Breaking Ground: Jordan Chamberlin avidly explores the changing landscapes of Africa

Sub-Saharan Africa is undergoing important transformations, including climate change, population growth, urbanization and migration flows, and growth in digital technologies. What can we say about the likely development trajectories that African rural economies are on, and the implications for poor farming households? These are central questions for Jordan Chamberlin, an economist at the International Maize and Wheat Improvement Center (CIMMYT) in Kenya.

Chamberlin’s desk is covered with screens teeming with numbers, complex mathematical equations, lines of code and aerial views of African landscapes. He combines traditional microeconomic analysis with geospatial modelling skills to study some of the ways in which rural transformations are occurring. In this era of big data, he examines the wealth of spatial and socioeconomic datasets to explore the relationships between drivers of change and smallholder welfare, sometimes revealing surprising insights on how rural communities in Africa are evolving.

Are commercial farms good or bad for neighboring smallholder farmers? Which households can benefit from the rapidly evolving rural land markets in Africa? What drives migration between rural areas? These are some examples of the complex but increasingly important questions that inform how we understand the evolution of agri-food systems in developing countries,” Chamberlin explains. “Fortunately, we also increasingly have access to new data that helps us explore these issues.”

In addition to household survey datasets — the bread and butter of applied social scientists — today’s researchers are also able to draw on an ever-expanding set of geospatial data that helps us to better contextualize the decisions smallholder farmers make.

He cites current work, which seeks to understand input adoption behaviors through better measurement of the biophysical and marketing contexts in which small farms operate. “Evidence suggests that low use rates of inorganic fertilizer by smallholders is due in part to poor expected returns on such investments,” he explains, “which are the result of site-specific agronomic responses, rainfall uncertainty, variation in input-output price ratios, and other factors.”

We are increasingly able to control for such factors explicitly: one of Chamberlin’s recent papers shows the importance of soil organic carbon for location-specific economic returns to fertilizer investments in Tanzania. “After all, farmers do not care about yields for yields’ sake — they make agronomic investments on the basis of how those investments affect their economic welfare.”

Better data and models may help to explain why farmers sometimes do not adopt technologies that we generally think of as profitable. A related strand of his research seeks to better model the spatial distribution of rural market prices.

A spatial economist’s journey on Earth

Ever since his experience as a Peace Corps volunteer in Paraguay, where he worked as a beekeeping specialist, Chamberlin knew he wanted to spend his professional life working with smallholder farmers. He wanted to better understand how rural development takes place, and how policies and investments can help rural households to improve their welfare.

In pursuit of these interests, his academic journey took him from anthropology to quantitative geography, before leading him to agricultural economics. “While my fundamental interest in rural development has not changed, the analytical tools I have preferred have evolved over the years, and my training reflects that evolution,” he says.

Along with his research interests, he has always been passionate about working with institutions within the countries where his research has focused. While working with the International Food Policy Research Institute (IFPRI) in Ethiopia, he helped establish a policy-oriented GIS lab at the Ethiopian Development Research Institute (EDRI). Years later, as part of his work with Michigan State University, he served as director of capacity building at the Indaba Agricultural Policy Research Institute (IAPRI), a not-for-profit Zambian research organization. He continues to serve as an external advisor on PhD committees, and considers mentorship a key part of his professional commitments.

He joined CIMMYT at the Ethiopia office in 2015 as spatial economist, part of the foresight and ex ante group of the Socioeconomics program.

As part of his research portfolio, he explores the role of new technologies, data sources and extension methods in the scaling of production technologies. Under the Taking Maize Agronomy to Scale in Africa (TAMASA) project, one area he has been working on is how we may better design location-specific agronomic advisory tools. Working with the Nutrient Expert tool, developed by the African Plant Nutrition Institute (APNI), he and his research team have conducted randomized control trials in Ethiopia and Nigeria to evaluate the impacts of such decision-support tools on farmer investments and productivity outcomes. They found that such tools appear to contribute to productivity gains, although tool design matters — for example, Nigerian farmers were more likely to take up site-specific agronomic recommendations when such information was accompanied by information about uncertainty of financial returns.

Creative rethinking

While Chamberlin’s research portfolio is diverse, one commonality is the drive to use new data and tools to better guide how development resources are allocated.

“Given the scarcity of resources available to governments and their partners, it is important to have sound empirical foundations for the allocation of these resources. Within CIMMYT, I see my role as part of a multidisciplinary team whose goal is to generate such empirical guidance,” he says.

This research also contributes to better design of agricultural development policies.

“Even though many of the research topics that my team addresses are not traditional areas of emphasis within CIMMYT’s socioeconomic work, I hope that we are demonstrating the value of broad thinking about development questions, which are of fundamental importance to one of our core constituencies: the small farmers of the region’s maize and wheat-based farming systems.”

Breaking Ground: Aparna Das leads efficient and demand-driven maize research

Getting a good maize harvest, or just enough to feed the family, has always been a challenge for maize small farmers in developing countries. Faced with variable rainfall, heat waves, insect attacks or diseases, they rarely yield more than two tons of maize per hectare, and sometimes lose their crops altogether. Climate change, invasive pests like fall armyworm or new diseases like maize lethal necrosis could jeopardize even further the livelihoods of maize farmers and trigger severe food crises.

In this scenario, the lives and income of maize farmers rely on good seeds: seeds that are climate-resilient, pest- and disease-resistant, and that grow and yield well under local conditions, often with minimum inputs.

“That is where the maize improvement research at the International Maize and Wheat Improvement Center (CIMMYT) plays a crucial role in this challenge of food security. You need to develop the right location-specific varieties that farmers want, that partner seed companies are willing to produce, in a cost- and time-efficient way,” says Aparna Das. She joined CIMMYT’s Global Maize research program in August 2018 as Technical Program Manager.

“My role is to work  with and guide the Breeding and Seed Systems team, so that our research is more client- and product-oriented, efficient, and so that there is a better coordination and monitoring, aligned with the available resources and skills within CIMMYT, and with our numerous public and private partners,” she explains.

Value-for-money farmer impact

An important activity Das coordinated recently is a series of collaborative product profiling workshops with CIMMYT’s partners. Integrating the priorities of the national agricultural research systems and partner seed companies, this exercise reviewed and redefined what maize traits and attributes research should focus on in years to come. After this consultation, partners not only pick up CIMMYT germplasm based on trial data, but they can also verify if it fits with their own profile, to make sure that the traits they want are there. It makes breeding much more targeted and efficient.

“Product profiling has already influenced our research. For instance, all partners mentioned husk cover as a ‘must-have’ trait, because you have less insect attacks and grain spoilage,” Das explains. “Although it was considered a base trait, the breeders did not consider it systematically during their maize line selection and product advancement. Now it is integrated,” she notes.

“Our impact should not be limited to the number of varieties released or the number of papers published, but also how many varieties are picked up by partners, adopted by farmers and scaled up,” Das points out.

Breeders and seed systems specialists have worked together to estimate and track the costs of delivering products. Teams responsible for product profiles can now, through simulation, test different solutions and see what costs could be reduced or adjusted to develop the hybrid.

Das enjoys this type of collaboration. “Managing behavioral change is a key part of my role, being able to work with different teams and cultures, which makes my job so interesting,” she says.

An out-of-the-book thinker in a men’s world

Plant breeding is a male-dominated world but Das is used to fitting in as a minority. Originally from West Bengal, she grew up in Ludhiana, another Indian state and a different culture. She learned genetics and plant breeding at Punjab Agricultural University (PAU) in Ludhiana. Discovering the new field of molecular breeding, at its infancy twenty-five years ago, was an exciting challenge.

At PAU, Das pursued crop improvement research, first in wheat and potato, and later in rice genetics. She received an award from India’s Department of Science and Technology under the Young Scientist Program for her work on jumping genes in basmati rice, aimed at creating shorter and more productive basmati varieties while maintaining the basmati aroma.

Later she joined the International Rice Research Institute (IRRI) to work on the development of Golden Rice, a provitamin A-rich variety, through genetic engineering.

“Being a woman in plant breeding, especially as a breeder, is not that common. Women are not expected to do plant breeding fieldwork, away from the lab and offices. But I did not back off. I did my rice fieldwork in the paddy fields, at 40 degrees, all on my own. I believe that women bring a level of precision that is very important in breeding.”

Bridging public and private sectors

After ten years of public research, she moved to the private seed sector, to learn how seed companies integrate farmers’ needs to their research pipeline, and then channel this research to deliver to millions of farmers. “A big lesson from corporations is the value for money at each stage of their research, and that market research is instrumental to really understand farmers’ needs and guide breeding,” she notes.

After a decade in the private sector, Das was keen to move on and use her experience in the nonprofit sector. Then she joined CIMMYT. “This opportunity of technical program manager was timely. I knew the strengths of CGIAR, having highly educated scientists and the great potential outreach of the research. I knew where crop research could be improved, in converting basic research into demand-driven research.”

“Since my time at IRRI a decade ago, I realized things had moved on in the CGIAR system. Seed systems, product profiling and value chain research are now fully integrated in the Global Maize program. It is a crucial time to be here at CIMMYT. With the CGIAR reform, with the climate emergency, and emerging pests and diseases, we have to be even more inventive and reactive to continue to deliver greater impact,” she concludes.

Making seed systems work for men and women

One important pillar of Africa’s food security is ensuring that quality seeds are developed and delivered to the millions of smallholder farmers that feed the continent. Reaching the last mile with climate-resilient and disease-resistant seeds remains a challenge in many parts of sub-Saharan Africa. “In countries where we invested in seed systems initiatives, we have seen an upsurge in smallholder farm productivity,” said Joseph DeVries, the President of Seed Systems Group. “A story that is not adequately told is that of the important role of women along the seed value chain. In Kenya, 40% of owners of agrodealer shops are women. The farming sector would gain a lot with a stronger role for women in developing a gender-sensitive seed sector,” he noted.

DeVries was one of the keynote speakers at the “Gender dynamics in seed systems in sub-Saharan Africa” workshop organized by the International Maize and Wheat Improvement Center (CIMMYT) on December 2, 2019 in Nairobi, Kenya. The meeting brought together researchers, development practitioners, donors, farmers’ representatives, farmers, seed companies and other private actors.

CIMMYT’s Gender and Development Specialist, Rahma Adam, observed that with the African seed sector being male-dominated, the patriarchal nature of the family and community systems make it harder for women to penetrate the sector easily. For instance, many women employed in the sector mostly dominate the low-paying jobs. Workshop participants agreed that while there are many opportunities for women in the sector, the barriers to entry are many.

Acknowledging the gender gap in agriculture

“Decades of gender research have shown that where there is gender inequality, there is food insecurity,” remarked Jemimah Njuki, senior program specialist from the International Development Research Center (IDRC). The gender gap in agricultural productivity observed in sub-Saharan Africa — up to 30% in countries like Nigeria and Malawi — is often explained by unequal access to inputs and male labor for heavy operations such as land preparation, access to knowledge and capital.

Addressing such unequal access is not enough, according to Njuki. To switch to a truly gender-sensitive food system, “you need to address social norms and women’s agency and what they can do on their own.” Taking the example of financial services, women often find difficulties obtaining loans because banks ask for collateral like title deeds, which are typically in the name of the husband or a male in-law. Yet, women are very good at repaying their loans on time. Making finance institutions “womanable” as Njuki put it, would be good for the welfare of women and their family, hence good for business.

Is there such a thing as seed for women farmers?

Within a household, who has a say in buying new seeds? Do men and women farmers look for the same traits and attributes?

A study conducted in Ethiopia, Kenya, Tanzania and Uganda by Paswel Marenya, a senior agricultural economist at CIMMYT, revealed that in many cases, the man has a greater say in selecting new seed varieties. Other research shows that beyond grain yield, the characteristics of “a good variety” differ between men and women farmers. In the study, both genders mention what they were willing to pay as trade-off against yield. Women would favor a variety with a longer grain shelf-life (ability to store 3-4 months). Men preferred a variety that performs well with low fertilizer requirements. Equally, women farmers engaged in participatory varietal selections tended to provide more nuanced evaluation of varieties than men. Despite this evidence, seed companies do not often adapt their seed marketing strategy according to gender.

Making institutions and seed systems gender-sensitive

Are there missed opportunities for the seed sector by being “gender-blind”? Rahma Adam believes “the current one-size-fits-all model does not work for many women farmers”. She advises seed companies to be more gender-sensitive when organizing seed marketing operations. Women tend to have less time to attend field demos, the major marketing tool for seed companies. Packaging may not be adapted to suit their more limited purchasing power.

There are good examples of women seed entrepreneurs that have established their niche and reach out to women farmers. Janey Leakey, Director of Leldet Seed Company in Nakuru, Kenya, is one such example. She markets small seed packs called Leldet bouquet, a mix of improved maize and legume seeds at the cost of a cup of tea, to enable women farmers test new varieties.

For the more informal sweet potato seed systems, many women farmers have been successfully engaged in lucrative vine multiplication, thanks to the use of women extensionists and women groups to teach appropriate storage techniques in drought-prone regions. “Such seed business can empower women within the household,” noted Jan Low, co-leader of the Sweetpotato for Profit and Health Initiative (SPHI) at the International Potato Center (CIP) and 2016 World Food Prize Laureate. A woman vine multiplier was able to negotiate with the husband for more land and water access to increase production.

Many other important actors in the public, private and development sectors have also been more deliberate in structuring some of their project or business implementation plans to include or benefit more women in the seed value chain. Among the players are CARE International, Kenya’s Ministry of Agriculture, the Centre for Agriculture and Bioscience International (CABI), the Seed Trade Association of Kenya (STAK), SeedCo, the Agricultural Market Development Trust (AGMARK), World Vision, the Food and Agriculture Organization (FAO), which attended and participated very actively in this workshop.

Some of the plans entail helping more women to access information on climate change to understand their cropping seasons, contracting women farmers as seed out-growers, encouraging and supporting them to join forces to produce seed in group settings. Some of these actors also train women to enhance their entrepreneurial acumen, help them to access finance, obtain the appropriate labor and time-saving machinery, and acquire small seed packs.

Ultimately, designing a seed system that works for men and women requires a holistic approach, from building women’s agency, addressing norms and unequal access to resources. It requires time, dedication, financial and human resources, as well as capabilities and multi-stakeholder collaboration. “The main take-home message is that building a gender-sensitive seed system starts with us,” said Amanda Lanzarone, program officer at the Bill & Melinda Gates Foundation.

Nurture soil as our food and climate insurance

Kassim Massi and Joyce Makawa have learned how conservation agriculture nurtures the soil of their 2.5-acres farm in Lemu, Malawi, and helps them to better cope with regular dry spells and storm rains. With four children and two grandchildren, their livelihoods depend on rainfed crop farming, in particular maize, the main staple in Malawi, and a few goats and free-range poultry. The International Maize and Wheat Improvement Center (CIMMYT) introduced them to conservation agriculture, along with five other families in their community.

“I have learnt a lot from this experiment. I can see that with crop rotation, mulching and intercropping I get bigger and healthier maize cobs. The right maize spacing, one seed at the time planted in a row, creates a good canopy which preserves the soil moisture in addition to the mulch effect,” Massi explains. “The mulch also helps to limit water runoff when there are heavy rains. I don’t see the streams of mud flowing out of this plot like for my other field where I only planted maize as usual on ridges,” he adds.

Massi and Makawa started small, on a quarter acre, testing maize and maize-pigeon pea intercropping under conservation agriculture. Later they diversified to a maize-groundnut rotation with pigeon pea alleys, while introducing different drought-tolerant maize varieties on their plot. Pigeon pea and groundnut are legume crops that enrich the soil in nitrogen via nodules that host specific bacteria called rhizobia in their root systems. Massi and Makawa also put layers of maize stalks and groundnut haulms on the ground after harvest, creating a mulch that not only enriches the soil in organic matter but retains soil moisture and improves soil structure.

While they got only two bags of 50kg maize grain from their conventionally tilled maize field, they harvested almost three times more maize grain plus three bags of groundnuts, and two and half bags of pigeonpea from the 0.1 hectares grown under conservation agriculture. “This plot has become our food insurance and we plan to expand it.”

Good for the soil and good for the farmer

“Building healthy soils over the years is one of the great impacts of conservation agriculture,” explains Christian Thierfelder, an agronomist with CIMMYT in Zimbabwe. “With no tillage, legume rotation or intercropping and crop residue management, a beneficial soil pore structure is developed over time. This enables water to infiltrate into the soil where it is available for plant growth in times of drought or during in-season dry spells.”

Under the GIZ-funded Out scaling climate-smart technologies to smallholder farmers in Malawi, Zambia & Zimbabwe initiative, the different ecosystem services that soils bring have been measured against the typical ploughed maize monocropping system. Fifteen year-long experiments show that 48.5mm more water infiltrates per hour under no-till as compared with the conventional method. Soil erosion is reduced by 64% for ripline-seeded maize with legume intercropping. At the Henderson Research station in Zimbabwe where soil erosion loss has been quantified, it means 90 metric tons per hectare of topsoil saved over twelve years.

“Conservation agriculture is good for the soil, and it is good for the farmer. The maize-legume intercropping under conservation agriculture provides very good financial return to labor and investment in most rural communities we worked with,” Thierfelder notes.

Climate mitigation or resilience?

There is growing recognition of the importance of soils in our quest for sustainability.

Soils play for instance an important role in climate regulation. Plants fix carbon dioxide (CO2) through photosynthesis and when those plants die and decompose, the living organisms of the soil, such as bacteria, fungi or earthworms, transform them into organic matter. That way, soils capture huge quantities of the carbon emissions that fuel climate change. This soil organic carbon is also essential for our food security because it retains water, and soil nutrients, essential for growing crops.

The quantity of carbon soils capture depends on the way farmers grow their crops. Conservation agriculture improves soil biodiversity and carbon sequestration by retaining crop residues as mulch, compared to conventional practices.

“Research shows that practices such as conservation agriculture can restore soil organic carbon at the level of four per thousand when farmers apply all principles of conservation agriculture: no-till, soil cover and crop diversification,” explains Marc Corbeels, agronomist seconded to CIMMYT from Cirad. Increasing soil organic content stocks globally by 0.4% per year is the objective of the “4 per 1000” initiative as a way to mitigate climate change and improve food security. At global level, sequestrating 0.4% more soil organic carbon annually combined with stopping deforestation would counteract the annual rise in atmospheric CO2.

The overall soil organic carbon sequestration potential of conservation agriculture should however not be overestimated,” Corbeels warns. “Carbon sequestration is complex and context-specific. It depends for instance on the type of soils and the initial soil organic status, and the crop and biomass productivity as enough crop residues should be produced.”

“Now farmers in Malawi, Zambia and Zimbabwe are facing prolonged drought and, in some parts, farming communities got hit by flash floods. With degraded and barren soils in this tropical environment, it is a disaster. In my experience, more than mitigation, improved climate resilience is a bigger benefit of conservation agriculture for the farmers”, Corbeels says.

“Science is important to build up solid evidence of the benefits of a healthy soil and push forward much-needed policy interventions to incentivize soil conservation,” Thierfelder states.

Scaling out conservation agriculture practices is what has driven him over the past decade in southern Africa.

“One big lesson I learnt from my years of research with farmers is that if you treat well your soil, your soil will treat you well. Conservation agriculture adopters like Kassim Massi and his family are more resilient to these successive shocks. We need more farmers like them to achieve greater food security and climate resilience in the region,” he concludes.

December 5, we are celebrating World Soil Day under the theme “Stop Soil Erosion, Save our Future!” As CIMMYT’s research shows, farmers cannot deliver sustainable food security without healthy soils, as the farming land producing our staple crops provide important environmental services as well. CIMMYT calls for soil-smart agriculture and food systems.

Do smallholders get the right seed and inputs from their agrodealer?

Many Tanzanian smallholder farmers fail to produce even 1 ton of maize grain per hectare. To improve crop yields, a farmer needs the right seeds and complementary inputs, including inorganic fertilizer. The “right” inputs will depend upon what his or her geographical location and farming system are. How many farmers have access to such inputs and advice? What is the distribution of agrodealers in rural areas? What do they stock, and at what prices?

The International Maize and Wheat Improvement Center (CIMMYT) recently carried out a survey of agrodealers in Uganda and Tanzania to answer such questions related to the last-mile delivery of seeds and other agronomic inputs.

This is a joint initiative from two projects — Taking Maize Agronomy to Scale in Africa (TAMASA) and Strengthening product profile-based maize breeding and varietal turnover in Eastern and Southern Africa — funded by the Bill & Melinda Gates Foundation and USAID.

For the study, CIMMYT teams interviewed 233 agrodealers in Uganda and 299 agrodealers in Tanzania. The survey started in September 2019, just before the main maize planting season, and covered five districts in each country, in both easy-to-reach and remote areas.

The study focuses particularly on two types of agricultural inputs: maize seeds — similar to an earlier survey done this year in Kenya — and fertilizer.

Are agrodealers catalyzers of varietal turnover?

For maize seed, researchers looked at which varieties are available at the agrodealer and how do they decide on what to stock.

Agrodealers were also asked to report the key selling attribute of the different varieties they had in store whether it was yield, drought tolerance, maturity level or another marketing characteristic like pricing or packaging. Such information will give some better insights for CIMMYT’s maize breeding team about perceived differences along the seed value chain on key attributes and product profiles.

For example, a new variety in Uganda that was tolerant to maize lethal necrosis (MLN), was mainly promoted as a double cobber and not as MLN tolerant. And unlike in Uganda, there was no “cheap variety” option available in Tanzania, according to the agrodealers interviewed for the study, although high seed prices were often mentioned as the main barrier for seed purchases.

Better understanding how retailers select their varieties could help improve varietal turnover, a key indicator of how fast CIMMYT’s research reaches out farmers.

Besides their own role, it is also interesting to see how agrodealers perceive external challenges to influence farmer adoption of improved varieties. In Uganda, agrodealers saw counterfeit seed and government free seed distributions to farmers as the main challenges for their business, issues that were not frequently mentioned in Tanzania.

Understanding input market characteristics

The use of fertilizer is very low in sub-Saharan Africa, around 8-12 kg per hectare, twenty times less than Western standards. Fertilizer access and affordability have been cited as key factors in the low rates of uptake.

The study may shed some new light on this, as it looks at what types of fertilizer is available to farmers at agrodealer shops, and what drives sale and prices. Researchers will examine whether there is a competition effect and how transport costs or subsidies impede the growth of the fertilizer market.

Georeferencing of interviewed agrodealers and farmer population mapping will help reveal the degree to which agrodealers are concentrated in particular areas, leaving other areas with relatively little local access to inputs. Project researchers will investigate how marketing conditions vary across such situation, examining, for instance, how input pricing strategies, selection and quality varies spatially. The team will also use data collected on fertilizer prices to further refine regional fertilizer profitability maps.

Such mapping exercises could help improve the relevance of extension advice. As an example, to tackle acid soils or phosphorus deficiency, could farmers find the recommended input, lime or appropriate P fertilizer at the right time and right price, so that it is profitable for them?

The detailed results of the study are expected in early 2020 to guide agronomic investments and policies for more functional input markets that drive a much-needed sustainable intensification of African smallholder agriculture.

Investing in drought-tolerant maize is good for Africa

Zambia’s vice-president has recently called to reduce maize dominance and increase crop and diet diversification in his country. The reality is that maize is and will remain a very important food crop for many eastern and southern African countries. Diet preferences and population growth mean that it is imperative to find solutions to increase maize production in these countries, but experts forecast 10 to 30% reduction in maize yields by 2030 in a business-as-usual scenario, with projected temperature increases of up to 2.7 degrees by 2050 and important drought risks.

Knowing the importance of maize for the food security of countries like Zambia, it is crucial to help maize farmers get better and more stable yields under erratic and challenging climate conditions.

To address this, the International Maize and Wheat Improvement Center (CIMMYT) and its partners have been developing hundreds of new maize varieties with good drought tolerance across sub-Saharan Africa. Stakeholders in the public research and African seed sectors have collaborated through the Drought Tolerant Maize for Africa (DTMA) project and the Stress Tolerant Maize for Africa (STMA) initiative to develop drought-tolerant seed that also incorporates other qualities, such as nutritional value and disease resistance.

A groundbreaking impact study six years ago demonstrated that drought-tolerant maize significantly reduced poverty and food insecurity, particularly in drought years.

A new study from CIMMYT and the Center for Development Research (ZEF) in the main maize growing areas of Zambia confirms that adopting drought-tolerant maize can increase yields by 38% and reduce the risks of crop failure by 36%.

Over three quarters of the rainfed farmers in the study experienced drought during the survey. These farming families of 6 or 7 people were cultivating 4 hectares of farmland on average, half planted with maize.

Another study on drought-tolerant maize adoption in Uganda estimated also good yield increases and lower crop failure risks by 26 to 35%.

A balancing act between potential gains and climate risks

Drought-tolerant maize has a transformational effect. With maize farming becoming less risky, farmers are willing to invest more in fertilizer and other inputs and plant more maize.

However, taking the decision of adopting new farm technologies in a climate risky environment could be a daunting task. Farmers may potentially gain a lot but, at the same time, they must consider downside risks.

As Gertrude Banda, a lead farmer in eastern Zambia, put it, hybrid seeds have a cost and when you do not know whether rains will be enough “this is a gamble.” In addition to climate uncertainty, farmers worry about many other woes, like putting money aside for urgent healthcare, school fees, or cooking nutritious meals for the family.

Information is power

An additional hurdle to adoption is that farmers may not know all the options available to cope with climate risks. While 77% of Zambia households interviewed said they experienced drought in 2015, only 44% knew about drought-tolerant maize.

This inequal access to knowledge and better seeds, observed also in Uganda, slows adoption of drought-tolerant maize. There, 14% of farmers have adopted drought-tolerant maize varieties. If all farmers were aware of this technology, 8% more farmers would have adopted it.

Because farmers are used to paying for cheap open-pollinated varieties, they are only willing to pay half of the hybrid market price, even though new hybrids are performing very well. Awareness campaigns on the benefits of drought-tolerant maize could boost adoption among farmers.

According to the same study, the potential for scaling drought-tolerant maize could raise up to 47% if drought-tolerant varieties were made available at affordable prices at all agrodealers. Several approaches could be tested to increase access, such as input credit or subsidy schemes.

New tools guide interventions against acid soils in Africa using lime

One major reason why maize productivity in sub-Saharan Africa is very low is poor soil health. Soil acidity is often mentioned because of its impact on crop yields and the extent of acid soils in the region. A recent soil mapping exercise, conducted by the Ethiopian Soil Information System (EthioSIS) under the administration of the Ethiopian Agricultural Transformation Agency (ATA), estimated that 43% of arable lands were affected by acid soils and that 3.6 million people, about 10% of the total rural population, live in areas with acidic soils.

Very acid soils — those with a pH below 5.5, roughly one hundred times more acidic than neutral soils — are associated with certain toxicities, like aluminum and iron excess, and some nutrient deficiencies. Soil acidity pushes soil nutrients out of reach of the plant, leading to stunting of root system and plant. As a result, the plant becomes also less tolerant to drought.

Soil acidification depends on soil nature, agroecology and farming systems. It happens through natural leaching of CO2 after rainfall and excess application of nitrogenous fertilizer or organic matter, for instance.

As a result, soil acidity significantly affects maize yields. In Ethiopia, studies have revealed substantial impacts on crop productivity related to acid soils and the importance of acid soil management for Ethiopia’s food security. The Ethiopian Institute of Agricultural Research (EIAR) estimated that soil acidity on wheat production alone costed the country over 9 billion Ethiopian Birr, about $300 million per year.

Acidic soils in the limelight

Preliminary analysis led by the International Food Policy Research Institute (IFPRI) suggests that yields of major cereal crops, such as wheat and barley, could increase by 20 to 40% with the application of lime in acidic areas of the country.

While these preliminary results are significant, we need to know more about local farmers’ experience with acidic soil and their mitigation strategies. Such impact assessments are however typically determined at either the national or experimental plot level and do not map where mitigating against acid soils would be the most profitable.

To improve acid soils, farmers may apply lime on their fields to raise the pH, a practice known as liming. How much lime to apply will depend on the crop, soil type but also on the quality of lime available. Liming has multiple beneficial effects like improving nitrogen fixation of legume nodules, boosting yields of legume crops.

But liming has a cost. It can quickly become a very bulky affair as we need to apply 3 to 4 tons per hectare for sandy soils and up to 8 tons per hectare for clay and humifere soils.

Furthermore, existing lime markets are quite limited or even non-existent in many areas, even those where acidic soils are prevalent. Developing supply chains from scratch is difficult and costly. Understanding the costs and potential returns to such investments is important. There are many questions to ask at different levels, from the farm and farming system to the lime supply chain. What are the available lime sources — calcitic, dolomite or blend — and lime quality? Where are the lime processing units and how could you assess the transport cost to the farms? What could be the crop yield response depending on the lime application?

User-friendly and scalable dashboard

IFPRI, in collaboration with EIAR, the International Maize and Wheat Improvement Center (CIMMYT) and the German aid agency GIZ, developed a pilot in Ethiopia’s Amhara region to help better target lime interventions for a greater impact. Amhara region was chosen because of the importance of acid soils, and access to extensive soil data.

Combination of several spatial datasets on soil quality, agroecological, weather, long-term agronomic trials and crop modelling tools enabled to generate at scale, georeferenced estimates of crop yield responses for different lime applications. Calibration of this spatial model for wheat estimated a yield increase of approximately 30% increasing the pH from 5.5 to 6.5, which is relatively consistent with general research data and expert opinion.

Mapped estimates of the grain prices and the delivered costs of lime, based on the location of the lime crushers in the region and transport costs, enables then to map out the spatial profitability of lime operations.

Initial calculations revealed a great variability of lime costs at the farmgate, with transportation representing at least half of total lime costs. It showed also that farmers often do not use the most cost-effective combination of inputs to tackle soil acidity.

Another possible application is to determine maize growing areas where lime benefits outweigh the costs, which would be ideal sites for demonstrating to farmers the positive impact lime applications could have to their livelihoods.

This Amhara lime dashboard prototype demonstrated its scalability. A national dashboard is currently being developed, which includes lime sources GPS location, grain prices and district-level soil quality mapping. This approach is tested also in Tanzania.

CIMMYT and its partners plan to package such tool in a user-friendly open-access web version that can be rapidly updated and customized depending on the area of intervention, for instance integrating a new lime source, and applied for different crops, and across the Eastern African region. Such dashboards will help development organizations and government make better informed decisions regarding lime investments.

What it takes to bring the best seed to farmers

Partnerships and how to increase impact were two of the key issues discussed by the Board of Trustees of the International Maize and Wheat Improvement Center (CIMMYT) during their meeting in Kenya in October 6-10, 2019. Management and strategy discussions were combined with field trips and interactions with CIMMYT researchers and partners. Board members visited the research stations in Kiboko and Naivasha, as well as two partner seed companies in Machakos and Nairobi.

“To ensure CIMMYT’s crop breeding research benefits smallholder farmers, it is important for us to better understand how partnerships between CIMMYT and seed companies work on the ground, to know how seeds move from our research stations to the farmers,” said Marianne Bänziger, CIMMYT’s deputy director general for research and partnership.

East African Seed, a family-owned seed business established in Nairobi in the 1970s, sells over 300 products, from maize and vegetable seeds to phytosanitary solutions. The company works through a large network of stockists and distributors across Burundi, the Democratic Republic of Congo, Kenya, Rwanda, South Sudan, Tanzania and Uganda.

Rogers Mugambi, chief business manager of East African Seed, underlined the successful partnership with CIMMYT, getting access to high-yielding disease-resistant germplasm and receiving technical support for the company’s breeding team. Mugambi highlighted CIMMYT’s contribution to contain the devastating maize lethal necrosis (MLN) outbreak since 2011. Most commercial varieties on the market fared badly against this new viral disease, but in 2020 East African Seed will launch two new MLN-tolerant varieties on the market thanks to CIMMYT’s breeding work.

Dryland Seed, another partner seed company, was established in 2005 in Kenya’s Machakos County. It commercializes the drought-tolerant SAWA maize hybrid, based on CIMMYT lines. Featured recently on Bill Gates’s blog, this hybrid is a success among farmers, thanks to earliness, nitrogen use efficiency and good yield potential in water-stressed regions. Dryland Seed’s production grew from 25 to 500 tons of seed per year, reaching out 42,000 farmers a year.

Keeping seeds in business

When asked about the uniqueness of East African Seed, Mugambi highlighted trust and consistency in quality. They nurture their agrodealer network by investing in extension services and organizing evening meetings with stockists to discuss how to farm and be profitable. “Knowing and supporting the agrodealers selling your products is crucial, to make sure the stockists sell the right seeds and inputs, and store them well,” Mugambi explained.

“Many seed companies could learn from you. Quality control is crucial for any seed business as you sell genetics and any crop failure at farm level will jeopardize farmers’ trust in the company’ seeds,” said Bill Angus, CIMMYT Board member.

Ngila Kimotho, managing director of Dryland Seed, pointed out the financial challenges for a small local seed company to grow in this risky but important agribusiness. The company has to pay out-growers, sometimes face default payment by some agrodealers, while low-interest credit offers are scarce as “banks and microfinance institutions target short-term reliable businesses, not climate-risky rainfed farming,” Kimotho explained. Combining drought-tolerant crops with insurance products could lower business risks for banks.

Bringing top-notch research to farmers

“I am worried about the mutating stem rust which seems to break down the resistance of some popular wheat varieties,” stressed Joseph Nalang’u, a farmer in Narok with 600 acres dedicated to wheat and 100 to maize. “The unpredictable weather is another major concern. When I started farming, we knew exactly when the planting season would start, and this helped us in our planning. That is no longer the case.”

African farmers need agricultural research. A research that is responsive to develop rapidly scalable and affordable solutions against numerous emerging pests and diseases like wheat rusts, MLN or fall armyworm. They need advice on how to adapt to unpredictable climate.

While visiting the MLN Quarantine and Screening Facility in Naivasha, CIMMYT’s Board members discussed research priorities and delivery pathways with farmers, seed and input companies, and representatives of Kenya Agricultural and Livestock Research Organization (KALRO), Kenya Plant Health Inspectorate Service (KEPHIS) and the Ministry of Agriculture.

“When you visit Naivasha MLN research facility or Njoro wheat rust phenotyping platform, both co-managed by CIMMYT and KALRO, you see a partnership that works very well,” said Zachary Kinyua, the assistant director for crop health research at KALRO. “These facilities are open to public-private collaboration, they generate important public goods for farmers, large and small.”

“If we develop or co-develop wonderful technologies but they don’t reach the farmers, that would be a fun and wonderful experience but with no impact,” said Kevin Pixley, CIMMYT’s director of the Genetic Resources program. “We depend on partners in the national agricultural research systems, seed companies and other private and public partners to realize the desired impact.”

“It is always so inspiring to see on the ground the results of years of research, to hear some of our partners talking about the real impact this research makes. The multiplier effect of what we do never ceases to amaze me,” expressed Nicole Birell, chair of CIMMYT’s Board of Trustees.

Collaborative product profiling captures farmers’ demand for greater impact

The International Maize and Wheat Improvement Center (CIMMYT) organized its first ever Maize Product Profile-based Breeding and Varietal Turnover workshop for eastern Africa in Nairobi, on August  29 and 30, 2019. The workshop, funded by USAID, was attended by maize breeders from national research institutes in Kenya, Uganda, Tanzania, Rwanda, Ethiopia and South Sudan, and by several partner seed companies including Seedco, Kenya Seeds, Western Seeds, Naseco and Meru Agro.

A product profile is defined as a list of “must-have” maize characteristics or traits that are the unique selling points for the target beneficiaries who are looking for these qualities. The breeders also consider additional traits in their breeding strategy, “value-added” or desirable traits that could be future unique selling points.

“A product profile is not a secret sauce” nor a checkbox to tick, explained Georges Kotch, a renowned expert in the seed industry and lead for Module 1 of the Excellence in Breeding (EiB) platform on product profiling. A product profile is a blueprint to help maize breeding programs ensure their new varieties released respond to a true need with a clear comparative advantage for seed companies and ultimately for maize farmers. This demand-driven process “starts with the end in mind” by understanding what the customers want. The end goal is to replace leading old varieties on the market with better ones that will improve farmers’ livelihoods, for example, with greater climate resilience and productivity.

Steering the breeding program through “healthy tensions”

Breeders may have had the tendency to focus on optimum yield for a certain agroecology, yet their priority traits may not reflect exactly the market or what farmers want. In addition to good yield, drought or disease resistance, grain color, taste, nutritional value, and appearance of plants and cobs are important in farmers’ choice of seed. Socio-economic research tools like participatory varietal selection (PVS) or willingness-to-pay experiments help us weigh the importance of each trait to trigger adoption.

There may be tensions between farmers’ needs, what suits seed companies like the seed reproducibility ratio, and what is possible and cost-effective from a breeder’s perspective. CIMMYT does not only look through the lens of economic return. The social impact new varieties could have is also considered, for example developing provitamin A or quality protein maize (QPM) as a solution to combat malnutrition even if there is not a major demand from private seed companies in Africa for nutritious maize.

Qualities valued by some actors may be overlooked by others. For example, some maize varieties have leafy ears with deceptively small cobs, which may protect the grain against pests but could be rejected by farmers.

It is important to have a wide array of expertise from breeding, market research and socio-economic analysis so that the different trait choices are weighed according to different lenses and a clear strategy for varietal turnover is defined.

High performing hybrids may not be enough for large-scale adoption

In southern Africa, climate experts warn that farmers could face drought every three years. CIMMYT has rightly prioritized drought tolerance (DT) over the last decade under the Stress Tolerant Maize for Africa initiative. Recently developed DT maize hybrids often outperform the popular varieties on the market, yet the varietal turnover has been slow in some regions. Farmers’ perceptions of what is a good maize may influence the success or rejection of a new variety. The risk for farmers and seed companies to try out a new variety is an important factor in adoption as well.

An appropriate seed marketing strategy is key, often seen only as the responsibility of private seed companies, but should be considered by public research as well.

CIMMYT has been selecting maize that can withstand drought during the critical phase just before and during the flowering stage, when the silks of the future cobs form. Even if rains stop at this stage, farmers growing DT maize will harvest some decent grain. If a long dry spell occurs just after planting, the crop will fail regardless of drought-tolerant breeding efforts. Farmers may then reject DT maize after such failure if the messaging is not clear.

Product profiling is a collaborative process, not an imposing one

Redefining the breeding strategy through product profiling is not set in stone. Kotch recommends annual review as a vehicle for constant improvement. B.M. Prasanna, director of CIMMYT’s Global Maize Program and the CGIAR Research Program on Maize (MAIZE) explained that the product profiles could vary among various partners, as each partner looks at their own comparative advantage to reach success.

It is important to have everyone from the maize seed value chain on board to succeed. Regina Tende, maize breeder and entomologist at the Kenya Agricultural & Livestock Research Organization (KALRO), warned that regulatory bodies who review and authorize new varieties to reach the market must be integrated in the discussion “as their interest, primarily yield, may not be the final requirement for the target market.”

Seed systems specialists are also crucial to operationalize a successful breeding and delivery strategy, to address the different scaling bottlenecks and identify “the market changer.”

According to Kotch, CGIAR and national research organizations should avoid developing products too similar to the popular varieties on the market. Adoption occurs when something very different, for example new resistance to the devastating maize lethal necrosis, gives an innovation edge to seed companies. In Ethiopia, the replacement of an old popular variety BH660 by climate resilient BH661 was successful for various reasons including superior hybrid seed production with grey leaf spot resistance built in the seed parent population.

This demand-driven, multi-lens approach of product profiling including breeding, gender, socio-economic and policy dimensions will help to ensure that new varieties are more likely to be picked by farmers and partner seed companies, and increase the impact of CIMMYT’s Global Maize Program.

Seed production innovations, conservation agriculture and partnerships are key for Africa’s food security

Members of the International Maize Improvement Consortium Africa (IMIC – Africa) and other maize and wheat research partners discovered the latest innovations in seed and agronomy at Embu and Naivasha research stations in Kenya on August 27 and 28, 2019. The International Maize and Wheat Improvement Center (CIMMYT) and the Kenya Agriculture & Livestock Research Organization (KALRO) held their annual partner field days to present sustainable solutions for farmers to cope with poor soils, a changing climate and emerging diseases and pests, such as wheat rust, maize lethal necrosis or fall armyworm.

Versatile seeds and conservation agriculture offer farmers yield stability

“Maize is food in Kenya. Wheat is also gaining importance for our countries in eastern Africa,” KALRO Embu Center Director, Patrick Gicheru, remarked. “We have been collaborating for many years with CIMMYT on maize and wheat research to develop and disseminate improved technologies that help our farmers cope against many challenges,” he said.

Farmers in Embu, like in most parts of Kenya, faced a month delay in the onset of rains last planting season. Such climate variability presents a challenge for farmers in choosing the right maize varieties. During the field days, CIMMYT and KALRO maize breeders presented high-yielding maize germplasm adapted to diverse agro-ecological conditions, ranging from early to late maturity and from lowlands to highlands.

João Saraiva, from the Angolan seed company Jardins d’Ayoba, said having access to the most recent improved maize germplasm is helpful for his young seed company to develop quality seeds adapted to farmers’ needs. He is looking for solutions against fall armyworm, as the invasive species is thriving in the Angolan tropical environment. He was interested to hear about CIMMYT’s progress to identify promising maize lines resistant to the caterpillar. Since fall armyworm was first observed in Africa in 2016, CIMMYT has screened almost 1,200 inbred lines and 2,900 hybrids for tolerance to fall armyworm.

“Hopefully, we will be developing and releasing the first fall armyworm-tolerant hybrids by the first quarter of 2020,” announced B.M. Prasanna, director of CIMMYT’s Global Maize Programme and the CGIAR Research Program on Maize (MAIZE).

“Through continuous innovations to build varieties that perform well despite dry spells, heat waves or disease outbreak, maize scientists have been able to deliver significant yield increases each year across various environments,” explained Prasanna. “This genetic gain race is important to respond to growing grain demands despite growing climate risks and declining soil health.”

Berhanu Tadesse, maize breeder at the Ethiopian Institute for Agricultural Research (EIAR), was highly impressed by the disease-free, impeccable green maize plants at Embu station, remembering the spotted and crippled foliage during a visit more than a decade ago. This was “visual proof of constant progress,” he said.

For best results, smallholder farmers should use good agronomic practices to conserve water and soil health. KALRO agronomist Alfred Micheni demonstrated different tillage techniques during the field tour including the furrow ridge, which is adapted to semi-arid environments because it retains soil moisture.

Innovations for a dynamic African seed sector

A vibrant local seed industry is needed for farmers to access improved varieties. Seed growers must be able to produce pure, high-quality seeds at competitive costs so they can flourish in business and reach many smallholder farmers.

Double haploid technology enables breeders to cut selection cycles from six to two, ultimately reducing costs by one third while ensuring a higher level of purity. Sixty percent of CIMMYT maize lines are now developed using double haploid technology, an approach also available to partners such as the Kenyan seed company Western Seeds.

The Seed Production Technology for Africa (SPTA) project, a collaboration between CIMMYT, KALRO, Corteva Agriscience and the Agricultural Research Council, is another innovation for seed companies enabling cheaper and higher quality maize hybrid production. Maize plants have both female and male pollen-producing flowers called tassels. To produce maize hybrids, breeders cross two distinct female and male parents. Seed growers usually break the tassels of female lines manually to avoid self-pollination. SPTA tested a male sterility gene in Kenya and South Africa, so that female parents did not produce pollen, avoiding a detasseling operation that damages the plant. It also saves labor and boosts seed yields. Initial trial data showed a 5 to 15% yield increase, improving the seed purity as well.

World-class research facilities to fight new and rapidly evolving diseases

The KALRO Naivasha research station has hosted the maize lethal necrosis (MLN) quarantine and screening facility since 2013. Implementing rigorous phytosanitary protocols in this confined site enables researchers to study the viral disease first observed in Africa 2011 in Bomet country, Kenya. Working with national research and plant health organizations across the region and the private sector, MLN has since been contained.

A bird’s eye view of the demonstration plots is the best testimony of the impact of MLN research. Green patches of MLN-resistant maize alternate with yellow, shrivelled plots. Commercial varieties are susceptible to the disease that can totally wipe out the crop, while new MLN-resistant hybrids yield five to six tons per hectare. Since the MLN outbreak in 2011, CIMMYT has released 19 MLN-tolerant hybrids with drought-tolerance and high-yielding traits as well.

A major challenge to achieving food security is to accelerate the varietal replacement on the market. CIMMYT scientists and partners have identified the lengthy and costly seed certification process as a major hurdle, especially in Kenya. The Principal Secretary of the State Department for Research in the Ministry of Agriculture, Livestock, and Fisheries, Hamadi Boga, pledged to take up this issue with the Kenya Plant and Health Inspectorate Service (KEPHIS).

“Such rapid impact is remarkable, but we cannot rest. We need more seed companies to pick up these new improved seeds, so that our research reaches the maximum number of smallholders,’’ concluded Prasanna.

What farmers want

Tabitha Kamau, 29, is scrutinizing a maize demonstration plot on which 12 different varieties were planted in November 2018. “What I am looking for is a maize variety that produces a lot, even when there is scarce rainfall,” says the single mother of three, who lives in Katheini, in Kenya’s Machakos County, on a quarter of an acre of land.

Together with 350 other smallholder farmers from Katheini and neighboring villages, Kamau is assessing the maize crops and ranking them based on her preferred traits.

Like her peers when asked what makes a good maize variety, she gives high scores to drought-tolerant varieties and those that can yield large and nicely filled cobs despite the dry spell that has affected the area over the last two months.

For five years, Kamau has been planting KDV4, a drought-tolerant open pollinated variety on the family land and another piece of leased plot. This early variety matures in 100 to 110 days and is adapted to dry mid-altitude conditions.

KDV4 was released by the Kenya Agricultural & Livestock Research Organization (KALRO) using the International Maize and Wheat Improvement Center (CIMMYT)’s germplasm. It is currently marketed by Dryland Seed Limited and Freshco Seeds, targeting farmers in the water-stressed counties of Kitui, Machakos and Makueni, in the lower eastern regions of Kenya.

The early maturing of varieties like KDV4 presents a good opportunity for its adopters, says Kamau. “If I am able to harvest in three and a half months or less, compared to four months or more for other varieties, I can sell some grain to neighbors still awaiting their harvest who want to feed their families.”

“I heard of new varieties that can germinate well and produce lots of leaves,” explains Catherine Musembi. This farmer from Kivaani looks for maize that performs well even under heat and drought. She likes maize plants with high biomass, as the foliage is used to feed the family’s three cows and two goats.

Farmers’ picks

The International Maize and Wheat Improvement Center (CIMMYT) has been undertaking participatory maize variety evaluations since 2016 in Kenya, Rwanda, Tanzania and Uganda. Every year, during the main maize growing season, researchers plant on-farm trials that can be evaluated by farmers.

Kamau and Musembi attended a selection trial in Machakos County, facilitated by a team from KALRO on February 18-19, 2019. This exercise was part of the 2018 mid-season evaluations, which were followed up by end-season assessments a month later.

Participatory farmer evaluations are used to give crucial feedback to CIMMYT’s maize breeding work. First, farmers get an opportunity to state what traits are important for them and rank them according to their importance. Then, participants evaluate varieties planted in the trial and give a score on individual trait and the overall performance for each variety planted. And they conclude the exercise by rating the best three plots.

In the drier eastern part of Kenya, farmers might be more interested in traits such as drought tolerance, early maturity and disease resistance. In central Kenya, where dairy farming is commonly practiced, a variety with more biomass could be preferred.

“Our work is to tease out the information regarding which traits contribute to a good score in the overall score,” explains Bernard Munyua, a socioeconomics research assistant at CIMMYT. Statistical analysis of the farmers’ score cards will reveal if the initial rating of criteria plays a strong role in the final overall appreciation of a variety. For instance, farmers may give high importance to height or biomass, yet it may not play a role in their ranking of best varieties.

“Such data is important for maize breeders to support future variety improvement work,” Munyua notes. “Moreover, by disaggregating the farmers opinions by region and socioeconomic attributes such as gender, education and income, we can define the priority traits by region or farmers’ socioeconomic profiles. It helps better target maize breeding work according to the needs on the ground and gives useful knowledge to seed companies for their seed marketing strategy,” he adds.

Agnes Nthambi, the farmer who hosted the demonstration plot, is very positive about her participation, as she learned about some of the ideal agronomic practices as well as the performance of new varieties. “On this trial, I learned that spacing was about two times shorter than we are generally used to. Even with the more constricted spacing, the maize has performed much better than what we are used to seeing,” she says. She also learned that fertilizer is applied at the time of planting. In her case, she normally applies fertilizer much later after germination has already occurred.

Nthambi says her family cannot afford losing both the fertilizer and the seed in case the rains fail. This time, she expects a good harvest from the one-acre farm, to supplement her family’s income.

Bill Gates highlights impact of CIMMYT’s drought-tolerant maize

 

In a blog post and video released today, Bill Gates talks about the essential role the CGIAR system plays in feeding the world. He highlights the work the International Maize and Wheat Improvement Center (CIMMYT) is doing to develop and spread the use of drought-tolerant maize varieties. “One of the leading CGIAR research centers is CIMMYT, the International Maize and Wheat Improvement Center. They are working on improvements to maize that are more productive, that are resistant to drought and diseases. It’s a leading example of the amazing work the CGIAR system does to help smallholder farmers,” Gates says.

In 2018, Bill Gates launched a campaign about climate change, because he worried not enough people understood the dimensions of the problem. In a previous blog post, he reminded readers that not only the energy sector is concerned, but also “the other 75%” — in particular agriculture and food systems. We need innovations to reduce our carbon footprint, Gates explained, but also to help the most vulnerable to cope with the effects of growing climate risks.

Rainfed smallholder farming families in sub-Saharan Africa are particularly at risk, as their livelihoods depend on unpredictable rainfall patterns. By the 2030s drought and rising temperatures could render 40% of the continent’s maize-growing area unsuitable for current varieties.

Drought-tolerant maize varieties could improve the climate resilience and the livelihoods of millions family farmers across Africa. The innovations offered by these varieties are affordable and scalable.

A team from Gates Notes came to drought-prone Machakos county in Kenya to visit farmers who are growing drought-tolerant hybrid maize. This variety, developed by the International Maize and Wheat Improvement Center (CIMMYT) and sold in the county by Dryland Seeds Limited under the SAWA brand, can yield up to 20% more than other drought-tolerant hybrids, explained the company’s managing director, Ngila Kimotho.

Despite limited rainfall in the village of Vyulya, Veronica Nduku harvested well-filled maize cobs. Her neighbour, who grows a local variety, had a less successful harvest.

CIMMYT developed these varieties under the Drought Tolerant Maize for Africa (DTMA) initiative, a ten-year project which finished in 2015. This work is continuing under the Stress Tolerant Maize for Africa (STMA) initiative, which is developing maize varieties that cope well with drought and other climate stresses. So far 3.5 million farmers in 13 African countries are benefitting from stress-tolerant maize varieties.

Fodder for thought

A recent study shows the slow adoption of conservation agriculture practices in sub-Saharan Africa, despite their multiple benefits for smallholder farmers. In Zimbabwe, it is estimated that no more than 2.5% of cropland is cultivated under conservation agriculture principles.

One of the constraints is the lack of appropriate machinery and tools that reduce drudgery. “Addressing a wide set of complementary practices, from nutrient and weed management and judicious choice of crop varieties to labor demand, is key to making conservation agriculture profitable and feasible for a greater number of farmers,” said Christian Thierfelder, Principal Scientist at the International Maize and Wheat Improvement Center (CIMMYT).

Farmers in the district of Murehwa, in Zimbabwe’s Mashonaland East Province, have embraced sustainable farming systems. They are benefitting from higher yields and new sources of income, and they are improving soil fertility.

Cosmas and Netsai Garwe’s homestead copes well despite the erratic weather. They own a lush one-acre field of maize and well-fed livestock: 18 cows, 9 goats and 45 free-range chickens. Two years after a crop-livestock integration initiative funded by the Australian Centre for International Agricultural Research (ACIAR) ended, the family still benefits from the conservation agriculture practices they learnt.

“We were taught the value of minimum tillage using direct seeding, rotation, mulching and weeding to ensure that our maize crop thrived,” explained Cosmas Garwe. “Intercropping and crop rotation with legumes like soybean, pigeon pea and velvet beans really improved our soil,” said Netsai Garwe.

Like the Garwes, more than 2,000 farmers in Murehwa district are scaling the production of lablab and velvet beans, which implies almost complete adoption. Effective extension support, local innovation platforms, and access to profitable crop and livestock markets have been key drivers for widespread adoption.

Better soil and cash cows

Many of these smallholder farmers’ fields have been under cultivation for generations and the granitic sandy soils, predominant in the area, have become very poor in soil organic matter, a key component of soil fertility.

“Nitrogen-fixing green manure cover crops such as velvet beans, lablab and jack beans can provide an affordable way for smallholder farmers to bring back soil fertility, especially nitrogen, into the soil,” explained Thierfelder. “Once the soils become responsive to mineral fertilizer again, a combination of leguminous crop rotations, manure use and in-organic fertilizer will provide stable and sustained crop yields of maize, their main food crop, even under a changing climate.”

Starting the second year the Garwes tried conservation agriculture on a 0.4-hectare plot, their yields improved, realizing 1.2 tons. As an additional benefit, the cover crops could be used as new animal feed sources, so they could keep maize crop residues as soil cover and increase the amount of organic matter in the soils.

Adoption of green manure cover crops was not easy at first, but farmers from Murehwa quickly realized that lablab and velvet beans improved the fattening of cattle and poultry. Drying the cover crop, they were able to produce protein-rich hay bales, sought-after in winter when other fodder stocks usually run low.

Better-fed, healthier animals meant better sales, as the Garwes could now get around $1,200 for one cow. Neighboring farmers soon found this new crop-livestock system appealing and joined the initiative.

Saving for a dry day

The economic opportunities for farmers in Murehwa go beyond cow sales. In 2013, the Klein Karoo (K2) seed company offered contracts to farmers for the production of lablab seed. Suddenly the crop became highly profitable, which trigged adoption by almost all the farmers in the area.

As explained by extension officer Ngairo, “there is lablab and velvet beans grown everywhere, at homestead plots, school gardens… using ripline seeding techniques and showing the widespread adoption of conservation agriculture practices in the ward.”

Better incomes from livestock, fodder and lablab seeds had ripple effects for these Murehwa communities.

Since they adopted lablab and conservation agriculture practices in 2013, Kumbirai and Lilian Chimbadzwa transformed their asset base. They were able to complete their four-bedroom house, connect their homestead with the national electricity network and send their daughter to a nearby boarding school.

Despite prolonged dry spells during the last season and the threat of fall armyworm, these farmers have been coping much better than those practicing conventional tillage farming.

“Farmers taking up lablab and other leguminous cover crops have not only improved their incomes, but also the resilience of their farming systems,” explained Isaiah Nyagumbo, Cropping Systems Agronomist at CIMMYT. “Conservation agriculture practices such as mulching help retain soil moisture, while pests and diseases are less prominent in diversified fields planted with stress tolerant maize varieties and legume cover crops.”

For CIMMYT and other institutions willing to scale sustainable intensification practices in Africa, there is plenty to learn from the farmers in Murehwa.

New research in the district has started to test how climate-adapted push-pull systems support smallholder farmers in overcoming the invasive fall armyworm using biological means. These systems involve conservation agriculture, green manure and legume intercropping, and planting high-productivity fodders surrounding the plots. This would also reduce the reliance on pesticides, which may be harmful for humans and the environment.

Conservation agriculture works for farmers and for sustainable intensification

The International Maize and Wheat Improvement Centre (CIMMYT) and the Association for Strengthening Agricultural Research in Eastern and Southern Africa (ASARECA) gathered agriculture leaders, experts,  ministers and permanent secretaries from 14 countries in the region May 2-4, 2019 in Kampala, Uganda. These experts reflected on the lessons learned from the eight year-long Sustainable Intensification of Maize and Legumes farming systems in Eastern and Southern Africa (SIMLESA) project, funded by the Australian Centre for International Agricultural Research (ACIAR).

During this regional SIMLESA policy forum, ministers of agriculture signed a joint communiqué calling for mainstreaming conservation agriculture practices and enabling sustainable intensification of African agriculture, in response to the ongoing agroecological crisis and fast-growing population.

The minister of agriculture, animal industry and fisheries of Uganda, Vincent Ssempijja, reminded that “Africa is paying a high price from widespread land degradation, and climate change is worsening the challenges smallholder farmers are facing.” Staple crop yields are lagging despite a wealth of climate-smart technologies like drought-tolerant maize varieties or conservation agriculture.

It is time for business unusual,” urged guest speaker Kirunda Kivejinja, Uganda’s Second Deputy Prime Minister and Minister of East African Affairs.

Research conducted by CIMMYT and national partners in Ethiopia, Kenya, Malawi, Mozambique, Rwanda, Tanzania and Uganda under the SIMLESA project provided good evidence that sustainable intensification based on conservation agriculture works — it significantly increased food crop yields, up to 38%, as well as incomes, while sustainably preserving soil health.

In Malawi, where conservation agriculture adoption rose from 2% in 2011 to 35% in the 2017/18 season, research showed increases in water infiltration compared to the conventional ridge-and-furrow system of up to 90%, while soil organic carbon content increased by 30%. This means that soil moisture is better retained after rainfall, soil is more fertile, and plants grow well and cope much better during dry spells.

The SIMLESA project revealed that many farmers involved in CIMMYT research work, like Joseph Ntirivamunda in Rwanda, were interested in shifting towards more sustainable intensification practices. However, large-scale adoption still faces many hurdles.

“You cannot eat potential,” pointed out CIMMYT scientists and SIMLESA project leader Paswel Marenya. “The promise of conservation agriculture for sustainable intensification needs to be translated into more food and incomes, for farmers to adopt it widely.”

The scale conundrum

Farmers’ linkages to markets and services are often weak, and a cautious analysis of trade-offs is necessary. For instance, more research is needed about the competing uses of crop residues for animal feed or soil cover.

Peter Horne, General Manager for ACIAR’s global country programs, explained that science has an important role in informing policy to drive this sustainable transformation. There are still important knowledge gaps to better understand what drives key sustainable farming practices. Horne advised to be more innovative than the traditional research-for-development and extension approaches, involving for instance the private sector.

Planting using a hoe requires 160 hours of labor per hectare. A two-wheel tractor equipped with a planter will do the same work in only 3 hours.

One driver of change that was stressed during the Kampala forum was the access to appropriate machinery, like the two-wheel tractor equipped with a direct planter. While hoe planting requires 160 hours of labor per hectare, the planter needs only 3 hours per hectare, enabling timely planting, a crucial factor to respond effectively to the increased vagaries of the weather and produce successful harvests. While some appropriate mechanization options are available at the pilot stage in several African countries like Ethiopia or Zimbabwe, finding the right business models for service provision for each country is key to improve access to appropriate tools and technologies for smallholder farmers. CIMMYT and ACIAR seek to provide some answers through the complementary investments in the Farm Mechanization and Conservation Agriculture for Sustainable Intensification (FACASI) project.

CASI can be scaled but requires tailoring sustainable intensification agronomic advices adapted to local environment and farming systems. Agricultural innovation platforms like the Mwanga mechanization youth group in Zimbabwe are one way to co-create solutions and opportunities between specific value chain actors, addressing some of the constraints farmers may face while implementing conservation agriculture practices.

Providing market incentives for farmers has been one challenging aspect, which may be overcome through public-private partnerships. Kilimo Trust presented a new consortium model to drive sustainable intensification through a market pull, linking smallholder farmers with food processors or aggregators.

“SIMLESA, as a long-term ambitious research program, has delivered remarkable results in diverse farming contexts, and conservation agriculture for sustainable intensification now has a more compelling case,” said Eric Huttner, ACIAR research program manager. “We should not ignore the complexity of conservation agriculture adoption, as shifting to new farming practices brings practical changes and potential risks for farmers, alongside benefits,” he added. As an immediate step, Huttner suggested research to define who in the public and private sectors is investing and for what purpose — for example, access to seed or machinery. Governments will also need further technical support to determine exactly how to mainstream conservation agriculture in  future agricultural policy conversations, plans and budgets.

“Looking at SIMLESA’s evidence, we can say that conservation agriculture works for our farmers,” concluded Josefa Leonel Correia Sacko, Commissioner for Rural Economy and Agriculture of the African Union. During the next African Union Specialized Technical Committee in October 2019, she will propose a new initiative, scaling conservation agriculture for sustainable intensification across Africa “to protect our soils and feed our people sustainably.”

Sustaining the production and demand of Quality Protein Maize in Ethiopia

The International Maize and Wheat Improvement Center (CIMMYT) and Ethiopia’s Ministry of Agriculture held a workshop on March 23, 2019, with the main stakeholders of the agricultural research and seed sectors to discuss how Quality Protein Maize (QPM) production and demand could be expanded, to ensure lasting nutrition benefits for consumers and incomes for farmers.

Maize is the second most cultivated cereal in Ethiopia, with 66% of cereal-farming households cultivating maize on 2.1 million hectares. It is a primary staple food in the major maize-growing areas as well as a source of feed for animals and a raw material for industries. With increasing pressures from climate change and population growth, maize is likely to be key to meeting the challenges of food and income security.

Despite its high productivity, maize grain does not provide balanced protein for human consumption. It is deficient in two essential amino acids, lysine and tryptophan, putting those who consume maize without alternative protein sources at risk of malnutrition and stunted growth and development. Infants and young children are especially at risk. Complementary and alternative sources of protein such as legumes or animal products — meat, eggs and milk – are often inaccessible or unaffordable to the poorest households.

QPM is a type of maize, developed through conventional breeding, that contains nearly twice the amount of tryptophan and lysine compared to common varieties. Research shows that eating QPM can improve quality protein intake among young children and QPM is nutritionally advantageous over conventional maize, especially for families with an undiversified diet dominated by maize.

Since 2012, CIMMYT has been working with the Ethiopian Institute of Agricultural Research (EIAR), the Ministry of Agriculture and other strategic partners like the Ethiopian Public Health Institute (EPHI), Sasakawa Global 2000 (SG2000) and Farm Radio International, to improve food and nutritional security in Ethiopian farming communities through the promotion and expansion of QPM under the Nutritious Maize for Ethiopia (NuME) project. This project built on the achievements of a previous project called Quality Protein Maize Development (QPMD). Both projects were financed by the government of Canada.

Ethiopians are willing to pay for QPM

During the workshop, CIMMYT senior scientist and NuME project leader Adefris Teklewold talked about the favorable conditions that had contributed to the project’s success and which are also grounds for sustainability: government policies and strategies, technical knowledge and technology, and the productive collaboration among partners.

The NuME project operated in 36 woredas, or districts, of the Amhara, Oromia, SNNP and Tigray regions. More than 68% of the target population is now aware of the nutritional benefits of QPM, boosting the demand for the nutritious maize.

Four QPM varieties have been released since the beginning of the project and at least two promising varieties are in the pipeline. Figures show an adoption rate of 11% in the project’s target areas. Today, the main issue to reach out more people is shortage of seed.

Consumers are willing to pay up to 15-20% more for QPM grain compared to non-QPM maize, which can encourage farmers, seed suppliers and other stakeholders to invest on QPM.

The project team trained people in food preparation and organized events to demonstrate the benefits of QPM. One fifth of the 1,788 QPM demonstrations were managed entirely by women. Through demonstrations and blind tastings, people could check that QPM maize did not affect the taste or functional properties of traditional foods like dabo bread or injera flatbread. For instance, they realized that injera using QPM also stayed moist and could be rolled easily. In addition, a recent study on school feeding revealed that dishes made from QPM received wider acceptance.

Beyond the NuME project

Germame Garuma, Director General of Extension at the Ministry of Agriculture, said that “QPM is an important solution to help us improve the nutrition situation in the country.” The Ethiopian government now aims to ensure 10% of the total maize growing area is planted with QPM. Ethiopia has included QPM as a key intervention in national strategies and programs, such as the Agriculture Growth Program-II and the Seqota Declaration.

Garuma called on all government offices at various levels and NGOs working in the agriculture and nutrition sector to continue the promotion of QPM. Workshop participants drew a roadmap with four focus areas: overall coordination, dissemination, technology generation and seed production. With the leadership of the Ministry of Agriculture, more families will be able to improve their diet with QPM in the future.

Dagmo Nour, Project Manager at Global Affairs Canada, expressed interest in engaging further with CIMMYT and its partners to ensure the sustainability and scaling of QPM efforts by addressing critical issues with Ethiopian seed systems.
