New publications: Caste-gender intersectionalities in wheat-growing communities in Madhya Pradesh, India

A new study has revealed how the ways in which caste and gender interact in wheat systems in India are changing over time, how women struggle to be involved in decisions on wheat farming, how agricultural mechanization is pushing women of all castes out of paid employment, and how women’s earnings are an important source of finance in wheat.

There is growing awareness that not all rural women are alike and that social norms and technological interventions affect women from different castes in distinct ways. The caste system in South Asia, which dates back over 3,000 years, divides society into thousands of hierarchical, mostly endogamous groups. Non-marginalized castes are classified as “general caste” while those living in the social margins are categorized as “scheduled caste” and “scheduled tribe”. Scheduled caste and scheduled tribe farmers face both social and economic marginalization and limited access to information and markets, despite government efforts to level up social inequalities.

In India, women of all castes are involved in farming activities, although their caste identity regulates the degree of participation. General caste women are less likely to be engaged in farming than women of lower castes. Despite their level of participation across caste groups, women are rarely recognized as “farmers” (Kisan) in Indian rurality, which restricts their access to inputs, information and markets.

Gender experts from the International Maize and Wheat Improvement Center (CIMMYT) and partners investigated caste-gender relations among wheat farmers in Madhya Pradesh, India’s second-largest state by area. The team conducted focus group discussions and interviews in a village community, and carried out a review of GENNOVATE research in the same area. The team also carried out a survey involving about 800 wheat farmers from 18 village communities across the state.

The study, published last month in Gender, Technology, and Development, revealed five key findings:

First, caste distinctions are sharp. There is little interaction between women and men farmers from the scheduled caste category — even between subcastes in this category — and other castes. They live in separate enclaves, and land belonging to scheduled caste farmers is less fertile than others.

Second, all women are fully involved in all aspects of agricultural work on the family farm throughout the year.

Third, despite their strong participation in farming activities, women across caste groups are normatively excluded from agricultural decision-making in the household. Having said that, the findings were very clear that some individual women experience greater participation than others. Although women are excluded from formal agricultural information networks, they share knowledge with each other, particularly within caste groups.

Fourth, about 20 years ago, women across caste groups were being employed as hired agricultural laborers. Over the past four years, increasing mechanization is pushing many women off the field. While scheduled caste women compensate for the employment loss to a certain degree by participating in non-farm activities, general caste women are not able to move beyond the village and secure work elsewhere due to cultural norms. Women therefore face a collapse in their autonomy.

Fifth, gender poses a greater constraint than caste in determining an individual’s ability to make decisions about farm and non-farm related activities. However, a significant difference exists across the caste groups, presenting a strong case for intersectionality.

Challenging social norms in agriculture

The results of the study show that caste matters in the gendered evaluations of agricultural technologies and demonstrates the importance of studying women’s contributions and roles in wheat farming in South Asia.

In recent years, studies have revealed that women in wheat have more influence on farming decisions than previously thought, from subtle ways of giving suggestions and advice to management and control over farming decisions.

Agriculture in India is also considered to be broadly feminizing, with men increasingly taking up off-farm activities, leaving women to as primary cultivators on family fields and as hired laborers. However, rural advisory services, policy makers, and other research and development organizations are lagging behind in recognizing and reacting appropriately to these gendered changes. Many still carry outdated social norms which view men as the main decision-makers and workers on farms.

Capturing a clearer picture

A new guidance note shines a brighter light on the role of women in wheat-based farming systems in the Indo-Gangetic Plains and provides actionable recommendations to researchers, rural advisory services, development partners, and policymakers on how to support working communities more effectively and knowledgeably. The publication, Supporting labor and managerial feminization processes in wheat in the Indo-Gangetic Plains: A guidance note, is based on a literature review, including work by researchers at and associated with the International Maize and Wheat Improvement Center (CIMMYT) and Pandia Consulting.

“Feminization of agriculture is happening in wheat-based systems in South Asia, but these processes are under-researched and their implications are poorly understood. This guidance note, focusing on Bangladesh, India, Nepal and Pakistan, highlights some of the commonalities and differences in feminization processes in each country,” said Hom Gartaula, gender and social inclusion specialist at CIMMYT, and one of the lead authors of the study.

This eight-page publication is based on research funded by the CGIAR Collaborative Platform on Gender Research, the International Development Research Centre (IDRC) and the CGIAR Research Program on Wheat (WHEAT).

How great innovations miss critical opportunities by ignoring women

Even the most well-intentioned agricultural interventions can have external costs that can hinder economic development in the long run. The guidance note cites a study that reveals, during India’s Green Revolution, that the introduction of high-yielding varieties of wheat actually “led to a significant decline in women’s paid hired labor because wheat was culturally defined as suited to male laborers. Male wages rose, and women’s wages fell.” Importantly, most women did not find alternative sources of income.

This is not to say that the high-yielding varieties were a poor intervention themselves; these varieties helped India and Pakistan stave off famine and produce record harvests. Rather, the lack of engagement with social norms meant that the economic opportunities from this important innovation excluded women and thus disempowered them.

A closer look at labor feminization and managerial feminization processes

The guidance note points out that it is not possible to generalize across and within countries, as gender norms can vary, and intersectionalities between gender, caste and other identities have a strong impact on women’s participation in fieldwork. Nevertheless, there seem to be some broad trends. The fundamental cross-cutting issue is that women’s contribution to farming is unrecognized, regardless of the reality of their work, by researchers, rural advisory services and policymakers. A second cross-cutting issue is that much research is lodged in cultural norms that reflect gender biases, rather than challenge them, through careful, non-judgemental quantitative and qualitative research.

In Bangladesh, women’s participation in agriculture is slowly increasing as off-farm opportunities decline, though it remains limited compared to women in the other countries examined. Hired agricultural work is an important income source for some women. Emerging evidence from work from CSISA and CIMMYT shows that women are becoming decision-makers alongside their husbands in providing mechanization services. Nevertheless, technical, economic and cultural barriers broadly constrain women’s effective participation in decision-making and fieldwork.

In India, agricultural labor is broadly feminizing as men take up off-farm opportunities and women take up more responsibilities on family farms and as hired laborers. Yet information derived from CIMMYT GENNOVATE studies cited in the guidance note shows that external actors, like rural advisory services and researchers, frequently make little effort to include women in wheat information dissemination and training events despite emerging evidence of women taking managerial roles in some communities. Some researchers and most rural advisory services continue to work with outdated and damaging assumptions about “who does the work” and “who decides” that are not necessarily representative of farmers’ realities.

Women in Nepal provide the bulk of the labor force to agriculture.  With men migrating to India and the Gulf countries to pursue other opportunities, some women are becoming de-facto heads of households and are making more decisions around farming. Still, women are rarely targeted for trainings in on-farm mechanization and innovation. However, there is evidence that simple gender-equality outreach from NGOs and supportive extension agents can have a big impact on women’s empowerment, including promoting their ability to innovate in wheat.

In Pakistan, male out-migration to cities and West Asia is a driving force in women’s agricultural involvement. Significant regional differences in cultural norms mean that women’s participation and decision-making varies across the country, creating differences regarding the degree to which their increased involvement is empowering. As in the other three countries, rural advisory services primarily focus on men. This weakens women’s ability to make good farming decisions and undermines their voice in intra-household decision-making.

Recommendations

Research should be conducted in interdisciplinary teams and mindsets, which helps design both qualitative and quantitative research free of assumptions and bias. Qualitative and quantitative researchers need to better document the reality of women’s agricultural work, both paid and unpaid.

National agricultural research systems, rural advisory services and development partners are encouraged to work with local partners, including women’s groups and NGOs, to develop gender-transformative approaches with farmers. Services must develop more inclusive criteria for participation in field trials and extension events to invite more women and marginalized communities.

Policymakers are invited to analyze assumptions in existing policies and to develop new policies that better reflect women’s work and support women’s decision-making in the agricultural sector. Researchers should provide policymakers with more appropriate and up-to-date gender data to help them make informed decisions.

These recommendations name a few of many suggestions presented in the guidance note that can ensure agricultural feminization process are positive forces for everyone involved in wheat systems of the Indo-Gangetic Plains. As a whole, acknowledging the reality of these changes well underway in South Asia — and around the world — will not just empower women, but strengthen wheat-based agri-food systems as a whole.

On May 15, 2019, as part of the CGIAR System Council meeting held at the ILRI campus in Addis Ababa, Ethiopia, around 200 Ethiopian and international research and development stakeholders convened for the CGIAR Agriculture Research for Development Knowledge Share Fair. This exhibition offered a rare opportunity to bring the country’s major development investors together to learn and exchange about how CGIAR investments in Ethiopia help farmers and food systems be more productive, sustainable, climate resilient, nutritious, and inclusive.

Under the title One CGIAR — greater than the sum of its parts — the event offered the opportunity to highlight close partnerships between CGIAR centers, the Ethiopian government and key partners including private companies, civil society organizations and funding partners. The fair was organized around the five global challenges from CGIAR’s business plan: planetary boundaries, sustaining food availability, promoting equality of opportunity, securing public health, and creating jobs and growth. CGIAR and its partners exhibited collaborative work documenting the successes and lessons in working through an integrated approach.

There were 36 displays in total, 5 of which were presented by CIMMYT team members. Below are the five posters presented.

Sustaining the production and demand of Quality Protein Maize in Ethiopia

The International Maize and Wheat Improvement Center (CIMMYT) and Ethiopia’s Ministry of Agriculture held a workshop on March 23, 2019, with the main stakeholders of the agricultural research and seed sectors to discuss how Quality Protein Maize (QPM) production and demand could be expanded, to ensure lasting nutrition benefits for consumers and incomes for farmers.

Maize is the second most cultivated cereal in Ethiopia, with 66% of cereal-farming households cultivating maize on 2.1 million hectares. It is a primary staple food in the major maize-growing areas as well as a source of feed for animals and a raw material for industries. With increasing pressures from climate change and population growth, maize is likely to be key to meeting the challenges of food and income security.

Despite its high productivity, maize grain does not provide balanced protein for human consumption. It is deficient in two essential amino acids, lysine and tryptophan, putting those who consume maize without alternative protein sources at risk of malnutrition and stunted growth and development. Infants and young children are especially at risk. Complementary and alternative sources of protein such as legumes or animal products — meat, eggs and milk – are often inaccessible or unaffordable to the poorest households.

QPM is a type of maize, developed through conventional breeding, that contains nearly twice the amount of tryptophan and lysine compared to common varieties. Research shows that eating QPM can improve quality protein intake among young children and QPM is nutritionally advantageous over conventional maize, especially for families with an undiversified diet dominated by maize.

Since 2012, CIMMYT has been working with the Ethiopian Institute of Agricultural Research (EIAR), the Ministry of Agriculture and other strategic partners like the Ethiopian Public Health Institute (EPHI), Sasakawa Global 2000 (SG2000) and Farm Radio International, to improve food and nutritional security in Ethiopian farming communities through the promotion and expansion of QPM under the Nutritious Maize for Ethiopia (NuME) project. This project built on the achievements of a previous project called Quality Protein Maize Development (QPMD). Both projects were financed by the government of Canada.

Ethiopians are willing to pay for QPM

During the workshop, CIMMYT senior scientist and NuME project leader Adefris Teklewold talked about the favorable conditions that had contributed to the project’s success and which are also grounds for sustainability: government policies and strategies, technical knowledge and technology, and the productive collaboration among partners.

The NuME project operated in 36 woredas, or districts, of the Amhara, Oromia, SNNP and Tigray regions. More than 68% of the target population is now aware of the nutritional benefits of QPM, boosting the demand for the nutritious maize.

Four QPM varieties have been released since the beginning of the project and at least two promising varieties are in the pipeline. Figures show an adoption rate of 11% in the project’s target areas. Today, the main issue to reach out more people is shortage of seed.

Consumers are willing to pay up to 15-20% more for QPM grain compared to non-QPM maize, which can encourage farmers, seed suppliers and other stakeholders to invest on QPM.

The project team trained people in food preparation and organized events to demonstrate the benefits of QPM. One fifth of the 1,788 QPM demonstrations were managed entirely by women. Through demonstrations and blind tastings, people could check that QPM maize did not affect the taste or functional properties of traditional foods like dabo bread or injera flatbread. For instance, they realized that injera using QPM also stayed moist and could be rolled easily. In addition, a recent study on school feeding revealed that dishes made from QPM received wider acceptance.

Beyond the NuME project

Germame Garuma, Director General of Extension at the Ministry of Agriculture, said that “QPM is an important solution to help us improve the nutrition situation in the country.” The Ethiopian government now aims to ensure 10% of the total maize growing area is planted with QPM. Ethiopia has included QPM as a key intervention in national strategies and programs, such as the Agriculture Growth Program-II and the Seqota Declaration.

Garuma called on all government offices at various levels and NGOs working in the agriculture and nutrition sector to continue the promotion of QPM. Workshop participants drew a roadmap with four focus areas: overall coordination, dissemination, technology generation and seed production. With the leadership of the Ministry of Agriculture, more families will be able to improve their diet with QPM in the future.

Dagmo Nour, Project Manager at Global Affairs Canada, expressed interest in engaging further with CIMMYT and its partners to ensure the sustainability and scaling of QPM efforts by addressing critical issues with Ethiopian seed systems.

Nutritious Maize for Ethiopia (NuME)

Nutritious Maize for Ethiopia (NuME) is implemented in collaboration with research institutions, international non-governmental organizations, universities and public and private seed companies in Ethiopia.

Through the development and dissemination of new maize varieties, including quality protein maize (QPM), and the deployment of improved agronomic practices, NuME is helping to reduce food insecurity by strengthening Ethiopia’s capacity to feed itself.

NuME brings QPM to rural maize producers in the Ethiopian maize belt and beyond, where consumers – especially young children and women – are at risk of lysine deficiency. Since 2003, the Ethiopian Institute of Agricultural Research and CIMMYT have made good progress in breeding, resulting in new QPM hybrids and open-pollinated varieties adapted to all major maize-producing agro-ecologies in Ethiopia, including the high-potential mid-altitude and highland zones, as well as adapted to drought-prone zones.

Recently, the International Maize and Wheat Improvement Center (CIMMYT)-led, Government of Canada’s Global Affairs Canada (GAC)-funded, Nutritious Maize for Ethiopia (NuME) project has led field visits for a number of high-level stakeholders.

On April 11, 2018 representatives from the Embassy of Canada in Ethiopia, Ivan Roberts, Head of Development Cooperation and Carolyn MacLeod, Development Team leader for Human Development, Environment and Agriculture, visited the Ethio Veg Fru Farm, one of the main field sites of the NuME project.

“We were very much interested and happy to see such a success story as the Ethio Veg Fru Farm,” said MacLeod. Roberts and MacLeod both said they appreciated the efforts made by the NuME project in working collaboratively with private seed companies to fill the seed shortage of QPM varieties. They were also happy with the field performance of the crop under production.

MacLeod said she looked forward to continued collaboration with CIMMYT and indicated continued support to projects such as NuME under the International Assistance Policy of Canada, in which agricultural development must benefit women and girls.

The NuME project’s goal is to bring nutritious, quality protein maize (QPM) to rural maize producers in the Ethiopian maize belt and beyond.

Maize lacks two essential amino acids – lysine and tryptophan, making maize protein less useful for humans. In the southern region of Ethiopia, where maize accounts for more than 60 percent of the dietary protein intake, an estimated 85 to 90 percent of the population – especially young children and women – are at risk of inadequate lysine intake and protein deficiency.

In Ethiopia, maize now ranks first among cereals for production, and second in area planted. Ethiopian families increasingly rely on maize as a staple due to its higher productivity and lower production costs, compared to other cereals.

QPM looks and tastes the same as normal maize but contains up to twice as much lysine and tryptophan. Studies have shown that children who consume QPM grow roughly 10 percent more in both height and weight.

Over the last few years the Ethiopian government has been stepping up nutrition interventions targeting women and children, with aims for a 3 percent annual reduction in the number of stunted and underweight children. As part of this initiative, the Ethiopian government allocates around 10 percent of the total national budget to agriculture, and the Ministry of Agriculture and Natural Resource (MoANR) has officially made QPM part of their extension agenda.

The EthioVeg Fru Farm Plc., with the financial and technical support of the NuME Project, is multiplying parental lines of BHQPY545 under irrigation. BHQPY545, developed from CIMMYT lines, is a highly popular single cross QPM hybrid released by the Ethiopia Institute of Agricultural Research.

Although the variety has been quite popular, seed companies have been reluctant to produce and market the seed due to it low seed-yield potential, making it more difficult for seed companies to produce a sufficient supply. Due to the stigma of low seed-yield, NuME organized a high-level field day on March 27, 2018 to demonstrate the genetic potential of the parental lines and effectiveness offseason maize seed multiplication with irrigation.

Visitors to the field day included the state minister for agricultural development from MoANR, Tesfaye Mengiste, general managers of public and private seed companies and a Farmers’ Cooperative Union that work in partnership with the NuME project.

Mengiste stressed maize as the number one strategic food crop for the country as it is the most produced and consumed cereal. He thanked NuME for bringing QPM technologies to the country and said it has to be up to the extension system now to reach every farmer.

Impressed by the field performances he saw, Mengiste probed seed company managers about why they have not multiplied seeds during the offseason to overcome seed scarcity and help reach the annual target of 200,000 ha land planted with QPM, approximately 10 percent of land currently devoted to maize production.

Mengiste wondered why there seems to be a QPM seed paradox, where farmers criticize seed unavailability while seed companies complain about the lack of demand. He said that QPM is essential for the national food and nutrition security and urged seed companies to make all possible effort to produce and sell QPM seeds, as part of their responsibility to reach rural smallholder farmers in exchange for government support.

Most seed companies had considered the inbred lines incompetent and weak but the field visit made them realize the potential of the lines, even under high plant density. They were convinced that the poor field performance previously noticed was not due to lack of inherent potential, but to the agro-techniques applied.

The general manager of the South Seed Enterprise (SSE), Ato Belay Hariso said he learned a lot from the field day and will use the experience to produce seed using irrigation during the off-season to fill seed supply shortages.

After seeing the crop in the field and knowing that QPM is useful to curb malnutrition in the country, seed mangers expressed great enthusiasm to increase seed production of BHQPY545 and other QPM varieties.

Mengiste recommended a number of efforts to help increase the scalability of QPM seeds, starting with continued dissemination of QPM varieties by NuME and the governmental extension system until sustainable demand is created. He suggested that seed company managers must seriously plan QPM seed production for the coming main season and perhaps  look for more private seed companies, who have the interest and capacity to produce QPM seed to partner with. Mengiste said that seed enterprises should be able to sell all the QPM seed they produce by promoting the nutritional advantages of QPM, with support of the NuME project and the extension system.

The Nutritious Maize for Ethiopia project is funded by Global Affairs Canada (GAC) and implemented by CIMMYT-Ethiopia in collaboration with various stakeholders from agriculture, nutrition and health sectors. The project is designed to contribute to the reduction of malnutrition, especially among women and young children, and to increase food security for resource-poor smallholder farmers in Ethiopia through the widespread adoption, production and utilization of QPM varieties and crop management practices that increase farm productivity.

In Ethiopia, 44 percent of children under the age of five are stunted, or experience impaired growth due to poor nutrition, and 29 percent are underweight, according to the United States Agency for International Development. Quality protein maize (QPM) – a biofortified crop that increases lysine and tryptophan, two amino acids necessary for protein synthesis in humans – helps combat stunting and boosts nutrition in children who survive on a maize-dominated diet.

As maize is Ethiopia’s most consumed cereal, QPM could be especially beneficial to rural communities in the country, which consume more maize and suffer even higher rates of malnutrition than urban areas.

Until recently, farmers have been hesitant to adopt QPM over traditional varieties because the up-front cost is higher, and they have doubted the marketability due to the novelty of the variety.  There is strong competition in productivity between QPM and conventional maize varieties and farmers tend to only plant newest or the best yielding varieties, where they feel sure they will get the highest return for their investment.

A study in Ethiopia found that farmers are willing to pay almost 50 percent more for quality protein maize (QPM) over conventionally grown maize, due to rising consumer preference for QPM varieties.

The major objective of the study was to know whether farmers as consumers have a preference for the QPM and if that would translate to a willingness to pay more for its attributes. As QPM is still a widely unknown variety, many farmers in the study had preconceived notions that it would be sour, would not taste good in traditional foods, or would be visually unappealing.

The study, conducted at CIMMYT as part of a MSc thesis, found that traditional food products made from QPM were correctly identified by most consumers, and were actually preferred over foods made from conventional maize. Farmers repeatedly expressed their preference for dabo, a local type of bread, made from QPM for its aroma, taste and texture. Mothers and children also consistently preferred genfo, a stiff maize-based porridge, made from QPM.

Although traditional foods made from white grain/flour are usually preferred in Ethiopia, yellow QPM received higher preference than the white, signifying the trait responsible to its yellowness seems to contribute to its taste and functional property.

Based only on this taste difference, farmers were willing to pay as much as 48 percent more for QPM in some communities. On average, farmers were willing to pay 37 percent more for yellow QPM, but only five percent more for white QPM, due to the variability of sensory qualities between the white and yellow QPM varieties.

When given information about the increased nutritional benefit of QPM, farmer willingness to pay more for white QPM shot up to be roughly on par with yellow QPM, and reduced the amount that farmers said they would be willing to pay for conventional maize.

This suggests that the taste preference between white and yellow QPM is small and that education is a particularly powerful tool to increase its uptake among farmers.

Based on this study, QPM has an advantage in Ethiopia’s maize market not only because of its nutritional benefits but also aroma, taste, and texture, which is significant for women who are responsible for household diet.

QPM requires a special value chain that considers its nutritional advantage and taste, and strong extension communication is vital for the adoption of QPM as nutritional information reinforces the market share, specifically for white QPM. Extension agents could use the reported sensory preference for yellow QPM to begin large-market dissemination of QPM, alongside information about its nutritional advantages.

Consumer willingness to pay more for QPM grain should encourage maize farmers, seed suppliers and other stakeholders to invest in the variety. Market acceptability of QPM means more profits for stakeholders, facilitating adoption, and in this case, contributing to the fight against malnutrition.

Women are the foundation for change in rural Ethiopia

The idea that “Educating women/girls is nothing but a loss,” used to be a common sentiment amongst members of rural Ethiopian communities where the Nutritious Maize for Ethiopia (NuME) project works. Now one is more likely to hear “Women are the foundation for change.”

The International Maize and Wheat Improvement Center (CIMMYT)-led NuME project is reducing food insecurity in Ethiopia by increasing the country’s capacity to feed itself. The project is improving household food and nutritional security, especially for young children and women, through shifting gender norms and the adoption of Quality Protein Maize (QPM).

QPM refers to a type of maize biofortified with two essential amino acids through traditional breeding to improve the inadequacy of protein quality of the conventional maize grown widely by farmers. Consumption of QPM instead of conventional maize leads to increase in the rate of growth in infants and young children with mild to moderate undernutrition from populations in which maize is the major staple food.

According to the World Bank, women contribute 40-60 percent of the labor in agricultural production in Ethiopia and play an important role in income generation, as well as unpaid household tasks. However, many women face severely restricted access to resources and services and lack control over income, greatly hindering their participation in and benefit from new innovations.

Few programs have specifically considered gender relations when implementing new initiatives in communities, however, when NuME found lower participation of women in the community-based promotion and dissemination of QPM, adapted community conversations were launched in two selected project woredas, or districts – Shebedino and Meskan – for a nine-month pilot in an attempt to raise women’s role in the project.

Community conversation (CC) is a facilitated approach based on the principle that communities have the capacity to identify their societal, economic and political challenges; set priorities; mobilize human, physical and financial resources; plan for action and address their challenges sustainably. It focuses on people’s strengths, resources and how they relate to challenges or problems communities face.

The people benefiting from a CC-driven project set priorities and create a plan of action to mobilize resources to address their challenges sustainably. This helps communities develop a sense of ownership, use local resources and take responsibility to bring about sustainable changes.

Because this approach involves the entire community, it also includes traditionally marginalized groups like women and youth.

When NuME first started community conversations, seating was very rigid due to cultural and religious traditions, but as the sessions continue paving the way for more community awareness on issues around gender norms and stereotypes, the seating has become much more mixed.

A facilitator from Shebedino woreda said, “Participants can’t wait for the bi-monthly conversations and they never want to miss them. These exchanges have helped men and women to get together and discuss their concerns, which was not a common practice before.”

“Women have begun raising their voices during community conversation meetings, while they used to be too shy and afraid to speak and very much reserved about sharing their ideas in public,” a female participant from Meskan woreda reported.

Community conversation participants have started changing the traditional gender stereotypes.

Through debate and the sharing of opinions, and more active participation from women, community conversations have educated participants on gender inequality, its prevalence and harm and have allowed men and women community members to exchange ideas about nutrition more effectively.

NuME: a key actor in agricultural innovation systems in Ethiopia

ADDIS ABABA, Ethiopia (CIMMYT) — The Nutritious Maize for Ethiopia (NuME) project was selected as a key actor in agricultural and rural innovation in Ethiopia by the Capacity Development for Agricultural Innovation Systems project (CDAIS).

Funded by the European Commission and implemented by AGRINATURA and the Food and Agriculture Organization of the United Nations (FAO), CDAIS is a global partnership on capacity development for agricultural innovation systems (AIS), or collaborative arrangements that bring together several organizations working toward technological, managerial, organizational and institutional change in agriculture. CDAIS aims to make AIS more efficient and sustainable in meeting the demands of farmers, agri-business and consumers.

CDAIS identified NuME as one of the most successful projects in Ethiopia in its scoping study, largely based on its ability to demonstrate how multi-sectoral networks facilitate and speed-up the dissemination of quality protein maize (QPM) technologies and strengthen innovation. The QPM technology promoted is a biofortified type of maize with improved protein quality due to its enhanced amino acid profile that makes it more useful in human and animal nutrition.

NuME is founded on a network of key implementing partners from Ethiopian research institutions, national agricultural research and extension systems, international non-governmental organizations, universities and public and private seed companies and is implemented in 36 woredas (districts) of the four major maize producing and consuming regions of Ethiopia. Such multi-sectoral networking of actors has proved to be one of the most important factors that can bring  remarkably high rates of adoption of technologies bya large number of farmers in different countries.

All partners work together to ensure QPM spreads to as many farmers as possible. For example, Farm Radio International (FRI) collaborated with local radio stations, designing an appropriate multilingual participatory radio campaign on nutrition, protein and QPM benefits. Universities and Agricultural Technical and Vocational Education Training (ATVETs) produce agricultural experts with technical knowledge and skills in the field of QPM production and management. Meanwhile private sector seed companies produce and market QPM to meet the growing demand for the technology across the country.

The project has also brought the issue of QPM to the attention of policy makers and national agricultural development planners. As a result, Ethiopia’s Ministry of Agriculture and Natural Resources (MoANR) and the Agricultural Transformation Council have included QPM as a priority commodity in the national agricultural development plan. In 2014, MoANR set the target to increase the QPM production area to 200,000 ha within three years (2015-17), an area that is approximately 10 percent of the total land area devoted to maize production in the country.

CIMMYT and partners set the pace in maize and wheat research in Africa

NAIROBI, Kenya (CIMMYT) – The recent inauguration of a new seed storage cold room at the Kenya Agricultural and Livestock Research Organization (KALRO) research center at Kiboko in Makueni County, about 155 kilometers from the capital, adds to the top notch research establishments managed by the national partners in Africa together with the International Maize and Wheat Improvement Center (CIMMYT). This  successful partnership  continues to help farmers overcome crippling challenges in farming and to realize the yield potential of improved varieties.

Since its establishment in Africa, over 40 years ago, CIMMYT has prioritized high quality research work in state-of-the-art research facilities developed through long-standing partnerships with national research organizations, such as KALRO.

“If CIMMYT were to be established today, it would be headquartered in Africa because this is where smallholder farmers face the biggest challenges.  At the same time, this is the place where outstanding work is being done to help the farmers rise above the challenges, and with great success,” said Martin Kropff, CIMMYT Director General during his recent visit to Kenya.

The cold room jointly inaugurated by Kropff, and KALRO Director General, Eliud Kireger will help store high value maize seeds with an array of traits including resilience to diseases, insect-pests and climatic stresses as drought and heat, for up to 10 years, without the need for seed regeneration every year, thereby avoiding risk of contamination and use of scarce resources.  It will also help make seed readily available for distribution to national partners and seed companies to reach the farmers much faster.

Kireger conveyed his appreciation for the cold room and other research facilities established on KALRO sites, terming these achievements as “rewarding not just to KALRO and to the seed companies, but to many smallholders in Africa, who continue to be the inspiration behind every effort put into maize research and development work by KALRO and partners like CIMMYT.”

In addition to the seed storage cold room, Africa hosts the maize lethal necrosis (MLN) disease screening facility in sub-Saharan Africa. The MLN screening facility was established in 2013 at KALRO Naivasha Center in Kenya in response to the outbreak of the devastating MLN disease in eastern Africa. The facility since then has supported both the private and public institutions to screen maize germplasm for MLN under artificial inoculation and in identifying MLN tolerant/resistant lines and hybrids.

“The MLN screening facility (also a quarantine site) has been supporting the national partners in sub-Saharan Africa, key multinational, local and regional seed companies and CGIAR centers.  This facility has become a major resource in the fight against MLN regionally,” added B.M. Prasanna, Director of CIMMYT’s Global Maize Program as well as the CGIAR Research Program MAIZE. “Tremendous progress has been made through this facility in the last three years. Several promising maize lines with tolerance and resistance to MLN have been identified, and used in breeding programs to develop improved maize hybrids. Already five MLN-tolerant hybrids have been released and now being scaled-up by seed companies for reaching the MLN-affected farmers in Kenya, Uganda and Tanzania. As many as 22 MLN-tolerant and resistant hybrids are presently undergoing national performance trials in east Africa,” remarked Prasanna.

Another major focus of CIMMYT and partners in the region is to prevent the spread of MLN from the endemic to non-endemic countries in Africa.  “This is a strong message to convey that we not only work hard to develop MLN resistant maize varieties for the farmers, but we are also very keen to control the spread of the disease” remarked Kropff during a visit to the site.

In Zimbabwe, an MLN quarantine facility has been established in 2016, in collaboration with the government. This facility is key for safe transfer of research materials, including those with MLN resistance into the currently MLN non-endemic countries in southern Africa, before they get to the partners.

In order to keep up with the emerging stresses and to accelerate development of improved maize varieties, the maize Doubled-Haploid (DH) facility was established in 2013 by CIMMYT and KALRO at the KALRO research center in Kiboko. This facility helps the breeders to significantly shorten the process of developing maize parental lines from 7–8 seasons (using conventional breeding) to just 2–3 seasons.

“Through the facility at Kiboko, we have been able to develop over 60,000 DH lines in 2015 from diverse genetic backgrounds. The DH facility also supports the national agricultural research organisations and small and medium enterprise partners in sub-Saharan Africa to fast-track their breeding work through DH lines,” said Prasanna.

For wheat research-for-development work in Africa, the largest stem rust phenotyping platform in the world sits at KALRO research center in Njoro, Kenya. The facility screens at least 50,000 wheat accessions annually from 20-25 countries. Following the emergence of the Ug99 wheat rust disease pathogen strain in Uganda, the disease spread to 13 countries in Africa. Close to 65 wheat varieties that are resistant to Ug99 stem rust disease have been released globally as a result of the shuttle breeding that includes selection from the screening site at KALRO Njoro.

“CIMMYT’s yearly investment of USD 37 million in Africa through various projects has translated into a success story because of the strong collaboration with our partners across Africa,” said Stephen Mugo, CIMMYT’s Regional Representative for Africa. He further added that “research work in Africa is not yet done. No institution, including CIMMYT, cannot do this important work alone.  We need to, and will, keep on working together with partners to improve the livelihoods of the African smallholders.”

Participatory approaches to gender in agricultural development

When designing and implementing agricultural development projects, it is difficult to ensure that they are responsive to gender dynamics. For Mulunesh Tsegaye, a gender specialist attached to two projects working on the areas of nutrition and mechanization in Ethiopia, participatory approaches are the best way forward.

“I have lived and worked with communities. If you want to help a community, they know best how to do things for themselves. There are also issues of sustainability when you are not there forever. You need to make communities own what has been done in an effective participatory approach,” she said.

Including both men and women

The CIMMYT-led Nutritious Maize for Ethiopia (NuME) project uses demonstrations, field days, cooking demonstrations and messaging to encourage farmers to adopt and use improved quality protein maize (QPM) varieties, bred to contain the essential amino acids lysine and tryptophan that are usually lacking in maize-based diets. The Ethiopian government adopted a plan to plant QPM on 200,000 hectares by 2015-2017.

NuME’s project staff, and donor Canada’s Department of Foreign Affairs, Trade and Development (DFATD), are highly committed to gender-based approaches, meaning that Mulunesh’s initial role was to finalize the gender equality strategy and support implementation with partners.

By involving partners in an action planning workshop, Mulunesh helped them to follow a less technical and more gender-aware approach, for example by taking women’s time constraints into account when organizing events.

This involved introducing some challenging ideas. Due to men’s role as breadwinners and decision-makers in Ethiopian society, Mulunesh suggested inviting men to learn about better nutrition in the household in order to avoid perpetuating stereotypes about the gender division of labor.

“For a project to be gender-sensitive, nutrition education should not focus only on women but also on men to be practical. Of course, there were times when the project’s stakeholders resisted some of my ideas. They even questioned me: ‘How can we even ask men farmers to cook?’”

Now, men are always invited to nutrition education events, and are also presented in educational videos as active partners, even if they are not themselves cooking.

“Nutrition is a community and public health issue,” said Mulunesh. “Public involves both men and women, when you go down to the family level you have both husbands and wives. You cannot talk about nutrition separately from decision-making and access to resources.”

Empowering men and women through mechanization

The Farm Power and Conservation Agriculture for Sustainable Intensification (FACASI) project is involved in researching new technologies that can be used to mechanize farming at smaller scales. Introducing mechanization will likely alter who performs different tasks or ultimately benefits, meaning that a gender-sensitive approach is crucial.

Again, Mulunesh takes the participation perspective. “One of the issues of introducing mechanization is inclusiveness. You need to include women as co-designers from the beginning so that it will be easier for them to participate in their operation.”

“In general, the farmers tell us that almost every agricultural task involves both men and women. Plowing is mostly done by oxen operated by men, but recently, especially where there are female-headed households, women are plowing and it is becoming more acceptable. There are even recent findings from Southern Ethiopia that women may be considered attractive if they plow!”

Women and men are both involved to some extent with land preparation, planting, weeding, harvesting or helping with threshing. However, women do not just help in farming, they also cook, transport the food long distances for the men working in the farm, and also take care of children and cattle.

A study by the Dutch Royal Tropical Institute, Gender Matters in Farm Power, has already drawn some conclusions about gender relations in farm power that are being used as indicators for the gender performance of the mechanization project.

These indicators are important to track how labor activities change with the introduction of mechanization. “My main concern is that in most cases, when a job traditionally considered the role of women gets mechanized, becomes easier or highly paid, it is immediately taken over by men, which would imply a lot in terms of control over assets and income,” said Mulunesh.

Community conversations

In order to foster social change and identify the needs of women and vulnerable groups, Mulunesh initiated a community conversation program, based on lines first developed by the United Nations Development Programme. Pilots are ongoing in two districts in the south of Ethiopia; a total of four groups are involved, each of which may include 50-70 participants.

“You need to start piece-by-piece, because there are lots of issues around gender stereotypes, culture and religious issues. It is not that men are not willing to participate; rather it is because they are also victims of the socio-cultural system in place.”

When asked about the situation of women in the community, many people claim that things have already changed; discussions and joint decisions are occurring in the household and women are getting empowered in terms of access to resources. Over the coming year, Mulunesh will compare how information diffuses differently in gender-segregated or gender mixed groups.

Quality Protein Maize – what’s in a name?

Across Ethiopia, farmers bring a different dimension to the age-old tradition of naming children in symbolic and meaningful ways, by assigning a human name to Quality Protein Maize (QPM) that reflects its importance. In some parts of Oromia region, QPM is known as Gabissa, meaning builder, because it is believed to build bodies and make people strong. In the Amhara region, it is known as ‘Almi Bekolo’ or ‘Gembi bekolo, both names meaning building the body.  QPM has gained its fame across Ethiopia, as an affordable and viable option to alleviate protein malnutrition and reduce animal feed costs thanks to the CIMMYT’s Nutritious Maize for Ethiopia (NuME) project and many national partners.

QPM looks and tastes the same as normal maize but contains up to twice as much of the essential amino acids, lysine and tryptophan. Eating QPM is beneficial for children who survive on a maize-dominated diet. According to a study in Food Policy children who consume QPM benefit from 12% increased weight and 9% increased height.

Commitment to the agriculture sector

Around 10% of the Ethiopian national budget has been allocated to agriculture, according to the Ministry of Agriculture. As a result, the agriculture sector, which accounts for roughly 43 per cent of overall GDP, has been registering steady progress over the past two decades, landing the country on a path to food security. A number of other measures have contributed to this success, such as the availability of fertilizer, improved seed and agricultural extension services, which have currently reached more than 8 million farmers.

A focus on nutrition security

The Ethiopian government is currently stepping up nutrition interventions targeting women and children, with aims for a 3% annual reduction in the number of stunted and underweight children, according to the Government’s five-year Growth and Transformation Plan. However, the fact that 2 out of every 5 children in Ethiopia are stunted and 28% of all child mortality in Ethiopia is associated with undernutrition or malnutrition, is a clear indication that a lot still needs to be done.

To tackle the challenge of malnutrition in Ethiopia, CIMMYT takes a holistic approach to QPM and conducts a range of activities including: improved crop management practices, post-harvest handling and processing, increasing the participation of women, nutrition campaigns, as well as strengthening institutional capacity. Since 2012, 143,747 farmers, extension workers and development officials (of which 28% are women) have attended 993 field demonstrations and 240 field days on QPM utilization.

Funded by the Canadian Department of Foreign Affairs, Trade and Development, CIMMYT is working with the Ethiopian Institute of Agricultural Research, the Ministry of Agriculture and other partners to improve food and nutritional security in Ethiopian farming communities through the promotion and expansion of QPM backed by improved agronomic practices that increase productivity. NuME is building on the success of previous CIMMYT projects to bring QPM to rural maize producers in the Ethiopian maize belt and beyond where consumers, especially young children and women, are at risk of lysine deficiency.

Managers of private and public seed companies in Ethiopia have expressed interest to produce and broadly market quality protein maize (QPM) seed, provided that they get technical and other necessary support from the Nutritious Maize for Ethiopia (NuME) project.

The managers attended a three-day workshop on Seed Business Management organized by NuME from March 23–25 in Addis Ababa, Ethiopia. The training was aimed at improving the capacity of seed companies to produce QPM seed at the required quantity and quality for the sustainable adoption of QPM.

In his keynote address, Dr. Adugna Wakjira, the Deputy Director General of the Ethiopian Institute of Agricultural Research, noted that “many challenges are involved in seed production and delivery systems and it is thus critical that seed companies, both public and private, enhance their capacities to engage in the QPM value chain.”

Adefris Teklewold, NuME project leader, briefed participants about the project and its many accomplishments so far and pledged that “NuME will do all it can to address challenges faced by seed companies in producing QPM seed.”

“All issues and concerns in the seed value chain need to be considered, including seed quality, branding as well as maize lethal necrosis,” Adefris noted.

 

Training to fill gaps in Ethiopia’s maize seed system

The Nutritious Maize for Ethiopia (NuME) project recently organized a three-day training workshop on quality protein maize (QPM) seed production and quality control, as part of the project’s activities to enhance QPM seed production. There were 26 participants, including 2 women, from seed companies, farmer cooperative unions, the Ministry of Agriculture, seed laboratories, research institutes and universities. The workshop was facilitated by CIMMYT experts working in eastern Africa.

Opening the event, Dr. Dagnachew Beyene, advisor to the State Minister of Agriculture, said the workshop was very timely. “The expansion of the Ethiopian seed system is constrained by a shortage of skilled professionals,” he said.

Heat-tolerant Maize for Asia Showcased at India-US Technology Summit

Developed over two decades of meticulous breeding from the late 1970s to the early 1990s, QPM contains enhanced levels of amino acids used for protein synthesis in humans and farm animals such as pigs and poultry. Nutritional studies have shown that it can improve the nutrition of people whose diets are highly- dependent on maize, especially young children. Major topics covered included maize variety development, maize seed research and field management for QPM seed production, maintenance of QPM inbred parent lines and open-pollinated varieties, as well post-harvest handling techniques for QPM.

The training also dealt at length with creating communication links between seed companies, customers and farmers and planning and developing seed production, marketing and financial strategies to promote of QPM seeds.

Addressing the participants at the conclusion of the training, the Crops Research Director of the Ethiopian Institute of Agricultural Research (EIAR), Dr. Asnake Fikre, stated that efforts need to be made to sustain QPM production in Ethiopia, because maize is the most produced cereal and a critical crop for food security in the country.

Asnake also noted that “in the transition to food security in the country, nutritional security is a critical concern and the crop sector in Ethiopia should work hard to sustain the QPM value chain by advocating its nutritional and agronomic benefits and creating demand for the production and use of QPM.” The added that NuME’s important work on QPM needs to be effectively backed up by multi-sectorial engagement and cooperation.

In their feedback, participants said the workshop had been timely, well-organized and valuable. They suggested that future such events include practical sessions and interaction with farmers. Typical remarks included statements that “strengthening of QPM and advocacy issues need to be consistent in promoting QPM until it reaches cutting-edge stage.”

It is designed to help improve the food and nutritional security of Ethiopia’s rural population, especially women and children, through the adoption of QPM varieties and crop management practices that increase farm productivity.

NuME organizes financial management workshop for partners

CIMMYT’s Nutritious Maize for Ethiopia (NuME) project recently organized a half-day workshop to refresh the knowledge of financial officers from partner institutions on various accounting and reporting procedures, with specific reference to financial procedures that apply to projects funded by the Canadian Department of Foreign Affairs, Trade and Development (DFATD). Dr. Adefris Teklewold, NuME project leader, provided a detailed explanation of NuME objectives and its implementation to date.

The workshop was facilitated by Ato Antenane Abeiy, NuME project manager, and hosted some 20 finance and accounting professionals drawn from both governmental and non-governmental organizations directly involved in the implementation of the project. Participants included representatives of the Ethiopian Institute of Agricultural Research, the Ethiopian Ministry of Agriculture, Sasakawa Global 2000 and Farm Radio International.

Abeiy said that the workshop was organized to familiarize the participants with overall project financial management processes, as well as the requirements and procedures that apply both to CIMMYT and DFATD. The workshop clearly identified the challenges observed to date in NuME project fund administration processes and discussed possible solutions that will ease and speed up financial operations and systems for the remainder of the project.

Accordingly, discussions were held on topics including CIMMYT and donor requirements, NuME budget categories and budget lines, NuME cash transfer modalities, fund request and release procedures, implementation start-up, financial management and documentation, financial accountability, auditing and quality assurance and a summary checklist of required information and flow of activities developed to receive, disburse and report project-related funds.

Challenges and ‘common mistakes’ in financial management and reporting observed to date were discussed. These include: delays in signing sub-grant agreements; delays in fund release; underutilization of funds; under-reporting of expenditures; delays in reporting and reporting without following formal channels; filing reports without official approval; and reporting in lump sums with no detailed expenditure and description of expenditures attached.

Participants noted during the discussions that they will use the skills gained from the workshop to properly expedite and administer project funds and ease matters for their institutions and staff to properly implement the various activities planned for the effective implementation of the NuME project.
