellence in Science and Innovation, Excellence in Operations, Talent Management, Resource Mobilization, Partnership, and Influence.

Developing the Excellence in Science and Innovation component serves as an example of this collaborative, bottom-up approach. Planning was led by the Emerging Thought Leaders Group, made up of 24 early and mid-career scientists across the breadth of CIMMYT’s global and program portfolio. The group worked collaboratively with CIMMYT researchers and staff to first delineate the challenges facing agri-food systems and then workshopped solutions which now serve as the foundation of the 2030 Strategy.

“Each component complements the others,” said Govaerts. “This is our answer to the core questions. Only by working collectively can we initiate sustainable solutions that reach everyone.”

Together, the components create a network to support CIMMYT’s three pillars: Discovery (research and innovation), SystemDev (working collaboratively to innovate foundational systems), and Inc. (incubating startups and new ways of doing business in the agri-food system space).

CIMMYT is leading the way in shaping a sustainable and prosperous agricultural landscape

The goal to facilitate food security where sustainable agriculture is part of the solution to the climate crisis and agriculture provides an avenue to build household resilience and enables communities to pull themselves out of poverty requires the strategic use of resources. CIMMYT’s 2030 Strategy, built from the bottom up on a foundation over 50 years’ experience and the expertise of scientists, staff, and farmers maximizes resources, enhances dynamic partnerships, and both retains and recruits a world-class staff in a world of growing challenges to food security.
