Enhancing the resilience of our farmers and our food systems: global collaboration at DialogueNEXT

“Achieving food security by mid-century means producing at least 50 percent more food,” said U.S. Special Envoy for Global Food Security, Cary Fowler, citing a world population expected to reach 9.8 billion and suffering the dire effects of violent conflicts, rising heat, increased migration, and dramatic reductions in land and water resources and biodiversity. “Food systems need to be more sustainable, nutritious, and equitable.”

CIMMYT’s 2030 Strategy aims to build a diverse coalition of partners to lead the sustainable transformation of agrifood systems. This approach addresses factors influencing global development, plant health, food production, and the environment. At DialogueNEXT, CIMMYT and its network of partners showcased successful examples and promising directions for bolstering agricultural science and food security, focusing on poverty reduction, nutrition, and practical solutions for farmers.

Without healthy crops or soils, there is no food

CIMMYT’s MasAgro program in Mexico has enhanced farmer resilience by introducing high-yielding crop varieties, novel agricultural practices, and income-generation activities. Mexican farmer Diodora Petra Castillo Fajas shared how CIMMYT interventions have benefitted her family. “Our ancestors taught us to burn the stover, degrading our soils. CIMMYT introduced Conservation Agriculture, which maintains the stover and traps more humidity in the soil, yielding more crops with better nutritional properties,” she explained.

CIMMYT and African partners, in conjunction with USAID’s Feed the Future, have begun applying the MasAgro [1] model in sub-Saharan Africa through the Feed the Future Accelerated Innovation Delivery Initiative (AID-I), where as much as 80 percent of cultivated soils are poor, little or no fertilizer is applied, rainfed maize is the most widespread crop, many households lack balanced diets, and erratic rainfall and high temperatures require different approaches to agriculture and food systems.

The Food and Agriculture Organization of the United Nations (FAO) and CIMMYT are partnering to carry out the Vision for Adapted Crops and Soils (VACS) movement in Africa and Central America. This essential movement for transforming food systems endorsed by the G7 focuses on crop improvement and soil health. VACS will invest in improving and spreading 60 indigenous “opportunity” crops—such as sorghum, millet, groundnut, pigeon pea, and yams, many of which have been grown primarily by women—to enrich soils and human diets together with the VACS Implementers’ Group, Champions, and Communities of Practice.

The MasAgro methodology has been fundamental in shaping the Feed the Future Southern Africa Accelerated Innovation Delivery Initiative (AID-I) Rapid Delivery Hub, an effort between government agencies, private, and public partners, including CGIAR. AID-I provides farmers with greater access to markets and extension services for improved seeds and crop varieties. Access to these services reduces the risk to climate and socioeconomic shocks and improves food security, economic livelihoods, and overall community resilience and prosperity.

Healthy soils are critical for crop health, but crops must also contain the necessary genetic traits to withstand extreme weather, provide nourishment, and be marketable. CIMMYT holds the largest maize and wheat gene bank, supported by the Crop Trust, offering untapped genetic material to develop more resilient varieties from these main cereal grains and other indigenous crops. Through the development of hardier and more adaptable varieties, CIMMYT and its partners commit to implementing stronger delivery systems to get improved seeds for more farmers. This approach prioritizes biodiversity conservation and addresses major drivers of instability: extreme weather, poverty, and hunger.

Food systems must be inclusive to combat systemic inequities

Successful projects and movements such as MasAgro, VACS, and AID-I are transforming the agricultural landscape across the Global South. But the urgent response required to reduce inequities and the needed investment to produce more nutritious food with greater access to cutting-edge technologies demands inclusive policies and frameworks like CIMMYT’s 2030 Strategy.

“In Latin America and throughout the world, there is still a huge gap between the access of information and technology,” said Secretary of Agriculture and Livestock of Honduras, Laura Elena Suazo Torres. “Civil society and the public and private sectors cannot have a sustainable impact if they work opposite to each other.”

Ismahane Elouafi, CGIAR executive managing director, emphasized that agriculture does not face, “a lack of innovative science and technology, but we’re not connecting the dots.” CIMMYT offers a pathway to bring together a system of partners from various fields—agriculture, genetic resources, crop breeding, and social sciences, among others—to address the many interlinked issues affecting food systems, helping to bring agricultural innovations closer to farmers and various disciplines to solve world hunger.

While healthy soils and crops are key to improved harvests, ensuring safe and nutritious food production is critical to alleviating hunger and inequities in food access. CIMMYT engages with private sector stakeholders such as Bimbo, GRUMA, Ingredion, Syngenta, Grupo Trimex, PepsiCo, and Heineken, to mention a few, to “link science, technology, and producers,” and ensure strong food systems, from the soils to the air and water, to transform vital cereals into safe foods to consume, like fortified bread and tortillas.

Reduced digital gaps can facilitate knowledge-sharing to scale-out improved agricultural practices like intercropping. The Rockefeller Foundation and CIMMYT have “embraced the complexity of diversity,” as mentioned by Roy Steiner, senior vice-president, through investments in intercropping, a crop system that involves growing two or more crops simultaneously and increases yields, diversifies diets, and provides economic resilience. CIMMYT has championed these systems in Mexico, containing multiple indicators of success from MasAgro.

Today, CIMMYT collaborates with CGIAR and Total LandCare to train farmers in southern and eastern Africa on the intercrop system with maize and legumes i.e., cowpea, soybean, and jack bean. CIMMYT also works with WorldVeg, a non-profit organization dedicated to vegetable research and development, to promote intercropping in vegetable farming to ensure efficient and safe production and connect vegetable farmers to markets, giving them more sources for greater financial security.

Conflict aggravates inequities and instability. CIMMYT leads the Feed the Future Sustainable Agrifood Systems Approach for Sudan (SASAS) which aims to deliver latest knowledge and technology to small scale producers to increase agricultural productivity, strengthen local and regional value chains, and enhance community resilience in war-torn countries like Sudan. CIMMYT has developed a strong partnership funded by USAID with ADRA, CIP, CRS, ICRISAT, IFDC, IFPRI, ILRI, Mercy Corps, Near East Foundation, Samaritan’s Purse, Syngenta Foundation, VSF, and WorldVeg, to devise solutions for Sudanese farmers. SASAS has already unlocked the potential of several well-suited vegetables and fruits like potatoes, okra, and tomatoes. These crops not only offer promising yields through improved seeds, but they encourage agricultural cooperatives, which promote income-generation activities, gender-inclusive practices, and greater access to diverse foods that bolster family nutrition. SASAS also champions livestock health providing food producers with additional sources of economic resilience.

National governments play a critical role in ensuring that vulnerable populations are included in global approaches to strengthen food systems. Mexico’s Secretary of Agriculture, Victor Villalobos, shared examples of how government intervention and political will through people-centered policies provides greater direct investment to agriculture and reduces poverty, increasing shared prosperity and peace. “Advances must help to reduce gaps in development.” Greater access to improved agricultural practices and digital innovation maintains the field relevant for farmers and safeguards food security for society at large. Apart from Mexico, key government representatives from Bangladesh, Brazil, Honduras, India, and Vietnam reaffirmed their commitment to CIMMYT’s work.

Alice Ruhweza, senior director at the World Wildlife Fund for Nature, and Maria Emilia Macor, an Argentinian farmer, agreed that food systems must adopt a holistic approach. Ruhweza called it, “The great food puzzle, which means that one size does not fit all. We must integrate education and infrastructure into strengthening food systems and development.” Macor added, “The field must be strengthened to include everyone. We all contribute to producing more food.”

Generating solutions, together

In his closing address, which took place on World Population Day 2024, CIMMYT Director General Bram Govaerts thanked the World Food Prize for holding DialogueNEXT in Mexico and stressed the need for all partners to evolve, while aligning capabilities. “We have already passed several tipping points and emergency measures are needed to avert a global catastrophe,” he said. “Agrifood systems must adapt, and science has to generate solutions.”

Through its network of research centers, governments, private food producers, universities, and farmers, CIMMYT uses a multidisciplinary approach to ensure healthier crops, safe and nutritious food, and the dissemination of essential innovations for farmers. “CIMMYT cannot achieve these goals alone. We believe that successful cooperation is guided by facts and data and rooted in shared values, long-term commitment, and collective action. CIMMYT’s 2030 Strategy goes beyond transactional partnership and aims to build better partnerships through deeper and more impactful relationships. I invite you to partner with us to expand this collective effort together,” concluded Govaerts.

[1] Leveraging CIMMYT leadership, science, and partnerships and the funding and research capacity of Mexico’s Agriculture Ministry (SADER) during 2010-21, the program known as “MasAgro” helped over 300,000 participating farmers to adopt improved maize and wheat varieties and resource-conserving practices on more than 1 million hectares of farmland in 30 states of Mexico.

Heat tolerant maize: a solution for climate change-induced 360◩ water deficits

Millions of smallholders in the Global South depend on maize, largely cultivated under rainfed conditions, for their own food security and livelihoods. Climate change mediated weather extremes, such as heat waves and frequent droughts, pose a major challenge to agricultural production, especially for rainfed crops like maize in the tropics.

“With both effects coming together under heat stress conditions, plants are surrounded, with no relief from the soil or the air,” said Pervez H. Zaidi, maize physiologist with CIMMYT’s Global Maize Program in Asia. “Climate change induced drought and heat stress results in a double-sided water deficit: supply-side drought due to depleted moisture in soils, and demand-side drought with decreased moisture in the surface air. “

Extreme weather events

Weather extremes have emerged as the major factor contributing to low productivity of the rainfed system in lowland tropics. South Asia is already experiencing soaring high temperatures (≄40◩C), at least 5◩C above the threshold limit for tropical maize and increased frequency of drought stress.

“In today’s warmer and drier climate, unless farmers have copious amounts of water (which might not be a sustainable choice for smallholders in the tropics) to not only meet the increased transpiration needs of the plants but also for increased evaporation to maintain necessary levels of humidity in the air, the climate change mediated weather extremes, such as heat and drought pose a major challenge to agricultural production, especially for rainfed crops like maize in lowland tropics,” said Zaidi.

To deal with emerging trends of unpredictable weather patterns with an increased number of warmer and drier days, new maize cultivars must combine high yield potential with tolerance to heat stress.

Maize designed to thrive in extreme weather conditions

CIMMYT’s Global Maize Program in South Asia, in partnership with public sector maize research institutes and private sector seed companies in the region, is implementing an intensive initiative for developing and deploying heat tolerant maize that combines high yield potential with resilience to heat and drought.

By integrating novel breeding and precision phenotyping tools and methods, new maize germplasm with enhanced levels of heat stress tolerance is being developed for lowland tropics. Over a decade of concerted efforts have resulted in over 50 elite heat stress tolerant, CIMMYT-derived maize hybrids licensed to public and private sector partners for varietal release, improved seed deployment, and scale-up.

As of 2023, a total of 22 such high-yielding climate-adaptive maize (CAM) hybrids have been released by partners throughout South Asia. Through public-private partnerships, eight hybrids are being already deployed and scaled-up to over 100,000 hectares in Bangladesh, Bhutan, India, Nepal, and Pakistan. Also, the heat tolerant lines developed by CIMMYT in Asia were used by maize programs in sub-Saharan Africa for developing heat tolerant maize hybrids by crossing these as trait donors with their elite maize lines.

Studies on the new CAM hybrids show that while their yield is like existing normal maize hybrids under favorable conditions, the CAM hybrids outperform normal hybrids significantly under unfavorable weather conditions.

“The unique selling point of the new CAM hybrids is that they guarantee a minimum yield of at least 1.0 tons per hectare to smallholder farmers under unfavorable weather when most of the existing normal hybrids end-up with very poor yield,” said Subhas Raj Upadhyay, from the Lumbini Seed Company Ltd. in Nepal.

Given the superior performance of CAM seeds in stress conditions, Nepali farmers have expressed willingness to pay a premium price: an average of 71% more with government subsidy, or at least 19% extra without a subsidy for CAM seed. Similarly, the farmers in hot-dry areas of the Karnataka state of India are ready to pay 37% premium price for CAM seed compared to normal hybrid seed. These reports strongly validate the demand of CAM seed and therefore a targeted initiative is needed to accelerate deployment and scaling these seeds in climate-vulnerable marginal agroecologies in tropics.

Enhancing maize seed and feed security

Maize is the second most important cereal in Laos after rice, driven primarily by the demand for animal feed in neighboring countries such as China, Thailand, and Vietnam. Laos has an export-oriented maize sector, with most of the country’s production destined for these markets. The sector reached its peak in 2016, when production levels hit 6 metric tons per hectare across an area of 0.26 million hectares.

Over 90% of Laos’s maize production relies on rain-fed agriculture, with maize grain and stover serving as the primary source of feed for smallholder farmers who depend on mixed crop and livestock farming systems for their livelihoods. However, between 2016 and 2022, total maize area and production declined significantly, contracting by 64% and 70%, respectively. Several factors contributed to this decline, including volatile market prices, competition from cassava and other crops, rising production costs, and yield losses due to pests, diseases, and soil nutrient degradation because of monocropping.

Additionally, Laos relies on imported hybrid maize seed, primarily from Thailand and Vietnam, which creates a dependence on external suppliers and exposes farmers to price fluctuations. Recognizing the importance of improving maize productivity and sustainability, the Laotian government is taking steps to enhance local capacity for seed production and ensure access to affordable high-quality feed.

Enhancing local hybrid maize seed production  

Recognizing the importance of enhancing the availability and accessibility of quality maize seed and feed, CIMMYT and Laos’s National Agriculture and Forestry Research Institute (NAFRI) have initiated the evaluation of high-yielding maize hybrids for both grain and stover quality. In 2023, 12 yellow-kernel maize hybrids developed by the CIMMYT-Asia breeding program underwent evaluation in Laos. The same set of hybrids is undergoing evaluation in 2024 to identify stable and suitable germplasm. According to Siviengkhek Phommalath, director of the rice and cash crop research center at NAFRI, the 2023 evaluation provided promising results, with at least two hybrids performing better or on par with widely grown commercial ones in Laos. These hybrids exhibit high productivity, particularly in terms of grain and stover quality. However, further validation is planned for 2024, with the introduction of additional testing sites to assess performance across various environments.

Following thorough evaluations across multiple years and environments, the most suitable dual-purpose maize hybrids will be allocated to NAFRI by CIMMYT along with their parental lines, to kickstart local seed production. However, the capacity of national partners needs to be strengthened to initiate local hybrid maize seed production effectively, and this necessitates the integration and coordination of efforts among all stakeholders in the seed and feed value chains in Laos.

Capacity building across seed and feed value chains

In response to the need for capacity building in local hybrid seed production and ensuring a consistent supply of high-quality seed and feed to Laotian smallholder farmers, NAFRI has collaborated with CIMMYT under the CGIAR Sustainable Intensification of Mixed Farming Systems (SIMFS), Seed Equal, and Plant Health Initiatives to organize an international training workshop on enhancing access to quality maize seed and feed in the crop-livestock farming system of Lao PDR, which took place from May 7-9, 2024.

The three-day interactive workshop, held in Vientiane, brought together 28 specialists from various organizations, including NAFRI, Souphanou Vong University, the Upland Agriculture Research Center (UARC), Provincial Agriculture and Forestry Offices (PAFO), as well as maize seed importers and grain traders from different provinces within the country.

The first day was dedicated to understanding the challenges and opportunities of the maize seed value chain. Participants were divided into three groups based on their practical backgrounds and invited to discuss challenges, stakeholder roles, and develop actionable recommendations for better coordination across value chains. This multi-stakeholder platform aimed to comprehend the challenges and opportunities of the crop-livestock farming nexus and integrate them into a more sustainable and productive system. It also served as a forum to promote synergistic partnerships among value-chain actors in enhancing local access to good quality seed and feed. The following days focused on various essential components of quality hybrid seed production, including understanding product profiles and market segments, realizing the economics of hybrid maize seed production, seed quality assurance, management of maize pests and diseases, and enhancing maize stover quality.

A collaborative approach

Workshop participants highlighted the challenges they face in acquiring maize seeds from external sources, citing inconsistent delivery times and limited availability of preferred varieties as factors that posed significant operational constraints. “The development of a competitive domestic maize seed system would ensure timely seed supply for farmers and save resources for the nation,” said Maisong Yodnuanchan, an agripreneur from Xiangkhouang province. His concerns resonated with fellow agripreneurs Bounmy Si and Teuang Sophapmixay, from Oudomxay and Hua Phan provinces, respectively, who both acknowledged the challenges associated with the current reliance on imported seeds and the potential benefits of a sustainable, locally produced seed supply.

The training workshop offered valuable insights into addressing these concerns, providing a comprehensive overview of effective seed system development and the technical aspects of seed production applicable to a wide range of crops beyond maize. “This is the first ever training I received in my career and the knowledge gained will be directly applicable to my research activities at the UARC,” said researcher Malay Soukkhy. Recognizing the unique context of Laos compared to most of its neighboring countries with more established seed systems, AbduRahman Beshir, CIMMYT’s seed systems specialist for Asia and the lead trainer and facilitator for the workshop, emphasized the need for a collaborative approach to develop a custom solution for Laos. The workshop itself exemplified this collaborative spirit, incorporating a variety of engaging formats such as group discussions, lectures, assignments, and participant presentations. Subject matter specialists from CIMMYT offices in Nepal, India, and Kenya, as well as experts from Alliance Bioversity-CIAT and ILRI offices in Asia, shared valuable experiences applicable to Laos’s seed and feed systems.

Cementing partnerships

While addressing the participants, Timothy J. Krupnik, regional director for CIMMYT’s Sustainable Agrifood Systems Program in Asia, opened the workshop by acknowledging the invaluable support of NAFRI for organizing the event and collaborating under the CGIAR mixed farming initiative. He highlighted the imminent finalization of a Memorandum of Understanding (MoU) between CIMMYT and NAFRI, which will pave the way to further cement partnerships and establish a long term CIMMYT operations in Laos.

NAFRI’s Director General, Chanthakhone Bualaphan, presided over the workshop and emphasized the importance of continued collaboration between CIMMYT and NAFRI. Bualaphan requested CIMMYT’s continued focus on capacity building in Laos, encompassing both human resource development and institutional strengthening. She further highlighted the establishment of a specific target for domestic hybrid maize seed production, aligning with the government’s self-sufficiency goals.  To translate plans into action, Bualaphan emphasized the need for future training programs to be more action-oriented and practical. She concluded by reiterating NAFRI’s unwavering support for CIMMYT’s expanded activities in Laos, with the ultimate objective of significantly improving the livelihoods of Laotian farmers. The workshop culminated with the presentation of certificates to participants and the development of a collaborative follow-up plan for deploying well-tailored maize germplasm within the mixed farming system of Laos.

Product Design Teams (PDTs): A client-oriented approach to defining market segments and target product profiles

Product design teams (PDTs) are a CGIAR Accelerated Breeding Initiative innovation created to address the aforementioned challenges under the CGIAR-NARES partnership through coordinating SPMS and related TPPs. Each seed product market segment, which in the case of CGIAR is defined at sub-regional level, represents a unique set of requirements. Attached to the segment is a TPP which describes the ideal product to meet the requirements. Taken together, the framework provides a starting point for discussions by breeding teams on investment opportunities.

Discussions on market segments and TPPs need to develop over time as new insights are gained. Some requirements might be overlooked, and others may be emerging due to client requirements and changes in the context. There is a need for a greater understanding of the evolving requirements of the seed companies, farmers, processors, and consumers in the market segments that CGIAR serves. It must be recognized that not all requirements of farmers or consumers are amenable to breeding or efficient to incorporate in breeding pipelines – for example, some post-harvest losses or weed management can be best addressed by appropriate storage mechanisms and improved agronomic practices, respectively.

Product design teams (PDTs) were created to address the aforementioned challenges under the CGIAR-NARES partnership by and coordinating SPMS and related TPPs. A PDT is a group of crop breeding and seed systems stakeholders for a particular crop, who work together to design or redefine TPPs. PDTs have been envisioned to be cross-functional teams that meet annually with the following aims:

  • Review the market segments at subregional and national levels, addressing critical questions, such as:
    • Do the subregional segments capture country-level requirements?
    • What is the opportunity for impact from breeding investments across market segments?
    • Are there important market segments that have not been captured?
    • What are the potential future segments that the team needs to consider?
  • Review and update TPPs for each segment, addressing questions such as:
    • Are any important traits missing?
    • Are country-specific trait values factored?
    • Are country-specific market-dominant varieties included in the market segment?
  • Discuss the needs for market intelligence for the PDT:
    • Unknowns regarding client requirements.
    • Gaps regarding product design parameters.

Director of the Global Maize program at CIMMYT, B.M. Prasanna, said, “PDT meetings serve as an important platform to understand the perspectives of diverse and relevant stakeholders. These discussions enable us to reach a common understanding of the current market requirements and redefine TPPs to reflect needs across value streams through co-creation and shared responsibility.”

The impact of PDTs

Pieter Rutsaert, seed systems specialist at CIMMYT and the CGIAR Market Intelligence Initiative, participated in several PDTs on maize and other crops, such as groundnut. “PDTs are a useful format to understand the unknowns in terms of farmer, processor, and consumer requirements and generate questions that guide future work in market intelligence,” said Rutsaert.

“PDTs will help in routine review of the product requirement for a specific country and will help to remove breeder bias and ensure that all stakeholders’ views are heard and considered”, said Aparna Das, technical program manager for the Global Maize program at CIMMYT.

The main requirements for constituting PDTs for a specific country are:

  • A multidisciplinary team with 7 to 15 members, ensuring diversity of experience and providing reasonable time for decision-making.
  • Must consist of a range of stakeholders, such as: breeders from NARES (often the PDT convener/lead) and CGIAR; representatives of farmers’ groups, seed companies, and food processors; gender specialists; and market intelligence specialists.
  • 30% of members should be female.
  • Should include a member from another crop breeding network, to bring a different perspective.

Bish Das, NARS coordinator, Dragan Milic, breeding specialist, and Lennin Musundire, breeding optimization specialist, from the CGIAR Accelerated Breeding Initiative team said, “Ultimately, the client-led approach to priority setting that CIMMYT’s Global Maize program is implementing in southern and eastern Africa ensures strong alignment with partners’ priorities and client requirements and better targeting of CGIAR regional maize breeding efforts.”

Case study: maize seed systems

CIMMYT’s Global Maize program has refined variety development to meet market needs across the value chain including farmers, processors, and consumers, thus enhancing variety adoption, which is the end goal of breeding pipelines. This has been implemented through the regional CGIAR-NARES-SMEs collaborative breeding networks and having ‘a bottom-up’ approach towards developing market segments and TPPs. This refers to building an understanding of end-users’ needs through inclusive in-country and regional stakeholder PDT meetings. PDTs also ensure that there are CGIAR-NARES-SME defined roles: a national mandate for NARES partners focusing on niche markets, the consolidated national mandate for CGIAR/NARES/SMEs, and a regional mandate for CGIAR Research Centers like CIMMYT.

In 2023, maize PDT teams were established and held meetings for five countries in eastern and southern Africa: Zambia, Ethiopia, Kenya, Zimbabwe, and Uganda. These meetings brought together stakeholders from different fields who play an important role in product development and seed systems (national partners and seed companies), varietal release (representatives from regulatory agencies) and end-product users (for example, millers).

The advantages of TDPs are emphasized by Godfrey Asea, director of Research and Daniel Bomet Kwemoi, maize breeder at the National Agricultural Research Organization (NARO) in Uganda. They highlighted that the NARO maize program has now begun a systematic journey toward modernizing its breeding program. The PDT team validated the country’s market segments and aligned five product profiles with two major target production environments (TPEs), with the mid-altitude regions taking 85% of the maize seed market and the highlands accounting for 15%. “These TPPs will be reviewed annually by the PDT since market segments tend to be dynamic. The breeding program has reclassified and aligned breeding the germplasm to TPPs, which will guide effective resource allocation based on the market shares,” said Asea.

Feedback on PDT meetings so far suggests positive experiences from stakeholders. Wendy Madzura, head of agronomy at SeedCo in Zimbabwe, said, “The unique PDT meeting held at CIMMYT in Zimbabwe provided a conducive environment for public and private stakeholders to have meaningful and honest discussions on the current market segments and TPPs.” Plans for continuous improvement are embedded in the PDT model. “As a follow-up to the PDT meeting, there is a need for further involvement of various stakeholders at the village, ward, and district levels to enable deeper insights and reach because the client needs are constantly changing,” said Madzura.

Market segmentation and Target Product Profiles (TPPs): developing and delivering impactful products for farming communities

With the ever-changing climate conditions, including the unpredictable El Niño, and dynamic changes in government policies, understanding farmers’ preferences and market segmentation has become crucial for implementing impactful breeding programs. Market segmentation is a strategic process which divides a market into distinct group of consumers with similar needs, preferences, and behaviors. This allows organizations to tailor their products and services to specific customer segments, thus ensuring maximum value and impact.

In today’s fast-paced and evolving agricultural landscape, market segmentation plays a vital role in helping organizations navigate the complexities of a dynamic market. CIMMYT’s maize breeding program has a successful track record in developing and delivering improved varieties that are climate-resilient, high-yielding and suited to the rainfed tropical conditions in Africa. To further strengthen the impact, it is important to have a clear understanding of the evolving needs of farmers in different agroecological regions and the emerging market scenario so that breeding processes can be tailored based on market needs and client requirements.

Questions arise on how to refine the breeding programs relative to country-specific market segments, what efforts are underway to target these markets, and how do these markets transition. Recognizing the importance of market segmentation in refining breeding programs at the country and regional levels, CIMMYT hosted two workshops on maize market intelligence in Kenya and Zimbabwe, under the CGIAR Market Intelligence Initiative for eastern and southern Africa.

“Market intelligence in breeding programs is critical to understand the evolving needs of key stakeholders, including farmers, consumers, and the seed industry. It helps continuously improve the breeding pipelines to develop and deliver impactful products in targeted market segments. The workshops brought together relevant experts from the national programs and seed companies for focused discussions to develop a harmonized breeding strategy. This would help to address the needs of smallholder maize farmers in eastern and southern Africa,” said Director of CIMMYT’s Global Maize program and One CGIAR Global Maize Breeding Lead, B.M. Prasanna.

The workshops constituted a strategic continuation of the Product Design Team (PDT) meetings under CGIAR Market Intelligence, with a focus on the refinement of gender-intentional target product profile design. Guided by the expertise of CIMMYT’s Global Maize program, Market Intelligence, and ABI-Maize Transform teams, the sessions saw active participation from key stakeholders including lead breeders, seed systems experts, and market specialists from the National Agricultural Research and Extension Systems (NARES), alongside collaborative engagement with seed company partners. The workshops underscored the commitment to incorporate diverse perspectives, aligning with the evolving maize market landscape in eastern and southern Africa.

“The workshop provided critical insights on opportunities to improve market penetration of improved maize varieties. There is a need to strike a balance between the needs of the farmers, seed industry, and consumers in variety development; actively involve farmers and consumers in variety selection and understanding their preferences; and focus on emerging needs of the market such as yellow maize for feed and food,” said James Karanja, maize breeding lead at the Kenya Agriculture & Livestock Research Organization, Kenya.

Insights from both workshops underscored the importance of providing breeders with pertinent information and comprehensive training. The discussions illustrated the necessity for breeders to define their objectives with a 360-degree outlook, aligning breeding programs with market segments and interfacing with CIMMYT’s regional vision.

“The market intelligence workshop is an excellent initiative for the breeding programs. It shows how traits can be identified and prioritized, based on farmers’ requirements. The maize value chain is broad, and the synergy between the developer of the product (breeder), the producer (farmer), and the consumer needs to be effective. Hence, streamlining of the market segments and eventually the target product profiles is key in ensuring that the breeders develop improved products/varieties with relevant traits that address the needs of farmers, consumers, and the seed industry,” said Lubasi Sinyinda, breeder from the Zambia Agricultural Research Institute, Zambia.

Another participant, Lucia Ndlala, a maize breeder at the Agricultural Research Council, South Africa, echoed similar enthusiasm. “The workshop was exceptionally informative, providing valuable insights into target product profiles and market segments. This knowledge will undoubtedly prove instrumental in shaping future breeding strategies,” she said.

When applied through a breeding lens, market segmentation is a vital tool in refining breeding programs at both country and regional levels, enabling breeders to better understand and address the diverse needs of the farmers, and ensuring that the improved varieties are tailored to market segments.

Strengthening seed systems with Zamseed

Maize is a vital crop in Zambia and Tanzania, both for farmers’ economic livelihoods and for delivering nutrients and sustenance to a large group of people. But maize is threatened by climate change, like more severe droughts, and from pests like fall army worm (FAW), which can completely devastate farmers’ fields.

Against this backdrop of looming threats, CIMMYT, as part of the Southern Africa Accelerated Innovation Delivery Initiative (AID-I) Rapid Delivery Hub, or MasAgro Africa, is partnering with the Zambia Seed Company Limited (Zamseed) to distribute seeds that are drought tolerant and resistant to the ravages of FAW. And because maize is a staple of many people’s diets, CIMMYT and Zamseed are also developing and distributing maize varieties enhanced with vitamin A.

To uphold maize variety integrity, CIMMYT and Zamseed are engaged in the capacity building of quality assurance and quality control for local stakeholders.

CIMMYT’s engagement with Zamseed involves efforts to popularize high yielding, drought-tolerant, and vitamin enhanced maize varieties in Zambia and Tanzania. Some of these efforts include demonstrations of the new varieties, field days held at different stages of maize development, and deliberate engagement of women throughout the entire seed selection, planting and harvesting effort.

“Our partnership with Zamseed started in October 2022,” said Ir Essegbemon Akpo, a CIMMYT maize seed systems specialist. “It has been a fruitful collaboration, delivering significant outputs to thousands of farmers in Zambia and Tanzania.”

To date, Zamseed has held 300 and 500 demonstrations in Tanzania and Zambia, respectively. The company has held many field days at the demonstration sites to showcase drought tolerant and vitamin A enhanced maize to hundreds of small-scale farmers.

“We have witnessed many farmers who visited the demonstration activities who are excited to see the new high yielding and drought tolerant varieties,” said Amsal Tarekegne of Zamseed.

Seeded by funds from the AID-I project, Zamseed is producing 60kg of Early Generation Seed (EGS) of parents of a FAW-tolerant hybrid maize variety. The company plans to produce 200kg of this hybrid for commercialization and launch in 2024.

To ensure that seeds delivered to farmers are of the highest quality, CIMMYT is working with Zamseed to develop quality assurance and control frameworks, involving genotyping of selected seeds at various times during the seed multiplication and distribution process.

Zamseed has been servicing the requirements of farmers in the sub-Sahara region since 1980, focusing on products that will enhance the profitability of the small-scale farmer and ensure household food security.

Strengthening seed systems emphasized to enhance Bhutan’s seed and food security initiatives

Quality seed is a crucial agricultural input for enhancing crop production and productivity per unit of land. However, in many developing countries, including Bhutan, ensuring the availability, affordability, and accessibility of quality seed, especially of preferred varieties, remains a significant challenge for farmers. Maize is the second most important cereal in Bhutan after rice. However, the total area dedicated to cereal cultivation in Bhutan has been decreasing due to factors such as rural-urban migration, urban expansion, and the effects of climate change.

Between 2016 and 2021, the areas under rice and maize cultivation have contracted by 55% and 64%, respectively (FAOSTAT, 2022). This huge reduction in cereal cultivation, combined with relatively low productivity, has led Bhutan to rely on imports to bridge the gap and meet the demand for essential food crops, including maize. The Bhutanese government is committed to enhancing domestic capacity and fostering self-sufficiency in major food crops and discourages the import of seed, especially of hybrid maize.

Hybrid maize seed to offset deficit

Recognizing the significance of improving maize productivity, the Agriculture Research & Development Center (ARDC) in Bhutan is working on the development and deployment of hybrid maize that has the potential to double yields compared to non-hybrid varieties. In 2020, Bhutan officially released its first hybrid maize variety, Wengkhar Hybrid Maize-1 (WHM-1), which was sourced from CIMMYT. Furthermore, several other hybrid maize varieties from CIMMYT are currently in the pipeline for release and evaluation, including those tolerant to fall armyworm (Spodoptera frugiperda), the most important maize pest in Bhutan.

Despite the testing and release of hybrid maize varieties, the production of high-quality seed—vital for realizing the benefits of hybrid maize for Bhutanese farmers—has yet to take place. The seed industry in Bhutan is primarily informal, with the majority of farmers relying on farm-saved seed of often inferior quality. The absence of a formalized seed system, coupled with a lack of the necessary skills and technical expertise across the seed value chain, presents considerable challenges in building a competitive and vibrant seed sector in Bhutan.

Training workshop emphasizes the strengthening of seed systems

To ensure a consistent supply of high-quality maize seed to Bhutanese farmers, which is essential for seed and food security and improved productivity, ARDC in collaboration with CIMMYT, under the CGIAR Seed Equal Initiative, carried out an international training workshop on quality seed production and distribution, with the main focus on hybrid maize, from 13–15 November 2023 at ARDC-Wengkhar, Mongar.

The three-day workshop involved 30 participants from diverse organizations, including the National Seed Centre, the College of Natural Resources, extensions agents from the eastern region, the Bhutan Food and Drug Authority, and agriculture research and development centers. The workshop aimed to enhance participants’ technical skills in understanding and applying the principles and practices of quality hybrid maize seed production; to promote synergistic partnerships among various seed sector stakeholders for initiating and scaling up quality hybrid maize seed production in Bhutan; and to exchange experiences and lessons to be learned from South Asian countries that can be applied to strengthening Bhutan’s seed system.

“This is the first kind of training I have received on hybrid maize seed production, and it was very relevant, action-oriented and applicable to our condition in Bhutan,” says Kinley Sithup, a researcher at ARDC-Wengkhar, Mongar, and adds that the training workshop was a useful forum for identifying key challenges and the role of stakeholders across the seed value chain, which were discussed in detail during the group work in the training.

Recently, the Bhutanese government has restricted the import of hybrid maize seed in order to promote import substitution and enhance local seed production. “In light of the unavailability of imported hybrid seeds, it’s crucial for us to intensify our efforts in scaling up local seed production,” says Dorji Wangchuk, project director of the Commercial Agriculture and Resilient Livelihood Enhancement Program (CARLEP), while addressing the participants during the opening.

The training workshop covered courses on seed system components, maize breeding concepts, hybrid seed production principles, the development of a seed roadmap on production and marketing, hybrid seed pricing and marketing approaches, seed quality control and certification, among others. A field visit along with hands-on training at ARDSC Lingmethang enriched the learning experience. In addition, experiences from other South Asian countries on hybrid seed production and marketing were shared during the training.

Team up for seed production

A significant outcome is the planned initiation of the inaugural hybrid maize seed production group in Udzorong, Trashigang, scheduled for January 2024 in collaboration with extension, the National Seed Center, and the Bhutan Food and Drug Authority. This initiative, supported by CARLEP-IFAD and CIMMYT, reflects a dedicated effort to strengthen Bhutan’s seed sector and enhance maize production for the benefit of local farmers. Fast-track variety release and seed deployment are important to Bhutanese smallholder farmers to mitigate the challenges of lower productivity. “CIMMYT is ready to continue working with partners in Bhutan,” says Program Director of the Global Maize Program at CIMMYT and the One CGIAR Plant Health Initiative lead, BM Prasanna, while delivering his messages online. Prasanna added that CIMMYT has licensed three fall armyworm-tolerant hybrids for Bhutan, and partners need to team up for the release and seed-scaling of the hybrids.

The training workshop on hybrid maize seed was the first of its kind to be held in Bhutan and was conducted under the CGIAR Seed Equal Initiative in collaboration with ARDC and CARLEP. AbduRahman Beshir, seed systems specialist at CIMMYT, delivered the main courses, with additional virtual presentations from CIMMYT staff from India and Kenya.

Nepal maize farmers share vision of a more profitable future with visiting agriculture officials

In a visit to 5 model sites for maize marketing in midwestern Nepal, 30 federal, provincial and local agricultural authorities were impressed with the coordination and capacity development among market actors, improved supply chain management and leveraging of government support, all of which are benefiting farmers and grain buyers.

Following visits to commercial maize fields and hearing stakeholders’ perceptions of progress and key lessons, the authorities proposed additional funding for irrigation, machinery, grain grading and crop insurance, among other support, and promised to help expand activities of the model sites, which were established as part of the Nepal Seed and Fertilizer (NSAF) project.

Led by CIMMYT with funding from the United States Agency for International Development (USAID) and in its second-last year of operation, the project is working to raise crop productivity, incomes and household food and nutrition security across 20 districts of Nepal, including 5 that were severely affected by the catastrophic 2015 earthquake and aftershocks which killed nearly 9,000 and left hundreds of thousands homeless.

The visitors included officials and experts from the Ministry of Agriculture and Livestock Development (MoALD); the Department of Agriculture (DoA); the Ministry of Land Management, Agriculture and Cooperatives (MoLMAC); the Agriculture Development Directorates (ADD) for Lumbini and Sudurpaschim provinces; the Agriculture Knowledge Centres (AKC) of Banke, Kailali, Kanchanpur, Dang, and Kapilvastu districts; the Prime Minister Agriculture Modernization Project (PMAMP) offices of Dang and Bardiya; and the National Maize Research Program; the Department of Livestock Services; along with NSAF project team members.

The participants interacted with farmers, cooperative leaders, traders, rural municipality officials and elected representatives, and feed mill representatives. Sharing their experiences of behavioral change in maize production, farmers emphasized the benefits of their strengthened relationships with grain buyers and their dreams to expand spring maize cultivation.

Shanta Karki, deputy director the General of Department of the DoA lauded CIMMYT efforts for agriculture growth, improved soil fertility and sustainable agriculture development through NSAF.

Madan Singh Dhami, secretary, MoLMAC in Sudurpaschim Province, emphasized the importance of irrigation, building farmers’ capacities and interactions with buyers, and applying digital innovations to catalyze extension.

CIMMYT scientists have been based in CIMMYT’s office in Nepal and worked with Nepali colleagues for more than three decades to boost the productivity, profitability and ecological efficiency of maize- and wheat-based cropping systems and thus improve rural communities’ food security and livelihoods.

A seed systems success story

Stewards Global, trading as Afriseed, is a Zambia seed systems intervention success story. Thanks to support from the International Maize and Wheat Improvement Center (CIMMYT) and other partners such as the United States Agency for International Development (USAID) and the Alliance for a Green Revolution in Africa (AGRA), Afriseed is transforming rural farmers’ livelihoods through supplying drought tolerant maize seed.

What began as a start-up in 2007 has since grown to be one of the leading companies in Zambia’s seed industry. “I started this company with a team of three people. We did not have much, but we had a compelling vision,” says founder Stephanie Angomwile. “Initially, we were multiplying and distributing legume seed to the market as we had observed the deficit where it was very difficult for any serious farmer to procure improved and high-performing seed.”

“Having set up the business, we were fortunate to get AGRA’s support to secure proper industrial premises where we could focus our operations and serve the Zambian market,” she explains. “Using a basic drum seed dresser, we were able to churn out 100 metric tons of seed per season, which was quite impressive considering how rudimentary our equipment was.”

At this point, USAID bought into their vision and furnished Afriseed with a processing plant that could handle, sort, treat, and package seeds for both legume and maize. The company then pivoted to working with maize seed, based off the observation that most farmers were obtaining yields lower than the genetic potential of existing varieties.

“To do so,  it was quite clear that we needed an institution that could help us break into the maize seed industry dominated by large multinational seed companies,” Angomwile explains. “This led us to partner with CIMMYT, which is a partnership that still exists today and has enabled us to accelerate our market penetration strategy through providing us with high-performing drought-tolerant genetics which are growing in popularity among farmers.”

The impact of CIMMYT support

Since 2017, CIMMYT has been working with Afriseed to help smallholder farmers access new and improved varieties that are drought-tolerant and can withstand seasonal weather variations induced by climate change. “As CIMMYT, our role is not only to breed improved genetic material that farmers can take up, but also to support business development for the private sector through intensive capacity building programs that position such entities to be sustainable and to excel in the absence project support,” explains Hambulo Ngoma, an agricultural economist working with CIMMYT. The organization has provided Afriseed with two high performing varieties so far: AFS 635 and AFS 638. In addition, CIMMYT has supported Afriseed in stimulating demand within the smallholder farmer market through facilitating the establishment of demonstration plots and designing targeted seed marketing strategies.

During CIMMYT Director General Bram Govaerts’ recent visit to Zambia, Ngoma highlighted that the organization is aware that small-to-medium enterprises may be constrained with regards to marketing budgets and market development investments. “As such, when we are convinced that there is a business case and an opportunity for a food security transformation, we usually support promising entities such as Afriseed with knowledge and resources to stimulate demand,” he said. “This is of extreme importance as farmers growing old, recycled seed from ancient varieties need to transition to new, improved varieties.”

Govaerts said, “We are happy we could contribute to the success of Afriseed in our own small way and we hope our partnership will take you to the next level.”

Afriseed has since grown and now comprises nearly 200 workers: 90 permanent staff and 110 casual workers during the peak season. Production has surged to an excess of 10,000 metric tons per season and there is a growing customer base stretching throughout all regions of the country. Angomwile is very grateful to have had a partner like CIMMYT, which facilitated Afriseed’s membership to the International Maize Consortium (IMC), a global body that provides access to an expanded genetic pool bringing exposure to new genetic gains. “Being a member of IMC is definitely an advantage for us as an entity because the seed supply market is highly competitive,” she explains. “So, we can now quickly become aware of the new genetic materials available and ask our research and development team — established through the immense support from CIMMYT — to develop new varieties for our target market.”

Through a series of exchange visits and trainings, CIMMYT has mentored the research and development team who are now in a position to breed their own varieties without external support. “The number of farmers in high potential areas that are remotely located that are still growing recycled seed is still quite large,” says Peter Setimela, a seed systems specialist who was part of the mentoring team. “We need to continuously render extensive support to entities such as Afriseed such that the seed quality deficiency gap can be greatly reduced.”

As the rains have been in abundance during this 2022/23 season, there is high anticipation that farmers who have grown seed from reputable seed suppliers such as Afriseed, are set for a bumper harvest.

Private sector support essential for agribusiness

On February 7, Samantha Power, Administrator for the United States Agency for International Development (USAID), visited SEAN Seed Service Centre (SSSC) in Thankot, Nepal. Her time at the seed company — which is supported by the Nepal Seed and Fertilizer (NSAF) project — provided an opportunity to learn more about how private sector support for agribusiness can help accelerate Nepal’s agricultural transformation.

The event began with a tour of the company’s facilities and seed lab, where Power met with breeders and employees responsible for sorting and grading seeds. Other stops on the visit included meetings with SSSC management and researchers from the International Maize and Wheat Improvement Center (CIMMYT), who explained the important role the private sector plays in the country’s seed sector, from the development of climate stress tolerant varieties to facilitating seed access and distribution.

Later in the day, Power participated in a round table discussion with agribusiness entrepreneurs from seed and agricultural production companies, fertilizer manufacturers and distributors, and farmers cooperatives to better understand the key challenges and opportunities in fostering agricultural transformation in Nepal. The talks focused on the need for reforms on seed and fertilizer markets and elimination of market distorting policies such as unplanned subsidies, as well as the need to facilitate access to finance to boost investments and insurance to manage risks.

Key recommendations from participants included increased use of technologies — such as improved seeds, machineries, improved soil fertility management and digital tools — as well as the creation of a more enabling environment for attracting private sector investment and increasing agricultural participation among youth and disadvantaged communities in Nepal. The private sector plays a critical role in bolstering national food security, increasing economic growth, and creating transformative change in the country’s agricultural sector so it can be more commercial, competitive, and inclusive. Participants provided suggestions on how the Government of Nepal could further support the sector, allowing agribusinesses to develop and grow in order to cater to the needs of smallholder farmers and consumers.

CIMMYTs Nepal Seed and Fertilizer (NSAF) project is funded by the United States Agency for International Development (USAID). It aims to develop competitive and vibrant seed and integrated soil fertility management (IFSM) systems for inclusive and sustainable growth in agricultural productivity, business development, and income generation in Nepal.

He is part of projects including the Cereal Systems Initiative for South Asia (CSISA), Fall Armyworm R4D and Management (FAW), Big data analytics for climate-smart agricultural practices in South Asia (Big DataÂČ CSA), and Climate Services for Resilient Development in South Asia (CSRD). His main responsibilities are research and development on agricultural mechanization for the CSISA Mechanization and Extension Activity (CSISA-MEA). He has participated in versatile training, workshops and conference programs across Asia.

Uddin has worked in different national and international non-government organizations and companies for more than 13 years, including in research and development at Syngenta Bangladesh Limited and on the Borga Chasi Unnayan Program at BRAC. He also worked as an agriculture officer under the Char Livelihood Program, funded by the United Kingdom Department for International Development.

Strengthening capacity and building national and regional partnerships in the seed sector

Hybrid seeds exhibit a significant potential to boost on-farm productivity and attain food security. Still, the availability, affordability and accessibility of such quality seeds remain a challenge for farmers in South Asia. Primarily driven by the demand from the poultry industry, maize productivity in the region is increasing annually. Yet, the hybrid maize seed coverage is below 50% in most South Asian countries.

In continuation of its capacity-building initiatives, the International Maize and Wheat Improvement Center (CIMMYT) conducted an International Training Workshop on Quality Hybrid Maize Seed Production and Seed Business Management in South Asia on August 15-18, 2022, in Kathmandu, Nepal. The four-day hybrid training was jointly organized by Nepal’s Seed Quality Control Center, Nepal Agricultural Research Council (NARC), Seed Entrepreneurs’ Association of Nepal and CGIAR’s Seed Equal Initiative. Primarily, the event aimed at strengthening the capacity of seed stakeholders on the latest advances in quality hybrid maize seed production and establishing competitive hybrid seed business strategies.

Around 60 participants comprising of private seed company owners, national and international seed system specialists, maize breeders, crop inspectors, seed agronomists, marketers, policymakers and researchers working in hybrid seed production and marketing attended the training. Representatives were invited from Nepal, India, Bangladesh and Pakistan.

Principal trainer, John MacRobert, shared examples and knowledge in the principles of hybrid maize seed production and seed business. Former principal scientist of CIMMYT, MacRobert is currently the managing director of Mukushi Seeds Pvt Ltd in Zimbabwe and director of Quality Seed Pvt Ltd in South Africa. The training also involved group discussions and exercises on preparing a seed road map as well as developing profitable seed business plans. The participants used a seed business model canvas tool to chart their production plans, develop marketing strategies and diagnose profit. In 2018, MacRobert trained 15 private seed companies from Nepal and Pakistan on hybrid seed business mentorship course in Kathmandu. Since then, the participants brought in and shared rich practical experiences from their own businesses and regulatory organizations during this year’s program.

Joining MacRobert were 14 national and international experts from CIMMYT and other institutions, who delivered sessions related to hybrid maize breeding principles and techniques, seed quality control measures and regulations, and variety registration and licensing policies and procedures.

The forum offered an excellent learning opportunity for the national and international participants to exchange knowledge and experiences from seed specialists on developing competitive hybrid maize and seed production technologies that will bring cost-efficiency in production and maximize crop yields and business profits. It also served as a ground for establishing networks and collaborations. The mutual learnings will contribute to building national and regional partnerships in the seed sector.

Participants reflected on the learnings and benefits gained from the comprehensive course, which they would apply to improve maize productivity in their respective countries.

Muhammad Aslam, assistant professor from the University of Agriculture Faisalabad in Pakistan, acknowledged the opportunity provided to him and his university. He mentioned the support of CIMMYT in Pakistan in strengthening the local maize seed industry, where the market share of local seed companies is gradually increasing due to the elite germplasm support and capacity development efforts by CIMMYT. He added that the practical knowledge gained from the training will enhance the university students’ skills.

An ode to seeds

During the closing session of the training, Govinda Prasad Sharma, Secretary of the Ministry of Agriculture and Livestock, handed over diverse maize seeds to the NARC and seven private seed company partners of the Nepal Seed and Fertilizer (NSAF) project. CIMMYT acquired the elite maize parental lines and breeder seeds from its international maize breeding hubs in Mexico, Zimbabwe, Colombia and India. The seeds have the potential of yielding 6-7 metric tons per hectare for synthetics and more than 10 metric tons for hybrids–a significant increase from 3-5 metric tons of local seeds. More importantly, given the current climate challenges Nepali farmers are facing, these climate-resilient seeds reach maturity earlier than local varieties which reduces their exposure to drought. These seeds will also withstand Fall Armyworm infestations, a devastating pest threatening maize production in Nepal.

“Genetic materials that will not only enhance yield but diversify the gene pool of crops in Nepal is extremely important,” said Lynn Schneider, deputy director of the Economic Growth Office at United States Agency for International Development (USAID) Nepal. “Agriculture must combat climate change and malnutrition, which are critical for the South Asia region. So, I am really proud that we are working on these areas,” shared Schneider.

“Food security is a priority for the Government of Nepal,” explained Sharma. He mentioned maize as an essential commodity from the food and feed perspective for South Asia and plans to collaborate with the private sector and donor organizations to increase maize productivity in the country. “The event will definitely help in augmenting the activities and accelerate the pathway towards achieving food and feed security,” he added.

Moreover, a certificate of appreciation was presented to Nepal’s National Maize Research Program to recognize their effective collaboration in hybrid maize varietal promotion and source seed distribution. Similarly, three partner seed companies of the project were also recognized for the breakthrough in becoming the first recipients of the Government of Nepal’s research and development license to register and produce hybrid seeds on a commercial basis.

CIMMYT also launched an assessment report on Cereal Seeds Value Chain in Nepal that provides evidence-based recommendations for developing Nepal’s formal cereal seed sector, specifically maize and rice. The publication highlights the need for a well-performing seed system where high-quality seeds of a wide range of varieties and crops are produced and available in time and affordable to farmers.

Deepak Bhandari, executive director of NARC, also congratulated the authors and expressed the significance of formulating and implementing inclusive strategies to build a vibrant seed industry in Nepal. He also acknowledged the event organizers for conducting an exceptional international workshop on hybrid maize seeds for the public and private seed stakeholders.

Growing confidence in the maize business

Him Lal Neupane has been in the business of agriculture for more than a decade. His company Annupurna Suppliers, in Banke District, Nepal, trades in agri products and has an annual turnover of around $626,000, up from $195,000 eight years ago.

Recently, Neupane has been heavily investing in maize. He says involvement from the International Maize and Wheat Improvement Center (CIMMYT) in market strengthening has given him the confidence to go big on the crop. He encountered CIMMYT through the meetings led by the organization in the district, as part of its Nepal Seed and Fertilizer (NSAF) project. In the meetings, he was able to hear perspectives on maize production from leading market experts, as well as government officials. Getting direct access to high level government representatives and agricultural scientists was incredibly fruitful and raised his confidence to invest in maize. He also got to air his own grievances about the industry and learn more from other farmers.

“I learnt that the project was invested in training farmers to produce better quality maize,” said Neupane. “If we get quality products from farmers, I immediately deduced that there is a great chance that the product will keep doing well in the market.”

In 2022, Neupane bought a truck and has been constructing a massive storage facility that can store up to 4 million kilograms of produce. He has plans for proper grading and drying of maize in the facility to sell to industrial buyers.

The majority maize in Nepal is used as feed for the poultry industry, so there is high value for the crop in the market. “Since Nepal is a big consumer of poultry products and will remain so, it is inevitable that locally produced maize will sell,” explained Neupane.

Neupane went into agriculture because he could not secure employment after completing higher education. He grew up learning and practicing farming, so he understood farmers’ plights and wanted to start a company that would improve their lives. He also wants to grow the industry to curb the country’s maize import dependence, which has been affected by recent disruptions like the Ukraine conflict and the pandemic. Annually, Nepal imports around $120 million worth of maize, which depletes the country’s foreign currency reserves.

CIMMYT’s efforts in developing the maize market through value chain coordination and private public partnerships intend to help stakeholders at every level of the industry, from farmers to suppliers like Neupane, whose company’s growth represents a strong reinforcement of confidence in domestic maize production.

Managing seeds and agricultural losses in the wake of extreme climate events: Lessons from Nepal

As climate change-induced disasters surge around the world, it is the people of the least developed countries paying the bulk of the costs.  According to the International Disaster Database, the number of disasters across the globe has risen by 74.5% — comparing data from 1980–1999 with 2000–2019 — and these numbers are expected to increase due to the most recent climate change scenarios. The major climate change impacts identified by the Intergovernmental Panel on Climate Change relevant for Nepal include an increase in economic losses from weather and climate-related events, with a significant contribution related to agricultural losses.

In Nepal, for example, an unexpected and untimely excessive rainfall and flood in October of 2021 caused massive damage to the ready-to-harvest crop across all major rice-producing areas of Nepal – threatening the food security and livelihood of the country’s smallholder rice farmers.

A rice damage assessment was essential to gather insights on the seed production losses and propose anticipatory measures for seed management and distribution to farmers for the next season. Thanks to a collaboration between scientists from the International Maize and Wheat Improvement Center (CIMMYT) and the International Center for Integrated Mountain Development (ICIMOD), a rapid loss assessment through a survey of rice-growing farmers was conducted to quickly assess the damage and recommend critical operational decisions to the Nepali government to mitigate the impact. With the help of an operational mobile app, Geofairy, the USAID-supported Nepal Seed and Fertilizer project (NSAF), implemented by CIMMYT, surveyed 253 farmers in six districts of the mid and far western region with a particular focus on the potential seed production losses for next year’s cultivation.

Unforeseen disaster

The 2021 disaster in Nepal came as a shock to farmers: the 2021 monsoon was proceeding as forecasted in the seasonal outlook, and by the end of the season, farmers were generally expecting bumper rice crops. The withdrawal of southwest monsoon system was declared in early October. However, from 18-20 October 2021, instead of dry spell, the country experienced a three-day excessive rainfall and accompanying flooding that caused massive damage to the ready-to-harvest crop across all major rice-producing areas in the southern lowland Terai region of Nepal.

The partially harvested and standing crop suffered three kinds of damage. First, farmers near the riverbanks lost their ready-to-harvest paddy as it was swept away by flash floods. The second category was in the low-lying southern plains, where rainwater inundated the harvested, but not collected, paddy fields for more than two days, causing seeds or grains on the panicles to sprout. Sprouted seeds on the mother plant have reduced germination capacity and vigor, and cannot be stored for a long period while maintaining the germination capacity. The third damage was stem and root lodging (falling over) due to powerful winds.

Digital technologies for rapid damage assessment

With conventional approaches, on-ground damage assessments after a disaster can take weeks, sometimes months, limiting critical operational decisions in the first few hours and days. However, Nepal’s Ministry of Agriculture and Livestock Development (MoALD) was already prepared: since 2019, the Ministry has been using satellite remote sensing for in-season rice area estimation through the USAID-supported SERVIR HKH program.

Thanks to the platform, experts from ICIMOD were able to share a satellite image-based assessment as early as 22 October 2021: two days after the flood.

This existing digital crop monitoring platform was used to produce a rapid-damage assessment to provide an analytical basis for initial decisions. In the rapid damage assessment, GMP IMERGE satellite data was used to measure the rainfall intensity across Nepal (Figure 1) and Selntinel-1 SAR satellite data was used to map flood water extent in the Terai district of Nepal on 21 October 2022. The assessment also served as a planning tool for in-depth damage evaluation for farmer compensations.

Widespread flooding

Satellite precipitation data showed the occurrence of hefty rainfall in Morang, Sunsari, Saptari, Siraha and Jhapa districts in the Eastern region. In the Western region, Kailali and Kanchanpur experienced intense rainfall, while most of the central districts of the Terai region remained below heavy rain.

Based on satellite images acquired, the flood extent assessment showed major flood spread in the western parts, including Kanchanpur, Kailali, Bardiya and Banke districts (Figure 2). The flood water extent remained lower in the Eastern districts compared to the West. The causes of severe damage were from direct rain pour and winds in the Eastern region, and flood swept from riverbanks in the Western parts.

Assessment results: Reduced seed quality and shortage of rice seed supply for the next planting season

According to a field-based assessment, the two most popular varieties, Radha-4 and Sarju-52, are the most affected by the flood, especially in Banke, Bardiya, Kailali and Kanchanpur districts. Accordingly, 89% of Radha-4 and 42% of Sarju-52 seed production field has faced partial or complete loss in the surveyed districts. As per the district-wise loss assessment, 80% of Sirju-52 grown in Kailali and 61% in Kanchanpur suffered 50-100% damage. Similarly, nearly 60% of Radha-4 grown in Banke and Bardiya districts has suffered a crop loss ranging from 50-100%. This clearly indicates a huge shortage of these varieties for the next rice season which calls for immediate action to mitigate the seed deficit.

The survey found that farmers in Bardiya, Banke and Kailali had severe or complete crop loss, while those in Kanchanpur, Kapilvastu and Rupendehi had partial crop failure (Figure. 3)

Losses and the limits of early warning systems

According to the government’s final estimates, about 1,10,000 ha of rice crop area was damaged across the country. Respondents from the western districts reported that 80% of the farmers could only manage 50% or less than the expected harvest. The farmers reported an average input cost of $526 per hectare (NPR 63,162 per ha) and gross expected income of $972 per hectare (NPR 116,674 per ha) – leaving a very narrow margin of profit. To compensate for this economic blow, the government distributed  $43 million (NPR 5.52 billion) among the farmers. However, with a total loss of $0.1 billion (NPR 12 billion), farmers still suffered a great loss.

Although early warning systems were in place in the surveyed districts, some respondents expressed low trust and reliability in the early warnings and only 20% of respondents were aware of the heavy rainfall forecast issued three days before the extreme event. Earlier studies in the Ganges basin have suggested that a 10–20-day lead-time forecast is needed to avoid agriculture losses. However, predicting a high magnitude of low-frequency extreme events with sufficient advance notice is still a significant challenge in climate science.

How to mitigate and weather such challenges?

Nepal’s rice seed replacement rate is around 20%, which means that about 80% of farmers are not accessing good quality seeds every season. The addition of this untimely flash flood and the subsequent seed loss will further worsen seed availability, in turn contributing to food insecurity at the national level. The assessment findings have several implications for actions needed to mitigate future climate shocks.

  • Among other mitigation approaches, stakeholders need to assess in-country level quality rice seed availability and design a plan to mobilize preferred varieties from the surplus districts — less affected by the flood — to those in need.
  • During challenging times, maintaining seed quality standards might be difficult. Hence, stakeholders need to consider adopting a flexible quality standard such as “quality declared seeds” in similar emergency scenarios. The “quality declared seed” standard helps as an important intervention when normal seed production is greatly affected by drought and/or flood. It offers alternative seed quality standards for seed producers to provide seeds and ensure continuity of crop production.
  • Promoting climate-resilient varieties, especially lodging- or submergence-tolerant rice varieties, will better withstand flooding as compared to the susceptible ones.
  • Furthermore, farmers need access to a suitable crop insurance scheme to offset seed losses during extreme weather events. For instance, seed growers can purchase a group insurance scheme where customized premiums could be available to the members.

Some of the above mitigation approaches can be applied when extreme weather events are well forecasted and less severe. However, in the wake of an emerging climate crisis and limited mitigation options, there is a need to balance efforts on all aspects of adaptation, including the adoption of crop management practices including accelerated varietal turnover to modify threats and prevent adverse impacts, strengthen early warning systems with a focus on last-mile connection to minimize damages, and develop innovative mechanisms to address risk transfer and loss and damage compensations for sharing losses.

Who does what in maize farming in Kenya?

Women’s involvement in maize production is often shrouded in assumptions. One might assume that women have minimal say in management decisions, especially regarding jointly managed plots, due to rigid gender norms that prioritize men’s decisions on farming-related matters. However, operating under such assumptions about women’s role in the management of maize farms risks confining women to specific roles and not meeting their needs in the maize seed system.

To break these assumptions, Rachel Voss, Gender Specialist at the International Maize and Wheat Improvement Center (CIMMYT), and a team of fellow researchers are conducting a study, “Unpacking maize plot management roles of women and men in smallholder households in Kenya.” The study, part of the Accelerating Genetic Gains in Maize and Wheat (AGG) project, aims to asses the gender dynamics of maize management in Kenya in order to categorize plots and households, analyzing intrahousehold decision-making and evaluating which women have the power and agency to apply their preferences for seed on their farms — and which ones do not.

Challenging perceptions

Take, for example, Sofa Eshiali, a 60-year-old farmer from Ikolomani, western Kenya, who participated in the study. She defies the stereotype of women having a limited role in maize farming, as she is deeply involved in decision-making on maize production in her household and represents an important client for new breeding efforts and more inclusive seed distribution programs. Together with her husband, she has grown maize primarily for family consumption since getting married, getting involved in all matters concerning their half acre farm. “For us, when we want to plant [our maize seeds], we sit together and discuss the cash we have at hand and decide if we can get two hands to help us work our half acre of land,” she says.

Eshiali and her husband make a joint decision on the maize seed variety they plant every season based on performance of the previous planting season. “We previously used the H614D [maize seed variety] and it did well in our farm — except when it gets very windy, as our crops fall and our bean crop gets destroyed before it is ready for harvest. Last season, we decided to use the H624 because it remains there even when it is windy,” she said, demonstrating her knowledge of maize seed variety.

In addition to seed choice and farm labour, Eshiali and her husband also discuss what fertilizer to use and when they need to shift to a new choice, and they make decisions together concerning their farm and farm produce. This includes deciding what amount of harvest they can sell and what to do with the sale proceeds. For a household like Eshiali’s, new maize varieties need to appeal to — and be marketed to — both spouses.

Farming roles

Eshiali’s reality of equitable engagement in the farm may not be the case for other households in her community and across Kenya, meaning that reaching women with new varieties is not always simple.

As Voss points out, women are often less involved in major household decisions than men, frequently due to longstanding social norms. However, there is little understanding of how decisions are negotiated at the household level, particularly when crops are jointly produced. Furthermore, in many places, men are perceived to be the “real” farmers, while women are viewed to only play a supportive role within household farming. This can lead to the exclusion of women from extension activities, trainings and input marketing efforts.

Against this background, Voss notes that the ongoing study aims to identify in which types of households women have control over seed choice and in which households other constraints might be more important.

“To get new maize varieties into men’s and women’s fields, we need to identify the bottlenecks to reaching women. This means understanding, among other things, how decisions about seed are made within households and how households source their seed,” she explains.

Best-case scenario

To overcome the challenge of discussing the sensitive topic of decision-making roles between spouses and to encourage more culturally unbiased, candid responses, the study uses vignettes, or short stories, to describe various scenarios. This enables farmers to relate with different farm management decision making scenarios without pointing fingers at their spouses.

The study’s coauthor and research team leader, Zachary Gitonga, explains that the use of vignettes is still a relatively new method, especially in agricultural research, but enables digging deeper into sensitive topics.

Data collection involved a joint survey with both men and women household heads about maize plot management before breaking into separate discussions using the vignettes. These presented five possible decision-making scenarios with fictitious husband and wife characters. The five scenarios were then used to discuss strategic seed choices, operational decisions related to issues such as planting date and hiring farm labor, and financial decisions such as the use of the income from the maize sales.

“By presenting a set of short stories, a farmer can determine what scenario they relate with. In the study, farmers can talk about sensitive interaction without having to assign responsibility to their spouse, especially negatively, in the way decisions are made,” Gitonga said.

The vignettes also made it easier for both the enumerators to explain the scenarios and the farmers to understand and freely give their feedback. Sometimes, he pointed out, what men and women perceive as joint decision-making might not be the same. For instance, some men may think informing their wives that they are going to buy a particular seed means involving them. Here, the vignette activity aims to unpack the reality of joint decision-making in households.

From East Africa to Asia

During a recent field visit to the study area in Kakamega, Kenya, Hom Gartaula, Gender and Social Inclusion Research Lead at CIMMYT, noted the study’s importance to the inclusion of women in the farming cycle. “We urgently need to better understand the reality of women’s and men’s situation in terms of access to maize seed and other needed inputs and services. Otherwise, we risk designing breeding and seed systems that do not address the needs of the most vulnerable farmers, including women,” he said, adding that data from the study will enable insights into and comparison with the gender dynamics of wheat production in South Asia through cross-regional learning.

Gartaula also noted that, even though men predominantly manage South Asia’s wheat agriculture, women significantly contribute to it, especially in smallholder farming systems. In recent years, women’s contribution to providing labor and decision-making in wheat agriculture has increased due to the feminization of agriculture and livelihood diversification among smallholders.

Since women’s contributions to wheat farming are often vital to pre- and post-harvest processes, Gartaula notes they ought to be part of the entire maize and wheat value chain. That includes building more equitable seed delivery systems. “It is therefore important to have seed products that address the needs of different users and include home consumption and commercial sales,” he says.

The study will inform future efforts to ensure equitable seed access for both men and women farmers. Ultimately, if both men and women farmers access the best seed based on their needs and priorities, incomes will rise, households will be better sustained, and communities will become more food secure.
