WPEPs-Annual-Planning-Meeting-3WPEPs Annual Planning Meeting-3The Wheat Productivity Enhancement Program (WPEP), funded by the United States Department of Agriculture (USDA), held its annual wheat planning meeting organized by Pakistan Agricultural Research Council (PARC) and CIMMYT on 8-10 September 2015 in Islamabad.

WPEP aims to improve wheat productivity in Pakistan through rust surveillance, breeding, pre-breeding, seed multiplication, agronomy, and capacity building. The meeting highlighted the progress of research institutes across the country during 2014-15, the production challenges they face, and the way forward to improve wheat productivity.

Acknowledging the efforts of WPEP during the inaugural session, Sikander Hayat Khan Bosan, Federal Minister for National Food Security and Research, said that Pakistani farmers have been able to double their wheat yields during the past few years. The USDA, international experts, PARC, and CIMMYT have brought a new development paradigm to Pakistan’s agricultural sector in the form of the WPEP.

PARC Chairman Iftikhar Ahmad commended the efforts of researchers to successfully combat the wheat rust diseases. He also emphasized that policies should be more farmer-friendly so that farmers could make the most of their hard work.

Briefing participants on WPEP’s successes, David Marshall, USDA/ARS-Plant Science Research Unit, mentioned its research activities, inter-institutional collaboration, development of greenhouse and rust inoculation facilities, laboratories, and agricultural machinery. He added that the Karnal bunt (KB) problem in wheat is spreading in Pakistan and hindering seed exports. If, for several years, collaborating institutions take actions such as treating seed with fungicides, breeding KB resistant varieties, and providing KB-free seeds, this would greatly decrease the inoculum load and help control the disease.

David Williams, Agricultural Counselor, U.S. Embassy, acknowledged the efforts of CIMMYT, PARC, and all the national organizations involved in improving wheat productivity.

CIMMYT Country Representative Imtiaz Muhammad summarized WPEP’s achievements over the past five years and the support it has provided to improve wheat production. He updated the participants on the rust races that have been identified, including 4 stem rust, 28 yellow rust, and 14 leaf rust races. He assured them that CIMMYT will continue to work towards enhancing wheat production in Pakistan in close partnership with national and international partners.

Farmer representatives from across Pakistan attended the meeting and described the challenges they face, mainly, purchasing quality seed at an affordable price and being able to market their agricultural products. Participants expressed their appreciation for the support of USDA, PARC, and CIMMYT in enhancing wheat production.

WPEP enhances the capacity of national researchers and ensures quality wheat seed production in Pakistan

The Wheat Productivity Enhancement Program (WPEP) held a training course on national seed technology, organized by CIMMYT in partnership with Pakistan’s Federal Seed Certification and Registration Department (FSC&RD), on 10-12 September 2015 in Islamabad.

During the opening session, CIMMYT Country Representative Imtiaz Muhammad informed the participants on the WPEP’s mandate for accelerated wheat seed multiplication of rust resistant varieties including stem rust resistant varieties with a focus on Ug99, its constraints, and early generation seed multiplication of newly released varieties.

The training covered variety maintenance including head rows, progeny rows, progeny blocks, breeder seed production, variety registration, seed multiplication of pre-basic, basic, and certified seed, plant breeders’ rights, seed enterprises and up-scaling of varieties resistant to Ug99 and other rusts.

The course was attended by 60 participants including seed certification officers, seed analysts, and seed growers, as well as representatives of public and private seed companies, agriculture training institutes, the agriculture extension department, and research institutes. Also in attendance were women seed analysts from the seed regulatory department.

Accelerated seed multiplication of pre-release varieties is needed to produce seeds of varieties resistant to Ug99 and other rusts and deliver them to the farming community. WPEP facilitates the screening of wheat breeding lines for both seedling and adult plant resistance to Ug99. This training will enable the participants to better assist wheat breeders during variety maintenance activities and accelerated pre-basic seed multiplication and will provide a sound base for multiplying basic and certified seed. Participants also held extensive discussions on quality seed production, improved agronomic practices, seed diseases, seed storage, and seed handling during transport.

CIMMYT-WPEP has already provided pre-basic and basic seed to public seed corporations, private seed companies, and farmers throughout the country in order to have large quantities of quality seed available, with the expectation that seed certification will be arranged locally. This training will facilitate testing of crop and seed purity, which is required for crop and seed certification.

At the closing, Seerat Asghar, Federal Secretary, Ministry of National Food Security and Research, and FSC&RD Director General Shakeel Ahmad Khan acknowledged CIMMYT’s continuous contributions and its cooperation in holding such a valuable training course in Pakistan. These types of courses create awareness of variety maintenance and early generation seed multiplication, which are essential for achieving sound certified seed production in Pakistan.

Setting the stage for delivering high zinc wheat in South Asia

Public and private sector partners in HarvestPlus’ biofortified wheat research and dissemination network in South Asia got together at ICRISAT, Hyderabad, on 10-11 September to discuss progress on breeding research, producing seed for target populations, and strategies for accelerating seed production and fast-tracking commercialization of biofortified zinc-rich wheat varieties.

Partners from India, Nepal, Bangladesh and Pakistan, as well as delegates from the Indian Council of Agricultural Research (ICAR), various state agricultural universities, NGOs, small and medium-size private seed companies, processors, millers, and progressive farmers discussed topics such as critical gaps and opportunities in outreach strategies, priority upscaling interventions, and policy incentives for fast-track adoption of improved high Zn wheat varieties.

ICAR Deputy Director General (Crop Science) J.S. Sandhu inaugurated the workshop with a formal presentation on India’s Consortia Research Platforms (CRP) for improving nutritional quality of major staples and emphasized the extraordinary nutritional challenges that country faces, e.g., some of the highest rates of childhood stunting and malnutrition in the world. Wolfgang Pfeiffer, HarvestPlus Director (Product Development and Deployment), highlighted the success of HarvestPlus partners in disseminating nutrient-dense wheat, reaching 50,000 farm households and providing biofortified wheat to a quarter of a million household members by 2015. Parminder Virk, Product Development Manager at HarvestPlus, urged participants to set up a fast-track commercialization pipeline to enable nutrient rich wheat varieties to reach smallholder farmers fast.

CIMMYT Wheat Breeder Velu Govindan discussed advances in the development of competitive high Zn wheat germplasm at CIMMYT, Mexico, to satisfy the needs of national program partners, while Arun Joshi, Senior Wheat Breeder, CIMMYT-South Asia, emphasized the crucial role of public and private sector partners in ensuring farmers have rapid and long-term access to nutrient rich wheat seed. Ravish Chatrath, IIWBR, summarized the results of a special biofortified wheat trial conducted across locations in India.

V.K. Mishra, Banaras Hindu University, reported that farmer-participatory varietal selection trials have enabled the identification and release of competitive high Zn wheat varieties for fast-track commercialization in the eastern Gangetic Plains (EGP) of India. The new varieties are not only nutritionally superior, but also drought tolerant and resistant to rusts and other foliar diseases. They are being commercialized in India as truthfully-labeled seed under different names by private companies and farmers’ seed production networks.

Pakistan’s maize sector is heavily dependent on imported hybrid seed, which accounts for 85-90% of the annual seed supply. Such huge imports not only cost the country about US$ 50 million every year, but also mean that Pakistani maize farmers have to pay US$ 6-8 per kg for hybrid seed, depending on the variety and the availability of seed on the market. Availability and affordability of quality seed of widely adapted maize varieties are the key to unlocking the production and productivity potential of maize, Pakistan’s third most important cereal crop.

To address this issue, which is a priority of the government of Pakistan, CIMMYT is conducting maize intervention activities under the Agricultural Innovation Program for Pakistan (AIP), a USAID-funded project. Under the AIP program, CIMMYT has introduced more than 700 diverse maize lines from its regional breeding hubs in Colombia, Mexico and Zimbabwe, and has evaluated them under Pakistan’s diverse ecologies since early 2014.

The germplasm consists of hybrids and open-pollinated varieties with enhanced nutrient content (quality protein maize and varieties enriched with pro-vitamin A) and wide adaptation that have consistently performed well over the past three seasons.

Based on the performance of the materials, CIMMYT, in partnership with Pakistan Agricultural Research Council (PARC), organized a traveling seminar to give stakeholders the chance to evaluate the performance of CIMMYT maize germplasm in Punjab Province. The evaluation focused mainly on spring maize and took place on 15-17 June 2015. Experts from 12 public and private institutions (including seed companies, agricultural universities and public research institutions) evaluated the performance of the materials at different sites across the province.

The event also gave stakeholders the opportunity to share their trial management and field data recording experience. Participants thanked CIMMYT and PARC for creating such a unique platform where stakeholders showcased their activities and discussed and shared information on how CIMMYT materials perform across the different sites. According to AbduRahman Beshir, CIMMYT-Pakistan maize improvement and seed systems specialist, “When we first introduced the range of CIMMYT maize hybrids and OPVs in early 2014, we were not sure how they would perform, particularly in harsh environments where the temperature often exceeds 40 0C.” He added that after such an aggressive intervention, CIMMYT is now at the product allocation phase based on partners’ selection and requests. Today it is clear that CIMMYT has much to offer its Pakistani partners not only in their efforts to produce hybrid seed locally and achieve self-sufficiency, but also to enhance local maize breeding programs through enriched gene pools.

Fostering public-private partnerships for decentralized wheat seed production in Pakistan

To strengthen functional linkages between private seed companies and public sector institutions in Pakistan, CIMMYT and its national partners jointly organized four training sessions, one each in Punjab and Sindh and two in Khyber Pakhtunkhaw during March and April, 2015. Participants included 45 staff members from 10 private seed companies from those provinces.

Although private seed companies have a major share of Pakistan’s wheat seed market, they rely almost completely on public sector wheat breeding institutes for pre-basic and basic seeds. However, the public sector has limited capacity for producing adequate amounts of pre-basic and basic seed to support the deployment of new wheat varieties. In addition, a recent study on the private wheat seed sector in Pakistan suggests that around two-thirds of seed companies do not obtain the amounts of pre-basic/basic seed they require from public seed corporations.

Currently, only a few private seed companies obtain pre-basic or basic seeds from wheat research institutes based on personal relationships, but functional and institutional linkages between public and private sector organizations have yet to be established. CIMMYT identified this gap and is now working towards bridging it by engaging important actors from both sectors. The first step was to convince the public sector to provide pre-basic and basic seeds to private seed companies, particularly small companies in rural areas. Several of the public sector wheat breeding institutes responded positively to this call. Another important step is to develop the capacity of private seed companies to produce quality basic and certified seed by building trust between them and public sector institutions.

The training sessions had an innovative curriculum focusing on the technical aspects of producing high quality basic seed and enhancing marketing skills and networking to develop profitable, sustainable seed companies able to produce seed of new varieties. Experts from public sector research institutions addressed subjects such as rouging, isolation distances, crop and varietal mixtures, weed management, post-harvest technologies, quality control procedures, and conservation agriculture. They also showed how contract growers and seed companies can reduce their production costs and improve their profit margins.

Representatives of the Federal Seed Certification and Registration Department (FSC&RD) highlighted protocols for pre-basic/basic and certified seed production and multiplication. The training sessions enhanced participants’ understanding of various aspects of the seed business, such as business plan development, market assessment, product pricing and using proper marketing channels.

The expectation is that 14 private seed companies will produce around 1,000 tons of basic seed of 12 wheat varieties, enough to plant more than 8,000 ha of seed plots. This would enable the production of more than 24,000 tons of certified seed for the rural areas of the three provinces, thus paving the way for decentralized production and marketing of basic wheat seed in Pakistan.

AIP-CIMMYT holds national meeting on conservation agriculture in Pakistan

“Cereal system productivity cannot be improved without improving agronomic practices,” declared Shahid Masood, Member of the Pakistan Agricultural Research Council (PARC) at a two-day AIP-Agronomy national meeting on conservation agriculture held in Islamabad, Pakistan, on 26-27 May 2015. He lauded CIMMYT’s efforts to strengthen conservation agriculture (CA) research and disseminate CA to Pakistan’s farming community and mentioned the importance of public and private partnerships for promoting CA technologies. The meeting was jointly organized by CIMMYT and PARC under USAID’s Agricultural Innovation Program (AIP) for Pakistan.

National partners shared progress on AIP’s agronomy activities and on implementation related issues at the event, which was attended by 58 agriculture professionals from various provincial and federal research institutes, agriculture extension, universities, private companies and international centers, who are involved in agronomy research and dissemination of CA technologies among the farming community under AIP.

On this occasion, Muhammad Azeem Khan, National Agricultural Research Centre (NARC) Director General, mentioned that in the 1980s, CIMMYT worked on developing zero tillage wheat technology for Pakistan’s rice-wheat area and acknowledged CIMMYT’s current research activities and capacity building of national scientists in Pakistan.

Imtiaz Muhammad, CIMMYT Country Representative and AIP Project Leader, informed participants that 13 national public and private sector partners are collaborating on conservation agriculture activities under AIP and that CIMMYT has provided new planters and financial support for implementation activities.

Imtiaz Hussain, Cropping System Agronomist, mentioned that conservation agriculture techniques such as zero tillage and bed planting in Pakistan’s rice-wheat, maize-wheat, legume-wheat, cotton-wheat and rainfed wheat cropping systems are currently being evaluated and disseminated. In collaboration with national partners, CIMMYT is also evaluating the zero-tillage Happy Seeder, which can plant wheat under heavy rice residue, without burning, in the Punjab’s rice-wheat area. This environmentally friendly technology has helped farmers avoid burning rice residues, reduce tillage operations and improve wheat yields. CIMMYT, in collaboration with national partners, is also focusing on evaluating site-specific nutrient management techniques, such as Nutrient ExpertTM decision support tools for wheat and maize and the GreenSeeker handheld sensor for nitrogen management in wheat.

USAID Representative Nazim Ali acknowledged CIMMYT’s efforts to implement AIP activities among smallholder farmers and disseminate improved technologies in smaller provinces such as Balochistan and Khyber Pakhtunkhwa.

At the closing session, participants agreed to focus on locally manufacturing the zero-till Happy Seeder and ZT multi-crop planter, disseminating CA planters and techniques through service providers, introducing small farm machinery to smallholders in northern Pakistan and building the capacity of national partners.

The Wheat Productivity Enhancement Program (WPEP) in Pakistan, led by CIMMYT and funded by the United States Department of Agriculture (USDA), is working to enhance and protect wheat productivity in Pakistan by supporting research leading to the identification, adoption and optimal agronomic management of new, high yielding, disease resistant wheat varieties.

The objective of the first Wheat Improvement Training Course, conducted from 1 March–24 April 2015, was to build the capacities of 20 early- and mid-career scientists and Ph.D. scholars from across Pakistan. Organized in collaboration with the Wheat Research Institute (WRI) and the Ayub Agricultural Research Institute (AARI) in Faisalabad, Punjab province, this unique learning opportunity included lectures, field demonstrations and lab work focusing on conventional and molecular breeding methodologies, plus wheat pathology, physiology and quality.

Another objective was to acquaint participants with new and improved wheat germplasm including both CIMMYT introductions and WRI local germplasm.
Specialists in wheat breeding, pathology, agronomy, physiology, statistics, entomology and quality shared their experiences with the participants, who also received hands-on training on emasculation and pollination procedures in wheat and barley; rust and Karnal bunt inoculation procedures in the field; varietal release procedures; the varietal release program; aphid identification; and rejection and selection criteria used in wheat trials.

The course was followed by a loose smut eradication campaign in AARI fields in Faisalabad, Punjab province. The participants also visited food technology laboratories where they observed various activities and equipment used for assessing protein and starch content, gluten tolerance and baking quality.

In fond memory of Paula Kantor (1969-2015)

As you all know, Paula Kantor died tragically on May 13, in the aftermath of a Taliban attack on the hotel where she was staying in Kabul, Afghanistan. We are all very sorry for her loss and are gathered here today to pay homage to a caring, committed, energetic and talented colleague.

Paula joined CIMMYT as a senior gender and development specialist in February 2015 to lead an ambitious research project focused on understanding the role of gender in major wheat-growing areas of Afghanistan, Ethiopia and Pakistan.

She was not a stranger to Afghanistan, having worked in Kabul from 2008 to 2010 as director and manager of the gender and livelihoods research portfolios at the Afghanistan Research and Evaluation Unit, an independent research agency. She had a love for the Afghani people and was committed to improving their lives.

I never met Paula, but having spoken to colleagues who knew her, she had an exceptionally sharp, analytical mind and a deep understanding of how change can empower men and women to give them a better chance to influence their own lives and choose their own path.

By planting this tree, we want to remember Paula for her strong passion in ensuring that her work made a difference and it is now upon us to move forward and make that difference she strived for.

For development expert Paula Kantor, gender equality was crucial

1400EL BATAN, Mexico (CIMMYT) – Paula Kantor had an exceptionally sharp, analytical mind and a deep understanding of how change can empower men and women to give them greater control over their own lives, helping them shape their future direction, said a former colleague.

Kantor, a gender and development specialist working with the International Maize and Wheat Improvement Center (CIMMYT), died tragically on May 13 at age 46, in the aftermath of a Taliban attack on the hotel where she was staying in Kabul, Afghanistan.

At the time, she was working on a new CIMMYT research project focused on understanding the role of gender in the livelihoods of people in major wheat-growing areas of Afghanistan, Ethiopia and Pakistan.

The aim of the three-year project, supported by Germany’s Federal Ministry for Economic Cooperation and Development (BMZ), is to find out how wheat research-and-development can contribute to gender equality in conservative contexts so that, in turn, gender equality can contribute more to overall development.

“Paula’s research was targeting a very large populace facing serious threats to both food security and gender equality,” said Lone Badstue, gender specialist at CIMMYT, an international research organization, which works to sustainably increase the productivity of maize and wheat to ensure global food security, improve livelihoods and reduce poverty.

“Paula had vast experience – she spent most of her working life in these contexts – in very patriarchal societies – and had a great love for the people living in these regions. She also had a deep understanding of what she felt needed to change so that both men and women could have a better chance to influence their own lives and choose their own path.”

Kantor, a U.S. citizen, was no stranger to Afghanistan. Several years before joining CIMMYT, she had been based in Kabul where she worked as director and manager of the gender and livelihoods research portfolios at the Afghanistan Research and Evaluation Unit (AREU), an independent research agency, from 2008 to 2010.

The project Kantor was working on at the time of her death builds on the idea that research and development interventions should be informed by a socio-cultural understanding of context and local experience, Badstue said.

Ultimately, this approach lays the groundwork for a more effective, equitable development process with positive benefits for all, she added.

WHEAT AND GENDER

Globally, wheat is vital to food security, providing 20 percent of calories and protein consumed, research shows. In Afghanistan, wheat provides more than half of the food supply, based on a daily caloric intake of 2,500 calories, while in Pakistan wheat provides more than a third of food supply, and in Ethiopia it provides about 13 percent of calories, according to the U.N. Food and Agriculture Organization (FAO) and the Global Food Security Index. These data do not reflect gender disparity with regard to food access.

In Afghanistan, Ethiopia and Pakistan, the central role of wheat in providing food security makes it an important part of political stability. Overall, gender inequality and social disparities have a negative impact on general economic growth, development, food security and nutrition in much of the developing world, but particularly in these three countries, Badstue said.

Women make up between 32 to 45 percent of economically active people in agriculture in the three countries, which are classified by the U.N. Development Programme’s Gender Inequality Index in the “low human development” category.

Although women play a crucial role in farming and food production, they often face greater constraints in agricultural production than men, Badstue added.

Additionally, rural women are less likely than men to own land or livestock, adopt new technologies, access credit, financial services, or receive education or extension advice, according to the FAO.

Globally, if women had the same access to agricultural production resources as men, they could increase crop yields by up to 30 percent, which would raise total agricultural output in developing countries by as much as 4 percent, reducing the number of hungry people by up to 150 million or 17 percent, FAO statistics show.

“Addressing gender disparities between women and men farmers in the developing world offers significant development potential,” Badstue said.

“Improvements in gender equality often lead to enhanced economic efficiency and such other beneficial development outcomes as improved access to food, nutrition, and education in families.”

METICULOUS RESEARCHER

Paula was brilliant,” Badstue said. “She had a clear edge. She was someone who insisted on excellence methodologically and analytically. She was very well equipped to research issues in this context because of her extensive experience in Afghanistan, as well as her considerate and respectful manner.”

Kantor’s involvement in “Gennovate,” a collaborative, comparative research initiative by gender researchers from a series of international agricultural research centers, was also critical, Badstue said.

The group focuses on understanding gender norms and how they influence the ability of people to access, try out, adopt or adapt new agricultural technology. Kantor provided key analytical and theoretical guidance, inspiring the group to take action and ensure that Gennovate took hold.

Kantor’s work went beyond a focus on solving practical problems to explore underlying power differences within the family or at a local level.

“Agricultural technology that makes day-to-day work in the field easier is crucial, but if it doesn’t change your overall position, if it doesn’t give you a voice, then it changes an aspect of your life without addressing underlying power dynamics,” Badstue said.

“Paula was trying to facilitate lasting change – she wasn’t banging a particular agenda, trying to force people into a particular mind-set. She was really interested in finding the space for manoeuver and the agency of every individual to decide what direction to take in their own life. She was a humanist and highly respected throughout the gender-research community.”

Before joining CIMMYT, Kantor served as a senior gender scientist with the CGIAR’s WorldFish organization for three years from 2012. She also worked at the International Center for Research on Women (ICRW) in Washington, D.C., developing intervention research programs in the area of gender and rural livelihoods, including a focus on gender and agricultural value chains.

A funeral mass will be held for Paula Kantor at 11 a.m. on June 11, 2015 at St Leo the Great Catholic Church in Winston Salem, North Carolina. 

CIMMYT will hold a memorial service for Paula Kantor on Friday, June 12, 2015 at 12:30 p.m. at its El Batan headquarters near Mexico City. 

WPEP strengthens farmer knowledge of wheat seed production in Pakistan

The Wheat Productivity Enhancement Program (WPEP), led by CIMMYT and funded by the United States Department of Agriculture (USDA), held technical training sessions on wheat seed production from March to May 2015 for farmer enterprise groups (FEGs) in Pakistan’s Khyber Pakhtunkhwa (KP) Province. The training was held in collaboration with the Outreach Programme of the Agriculture Research System in KP Province, which formed the FEGs, each comprising 30-35 persons including farmers, seed dealers and seed company representatives.

Wheat ranks first among the food crops of KP Province and is grown mainly on a rainfed area covering 0.729 to 0.776 million hectares. Compared to the rest of Pakistan, KP Province has low yields due to water scarcity, weak extension services and low adoption of recommended technologies, including improved varieties. The public seed sector produces only 5-8 percent of all wheat seed planted in the province, leaving a large gap for private sector investment in wheat seed production and improvement.

More than 92 percent of farmers plant their own wheat seed, which is of inferior quality. Farmers need to be trained to produce quality seed to plant in their own fields and share with neighboring farmers. In response, WPEP has engaged all wheat breeders at KP partner institutes and seed regulatory agencies to enhance production of early generation seed of both advanced lines and released varieties. WPEP also carries out seed demonstrations and variety popularization trials in farmers’ fields to create awareness about new varieties and production technologies.

Five training courses were held at the Cereal Crops Research Institute (CCRI), Pirsabak, the Agriculture Research Stations at Buner and Mansehra, and Bamkhail-Swabi and Tarnab-Peshawar Research Institutes. The training enabled FEGs to learn of quality seed and update their knowledge on seed production, seed laws, seed storage, the most recent high-yielding varieties, available seed sources and varietal identification. They also learned about wheat stem rust disease and rust resistant varieties that have been planted in KP by public and private seed companies and also on farmers’ fields. Other subjects included varietal testing and evaluation, the release, registration and approval system, variety maintenance, and production of pre-basic and basic certified seed.

Trained FEGs are expected to become registered private or public sector seed growers in the future. Building the capacity of FEGs will strengthen farming communities, improve farmers’ incomes and increase wheat productivity throughout the KP region.

Durum wheat production in Pakistan: keeping up with changing demands

In response to rapidly-changing food preferences in Pakistan, including a latent unmet demand for pasta products, CIMMYT-Pakistan has been working to develop the country’s durum wheat market and varieties that satisfy the required grain quality attributes, in addition to high yields and disease resistance.

According a 2014 study by the Woodrow Wilson International Center for Scholars, Pakistan is urbanizing at an annual rate of 3 percent—the fastest pace in South Asia. “More Pakistanis are living in cities than ever before,” said Krishna Dev Joshi, CIMMYT wheat improvement specialist. “As a result, demand for durum wheat products like macaroni or spaghetti is rising. But farmers are not growing durum wheat because there is no a clear price advantage or assured markets. At the same time, private investors will not develop new milling facilities or markets without guarantees of durum wheat grain supplies from farmers.”

To help break the impasse, CIMMYT has been testing and evaluating 925 durum wheat lines in Pakistan since 2011, and identified 40 durum wheat lines as having appropriate combinations of high yield, protein, yellowness and sedimentation. The yield stability of lines across locations and years indicates that durum wheat could be grown in environments similar to those of the trial sites, increasing the chances for uptake of this new crop. “One challenge, though,” said Joshi, “is that durum yields were only slightly higher than those of bread wheat, posing a challenge for the uptake by farmers of durum wheat.”

Activating Durum Markets from the Ground Up

The Center also led a 2014 durum value chain study involving 85 respondents including farmers, millers, the processing industry, restaurants, seed companies, grain dealers and consumers across five locations. They were queried regarding their awareness of durum wheat, as well its production, usage and future prospects in Pakistan. “A complete lack of durum milling technology is the main obstacle to commercializing this crop,”  Joshi said.

Value chain actors themselves were only marginally aware of durum wheat and associated technologies. However, 60% of millers stated they would be willing to invest in durum wheat if it became an openly-traded commodity, policies fostered market price premiums, durum milling machinery could be acquired at subsidized rates and local and foreign manufacturers were linked.

For durum wheat production to take hold in Pakistan, milling technology would have to be adapted or farmers would have to find a niche in the international market. Government support is necessary in either case.

Despite these challenges, the durum wheat market is slowly being developed. The first national durum wheat workshop in Pakistan last September brought together farmers, millers, processing industries, dealers, seed companies, extension professionals, researchers and policy makers to share knowledge, experiences and ideas for a durum wheat value chain. The 10 best durum wheat lines are being evaluated in wheat trials across 9 locations right now.

CIMMYT representatives including Joshi will take part during 31 May-2 June in the international conference “From Seed to Pasta and Beyond: a Sustainable Durum Wheat Chain for Food Security and Healthy Lives,” with experts from around the world.

SUPER WOMAN: Jeanie Borlaug Laube unites global wheat community

This year, CIMMYT asked readers to submit stories about women they admire for their selfless dedication to either maize or wheat. In the following story, Linda McCandless writes about her Super Woman of Wheat, Jeanie Borlaug Laube, chair of the Borlaug Global Rust Initiative.

Jeanie Borlaug Laube has served as the chair of the Borlaug Global Rust Initiative (BGRI) since 2009, a year after it was first launched.

She is an enthusiastic proponent of wheat research and enjoins all scientists to “take it to the farmer.”

She has helped build a community of wheat researchers and amplified their collective voice among politicians, policymakers, farmers, scientists and donors.

She is an influential advocate for wheat research and science. To mark the 100th anniversary of her father Norman Borlaug’s birth, in 2013 and 2014 she visited Ethiopia, Kenya, India, Pakistan, Turkey, Mexico, Washington, D.C, and Minnesota, speaking at various political events as an ambassador for wheat, food security, and global cooperation. Additionally, she met with scientists, farmers and other leaders.

The late Borlaug, known as “the father of the Green Revolution” for the high-yielding, disease-resistant, semi-dwarf wheat varieties he developed, won the Nobel Peace Prize in 1970.

In 2009, she initiated the Jeanie Borlaug Laube Women in Triticum Award for young career scientists, and there are now 25 awardees who are changing the face of wheat research.

In 2010, she initiated the Jeanie Borlaug Laube Mentor Award for those scientists, male or female, who are valuable mentors of young wheat scientists.

For her enthusiastic, persistent and persuasive advocacy of wheat as one of the most important crops for global food security, I nominate Jeanie Borlaug Laube as a Wheat Super Woman.

CIMMYT remembers vital legacy of gender specialist Paula Kantor

EL BATAN, Mexico (CIMMYT) CIMMYT is sad to announce the tragic death of our friend and respected colleague, gender and development specialist Paula Kantor.

Paula died on May 13, in the aftermath of an attack on the hotel where she was staying in Kabul, Afghanistan.

“We extend our deepest condolences to her family, friends and colleagues,” said Thomas Lumpkin, CIMMYT’s director general.

“Paula’s desire to help people and make lasting change in their lives often led her into challenging settings. Her dedication and bravery was much admired by those who knew her and she leaves a lasting legacy upon which future research on gender and food security should build.”

Paula joined CIMMYT as a senior scientist (gender and development specialist) in February 2015 to lead an ambitious new project aimed at empowering and improving the livelihoods of women, men and youth in important wheat-growing areas of Afghanistan, Ethiopia and Pakistan.

“We’re shocked and left speechless by the tragic loss,” said Olaf Erenstein, director of socio-economics at CIMMYT. “Paula was such a caring, committed, energetic and talented colleague. She inspired everyone she worked with – and it’s so sad that her life and career were prematurely ended. She will be sorely missed – our deepest sympathies to her family, friends and colleagues throughout the world.”

At the time of her death at age 46, Paula had many years of experience in the area of gender and social development. She was an established and respected professional and prolific writer, having published more than a dozen peer-reviewed academic publications, some 10 peer-reviewed monographs and briefs, 15 other publications and 10 conference papers during her lifetime.

Dynamic Career

Before joining CIMMYT, Paula served as a senior gender scientist with CGIAR sister organization WorldFish for three years from 2012.

At WorldFish, working in Bangladesh, Malaysia and Egypt, Paula contributed significantly to the design and development of gender-transformative approaches for the CGIAR Research Programs (CRP) on Aquatic Agricultural Systems (AAS) and Livestock and Fish.

She coached many of her colleagues in a range of pursuits, and among many noteworthy achievements, she mentored an international non-governmental organization in its efforts to deliver gender programming to women fish retailers in Egypt.

“It is such a tragic, shocking waste of a remarkable talent,” said Patrick Dugan, WorldFish deputy director general and CRP AAS Director.

“Her commitment to gender, and wider social equality inspired the people she worked with. She’ll be sorely missed by us all.”

For two years previously, Paula worked at the International Center for Research on Women (ICRW) in Washington, D.C., developing intervention research programs in the area of gender and rural livelihoods, including a focus on gender and agricultural value chains.

From 2008 to 2010, Paula was based in Kabul, working as director and manager of the gender and livelihoods research portfolios at the Afghanistan Research and Evaluation Unit (AREU), an independent research agency.

After earning a doctoral degree focused on international economic development and gender from the University of North Carolina at Chapel Hill in 2000, she taught in the Departments of Consumer Science and Women’s Studies at the University of Wisconsin-Madison.

An American citizen from North Carolina, after earning a Bachelor of Science in Economics from the Wharton School of the University of Pennsylvania in 1990, Paula earned a master’s degree in Gender and Development from Britain’s Institute of Development Studies at the University of Sussex.

“Paula was a key pillar in our gender work and a dear friend to many of us,” said Lone Badstue, CIMMYT gender specialist.

“It was a privilege to work with her. She had a strong passion for ensuring that her work made a difference. It’s hard to imagine how to move forward, but I am convinced that Paula would want us to do that and to make the difference for which she strived.”

Paula is survived by her mother and father, Barbara and Anthony Kantor, her brother Anthony John, her sister Laura Styrlund (Charles), her niece Lindsay and her nephew Christopher.

AIP-CIMMYT Conducts the Largest Evaluation of Maize Germplasm in Pakistan’s History

ISLAMABAD  Pakistan’s Agricultural Innovation Program (AIP) tested more than 700 diverse maize lines this past year, as part of its efforts to develop more affordable, well-adapted maize varieties. During two cropping seasons, 15 trials consisting of 680 diverse maize lines were conducted across Pakistan. AIP’s maize variety evaluation is the largest in the history of Pakistan, both in the number of varieties and of testing sites.

Compared to wheat, which has had a stronghold in Pakistan since the Green Revolution of the 1970s, maize development and deployment activities are rather recent. Production of maize, Pakistan’s third most important cereal crop, is projected to keep on increasing over the next several years. Despite growth, 85-90 percent of maize seed is imported hybrid seed, which means the seed price in Pakistan is very high compared to seed prices in other South Asian countries.

“The current seed price of US $6-8/kilogram is too expensive for resource-poor farmers to adopt improved varieties. That is why CIMMYT aggressively embarked on testing such a huge quantity of maize varieties. Pakistan is the new frontier for CIMMYT, and development interventions can have a quick impact,” said AbduRahman Beshir, CIMMYT’s Maize Improvement and Seed Systems Specialist.

At its recently held annual meeting (8-9 April 2015), the AIP-Maize Working Group invited public and private partners to share the field performance results of CIMMYT maize varieties introduced from Colombia, Mexico and Zimbabwe. Some of the entries evaluated during the 2014 spring and summer season outyielded the commercial check by more than 50 percent. Sikandar Hayat Khan Bosan, Federal Minister of Food Security and Research, applauded AIP-Maize’s efforts after visiting the maize stall where AIP-Maize displayed a diversity of maize ears at a recent agricultural expo.

“Pakistan’s maize sector is being activated by AIP-Maize. Location testing followed by provision of parental lines for local seed production is the kind of support we need to have sustainable interventions,” said Shahid Masood, member (Plant Sciences) of the Pakistan Agricultural Research Council (PARC) who presided over a maize working group with more than 45 participants.

Based on a seed delivery road map, CIMMYT has started allocating the best performing varieties to partners, with three varieties already included in Pakistan’s maize register. Imtiaz Muhammad, CIMMYT’s country representative in Pakistan and AIP project leader, urged participants in the maize working group meeting to fast-track the deployment of CIMMYT varieties and distribute seed to resource-poor farmers.

According to Beshir, Pakistan’s yearly bill for imported hybrid maize seed reached US $56 million during 2013/14, which makes maize the highest priced imported seed among all the cereals. “The foundation is now being laid to make Pakistan self-sufficient in maize seed,” he said.

AIP-Maize is currently working with nine public and nine private companies representing the diverse ecologies of Pakistan. The AIP-Maize network is a platform for data and knowledge sharing, which helps to create synergies among stakeholders.
