Delivering the best seeds to farmers in Zambia

To bring together farmers with seed distributors and other stakeholders, the Southern Africa Accelerated Innovation Delivery Initiative (AID-I) Rapid Delivery Hub, or MasAgro Africa, held a seed fair with the theme ‘Promoting Access to Drought Tolerant Seed and Appropriate Scale Technologies,’ in Zambia’s Chongwe district. The objectives of the fair were to create a platform for farmers and input suppliers to engage before the onset of the planting season. Over 1,200 farmers attended the seed fair.

“The seed fair plays a critical role in linking farmers to seed companies and exposes them to appropriate technologies. The links created with agro-dealers and other suppliers ensure farmers gain access to sufficient volumes of appropriate multiple stress tolerant maize hybrids, legume seed and agricultural inputs locally. Access to drought tolerant seed and technology in the times of climate change is timely and critical to today’s farmers. This fair will help our farmers acquire inputs at their doorsteps, promoting food security,” said Kasuba, the district agriculture officer.

AID-I is also using these fairs to provide information on agronomic practices such as conservation agriculture, climate-smart agriculture and small mechanization options to support smallholders not only to learn but also enjoy the events through participation in fun quizzes. Farmers purchase seed and other inputs when they redeem vouchers provided by participating companies who develop the questions for farmers.

A farmer who redeemed a voucher said, “I came from Nyimba, because I heard that there is a seed fair here. What I found was very interesting, and I learned a lot. I saw a lot of seeds from different companies. I have also managed to win this pesticide by answering a question, and I am very happy about this project.”

These add-ons to the seed fair ensure farmers learn about climate-smart practices and how they can mitigate climate change effects and crop damage caused by pests by using drought and pest resistant varieties. Pests such as fall armyworm (FAW) are a major threat to smallholder farmers and their crops, as these can destroy crops and lead to a significant decrease in yields and income for the farmer.

Some of the outcomes and benefits for the private sector, and farmers alike include farmers to access different seed hybrids at one location, reduced costs of transportation for farmers who often travel long distances to get inputs. Zamseed, an AID-I partner, was able to promote 600 packs of their ZMS 451-medium and ZMS 721-late maturity seeds. SeedCo, another AID-I partner was able to support farmers with 500 seed packs of their medium maturity SC 303-ultra early, SC 555-early and 657-medium maturity maize seed varieties to farmers. Seed input suppliers noted that maize seed packed in smaller bags weighing 10 kgs and of medium maturity variety seed were the most sought-after and have now influenced how they can reach much larger numbers of smallholder farmers through this observation on improved packaging and demand.

In addition to Zamseed and SeedCo, AID-I partners who participated in the seed fair include the Ministry of Agriculture, CRS, Afriseed, Synergy, Animive Enterprises, Bayer, Amiran, Syngenta, Omnia Fertilizer, and Corteva.

Kelvin Mulungu

Kelvin Mulungu is an Agricultural Economist whose main research interests lie at the intersection of natural resources, food, and climate change. He has extensive experience in development work in several African countries, including Uganda, Kenya, Tanzania, Ivory Coast, Nigeria, Malawi, Zambia, and some Asian countries. His current research at CIMMYT focuses on understanding social enablers and barriers to adoption, assessing the impact of different agricultural technologies, and testing social incentives to improve farmer adoption of agricultural technologies. He is interested in applying the latest econometric advances to provide rigorous evidence on development challenges in developing countries.

Prior to joining CIMMYT, Kelvin was a research manager at HarvestPlus Zambia, a postdoctoral researcher at AfricaRice, and most recently a postdoctoral fellow at the International Center of Insect Physiology and Ecology (icipe) in Nairobi, Kenya. He holds a PhD in Agricultural and Resource Economics from Colorado State University (USA), an MSc in Agricultural and Applied Economics from Egerton University (Kenya), and a BSc in Agricultural Economics from the University of Zambia.

CIMMYT at the Borlaug Dialogue

Harnessing Change was the theme of the 2023 Borlaug Dialogue, an annual summit of international thought leaders, development specialists, researchers, farmers, and practitioners, designed to promote global food systems transformation and food security, and is organized by the World Food Prize Foundation.

This iteration of the Borlaug Dialogue, held in Des Moines, Iowa, October 24-26, 2023, was the site of the inauguration of a collaboration between CIMMYT and the Gorongosa Restoration Project to improve climate resilience, food security and nutrition in Mozambique’s Gorongosa National Park.

“These kinds of collaborations exemplify what the Borlaug Dialogue is all about,” said CIMMYT Director General Bram Govaerts. “The annual event and the work of the World Food Prize Foundation year-round is dedicated to bringing people and organizations together to work better and smarter. CIMMYT is proud to be a part of it.”

CGIAR Centers based in the Americas host discussion on Latin America’s food security challenges and opportunities

CIMMYT, the International Potato Center (CIP), the Alliance of Bioversity International and the International Center for Tropical Agriculture, and International Food Policy Research Institute (IFPRI) co-organized the side event Maximizing Latin America and the Caribbean’s Contributions to Global Agriculture and Biodiversity Solutions at Dialogue.

Govaerts moderated the panel discussion and the Q&A session that followed with members of the audience.

Panelists, including Elsa Murano, director of the Norman E. Borlaug Institute for International Agriculture & Development, Rob Bertram, chief scientist for the Bureau for Resilience and Food Security at the U.S. Agency for International Development (USAID), and María (pilu) Giraudo, honorary president of Argentina’s No Till Farmers Association, shared views on Latin America’s role in global agriculture from academic, development and farming offer academic insights, international cooperation recommendations and farmer perspectives.

CIMMYT and USAID co-host panel focused on AID-I’s impact at the Borlaug Dialogue

CIMMYT and USAID hosted an event at the Dialogue organized by the World Food Prize Foundation on October 25 focused on the Southern Africa Accelerated Innovation Delivery Initiative (AID-I).

The discussion labelled, Harnessing Innovation to Rapidly Respond to Crises, aimed to present AID-I’s innovative approach to addressing systemic weaknesses in agriculture by accelerating the market-based delivery of improved seeds, fertilizers, and critical information to farmers.

Dina Esposito, USAID’s Global Food Crisis coordinator and assistant to the Administrator for the Bureau for Resilience, Environment and Food Security, described how AID-I is “turning crisis into opportunity” by improving farmers’ resilience and profitability.

“We joined CIMMYT and went to Zambia, and the partnership was a glimmer in our eyes,” said Esposito, referring to a recent visit to a model farm with AID-I partners.

Reporting progress in Zambia, Malawi and Tanzania, Kevin Kabunda, CIMMYT’S AID-I chief of party in southern Africa, noted that the private sector had produced 13,000 tons of maize in the first year.

“The extended or increased potential for every farmer who uses fall armyworm-tolerant varieties translates to US$100 dollars,” said Kabunda who estimated AID-I reached 1.3 million farmers in its first year generating an aggregated value of at least US$65 million dollars.

In addition, Mtieyedou (Abdou) Konlambigue, AID-I chief of party in the Great Lakes Region, pointed out that the project has given access to new bean varieties and fertilizer recommendations to over 500,000 farmers in Rwanda, Burundi and the Democratic Republic of the Congo.

Farmers take the stage

Two champion farmers, María (pilu) Giraudo and Guillermo Bretón joined CIMMYT’s Director General, Bram Govaerts, and CGIAR Board Chair, Lindiwe Majele Sibanda, during a main stage session of the Borlaug Dialogue organized by the World Food Prize Foundation on Tuesday, October 24.

The event, MasAgro Taking it to the Farmer, reported on progress achieved and milestones reached by one of CIMMYT’s flagship projects, Crops for Mexico (MasAgro), which began 14 years ago and earned Govaerts the 2014 Norman E. Borlaug Award for Field Research and Application endowed by The Rockefeller Foundation.

Giraudo, an Argentinian farmer who co-founded the Rural Women Network and serves as honorary president of Argentina’s no till farmer association Aapersid, said that the best way to acknowledge MasAgro’s work is to seize the opportunity to offer women farmers the possibility of having full access to science and technology.

Bretón, a farmer from Mexico’s state of Tlaxcala, described MasAgro as a disruptive way of understanding agriculture. “Investing in our soils is better than investing in a one-cycle crop,” he said.

CGIAR Board Chair Lindiwe Majele Sibanda was enthusiastic about the project’s trajectory and proud of its evolution into CIMMYT’s ongoing efforts, including adapting MasAgro to southern Africa.

Sibanda expressed her excitement about MasAgro-inspired activities in Africa and praised the diversified seed systems that today include dryland crops sold in smaller seed bags by young entrepreneurs who are taking up businesses in villages without having to go to urban centers.

Govaerts moderated the event and thanked Dina Esposito, and U.S. Special Envoy for Global Food Security, Cary Fowler, for facilitating the establishment of MasAgro programs in southern Africa.

CGIAR Initiative on Diversification in East and Southern Africa

East and Southern Africa is a climate hotspot, with more than US$45 billion in agricultural production at risk from higher temperatures, shorter growing seasons and more extreme droughts and floods. Maize, a staple crop covering up to 75% of cropland in parts of the region, is particularly vulnerable and is projected to face yield declines of 15%, among other climate impacts if no adaptation measures are taken. Many of the affected areas already have serious levels of hunger and malnutrition, with the highest burden experienced by women and youth from marginalized and vulnerable communities. If these systems are sustainably diversified, they can contribute to stabilizing regional and global agrifood systems.

The next decade will be critical for strengthening food, land and water systems in East and Southern Africa. The agribusiness ecosystem for both regions has been identified as a critical engine for agricultural and economic development, climate change adaptation and gender and youth empowerment. Investment in innovation, capabilities and supportive environments will be essential for driving sustainable growth.

Objective

This Initiative aims to support climate-resilient agriculture and livelihoods in 12 countries in East and Southern Africa by helping millions of smallholders intensify, diversify and reduce the risks in maize-based farming through improved extension services, small and medium enterprise development, supporting governance frameworks and increased investment with a gender and social inclusion lens.

Activities

This objective will be achieved through:

  • Diversifying and sustainably intensifying production by assessing needs and options for the introduction of crops, livestock, mechanization and irrigation, applying innovations in value chains and building capacity while scaling to larger farming communities.
  • Reducing risk and digitalizing value chains by co-designing and delivering “Innovation Package” bundles of digital agro-advisory systems and research management products — including mobile apps, TV programs and social media — to build resilience and improve productivity.
  • Supporting and accelerating value chain business enablers in maize mixed systems by using CGIAR’s expertise and partner network to unlock access to funding, investment and tailored technical assistance.
  • Promoting the governing and enabling of multifunctional landscapes for sustainable diversification and intensification with a focus on strengthening the evidence base for decision-makers.
  • Empowering and engaging women and youth in agribusiness ecosystems by mapping challenges and opportunities to address gender and social inequality and applying inclusive and coordinated interventions for transformative change.
  • Scaling innovations and coordinating CGIAR and partner activities in the region through a scaling hub that uses the “scaling readiness” approach to inform, activate and bring to scale innovations that respond to regional or country demand.

As the effects of climate change intensify, rain dependent crop production is becoming more challenging for smallholder farmers in Malawi, Tanzania and Zambia. Farmers often experience either too little or too much rain to effectively grow their crops, which means growing crops under irrigation is becoming key to building resilience to climate shocks. However, smallholder farmers often lack the access to equipment and skills to implement low-cost irrigation technologies.

The Accelerated Innovation Delivery Initiative (AID-I) implemented by the International Center for Maize and Wheat Improvement (CIMMYT) with funding from the United States Agency for International Development (USAID) has partnered with Total LandCare (TLC) Malawi and Zambia to promote Sustainable Intensification practices in eastern and central Malawi. TLC conducted a training session on using treadle pumps for irrigation plot layout in Mumbi Village, Petauke District, Zambia.

Letting gravity do the work

The irrigation system operates on the principle of pumping water manually from a low point to a high point from which the water then flows by gravity through a system of channels to irrigate crops.

Properly managed, treadle pump irrigation can improve household food security, income, nutrition, and health sustainably without detrimental effects to the environment.

The training educated 12 farmers in establishing an irrigation layout using gravity-fed basins, with water pumped from a stream downhill using a treadle pump. Participants learned how to erect channels that directed water into basins.

During practical irrigation training in Muya village of Mondolo camp, Petauke district, one of the farmers, Magret Tembo said, “This method of irrigation will negate the burden associated with use of watering cans, a practice which has been giving us backaches. Through this technology, we will experience increased production through better water management and increased area coverage.”

Following the setup demonstration, participants received practical guidance on various aspects of irrigation and crop management, covering such topics as planting techniques and effective fertilizer use, and application of pesticides and fungicides.

Inexpensive and durable

“Treadle pump irrigation offers tremendous opportunities to dramatically increase agricultural production while enriching the livelihoods of many resource-poor farmers,” said Zwide Jere, Co-founder/Managing Director of TLC.

Treadle pumps are inexpensive, so individuals can afford to purchase one and they are durable and easy to maintain, so one pump will work for years for individual households.

“The pumps are also designed to work in many environments,” said Paul Malambo, Country Manager for TLC Zambia. “So, over the years, TLC has been able to distribute the pumps in Malawi, Mozambique, Tanzania and Zambia.”

“Providing access to technical knowledge and support for under-utilized land, water and labor resources is an important part of the AID-I project, said Kevin Kabunda, CIMMYT lead for the AID-I. “As is collaboration with local partners like TLC who facilitate the dissemination of expertise.”

TLC is a registered non-governmental organization based in Malawi and active in Zambia. Its mission is to empower self-reliance and prosperity for rural households in the Southern Africa region.

Sustainable Intensification of Smallholder Farming Systems in Zambia (SIFAZ)

Sustainable Intensification of Smallholder Farming Systems in Zambia (SIFAZ) is driven by the need to address systemic productivity and sustainability challenges in Zambian smallholder farming systems. This project is implemented in a research-for-development approach where applied research is conducted alongside scaling-up of sustainable and climate-smart crop production and land management practices within selected pilot areas in the three agro-ecological zones (AEZ) of Zambia.

SIFAZ strives to test, promote and enhance the uptake of sustainable intensification practices (SIPs) including mechanization among smallholder farmers while fostering market linkages and creating an enabling environment for sustainable agriculture growth. Such efforts will contribute to the government’s development priorities, which are framed by the Vision 2030 (Republic of Zambia, 2006) of “a prosperous middle-income nation by 2030” including an efficient, competitive, sustainable and export-led agriculture sector that assures food security and increased income.

The SIFAZ project cycles I and II are being implemented by the Food and Agriculture Organization of the United Nations (FAO) in partnership with CIMMYT and the Ministry of Agriculture (MOA) in Zambia, with funding from the European Union (EU) for a period of seven years (2019-2026). Under the SIFAZ project, CIMMYT is leading the implementation of adaptive research and is currently working on establishing on-station and on-farm and field testing in and around three research centers in the southern, eastern and northern provinces of Zambia; the research approach includes co-development of on-farm trials using mother and baby trials; mechanization and socio-economics research.

To achieve this, SIFAZ supports three closely interlinked outputs:

  • Sustainable intensification practices (SIPs) co-developed with farmers and made available for scaling up.
  • Farmers trained, mentored and capacitated to use SIPs, better manage farmer enterprises and engage value chain actors.
  • Enabling institutional and policy environment for scaling and adoption of SIPs by smallholder farmers established.

SPG Coalition: CIMMYT is a leading organization for climate-smart agriculture, nutrient-use efficiency, and pest and fertilizer management

The Coalition on Sustainable Productivity Growth for Food Security and Resource Conservation (SPG Coalition) brings together researchers, non-governmental organizations, and private sector partners to advance a world with greater access to nutritious food and affordable diets. The Coalition recognizes that increasing the productivity of natural resources through climate adaptation and mitigation is instrumental to reaching this goal.

In a recent report, the SPG Coalition provides a path forward for NGOs, research institutions, and government agencies to strengthen agrifood and climate policies. The report contains real-life, evidence-based examples to further the sustainable production and conservation of natural resources, detailing the potential impacts on social, economic, and environmental conditions.

CIMMYT features prominently in the report as a leading organization focused on 4 main areas: climate-smart agriculture, nutrient-use efficiency (NUE), and pest and fertilizer management.

Nutrient-use efficiency and fertilizer management

While chemical fertilizers increase crop yields, excessive or improper use of fertilizers contributes to greenhouse gas emissions (GHG) and increases labor costs for smallholders. Efficient NUE is central to nutrient management and climate change mitigation and adaptation.

In India, CIMMYT, along with the Borlaug Institute for South Asia (BISA), CGIAR Research Centers, and regional partners, tested digital tools like the Nutrient Expert (NE) decision support tool which measures proper fertilizer use for optimized yields and provides nutrient recommendations based on local soil conditions.

The majority of smallholders who applied the NE tool reported higher yields while emitting less GHG emissions by 12-20% in wheat and by around 2.5% in rice as compared with conventional fertilization practices. Farmers also recorded double economic gains: increased yields and reduced fertilizer costs. Wider government scaling of NE could enhance regional food security and mitigate GHG emissions.

The Feed the Future Nepal Seed and Fertilizer (NSAF) project, led by CIMMYT and USAID, advocates for climate-smart agriculture by linking smallholders with improved seed, providing capacity-building programs, and promoting efficient fertilizer use. With a vast network established with the support from the Government of Nepal, NSAF successfully provides smallholders with expanded market access and nutritious and climate-resilient crop varieties.

Climate-smart maize breeding 

Since its arrival to sub-Saharan Africa (SSA) in 2016, fall armyworm (FAW) has devastated maize harvests for countless smallholders on the continent. Economic uncertainty caused by unstable yields and climate stressors like drought coupled with this endemic pest risk aggravating food insecurity.

CIMMYT and NARES Partner Institutions in Eastern and Southern Africa are spearheading a robust pest management project to develop, screen, and introduce genetically resistant elite maize hybrids across SSA. South Sudan, Zambia, Kenya, and Malawi have already deployed resistant maize varieties, and eight other countries in the region are projected to release their own in 2023. These countries are also conducting National Performance Trials (NPTs) to increase awareness of host plant resistance for the sustainable control of FAW and to sensitize policymakers on accelerating the delivery of FAW-tolerant maize varieties.

The establishment of FAW screening facilities in Africa permits more rapid detection and breeding of maize varieties with native genetic resistance to FAW, facilitating increased deployment of these varieties across Africa. The sustainable control of FAW demands a rapid-response effort, overseen by research organizations and governments, to further develop and validate genetic resistance to fall armyworms. Achieving greater impact for maize smallholders is critical to ensuring improved income and food security in Africa. It is also paramount for biodiversity conservation and removing labor burden on farmers applying additional synthetic pesticides to prevent further losses by the pest.

“The SPG Coalition report emphasizes the power of partnership to enhance financial and food security for smallholder communities in the Global South. This is fully in line with the recently launched CIMMYT 2030 strategy. It’s also an important reminder to assess our strong points and where more investment and collaboration is needed,” said Bram Govaerts, CIMMYT director general.

CIMMYT Director General reaffirms commitment to Zambia

Honoring a legacy of innovative development in Zambia and looking forward to meeting the nation’s goals for food security, Bram Govaerts, director general of the International Maize and Wheat Improvement Center (CIMMYT), along with CGIAR Board Chair Lindiwe Sibanda, visited facilities and met with southern Africa collaborators of the Southern Africa AID-I Rapid Delivery Hub on June 2 and 3, 2023.

“CIMMYT’s work in Zambia and the region is geared to help national governments build resilience to climate change, diversify maize-based farming systems and improve productivity and production to address reduce hunger and poverty,” said Govaerts.
Southern Africa AID-I Rapid Delivery Hub aims to provide critical support to over 3 million farming households in Malawi, Tanzania and Zambia via targeted interventions for demand driven seed scaling, improved soil health and fertilizer use efficiency, and rapid delivery of critical agricultural advisory services deep into rural communities.

CIMMYT research and innovation supports Zambia’s medium-term goal of “Socio-Economic Transformation for Improved Livelihoods” and its 2030 Vision of becoming “A Prosperous Middle-Income Nation by 2030.”

Govaerts and Sibanda toured Afriseed’s factory in Lusaka and its wheat field trials in Ngwerere. They also attended a field demonstration of Purdue Improved Crop Storage bags in the nearby district of Chongwe organized by the Catholic Relief Services, a local partner promoting low-cost post-harvest technologies for small-scale farmers in Zambia.

Southern Africa AID-I Rapid Delivery Hub has enabled the release of nearly 10,000 metric tons of certified maize and legume seed, which have been harvested by Zambian seed companies and community-based seed organizations, directly benefiting a million semi-subsistence farmers.

Govaerts also hailed Zambia’s commitment to creating a transparent seed system. “Thanks to this conducive policy environment, Zambia is a major hub in sub-Saharan Africa for hybrid maize seed production and export in Africa.”

Besides Southern Africa AID-I Rapid Delivery Hub, CIMMYT and the Zambia Agricultural Research Institute have been collaborating for over two decades along with public and private partners in Zambia through different investments designed to create sustainable interventions that strengthen food systems and directly reach small-scale farmers.

Accelerating delivery of stress-tolerant, nutritious seed in Eastern and Southern Africa

Accelerated delivery with a difference is underway in Malawi, Tanzania, and Zambia to ensure access to stress-tolerant seeds for underserved farmers in remote areas. Supported by USAID, the Accelerated Innovation Delivery Initiative (AID-I) project brings public-private and civil society together to address the impacts of climate change, pests and diseases, and food shocks on maize and legume systems.

One simple and cost-effective solution to tackle these threats is last mile delivery of stress-tolerant and nutritious seeds. Ensuring that farmers have access to a diverse range of seeds means they can choose the best varieties to suit their needs and their local environment.

Through AID-I, scientists at the International Maize and Wheat Improvement Center (CIMMYT) are working with over 20 global, regional, national, and local partners to strengthen maize and legume seed systems in Malawi, Tanzania, and Zambia.

So far, in 2023, the team has set up over a hundred mega-demonstrations across Malawi and Zambia, to raise awareness and increase seed production by exposing communities to improved, climate-adapted and nutritious crop varieties. As learning centers, the mega-demonstrations give farmers a chance to see for themselves the advantages of improved maize and legume varieties and better farming practices including conservation agriculture and doubled up legumes systems.

Spotlighted were drought-tolerant and nutritious varieties, expected to play a crucial role in the recovery of regional maize production. The Zambian and Malawian governments have also just released maize hybrids tolerant to fall armyworms, which will be scaled through the AID-I. The fall armyworm is an invasive pest that attacks more than 80 different crops but has a particular preference for maize. Without proper control measures, the pest can decimate crops, threatening food security, incomes, and livelihoods.

Alongside maize, the AID-I team is making seed of improved legume varieties, including beans, soybean, pigeon peas, cowpea, and groundnuts available at the last mile. Legumes are nutritious and good for the soil, providing valuable nutrients like nitrogen (N) so farmers can use less fertilizer, save money, and protect soil health.

AID-I supports strengthening of strategically located seed stockists of improved legume varieties and linking seed growers and buyers. These stockists, called agricultural development agents will also receive training in community seed production. Through connection with hundreds of agricultural development agents in the first farming season with seed suppliers, hundreds of thousands of farmers will be able to access a wide variety of improved seed.

Building strong relationships between public and private sector organizations is an integral part of the project. On January 16, 2023, long-term CIMMYT collaborator and AID-I key partner, AfriSeed hosted senior government officials from the United States Department of State (DOS) and U.S. Agency for International Development (USAID). The visitors gained valuable insight into how private seed companies involved in the marketing and distribution of maize and legume seeds operate in Zambia and showed their crucial role in the country’s seed sector.

Increasing smallholder inclusion in markets boosts rural livelihoods

Smallholder farmers have long been considered purely subsistence producers without the capacity to participate in commercial value chains. This has led to their exclusion from many agribusiness enterprises which typically focus on medium- to large-scale growers.

Through the Accelerated Innovation Delivery Initiative (AID-I), the International Maize and Wheat Improvement Center (CIMMYT) and partners are supporting smallholder farmers to enter viable legume value chains. Soybean is one crop experiencing a rapidly expanding market. This is a unique opportunity for small-scale farmers to access a legume value chain, one that drives sustainable intensified farming for improved income and livelihoods.

In the Kasenengwa District, in eastern Zambia, Josephine Mbewe produces soybean for local oil production and grain traders who export the commodity to neighboring countries like Zimbabwe and Malawi. She is one of many farmers who are benefitting from the Agriculture Development Agent model, a concept that has been developed by CIMMYT’s implementation partner Catholic Relief Services (CRS) and scaled up in the AID-I project.

“For years we always wanted to produce for the market, but the costs were just too high. In addition, we didn’t exactly know who to sell to so this model really helps us as we sell our products locally but knowing that our aggregated produce will go to distant consumers. This model is helping us to have access to high quality inputs such as improved seed, crop chemicals, fertilizers, and other related products,” Mbewe said.

The Agriculture Development Agent model aims to create a consortium of village based agrodealers who double as seed producers multiplying seed and selling it to surrounding farmers. The same dealers buy back the grain and sell it to oil pressing companies and export commodity trading companies.

The AID-I project scales promising innovations with proven ability to address some of the systemic constraints that have discouraged agribusinesses from engaging with smallholder farmers.

“This is a model that is leveraged on community social capital where trust exists between the ADA and the local farmer,” said James Nguluwe from CRS. “Issues related to seed diversion or side marketing of the harvested crop are kept at a bare minimum as farmers don’t want to spoil their relationship with the Agriculture Development Agent and their general reputation within the community.”

“The model is also catalytic to the use of improved seed as farmers have to produce using a particular seed type. The interactions with ADA over soya seed, production and reverse purchase set up has seen the farmers extending to procure improved maize varieties as well, as opposed to times past where they would recycle seed and reap poor harvests,” he said.

Paitana Mwanza, an ADA agreed and spoke of his positive experiences of the model.

“I have had no contractual breach with the farmers. When they buy the seed, we agree on a separate grain buy back arrangement – the farmers have always delivered as per agreement.”

For years, farmers have been growing recycled seed and use of improved seed has been very uncommon among smallholder farmers. Having a financial incentive where ADAs provide an assured market is proving to be a good enough incentive to facilitate behavioral change.

Agribusiness agents face high costs associated with aggregation of produce, which the Agriculture Development Agent model overcomes. Farmers are organized and supported by ADAs, who are registered market players that have been extensively trained in business practices, seed handling and seed and grain production. As such, both grain traders and processors can make a realistic profit through this innovative system that facilitates small-scale farmers accessing new markets.

One of the key objectives of the AID-I project is to ensure that participating in market systems is a choice for smallholder farmers and exclusion from viable value chains is a thing of the past. The Agriculture Development Agent model promises to transform not only eastern Zambia but the whole country at large.

Government of Zambia and CIMMYT strengthen ties in agricultural development

Senior government officials in Zambia have embraced the rollout of the International Maize and Wheat Improvement Center’s (CIMMYT’s) new innovations which target smallholder farmers and agriculture-based value chain actors in the country.

On January 17, 2023, CIMMYT Director General Bram Govaerts met with Minister of Agriculture Reuben Mtolo Phiri. The Minister reassured Govaerts that the investments made by CIMMYT in the country had the Government’s full support.

Earlier this year, a delegation led by Cary Fowler, the US Special envoy for Global Food Security met the Minister and his team at the Government complex in Lusaka, Zambia’s capital, to deliberate on a variety of agriculture development issues concerning the country.

Govaerts’ visit came off the back of the new Accelerated Innovation Delivery Initiative (AID-I), a CIMMYT-led project funded by the United Stated Agency for International Development (USAID). The project seeks to scale up promising innovations that could transform the maize and legume value chains within the southern African region, with a focus on Zambia, Malawi and Tanzania.

“As the Government of Zambia, we intend to create a private sector driven economy for which agriculture plays a critical role. Having progressive partners like CIMMYT helps us achieve this cause and this new program is received with open arms,” said Phiri.

The aims of the AID-I project include strengthening seed systems, the promotion and adoption of stress-tolerant maize and legume varieties, demonstration of good agriculture practices that respond to the effects of climate change and addressing systemic constraints in maize and legume value chains.

Through AID-I, CIMMYT experts are working with over 20 global, regional, national and local partners including the Alliance for a Green Revolution in Africa (AGRA), Catholic Relief Services (TLC), Total Land Care (TLC), the International Water Management Institution (IMWI) and World Vegetable Center.

Also attending the meeting was AID-I Technical Lead and CIMMYT Scientist Hambulo Ngoma who discussed some of the latest project activities.

“As this project focuses on accelerated delivery, we have set up more than 40 demonstrations in eastern Zambia with the intention of showcasing stress-tolerant varieties for maize and legume under conservation agriculture. In addition, we are showcasing other good agriculture practices such as strip cropping which not only enhances intensified crop production but is a biological control for fall armyworm,” Ngoma said.

The Minister appreciated the rationale of the project and indicated that participatory variety selection for farmers was crucial if they were going to maximize their yields and returns from farming.

Phiri further emphasized that CIMMYT and partners’ investment in legume value chain strengthening came at a welcome time as upscaling soya bean production was a key priority in the Government’s strategic plan for agricultural development because of its export-ready market within the region.

“Markets such as Zimbabwe, Mozambique and Tanzania can readily take up the soya we produce, and we are looking to export legumes such as soya and groundnuts to East Africa. This project therefore fits very well within our strategic road map,” Phiri said.

The demonstration plots set up by CIMMYT experts will help farmers grow the right varieties for their agro ecologies and have greater response capabilities to the export market opportunities the Government is facilitating.

The Minister also indicated that he hoped CIMMYT would assist in strengthening the country’s capacity to deal with fall armyworm. CIMMYT Global Maize Program Director B.M. Prasanna reassured Phiri that through the Zambian Agriculture research Institute (ZARI), CIMMYT had already released three fall armyworm-tolerant varieties. He also discussed how the AID-I project would be instrumental in scaling up their uptake, especially amongst smallholder farmers who have minimal disposable income to buy enough pesticides to control the pest.

Concluding the meeting, Govaerts spoke of CIMMYT’s commitment to supporting Zambia achieve its food security and agricultural export goals.

“As CIMMYT, we want you to recognize us as a listening partner. We are of the conviction that we can only combat climate change and achieve shared prosperity through the strength of convening power, where we leverage on each other’s strength.”

As the project is focused on scaling existing promising technologies and innovations, rapid transformative results are on the horizon for the people of Zambia.

A seed systems success story

Stewards Global, trading as Afriseed, is a Zambia seed systems intervention success story. Thanks to support from the International Maize and Wheat Improvement Center (CIMMYT) and other partners such as the United States Agency for International Development (USAID) and the Alliance for a Green Revolution in Africa (AGRA), Afriseed is transforming rural farmers’ livelihoods through supplying drought tolerant maize seed.

What began as a start-up in 2007 has since grown to be one of the leading companies in Zambia’s seed industry. “I started this company with a team of three people. We did not have much, but we had a compelling vision,” says founder Stephanie Angomwile. “Initially, we were multiplying and distributing legume seed to the market as we had observed the deficit where it was very difficult for any serious farmer to procure improved and high-performing seed.”

“Having set up the business, we were fortunate to get AGRA’s support to secure proper industrial premises where we could focus our operations and serve the Zambian market,” she explains. “Using a basic drum seed dresser, we were able to churn out 100 metric tons of seed per season, which was quite impressive considering how rudimentary our equipment was.”

At this point, USAID bought into their vision and furnished Afriseed with a processing plant that could handle, sort, treat, and package seeds for both legume and maize. The company then pivoted to working with maize seed, based off the observation that most farmers were obtaining yields lower than the genetic potential of existing varieties.

“To do so,  it was quite clear that we needed an institution that could help us break into the maize seed industry dominated by large multinational seed companies,” Angomwile explains. “This led us to partner with CIMMYT, which is a partnership that still exists today and has enabled us to accelerate our market penetration strategy through providing us with high-performing drought-tolerant genetics which are growing in popularity among farmers.”

The impact of CIMMYT support

Since 2017, CIMMYT has been working with Afriseed to help smallholder farmers access new and improved varieties that are drought-tolerant and can withstand seasonal weather variations induced by climate change. “As CIMMYT, our role is not only to breed improved genetic material that farmers can take up, but also to support business development for the private sector through intensive capacity building programs that position such entities to be sustainable and to excel in the absence project support,” explains Hambulo Ngoma, an agricultural economist working with CIMMYT. The organization has provided Afriseed with two high performing varieties so far: AFS 635 and AFS 638. In addition, CIMMYT has supported Afriseed in stimulating demand within the smallholder farmer market through facilitating the establishment of demonstration plots and designing targeted seed marketing strategies.

During CIMMYT Director General Bram Govaerts’ recent visit to Zambia, Ngoma highlighted that the organization is aware that small-to-medium enterprises may be constrained with regards to marketing budgets and market development investments. “As such, when we are convinced that there is a business case and an opportunity for a food security transformation, we usually support promising entities such as Afriseed with knowledge and resources to stimulate demand,” he said. “This is of extreme importance as farmers growing old, recycled seed from ancient varieties need to transition to new, improved varieties.”

Govaerts said, “We are happy we could contribute to the success of Afriseed in our own small way and we hope our partnership will take you to the next level.”

Afriseed has since grown and now comprises nearly 200 workers: 90 permanent staff and 110 casual workers during the peak season. Production has surged to an excess of 10,000 metric tons per season and there is a growing customer base stretching throughout all regions of the country. Angomwile is very grateful to have had a partner like CIMMYT, which facilitated Afriseed’s membership to the International Maize Consortium (IMC), a global body that provides access to an expanded genetic pool bringing exposure to new genetic gains. “Being a member of IMC is definitely an advantage for us as an entity because the seed supply market is highly competitive,” she explains. “So, we can now quickly become aware of the new genetic materials available and ask our research and development team — established through the immense support from CIMMYT — to develop new varieties for our target market.”

Through a series of exchange visits and trainings, CIMMYT has mentored the research and development team who are now in a position to breed their own varieties without external support. “The number of farmers in high potential areas that are remotely located that are still growing recycled seed is still quite large,” says Peter Setimela, a seed systems specialist who was part of the mentoring team. “We need to continuously render extensive support to entities such as Afriseed such that the seed quality deficiency gap can be greatly reduced.”

As the rains have been in abundance during this 2022/23 season, there is high anticipation that farmers who have grown seed from reputable seed suppliers such as Afriseed, are set for a bumper harvest.

CGIAR Initiative: Accelerated Breeding

Resource-poor farmers in low-income and middle-income countries will hugely benefit from improved crop varieties that perform better in terms of nutritional quality, income generation, water and nutrient use, stability of yields under climate change, and the needs of both women and men as farmers and as consumers.  

However, many smallholder farmers still grow old varieties, in part because they derive inadequate benefits from recent breeding efforts. To trigger timely adoption, new varieties must be widely available and affordable to farmers, and offer a step-change in performance through higher rates of genetic gain. A faster pace of varietal turnover is critical – to enable farmers to adapt and advance rapidly as climatic and market conditions change. 

Breeding programs also need a greater focus on developing farmer- and consumer- preferred varieties adapted to distinct production environments, markets and end uses. This can be facilitated by smarter design of breeding programs; stronger partnerships between CGIAR, National Agricultural Research and Extension Systems (NARES) and small and medium enterprises (SMEs); and strengthened organizational capacity.

This Initiative aims to develop better-performing, farmer-preferred crop varieties and to decrease the average age of varieties in farmers’ fields, providing real-time adaptation to climate change, evolving markets and production systems. 

The objective will be achieved through:

  • Re-focusing breeding teams and objectives on farmers’ needs, in particular the needs of women, through achievable product profiles and breeding pipelines targeting prioritized regions and market segments. 
  • Reorganizing breeding teams to drive efficiency gains through the coordinated engagement of specialists and processes using a common organizational framework, stage gates, key performance indicators and handover criteria. 
  • Transforming towards inclusive, impactful CGIAR-NARES-SME breeding networks with empowered partners, along with customized capacity building, standardized key performance indicators, and by dividing labor and resources across partners according to comparative advantage and aligned with national priorities. 
  • Discovering optimum traits and deployments through agile, demand-driven and effective trait discovery and deployment pipelines, and development of elite donor lines with novel and highly valuable traits. 
  • Accelerating population improvement and variety identification through optimizing breeding pipelines (trailing, parent selection, cycle time, use of Breeding Resources tools and services, etc.), with the goal of assuring all programs deliver market-demanded varieties that deliver greater rates of genetic gain per dollar invested. 

Engagement

This Initiative will work with breeding programs serving countries in Sub-Saharan Africa, and South Asia, along with Asia and Latin America. Priority countries for the Initiative include Ghana, Kenya, Nigeria, Senegal, Tanzania, Uganda, Zambia and Zimbabwe in Africa, and Bangladesh and India in South Asia. 

Outcomes

Proposed 3-year outcomes include:

  1. At least 75% of breeding pipelines are oriented towards specific market segments, enabling greater focus on farmers’ needs, drivers of adoption, distinct impact areas and the strategic allocation of resources. 
  2. At least 70% of breeding pipelines use a revised organizational framework that provides operational clarity and effectiveness for specialized teams pursuing breeding outputs. 
  3. At least 80% of the breeding networks have implemented documented steps toward stronger partnership models where NARES and SMEs have increased breeding capacity, and make greater scientific, operational and decision-making contributions to the breeding process. 
  4. At least 50% of breeding pipelines are supported by a dedicated trait discovery and deployment program that delivers high-impact traits in the form of elite parental lines. 
  5. At least 70% of breeding pipelines have increased the rate of genetic gain in the form of farmer-preferred varieties, with at least 50% providing significantly improved varieties delivered to seed system recipients.

She has spearhead implementation projects of US$23M-$320M funding, while leading teams across 19 countries with more than 14 international and bilateral donors. Mwai holds a Doctor of Business Administration, Masters of Science in Organization Development, Masters of Business Administration, and is a Certified Public Accountant and Corporate Governance Trainer.

She has a keen ability to identify inefficiencies and create sustainable systems enabling consistent, on-time completion, regardless of project complexity. Her lived experience on both sides of the donor and recipient dividing lines affords her a nuanced understanding of stakeholder needs and the intricacies of donor requirements.
